Development of methods for distribution network power quality variation monitoring

Power quality (PO) has become a significant issue for both power suppliers and customers. There have been important changes in power system regarding to power quality requirements. "Power quality" is the combination at voltage quality and current quality. The main research problem of the project is to investigate the power quality of a distribution network by selection of proper measurement, applying and developing the existing classic and modern signal conditioning methods for power disturbance's parameters extracting and monitoring. The research objectives are: To study the standard lEC 61000-4-30 requirements. to investigate the common couplings in the distribution network. To identity the points for measurement, to develop MySQL database for the data from the measurement and to develop MATLAB software tor simulation of the network To develop methods based on Fourier transforms for estimation of the parameters of the disturbances. To develop software for the methods implementation, The influence of different loads on power quality disturbances are considered in the distribution network. Points on the network and meters according to the lEC power quality standards are investigated and applied for the CPUT Bellville campus distribution network. The implementation of the power quality monitoring for the CPUT Bellville campus helps the quality of power supply to be improved and the used power to be reduced. MATLAB programs to communicate with the database and calculate the disturbances and power quality parameters are developed.

Essays on electricity market reforms : a cross-country applied approach

In the last two decades, more than half of the countries in the world have introduced a reform process in their power industries and billions of dollars have been spent on liberalizing electricity markets around the world. This thesis presents a doctoral research concerned with the cross-country empirical analysis of the electricity market reforms. The thesis is in three-paper format; that is, we present three independent but related stand-alone papers. The first paper focuses on the impact of power market reforms on electricity price-cost margins and industrial/residential price ratios. It investigates this issue by looking at the impact of the electricity industry reforms on residential and industrial electricity price-cost margins and their effect on industrial/residential price ratios. Using panel data from 63 developed and developing countries covering the period 1982–2009, empirical models are developed and analysed. The results suggest that each individual reform step has different impact on price-cost margins and industrial/residential price ratios for each consumer and country group. That is to say, our findings imply that similar reform steps may have different impacts in different countries, which supports the idea that reform prescription for a specific country cannot easily be transferred to another one with similar success. The second paper explores whether the question of why some countries are able to implement more extensive reforms is closely related to the question of why some countries have better institutions than others. It analyses this question by using an empirical econometric model based on Poisson regression with cross-section data covering 51 states in US, 13 provinces in Canada and 51 other countries. The study concludes that both the background of the chairperson and the minister/governor and institutional endowments of a country are important determinants of how far reforms have gone in a country. Considering the fact that ideological considerations, political composition of governments and educational/professional background of leaders have played and will play a crucial role throughout the reform process; the third paper attempts to discover the impact of political economic variables on the liberalization process in electricity markets. It develops and analyses empirical models using panel data from 55 developed and developing countries covering the period 1975–2010. The results suggest that a portion of the differences in the reform experiences of reforming countries in the past three decades can be explained by differences in the political structure, in the ideology of the government and in the professional and educational backgrounds of the political leaders.

