El presente trabajo de investigación contempla el proyecto de un nuevo sistema integral de fajas y cadenas transportadoras y se encuentra ubicado en un terminal portuario, Con fecha 01 de diciembre del 2014. Pagroin S.A se adjudicó el contrato de parte de Terminales Portuarios S.A. para la construcción del nuevo sistema integral de fajas y cadenas transportadoras. El proyecto, consta de cuatro etapas: Dirección de Proyectos, Procura, Construcción y Pruebas. El proyecto, empezó el 05 de diciembre de 2014 y finalizó el 09 de enero de 2016. El presupuesto de costos del proyecto es de $ 3, 441,733.63. Pagroin S.A. desarrollará el proyecto como la constructora responsable y su estrategia estará enfocado en la alta especialización y la disponibilidad de recursos, en general en las disciplinas mecánica, electricidad & automatización y obras civiles. La construcción del proyecto, en lo referido a la disciplina mecánica estará a cargo de Pagroin S.A., mientras que los contratistas de servicio se encargarán de todo lo referido a las disciplinas electricidad & automatización y obras civiles. El cliente Terminales Portuarios S.A. solicita a Pagroin S.A. que utilice las buenas prácticas de la guía del PMBOK® Quinta edición. Pagroin S.A considera este proyecto como una oportunidad para aumentar sus ingresos en orden del 20% anual, incrementar en 5% el retorno en la inversión (ROI) y la mejora de procesos internos entre otros. El proyecto fue exitoso en el cumplimiento de los objetivos relacionado al alcance, tiempo, costo y calidad. El cliente aprobó la conformidad del proyecto y Pagroin S.A consiguió los resultados esperados en cuanto al retorno en la inversión (ROI) y el aumento de los ingresos. Los indicadores financieros obtenidos fueron: TIR = 1.74%, VAN = $ 850,511 y un payback de 15 meses. / The present research work contemplates the project of a new integral system of conveyor belts and chains and is located in a port terminal. On December 1, 2014. Pagroin S.A was awarded the contract by Terminales Portuarios S.A. for the construction of the new integral system of conveyor belts and chains. The project consists of four stages: Project Management, Procurement, Construction and Testing. The project started on December 5, 2014 and ended on January 9, 2016. The project was successful in meeting the objectives related to scope, time, cost and quality. El presente Trabajo de Investigación se refiere a la Dirección del Proyecto de “Mejoramiento del servicio deportivo en el Sector 09, Grupo 03, Distrito de Villa El Salvador - Lima - Lima", a base de los lineamientos establecidos en la Guía de los Fundamentos de la Dirección de Proyectos (Guía del PMBOK®, Quinta Edición, 2013), el proyecto tiene un alcance que incluye la aplicación de los Grupos de Procesos de Inicio y Planificación. El proyecto incluye el proceso de contratación y elaboración del expediente técnico, el estudio del impacto ambiental, la ejecución de la obra, supervisión y cierre. La ejecución de la obra incluye la construcción de una Losa Deportiva Multiusos, una Tribuna, un Bloque de Servicios, Un Cerco Perimétrico y Muros de Contención relacionados con el Polideportivo. El enfoque y la definición del proyecto se realizaron con información sobre los objetivos y documentación disponible en el Instituto Peruano de Deportes, así como documentos e informes del estudio técnico y desarrollo del proyecto, para lo cual se analizó la información disponible. El Instituto desarrolló los procesos de contratación para el Expediente Técnico, así como los términos de referencia para la contratación del supervisor y del ejecutor de la obra. Este trabajo de investigación, presenta una propuesta de Caso de Negocio para el proyecto de implementación de una nueva versión de la actual PMO de la empresa AtekPC, basados en la información disponible en el caso de Harvard 308-S52 (El Departamento de Gestión de Proyectos de AtekPC). En este caso de negocio, se realiza un análisis tanto de los costos totales del ciclo de vida del producto, como los beneficios esperados que generará la PMO en su primera fase la de una PMO Básica (Según la tipología de Gerard Hill). El alcance de la PMO Básica será de dar soporte a los proyectos de Operaciones, ya que es el área que más efecto tiene sobre la productividad. La PMO dará soporte también, al área de TI, sin embargo para esta primera fase no se incluirá en su metodología a los