A New Governance Approach to Designing an Effective Arrangement for the Sustainable Management of Renewable Marine Resources in the Eastern Caribbean States

The study’s main purpose is to propose a governance framework that meets the priority of sustainable development for the regulation of offshore renewable resources in the OECS region. The study develops an analytical framework for evaluating the recently adopted “Round 3 model of governance” for the regulation of offshore wind and other marine activities in the United Kingdom. The focus is on the licensing procedures applicable to offshore wind development. Thereafter, the study examines the appropriateness of the application of the Round 3 model to the regulation of marine renewables in the OECS, and makes recommendations in that regard. Additionally, through the study of marine renewable resource development, this thesis looks at general conditions for effective ocean governance. In this regard, the thesis argues that strict hierarchical governance of the marine environment is not a desirable approach to effective ocean governance.

Blåkullamarschen i Visby

Sedan ett antal år tillbaks samlas varje år omkring 1000 påskkäringar i Visby på Skärtorsdagens eftermiddag. De samlas, marscherar iväg längs Visbys forna affärsgata, får ett pappägg med godis och går sedan hem under fridfullt tuggande och smackande. I bakgrunden,tryckta mot husväggarna, döljer sig tidigare generationers påskkäringar, de som en tid hotade att helt försvinna, och i fonden avtecknar sig Visby med ringmuren, kyrkorna, smala gator och låga hus. Blåkullamarschen i Visby har med allt detta att göra; påsktraditionerna, utdöendet, godisätande, föräldraskapet, Visbys förändring, relationen mellan det gamla och det nya. Blåkullamarschen är ett stillsamt, nästan anspråkslöst evenemang som inte pockar på särskild uppmärksamhet. Men det är också på sitt sätt ett märkvärdigt fenomen som inte låter sig alldeles enkelt beskrivas och förklaras. I beskrivningen av marschen skall jag låta köpmännen i Visby, påskkäringarna själva och deras föräldrar komma till tals och jag ska låta dem konfronteras med teoretiska antaganden om återupplivande av äldre traditioner och om skapande av helt nya. Jag hävdar att medan strukturella ekonomiska och demografiska förhållanden, liksom också rörelser som «grönavågen» och liknande, kan bilda en bakgrund som ökar förståelsen för fenomenet, är det bara genom att fokusera aktörernas intentioner som man kan finna hållbara förklaringar. / This article discusses the «B1åkulla» march in Visby, Gotland, Sweden. The event is arranged yearly on Maundy Thursday. Children and parents defy the winds, rain and snow of April to gather in the center of the small medieval town and march up and down the formerly busy street, hoping to get some of the coloured, candyfilled paper eggs distributed by the local merchants' association. The march is headed by a brass band, and most of the children, and some of their parents, are dressed up as påskkäringar, wearing old and outsized skirts and blouses, big scarves around their heads, their faces made up with red lipstick and black paint. The children are the heirs of the påskkäringar of the forties, fifties and sixties. Youngsters then dressed up as old women, begging for Easter eggs, bread and candies, walking around individually or in small groups. Although formerly widespread, the custom faded in the sixties and almost disappeared. The march was initiated by merchants in Visby in 1973 and became an immediate success. About one thousand children, one-fourth of all the children on the island, participated together with their parents, making the march one of the major events of the year. To find the factors that contributed to the success of the event, I turn to the perspectives of the merchants, the children and the parents. The merchants have obvious commercial interests; the children disguise themselves and get free candy; the parents remember the old days when the busy street was the natural meeting place and they walked around as påskkäringar themselves. From the researcher's perspective, I discuss the event in terms of effectivization, rationalization and institutionalization of an old custom, then turning to Hobsbawm's notion of «traditionalization». These concepts illuminate the historical and social background against which the actions of the performers may be analyzed. The last part of the paper discusses the concepts of «revitalization» and «folklorism». I maintain that these theoretical concepts must be rejected on the grounds that they are heavily biased by objectivist notions of «authenticity» and «false consciousness.» I find that, however simple and obvious the objectives of the actors may seem, only they can explain why so many children and parents in Visby find it worthwhile to walk the streets of Visby together on a Thursday afternoon in April.

