Beyond Waste Management : Challenges to Sustainable Global Physical Resource Management

Current physical resource management (PRM) was investigated in a global perspective in this thesis, to gain a deeper understanding of its implications in a sustainability perspective. In particular, the main challenges to the current PRM system and the kinds of systemic changes needed for sustainable PRM were examined. In five separate studies, different theoretical and practical challenges to current PRM approaches were analysed. A descriptive literature review, causal loop diagrams and semi-structured interviews were performed to gather qualitative and quantitative inferences. Perspectives from industrial ecology, life cycle thinking, systems thinking and environmental philosophy were then applied to analyse global resource/waste management issues. The analysis resulted in an overview of the global ecological sustainability challenges to current PRM and identification of major challenges to the global waste management system. Causal loop diagrams were used to qualitatively analyse the structure and behaviour of production and consumption systems responsible for unintended environmental consequences of purposive actions to improve material and energy efficiencies. Ways in which resource quality could be maintained throughout the system of production and consumption systems were determined by identifying challenges facing product designers while closing the material loops. A planning framework was devised to operationalise the sustainable development demands in society, including production and consumption systems. A broader systems approach is proposed for future sustainable global PRM, focusing on ensuring societal functions within the human activity system. The approach involves designing and managing anthropogenic stocks of physical resources to reduce inflows of physical resources and outflows of wastes and emissions. Life cycle-based databases linking resource consumption with waste generation are needed for improved global PRM. / I denna avhandling undersöktes fysisk resursanvändning i ett globalt perspektiv, för att få en djupare förståelse av dess konsekvenser i ett hållbarhetsperspektiv. Framför allt undersöktes de största utmaningarna med den aktuella fysiska resurshanteringen och vilka typer av systemförändringar som krävs för en hållbar fysisk resurshantering. I fem studier analyserades olika teoretiska och praktiska utmaningar för den nuvarande fysiska resurshanteringen. Litteraturstudier, kausala loopdiagram och semistrukturerade intervjuer genomfördes för att samla kvalitativ och kvantitativ information. Perspektiv från industriell ekologi, livscykeltänkande, systemtänkande och miljöfilosofi tillämpades för att analysera globala resurs- och avfallshanteringsfrågor. Analysen resulterade i en översikt av den nuvarande fysiska resurshanteringens globala ekologiska hållbarhetsutmaningar och identifiering av stora utmaningar för den globala avfallshanteringen. Kausala loopdiagram användes för att kvalitativt analysera strukturen och beteendet hos de produktions- och konsumtionssystem som gör att ändamålsenliga åtgärder för att förbättra material- och energieffektivitet får oavsiktliga negativa miljökonsekvenser. Hur resurskvalitet kan upprätthållas i produktions- och konsumtionssystemen som helhet bestämdes genom att identifiera de utmaningar som produktdesigners möter när de sluter kretslopp av material. En planeringsmodell utformades för att operationalisera kraven på hållbar utveckling i samhället, bland annat produktions- och konsumtionssystem. Ett bredare systemtänkande föreslås för en hållbar global fysisk resursförvaltning i framtiden, med fokus på att säkerställa samhällsfunktioner inom det mänskliga aktivitetssystemet. Environmental concern, race and socio-economic status in post-apartheid South Africa, 1996-2006