proyectos ágiles. La madurez que vaya adquiriendo la PMO respecto a su propósito, responsabilidades y autoridad, redundará en mayores beneficios para la organización, optimizando el desempeño de los proyectos y mejorando la integración interfuncional entre las áreas de la organización, que permitirá afrontar con mayor eficiencia los nuevos y complejos proyectos de acuerdo al planeamiento estratégico de la empresa. / This research paper presents a Business Case proposal for the implementation project of a new version of the current PMO of the company AtekPC, based on the information available in the case of Harvard 308-S52 (The Project Management Department of AtekPC). In this business case, an analysis is made for the total costs of the life cycle of the product and the expected benefits that the PMO will generate in its first phase of Basic PMO. The scope of the Basic PMO will be to give support to the Operations projects, since it is the area that has more effect on productivity. The PMO will also give support to the IT area, however for this first phase, agile projects will not be included in its methodology. The maturity that the PMO acquires with respect to its purpose, responsibilities and authority, will result in greater benefits for the organization, optimizing the performance of the projects and improving the inter-functional integration between the areas of the organization, which will allow to face with greater efficiency the new and complex projects according to the strategic planning of the company. / Tesis

Resumen El presente trabajo aborda la problemática generada por el incumplimiento de la presentación del Plan Maestro Optimizado por parte de las entidades prestadoras de servicios de saneamiento en el ámbito urbano, así como su inobservancia al momento de efectuar en las inversiones por el gobierno: nacional, regional y/o local en dicho ámbito. El objetivo principal de esta investigación es establecer si el marco normativo para la gestión y prestación de los servicios de saneamiento en el Perú ejerce influencia significativa en el incumplimiento del PMO como herramienta de regulación y gestión de los servicios de saneamiento en el ámbito urbano. Para ello se utilizó una metodología de enfoque cualitativo con un tipo de estudio descriptivo y explicativo. La investigación consta de 3 partes, la primera que comprende el capítulo 1 en el que se define el problema, objetivo de la investigación y metodología, la segunda que comprende el capítulo 2 y 3 en los que se aborda el marco teórico y contextual de la investigación y la tercera que comprende los capítulos 4, 5, y 6 que integran los hallazgos de la investigación, la propuesta ante la problemática evidenciada y las conclusiones de la investigación. La investigación concluye, que los vacíos del marco normativo que regula la gestión y prestación de los servicios de saneamiento en el Perú, alientan el incumplimiento de la presentación de los PMO y propicia su omisión como herramienta de planificación de las inversiones en el ámbito urbano por parte de las autoridades regionales y municipales / The present work addresses the problem generated by the breach of the presentation of the Optimized Master Plan (OMP) by the entities providing drinking water & sanitation services in urban areas; non-observance investments executed by the regional and local governments (which were outside the OMP). The main objective of this research is to establish if the regulatory framework for the management and provision of drinking water & sanitation services in Peru has a significant influence on the circumvention of the PMO as a tool for regulation and management of drinking water & sanitation services in the urban environment. For this, a qualitative approach methodology was used with a descriptive and explanatory type of study. The research consists of 3 parts, the first one comprising chapter 1 in which the problem is defined, the objective of the research and methodology, the second one comprising chapter 2 and 3 in which the theoretical and contextual framework of the research and the third one that includes the chapters 4, 5, and 6 that integrate the findings of the research, the solution proposal before the problem and the conclusions of this research. El presente trabajo de investigación propone optimizar la formulación y evaluación de proyectos de inversión para cualquier ente encargado de evaluar