Electric Vehicles and the Utility Distribution Grid: An Impact Study

<p dir="ltr"><b><i>Background</i></b><b>:</b> The increase in EV deployment is presenting numerous energy challenges to the utility distribution infrastructure. The energy demands created by EV charging sessions and the growing call to develop a network of DCFC charging facilities increases operational risk to the utilities in the ability to provide safe and reliable electricity to all customers.</p><p dir="ltr"><b><i>Purpose:</i></b> The purpose of this study is to identify the extent of impact to the utility distribution grid from an increasing EV (electric vehicle) adoption.</p><p dir="ltr"><b><i>Setting</i></b><b>: </b>In total, there were 3,020 rows of distribution circuit feeder data collected from the PG&E DIDF and National Grid NY System Reporting Tool between 2022 – 2023. Additionally, 48 documents, engineering reports, rate filings, articles, research studies, and utility whitepapers were examined.</p><p dir="ltr"><b><i>Research Design:</i></b> Impact analysis using a mixed methodology.</p><p dir="ltr"><b><i>Data Collection and Analysis:</i></b> A single research question was used to formulate an impact analysis to the utility distribution infrastructure under a mixed methodology. A quantitative analysis to determine circuit burden based on historical feeder capacity data and conduct hypothetical impact testing based on a set of ten variables. A qualitative analysis was administered to support these results and further design recommendations for the utility system under a logic model.</p><p dir="ltr"><b><i>Findings:</i></b> The PG&E and Utility National Grid EV and Circuit Impact Analysis demonstrated high susceptibility to overburden under a moderate number of level 2 EV chargers and significantly more when the loading impact was the result of DCFC facilities. The additional exploratory research yielded a consistent theme of mitigation strategies applicable to all electric utilities.</p><p><br></p><p dir="ltr"><b><i>Conclusions</i></b><i>:</i> Portions of the electric distribution infrastructure, operated by hundreds of utilities across the United States must be analyzed, upgraded, and adequately managed under systematic programs which promote facility upgrades, energy management, technology integration, such as AMI. Further, the execution of regulatory strategies for smart policy development and investment into hosting capacity tools are critical to reducing EV impact to the utility.</p><p dir="ltr"><b><i>Keywords</i></b><i>: </i>EV, electric utility, EV grid impacts, EV grid analysis, EV managed charging, EV AMI infrastructure.</p>

Die in drei Teile gegliederte Arbeit befasst sich in ihrem ersten Teil mit den allgemeinen Grundlagen und der Entwicklung kommunaler Elektrizitätsversorgungsunternehmen. Im zweiten Teil geht es um die gesetzlichen Zielvorgaben in der Elektrizitätswirtschaft und die kommunale Verantwortung für ihr Erreichen. Der dritte Teil schließlich befasst sich mit den Voraussetzungen kooperativer Staatstätigkeit und dem Potenzial der Anwendung von Kooperationsmodellen im Bereich der örtlichen Elektrizitätsversorgung. / The dissertation ist focused on the responsibility of municipalities to supply local populations with electricity: Where can it be derived from, what consequences for municipalities arise from it and what role does the cooperation with private sector have in this context? The thesis is divided into three parts; the first part deals with the basic principles and the development of municipal electric utilities. The second part focuses on both statutory normative targets in the electricity supply industry and the municipality's responsibility to achieve them. Finally, the third part discusses the preconditions of cooperative government activity and the potential of cooperation models for application to local power supply.

Assessing corporate social responsibility on sustainable community development at Eskom : a case of Camden and Grootvlei Power Stations