When home is the navel of the world: an ethnography of young Rapa Nui between home and away

Rapa Nui (Easter Island) has for centuries been known as an isolated island of archaeological mysteries; yet after a rapid modernisation this is today an international tourist destination, a World Heritage Site and a glocalised community. This anthropological study based on long-term fieldwork among young Rapa Nui on the island and away, describes how it can be to grow up in and to belong to such a place. Place is seen as a continually constructed social space and is influenced by Miriam Kahn??s use of Henri Lefebvre??s concept thirdspace. Rapa Nui, as a place, people and community, is here understood as continuously formed by global and local influences. Thus, although historical, global and national influences can seem overwhelming in such a small tourist destination with a turbulent colonial history, this study also sees the opinions and practices of the inhabitants as important agents. This thesis shows how young Rapa Nui are both influenced by and influencing what Rapa Nui is and becomes. Above all, their guiding principle seems to be a continuing strong attachment to their land ??also called Te Pito o te Henua (??The Navel of the World??).

Uma análise histórica bibliográfica do tema O Pessach ontem e hoje. Em primeira instância, o Pessach será detalhado em sua evolução histórica, mostrando as origens e a prática desta celebração, na presunção da influência de outros povos que refletiram tais costumes e, assim prosseguiu destas procedências, abrangendo outras leituras no decorrer da história. Em seguida, serão expostos alguns atributos de Pessach, sendo apontados em uma organização para preservar a continuidade desta tradição, dada ao povo judeu, tanto que, estas características somaram para novas interpretações nas ocasiões dos momentos com as circunstâncias do âmbito. A proposta central são as analogias tipológicas das leituras históricas com as proféticas, onde tudo ocorria em torno do cordeiro pascal como sacrifício redentor. Após a destruição do segundo Templo, o Pessach começa a ter ressignificações, tanto para judeus tradicionais quanto para judeus messiânicos e cristãos, tendo cumprimento profético em várias características ligadas a esta esfera. O alvo deste trabalho é procurar recuperar o conhecimento dos tempos e assim entender o porquê o cordeiro não era somente para o Êxodo, mas para todos os anos. Assim sendo, as famílias meditariam, retrospectivamente, na sua libertação (crido pelos judeus tradicionais). Este ato por vez, falava prospectivamente de uma total libertação, que surgiria pela morte sacrificial do Cordeiro de Pessach (Yeshua Ha Mashiach, crido pelos judeus messiânicos e cristãos) que, uma vez exercida na história, originaria redenção conclusa, não sendo mais necessário qualquer novo derramamento de sangue do cordeiro pascal. / This paper is a bibliographical historical analysis of the theme Pessach yesterday and today. At the first moment, the Pessach will be detailed in its historical evolution showing the origins and practice of this celebration, presuming the influence of other peoples which reflected such customs, and thus proceeded from these origins, including other literature throughout history. Following this, some attributes of Pessach will be presented, being pointed out in a certain organization to preserve the continuity of this tradition, which was given to the Jewish people, in as much as these characteristics were added lending to new interpretations in the occasions of the moments with the circumstances of the environment. The central proposal are the typological analogies of the historical readings with the prophetic ones, where everything took place centered on the paschal lamb as the redemptive sacrifice. After the destruction of the second Temple, the Pessach begins to gain ressignifications, for the traditional Jews as well as for the Messianic Jews and the Christians, having prophetic fulfillment in various characteristics connected to this sphere. The goal of this paper is to seek to recover the knowledge of the times and thus understand why the lamb was not only for the Exodus but was for all times. Thus, the families would meditate, retrospectively, on their liberation (believed by the traditional Jews). The act, on the other hand, talked prospectively of a total liberation, which would emerge from the sacrificial death of the Lamb of Pessach (Yeshua Ha Mashiach, believed by the Messianic Jews and the Christians) which, taking place once in history, would originate the finished redemption, no longer necessitating any further spilling of blood of the paschal Lamb.

Sean O’Casey e Tom Murphy apresentaram versões da Revolta da Páscoa nos palcos do Abbey que abordaram a identidade da mulher irlandesa em um contexto nacionalista. Uma comparação desses dois textos dramáticos revela que, embora os dramaturgos tenham usado estratégias diferentes, ambos reavaliaram a imagem feminina promovida pelo nacionalismo irlandês. / Ireland’s particular national culture has shaped an imaginary conception of identity which has also affected the image of women. Irish drama has contributed significantly to the debate on and revisionism of Irish identity and, in the twentieth century, the Easter Rising in 1916 was chosen by some Irish playwrights as a background to promote reflection on this question. Sean O’Casey and Tom Murphy presented versions of the Easter Rising on the Abbey stage which approached the identity of Irish women in a nationalistic context. A comparison of these two dramatic texts reveals that, although the playwrights used different strategies, they both reassessed the female image promoted by Irish nationalism.