proyectos, aplica para ello las buenas prácticas de la guía de PMBOK. La propuesta busca agilizar los procesos de la fase Formulación y Evaluación del nuevo sistema de inversión invierte.pe, a través de un análisis de la situación histórica de la fase de pre inversión del antiguo Sistema Nacional de Inversión Pública (SNIP), enmarcado en el perfil simplificado del PIP menor. Diseñar una nueva estructura organizativa para la Unidad Formuladora (UF), con el fin de diferenciar los roles que intervienen en la fase de Formulación y Evaluación. Aplicar procesos de dirección de proyectos para la fase de Formulación y Evaluación del ciclo de inversión, específicamente dentro de las áreas de conocimiento de la Gestión de los Interesados, Gestión del Alcance, Gestión del Cronograma, Gestión de los Costos, Gestión de la Calidad y Gestión de los Riesgos. Propone la creación de una Oficina para la Dirección de Proyectos (PMO) subordinada al Gobierno regional, como soporte de las buenas prácticas y propietaria de los procesos de calidad en el marco de la fase de Formulación y Evaluación. / The present research work proposes to optimize the formulation and evaluation of investment projects for any entity in charge of evaluating projects, applying the good practices of the PMBOK guide. The proposal seeks to streamline the processes of the Formulation and Evaluation phase of the new investing system invest.pe, through an analysis of the historical situation of the pre-investment phase of the old National Public Investment System (SNIP), framed in the simplified profile of the minor PIP. Design a new organizational structure for the Formulator Unit (UF), in order to differentiate the roles involved in the Formulation and Evaluation phase. Apply project management processes for the Formulation and Evaluation phase of the investment cycle, specifically within the areas of knowledge of Stakeholder Management, Scope Management, Schedule Management, Cost Management, Quality Management and Risk Management. La investigación titulada “ANÁLISIS DE VIABILIDAD PARA LA IMPLEMENTACIÓN DE UNA PLATAFORMA TECNOLÓGICA EN EL SERVICIO DE SALUD DE LA ZONA RURAL DEL DISTRITO DE HUALGAYOC, DEPARTAMENTO DE CAJAMARCA” tiene como propósito el mejorar los servicios de salud en la zona rural del distrito de Hualgayoc a través de la evaluación de la viabilidad para una plataforma tecnológica que integre la Micro Red de Salud de Hualgayoc contribuir a la salud de la población rural del distrito, ofreciendo un servicio especializado como respuesta al incremento de la tasa de mortalidad de su población. Abordamos el estudio del Sistema de Salud Pública y el problema de la cobertura de salud en las zonas rurales, puntualmente en el distrito de Hualgayoc. Analizamos la realidad de las telecomunicaciones en las zonas rurales, la cual impacta directamente en poder acercar el servicio a esta zona. La evaluación se realizó en base a la “Guía General para identificación, formulación y evaluación social de proyectos de inversión pública a nivel perfil” del Ministerio de Economía y Finanzas basada en USAID, a través de la cual se analizaron las alternativas tecnológicas que permita la comunicación entre los 11 puestos de salud. Este trabajo servirá para mejorar los servicios de salud en el distrito de Hualgayoc, además de mostrar el liderazgo que la Municipalidad Distrital de Hualgayoc debe ejercer tanto para conseguir el financiamiento del proyecto, así como su ejecución y suscribir los convenios necesarios a fin de mejorar la salud del distrito. / The research entitled "FEASIBILITY ANALYSIS FOR THE IMPLEMENTATION OF A TECHNOLOGICAL PLATFORM IN THE HEALTH SERVICE OF THE RURAL AREA OF HUALGAYOC DISTRICT, DEPARTMENT OF CAJAMARCA" aims to improve the health services in the rural area of ​​Hualgayoc district by doing the evaluation of the feasibility for a technological platform that integrates the Micro Health Network of Hualgayoc in order to contribute to the health of the rural population of the district, offering a specialized service in response to the increase in the mortality rate of its population. El presente trabajo de investigación, propone la implementación de un edificio de estacionamientos en el centro histórico de la ciudad de Cusco, en el local del Club Internacional Cusco, propuesta de solución al déficit de estacionamiento del centro histórico, analizando la viabilidad técnica y económica