The need for constructive and effective sustainable community development in South Africa is recognised as a cornerstone for national development. Having a clear understanding of sustainable development and sustainable community development is a prerequisite in developing sustainable communities. A current rate of unemployment and low skills level pose a threat to sustainable development within the communities. There is growing interest within businesses and organisations to contribute towards corporate social responsibility (CSR) programmes and initiatives. However, this is an enormous task to address socioeconomic challenges in South Africa due to limited resources and high expectations. The businesses should implement well-structured plans for corporate social responsibility. Furthermore, planned initiatives generally tend to appropriately promote social harmony within targeted community. Skeptics of CSR often claim that business should focus on profits and let the government or non-profit organisations deal with social and environmental issues. The Eskom’ power stations under this study do make some contribution to social and economic development in South Africa, which is realised through corporate social responsibility (CSR) policy within the areas of Ermelo and Balfour. Most people in these communities feel they have been neglected for a long time as their social concerns have not been resolved. The community have recently pressurised these power stations to become corporate citizens; to take on CSR and work towards sustainable community development in their areas. There is a perception within the community that the management of Camden and Grootvlei power stations is not actively involved in executing CSR programmes; hence the intention of the study is to present an interesting analysis of these perceptions by exploring the experienced outcome of CSR initiatives around Ermelo and Balfour in improving the livelihood of the people, inter alia: unemployment and education. The case study research design was adopted for this research and employed a qualitative approach to understand the individual perceptions about the phenomenon under study. The data were collected by means of semi-structured interviews and electronic email. The responses from the participants were analysed using ATLAS.ti software to identify codes and patterns in primary data. The total selected sampling was 25, but those who participated were only 17. From the key findings, it was evident that these power stations do make some contributions towards CSR within their community. However, this study revealed a gap in the way CSR is practiced and implemented: social responsibility and real sustainable development do not reach the community. The findings also brought to light vast differences in the perceptions of various stakeholders regarding available programmes that support sustainable development within the community. These vast differences could mean that this study represents the start of a long-term process. Moreover, the study suggests some critical underlying factors that should be dealt with to close this gap: communication, awareness of available programmes, budget challenges and commitment, and identifying who should take responsibility for various aspects of development. The outcomes of this study are based on how stakeholders view community development needs and challenges by means of three cases that emerged during data analysis: case 1) community; 2). CSR project manager; 3) Top Management. Overall, this study contributes to the applied research area of; proper community engagement programmes, management engagement, employment, training and development, and education. / Business Management / M. Review of the environmental authorization followed during the construction of Eskom's Kusile and Medupi power stations, South Africa

Environmental impact assessment follow-up has been widely addressed by various researchers. However, there is still a gap in the actual implementation of this process. This study addresses this gap by evaluating the effectiveness of implementing the environmental authorizations of Eskom’s Kusile and Medupi Power Stations during the construction phase. The main aim of the study is to determine whether the environmental authorization conditions were effectively implemented by project developers and whether full compliance which could lead towards sustainable development was at the forefront of Kusile and Medupi developments. The survey method was used whereby questionnaires were formulated and completed by fifty (50) participants involved in the implementation of both power stations’ environmental authorizations. The results showed that the importance of protecting the environment and overall compliance with the projects’ environmental authorization conditions are well understood and implemented. However, some of the responses indicated the difficulty in implementing certain environmental authorization conditions such as retaining existing vegetation cover. About Nineteen (19) external audit reports (of which nine were for Kusile and ten for Medupi) between the periods of 2008 to 2014 were reviewed and the audit results shown good percentage of over 90% compliance with the environmental authorization at both power stations. In conclusion, the environmental authorizations were well implemented by both Kusile and Medupi Power Stations. The environmental management through compliance with the environmental authorization is at the forefront of the Eskom’s developments and thus promotes sustainable development. The combating of unauthorised electrical connections in Kwazulu-Natal, South Africa