Thesis (MA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: This thesis examines longitudinally the nature of environmental concern in post-apartheid South Africa. During the years of colonialism and apartheid, environmental policy making and implementation was characterised by environmental racism that focused on ecocentric notions of nature conservation and protection, to the exclusion of black, coloured and Asian South Africans. The post-apartheid government has attempted to rectify the exclusion of black people from environmental rights, by enshrining in the Bill of Rights the right to an environment that is not harmful to South Africans' health or well-being. In light of the Bill of Rights unique political and practical implementation in South Africa, and on the basis of a comprehensive review of the empirical and theoretical literature on environmental concern, two hypotheses were formulated for testing in this thesis. The first, which is informed by an environmentalism of the poor or “empty-belly environmentalism” theory, proposes that South Africans have become more environmentally concerned since the end of apartheid. The second hypothesis is informed by the post-materialist thesis, and examines whether controlling for socio-economic status eliminates difference in environmental concern amongst the various race groups. The research design applied in this thesis is a longitudinal analysis of secondary data, in particular World Values Survey data. The results of this analysis led to a rejection of the first hypotheses, and a partial rejection of the second hypothesis. Additionally, the results reveal that since 1996 environmental concern has become less influenced by race and class. The thesis also contributes methodologically to future research on environmental concern, by raising concerns about the operationalisation and conceptualisation of environmental concern in the World Values Survey. / AFRIKAANSE OPSOMMING: Hierdie tesis ondersoek die aard van omgewingsbesorgdheid in post-apartheid Suid-Afrika. Gedurende die jare van kolonialisme en apartheid was beleidmaking en -implementering gekenmerk deur omgewingsrassisme wat op ekosentriese opvattings van natuurbewaring en -beskerming gefokus het. Dit het tot die uitsluiting van swart, bruin en Asiatiese Suid-Afrikaners gelei. Die post-apartheid regering het gepoog om hierdie groot ongelykhede reg te stel, deur die reg tot 'n omgewing wat nie skadelik vir hul gesondheid of welsyn is nie, vas te lê in die Handves van Menseregte. In die lig van hierdie omgewingsbeleidspunte se unieke politieke en praktiese implementering in Suid-Afrika, en op grond van 'n omvattende oorsig van die empiriese en teoretiese literatuur oor omgewingsbesordheid, is twee hipoteses in hierdie tesis getoets. Die eerste hipotese, waaraan 'n omgewingsbewustheid van die armes of "leë maag omgewingsbewustheid"-teorie gestalte verleen het, voer aan dat Suid-Afrikaners sedert die einde van apartheid meer omgewingsbesorgd geword het. Untold Narratives: A Refugee Experience from Laos to Richmond, California is focused on the Mien refugee experience from Laos to Richmond, California. This thesis highlights the ways Cold War politics, the Secret War, and heavy industrialization have impacted Mien communities who have been displaced from their homelands into refugee camps, and again through sponsorship into the United States. This thesis looks at political theories that discuss inequalities that exist, particularly through environmental degradation and negative health impacts that Mien refugees are experiencing in their resettlement into Richmond, California. Due to the limited scholarly articles and documented narratives that are available in regards to Mien experiences, interviews were conducted to highlight the stories and experiences of Mien refugees paired with a historical background of their journey from China, to Laos, and to Richmond. Even in the face of so much struggle and hardship, many Mien people have been resilient and been successful in building community and fighting for justice.

本研究是國內少數以公民參與的觀點,探討環境正義落實,並以實際政策規劃佐以驗證。過去台灣公民參與政策規劃實例不多,甚至公民參與政策規劃意願薄弱,因為許多民眾不相信政府會採納他們的意見,總保持旁觀態度。同時,國內政策規劃模式並沒有提供公民參與機制,民眾不熟悉政策制定流程,也沒有相對專業背景,造成雙向溝通地方座談會流於形式。 政策規劃應以民眾為最主要利害關係人考量,利害關係人的意見應在政策規劃時就須納入考量並給予相對回應,以獲得政策合法性及追求政策支持度。環境正義的落實必須依賴政策的落實,同時也提供利害關係人相對的資訊,以供作出最有利判斷,否則推動環境正義的行動,僅淪為空談。本研究以臺北縣新莊市中港大排整治個案為研究背景,將規劃過程政府與當地民眾如何互動,詳實記錄並分析。冀望透過本計畫執行,能提供未來政府決策參考。同時能激起民眾公民意識覺醒,提升公民參與政策規劃意願,進而落實環境正義。 關鍵字:環境正義、利害關係人、公民參與 / This research is one of the few researches which aims to discuss the application of environment justice and verify it with a real example of policy planning from the point of view of citizens participation. In the past, there are few examples of citizen participating in policy-making. Moreover, citizens are not willing to take part in public policy-making, for the public doesn’t believe the government will adopt their opinions, is not familiar with the process of policy-making and doesn’t have professional knowledge about policy-making. As a result, the local forums between the government officials and the public cannot produce positive outputs. Policy planning should regard the public as main stakeholder and the opinions of the “stakeholders” should be taken into account to get the legitimacy of policies and their support form the public. The application of environment justice depends on the application of policy. The government should offer the “stakeholder” necessary information so that the public is able to make the best judgment. Otherwise, the actions to carry out environmental justice will be in vain. Taking the renovation of Zhong-Kang Drainage channel in Xin Zhuang as a example, this research records and analyzes how people in Xin Zhuang interact with the government during the process of policy-making in details. This research aims to become a model for the government in future by the execution of the project. Meanwhile, the research would like to activate the awareness of citizenship and increase the public’s willingness to participate policy in planning and carry out the justice of environment.