para un negocio de operación inmobiliaria de aparcamiento en un horizonte de 10 años, con una tasa de descuento k=8.16% anual, expresado en una edificación convencional destinada al estacionamiento vehicular implementado con un sistema automatizado, con una capacidad para 260 vehículos en un área de seis mil metros cuadrados (6,000 m2) construida en semisótano y la misma área en primer nivel, orientado a infraestructura para la práctica deportiva de socios del Club Internacional Cusco y público en general, ubicado en la intersección de la Av. Pardo con Av. San Miguel, diseñado bajo los conceptos de movilidad sostenible. Se plantea, una operación basada en la tarifa de S/. 4.00 por hora, con estos datos y con el porcentaje de ocupación determinado, se atenderían 2,587 vehículos por día, obteniendo ingresos anuales superiores S/. 4, 304,220 al año. Para iniciar operaciones se precisa de una inversión inicial de S/. 9, 652,427.91, con una participación del 30% por los socios inversionistas y el 70% restante por financiamiento bancario; el tiempo de recuperación de la inversión es al sexto año. El resultado de la evaluación financiera con un horizonte a 10 años se obtiene un VANe=9, 800,211.50 y un VANf= 5, 145,325.64; una TIRe= 23.5% y TIRf=49.61%. / The present research work, proposes the implementation of a parking building in the historic center of the city of Cusco, in the premises of the Club Internacional Cusco, proposed solution to the parking deficit of the historic center, analyzing the technical and economic feasibility for a 10-year real-estate operation business with a discount rate of k = 8.16% per year, expressed in a conventional building intended for vehicular parking implemented with an automated system, with a capacity for 260 vehicles in an area of six thousand square meters (6,000 m2) built on a semi-basement and the same area on the first level, oriented to infrastructure for the sports practice of members of the Cusco International Club and the general public, located at the intersection of Av. Pardo and Av. San Miguel, designed under the concepts of sustainable mobility. El presente Trabajo de Investigación propone mejoras para la dirección de un Proyecto de implementación de caminos para el transporte de concentrado de mineral en el Departamento de Apurímac, de manera que una organización pueda tomarlas como guía para la dirección exitosa de futuros proyectos. El Proyecto a analizar para el propósito inició en el año 2016, que comprende la micro pavimentación de 74.08 kilómetros de caminos; servicio ejecutado por la constructora “Best Roads”(1), que le permitirá al Cliente (“Apurímac Copper”)(1), contar con una ruta mejorada del corredor hacia la vía nacional y ésta a su vez conectar con el Puerto de Matarani. Para el análisis financiero se evaluó el Flujo de Caja de la fase de construcción del Proyecto, el cuál sirvió de base para elaborar el presupuesto ascendente a S/. 84’810,316.36 y para obtener los indicadores de rendimiento: Tasa Interna de Rentabilidad de 20.45% y Valor Actual Neto de S/. 4’801,041 con los cuales se determinó la factibilidad. Es de suma importancia la identificación y análisis de requerimientos para la definición del alcance del Proyecto, con el fin de satisfacer las necesidades de los interesados. Recomendamos aplicar los procedimientos descritos, consideraciones de una inversión que aumentará las probabilidades de éxito del Proyecto. / This research paper proposes enhancements for the Project Management in the roads implementation for ore concentrate transport in Apurimac Department, hence a contractor might take them as a guide for a successful management in future projects. The Project to analize for this purpose started in 2016, which involves micro paving of 74.08 kilometers of roads, service was performed by “Best Roads” company (1), that will allow the Client ("Apurímac Copper") (1), to have an improved route from the corridor to the national highway and arrive to the Port of Matarani. For the financial analysis the Cash Flow was evaluated the construction phase of the Project, which served as the basis to prepare the budget amounting to S/. 84'810,316.36 and also obtaining the main financial values: Internal Rate of Return of 20.45% and Net Present Value of S /. 