Text in English, with English, Afrikaans and Zulu summaries / This study was conducted owing to the protracted problem and challenges that unauthorised electrical connections pose to electricity utilities. This study sought to contribute to the combating of unauthorised electrical connections in KwaZulu-Natal, South Africa, which has never before been studied in this manner. Considerable revenue is stolen from utilities because of unauthorised electrical connections, by-passing of electrical meters and tampering with electricity networks. This contributes to public safety risks, fatalities, property damage and overloading of electrical networks. This in turn causes transformer and electricity network overload and power supply failure, prolonged unplanned power cuts, loss of jobs, food security risk, serious poor economic development, damaged electrical infrastructure, loss of revenue, electricity disruptions, electric shock, and the burning of dwellings. This leads to the interruption of supply to legal and compliant customers, all with disastrous effects. It is therefore difficult to manage the supply and demand of electricity under these circumstances, more especially in this period when South Africa faces a tight electricity supply. In this dissertation, the international and national perspectives reveal the nature and extent of unauthorised electrical connections. It was explored how unauthorised electrical connections are presently being combated and what specific security measures may be implemented to enhance the combating of unauthorised electrical connections. A case study design was used to investigate in greater detail the opinions, views, perceptions and experiences of the targeted interviewees using interviewing, site observation and case docket analysis. This design guided the use of specific sample groups, procedures and techniques used for data collection and analysis. The design and development of the different data collection instruments and the piloting of the instruments were implemented to ensure validity, reliability, accuracy and trustworthiness of the collected information. The study produced findings to assist electricity utilities to better manage this phenomenon. Recommendations were formulated to assist stakeholders to improve their roles in the combating of unauthorised electrical connections. / Hierdie studie is uitgevoer na aanleiding van die uitgerekte probleem en uitdagings van onwettige elektrisiteitsverbindings vir elektrisiteitsvoorsieners. Hierdie studie poog om by te dra om onwettige elektrisiteitsverbindings in KwaZulu-Natal, Suid-Afrika te beveg; dit is nog nooit tevore op hierdie wyse ondersoek nie. Beduidende inkomste word van diensmaatskappye gesteel as gevolg van onwettige elektrisiteitsverbindings, die wat elektriese meters omseil en met elektrisiteitsnetwerke peuter. Dit dra tot openbare veiligheidsrisiko's, fataliteite, skade aan eiendom, en oorlading van elektrisiteitsnetwerke by. Medium term load forecasting in South Africa using Generalized Additive models with tensor product interactions

MSc (Statistics) / Department of Statistics / Forecasting of electricity peak demand levels is important for decision makers in Eskom. The overall objective of this study was to develop medium term load forecasting models which will help decision makers in Eskom for planning of the operations of the utility company. The frequency table of hourly daily demands was carried out and the results show that most peak loads occur at hours 19:00 and 20:00, over the period 2009 to 2013. The study used generalised additive models with and without tensor product interactions to forecast electricity demand at 19:00 and 20:00 including daily peak electricity demand. Least absolute shrinkage and selection operator (Lasso) and Lasso via hierarchical interactions were used for variable selection to increase the model interpretability by eliminating irrelevant variables that are not associated with the response variable, this way also over tting is reduced. The parameters of the developed models were estimated using restricted maximum likelihood and penalized regression. The best models were selected based on smallest values of the Akaike information criterion (AIC), Bayesian information criterion (BIC) and Generalized cross validation (GCV) along with the highest Adjusted R2. Forecasts from best models with and without tensor product interactions were evaluated using mean absolute percentage error (MAPE), mean absolute error (MAE) and root mean square error (RMSE). Operational forecasting was proposed to forecast the demand at hour 19:00 with unknown predictor variables. Empirical results from this study show that modelling hours individually during the peak period results in more accurate peak forecasts compared to forecasting daily peak electricity demand. The performance of the proposed models for hour 19:00 were compared and the generalized additive model with tensor product interactions was found to be the best tting model. / NRF

Practical guidelines for participatory communication when promoting electricity customers' involvement during an electricity tariffs review process

Abstracts in English, Southern Sotho and Afrikaans / The purpose of the study was to explore and describe the perceptions of electricity stakeholders (referred to for the purposes of the study as electricity customers) regarding their communication with Lesotho Electricity and Water Authority (LEWA) during electricity tariff reviews in 2016 and 2017. LEWA is the electricity regulator, while Lesotho Electricity Company (LEC) is the national power distributor in Lesotho. The electricity customers participated in the review process. The study was framed within development communication, with particular focus on its derivative, participatory communication. The principles of stakeholder theory were also considered. The study combined both quantitative and qualitative research approaches for data collection. The findings of the study were triangulated using an online self-administered questionnaire, a focus group moderator’s guide and a qualitative document analysis. The results were interpreted in line with the proposed practical guidelines. The finding of the study is that although LEWA endeavoured to collaborate with electricity customers during electricity tariff review processes, its implementation of participatory communication was inadequate. Furthermore, electricity customers have not yet fully embraced the importance of participating in electricity tariff review processes, because they perceive such endeavours not to be useful.