No country for losers? : gender, (in)equality, and the discursive construction of subjects and values in Polish politics

Mainstream scholarly literature has examined the post-1989 transformations in Eastern Europe without sufficient attention to gendered perspectives. Most feminist scholars and mainstream political scientists expected that the processes of democratization and Europeanization would be harbingers of positive change, and have not fully succeeded in explaining the current lack of gender equality in the region. This dissertation attempts to fill the gap by combining the insights from ‘Western’ theoretical contributions with empirical research of the Polish case. By drawing on multiple theoretical angles (post-colonialism, nationalism and gender, feminist institutionalism, feminist political economy, Europeanization), I aim to rethink the complex position of Poland in the processes of Europeanization and soft norm diffusion. The recent ‘war on gender’, which took the form of a virulent anti-equality and anti-minorities discursive campaign, has demonstrated that, despite the political and economic changes after 1989, gender inequality and social exclusion persist, and indeed may have intensified. My research explores the current discursive products and legacies (construction of subjects and values) of transformation and Europeanization as observed in mainstream political debates. This dissertation focuses on debates in the Polish parliament, the Sejm, because it is the main site of political discourse in Poland and thus influences also broader societal debates. My main argument is that gendered discourses in the Polish parliament reproduce patterns of domination and inequality, thereby creating discursive categories and subjects that are excluded and marginalized. Dominant discourses on masculinity, femininity, and sexuality prescribe a conservative set of social relations in the family and the nation. This implies that anyone who does not fulfil these discursive standards gets symbolically stigmatized and emerges from the political process as a discursive ‘loser’. Furthermore, the dissertation argues that the ways in which Europeanization and democratization were implemented in Poland, focusing primarily on neoliberal economic reforms, have left free rein to right-wing forces and the catholic church to define values and subjects. I specifically address the influential role of the catholic church in the Polish political context and argue that the anti-gender equality and anti-diversity mobilizations are cyphers for a broader backlash led by nationalist conservative actors against Europeanization and globalization processes. My contributions lie in the theoretical and conceptual bridging of various literatures (i.e. on transformation and gender) and the application of critical discourse analysis to the study of Polish parliamentary debates. Moreover, the thesis exposes invisible and ‘gender neutral’ norms about subjects and gender roles as constructed in Polish politics, with particular focus on welfare and family models and the construction of the nation. I highlight hegemonic masculinities and the marginalization or silencing of alternative discourses. The analysis provides insights into the mechanisms of gender power that construct some groups as the norm and others as problematic or deviant.

An Analysis of the Correspondence Between the Measures Collected by an Autism Treatment Center and its Stated Mission Goals

This study was a program evaluation for an autism treatment center for the period of April 2008 through August 2011. the study extended previous evaluations of the autism treatment center. the purpose of this evaluation was to determine the degree to which the center’s measures corresponded with its stated mission goals. a number of data sources were reviewed including client records of demographic and outcome information. Findings suggest the center maintained records that allow for the evaluation of most of its mission’s goals. There were, however, difficulties with data collection, storage, and retrieval. the present program evaluation found that missing information and lack of follow-up information hindered efforts toward mission evaluation.

Místo paměti: Irské národní muzeum a komemorace velikonočního povstání ve výstavě Proclaiming a Republic / The Site of Memory: National Museum of Ireland and Commemoration of Easter Rising in the Proclaiming a Republic Exhibition

The Proclaiming a Republic: The 1916 Rising (2016-2020) exhibition was opened by the National Museum of Ireland as a part of the Decade of Centenaries project to commemorate the Easter Rising. This thesis understands the exhibition as a place of memory, which on the occasion of the centenary represents the official memory of the rising, and it aims to analyze this memory. The exhibition is perceived through the SANE framework as a mnemonic formation and the emphasis is put on narrative of the exhibition. Analysis of which is based on presumptions of the new museology, according to which modern museums utilize either hegemonic (celebratory, status quo-maintaining) or counter-hegemonic (minority, status quo-denying) narratives. The content of the exhibition (texts, exhibits, photographs), which was documented by the author of this thesis during repeated visits in 2017 and 2018, is subjected to thematic analysis. By applying the thematic network method, nine so-called global themes - macro-themes depicting who / what, how and by what is the exhibition commemorating - are identified within the narrative of the exhibition. The thesis determines that the exhibition, despite expectations of the new museology, reinforces traditional myths of the Easter Rising and employs predominantly dominant narratives....