4'801,041 used to determine its feasibility. Is highly relevant the identification and analysis of the requirements in order to define the sccope of work, as such it meet the stakeholders needs. El presente proyecto busca aprovechar la oportunidad que se origina por la demanda insatisfecha de profesionales técnicos con una formación de calidad en el mercado de Lima, necesidad que se satisface mediante la estrategia de diferenciación al crear valor en el servicio de formación técnica profesional e incluir los atributos valorados e identificados por nuestro público objetivo en el estudio de mercado respecto a las áreas de Enfermería Técnica, Administración de Empresas y Computación e Informática. Conforme al estudio de mercado, la demanda estimada de alumnos de NSE C y D interesados en seguir estudios técnicos superiores al 2019 dentro de nuestro mercado objetivo ascienden a 35,243 alumnos, iniciando la actividad educativa con un promedio de 264 alumnos nuevos en cada turno, alcanzando al término del primer año un total de 528 alumnos. La inversión inicial requerida es de S/. 4,616,442.00 soles, de los cuales el 65% será aportado por los socios de la empresa y el 35% restante será obtenido a través de financiamiento bancario. El punto de equilibrio de la demanda (alumnos por salón) es de 22, por lo que se estima que durante los primeros 5 años se obtendría un VANE de S/. 1,615,286.00 soles, con una TIRE de 32.67% y un periodo de recupero de 4 años y 4 meses, lo que demuestra la viabilidad, factibilidad y rentabilidad del Proyecto propuesto. La utilización del estándar del PMI permitirá asegurar los resultados obtenidos, reduciendo las probabilidades de pérdidas para Ciencitec en la inversión del proyecto propuesto. / The present project seeks to take advantage of the opportunity that arises from the unmet demand of technical professionals with quality training in the Lima market, a need that is satisfied through the differentiation strategy to create value in the professional technical training service and include the attributes valued and identified by our target audience in the market study regarding the areas of Technical Nursing, Business Administration and Computing and Information Technology. According to the market study, the estimated demand of NSE C and D students interested in pursuing higher technical studies in 2019 within our target market amounts to 35,243 students, initiating the educational activity with an average of 264 new students in each shift, reaching at the end of the first year a total of 528 students. The initial investment required is S /. 4,616,442.00 soles, of which 65% will be contributed by the partners of the company and the remaining 35% will be obtained through bank financing. La presente tesis está desarrollada sobre el proyecto de construcción de una planta de maestranza industrial de Industrias Unidas, ubicada en la región Ica. Durante los últimos años el rápido crecimiento de la empresa ha generado no sólo un incremento de ventas y capacidad operativa, sino también el crecimiento de la planta sin una estructura planificada y organizada, haciendo actualmente imposible de controlar los procesos, la calidad de los productos y el servicio que se brinda al cliente.   La presente tesis se desarrolla en dos partes: en primer lugar se presenta la estructura de la empresa, se realiza un análisis de los factores internos y externos para poder realizar una propuesta de estrategias las que se encuentren orientadas a cumplir los objetivos estratégicos de la empresa. Posteriormente se ha realizado la selección de estrategias que permitirán alcanzar los objetivos trazados por Industrias Unidas, para las cuales se ha desarrollado una evaluación financiera para determinar la viabilidad del proyecto.   En segundo lugar, con los resultados de la evaluación financiera aprobada, se procedió a desarrollar el acta de constitución del proyecto y la elaboración del plan para la dirección del proyecto, el cual contiene todos los lineamientos que nos permitirá implementar el proyecto dentro de los objetivos requeridos. El plan para la dirección del proyecto ha sido desarrollado aplicando las recomendaciones y lineamientos que el Project Management Institute establece en su guía de fundamentos del PMBOK®2008. / This thesis is carried out with the purpose of demonstrating that the execution of a project improves significantly in its execution when it is carried out applying good practices in project management, using all the methods exposed in the PMBOK guide (4th version).
