Pest risk assessment for regulatory control of Bactrocera invadens (Diptera: Tephritidae) in the Musina area (Limpopo Province) / J.H. Venter.

Fruit flies (Tephritidae) can enter and establish in new territories due to the movement of fruit from one area to another through trade or tourism, which can negatively impact on fruit production and market access. An invader fruit fly species (Bactrocera invadens) has established on the African continent and has spread throughout sub-Saharan Africa. This newly described polyphagous fruit fly species is a successful invader species which continues to distribute and establish in new habitats. The introduction and establishment of B. invadens in South Africa may have serious market access consequences with regard to fruit exports due to its absence in the territories of many trading partners. The Musina area was considered as the study area as it is the first entry point from Zimbabwe. The national highway (N1) which runs through the area is a major route from several B. invadens infested countries in the Southern Africa region. A species initiated pest risk assessment was conveyed to determine the risk potential of this pest. The pest risk assessment (PRA) identified several pathways with a high risk to the Musina area, that B. invadens can follow. A detection survey was carried out to determine the status of B. invadens in the Musina area as support to the PRA. The detection survey continued over three years and by the second year B. invadens was detected for the first time in the study area. The detection survey was followed by a delimiting survey and the pest was eradicated in the area. After several months of no detection, it was however detected again in the area. Risk management options were suggested for regulatory control as an outcome of the pest risk assessment. These measures can be utilised by the National Plant Protection Organisation of South Africa for the commercial importation of host material of B. invadens, control of fruit imported by travellers, informal traders and national control in the event of pest incursions in the area. The experiences of participants in income-generating projects in Atteridgeville, Tshwane

In view of the high levels of poverty in most under-developed and developing countries, poverty reduction has become an international phenomenon. South Africa (SA) is a country faced with the challenge of poverty as a result of the high rates of unemployment fifteen (15) years after the introduction of the new democratic dispensation. Poverty reduction has been placed at the centre of global development objectives to improve people‟s lives through expanding their choices, their freedom, and their dignity. Numerous countries have developed poverty-reduction strategies, which are over-arching macro-strategies implemented by different social and economic sectors in collaboration with the private sector. South Africa, however, does not have an over-arching poverty reduction strategy, which is the key national governmental priority, although many poverty-reduction programmes exist. The existing poverty reduction initiatives in South Africa, such as Income Generating Projects (IGPs), are either established by Government or the Civil Society structures with the aim to assist in changing the standard of living of poor people so that they can at least meet their basic needs, such as food, shelter and clothing. This study focuses on the IGPs that operate in Atteridgeville, Tshwane, with the view to explore and describe the experiences of individuals who participate in these IGPs. A qualitative research approach was selected for the study and three IGPs were selected from the Non-Government Organisations (NGOs) that affiliate to the Phelindaba Forum. This Forum coordinates social development activities in Atteridgeville, Saulsville and Mshengoville. The findings of the study indicated that although IGPs are established to benefit participants financially, there are other factors that motivate people to join and remain in the projects, such as moral support amongst members. Furthermore, some NGOs claim to facilitate IGPs, but in some instances, these IGPs are left to operate on their own without much needed assistance. The recommendation for future studies is that participants need to be engaged with in order to get a true reflection of how the IGPs operate. Para isso, conta com fatores de virulência que promovem alterações superficiais e em vias de sinalização das células epiteliais gástricas. Consequentemente pode levar a alterações no padrão de expressão de genes supressores tumorais e da atividade de enzimas DNA metil transferases (DNMTs), responsáveis pela metilação do DNA e silenciamento gênico. Objetivos: O presente estudo avaliou se a infecção pela bactéria H. pylori, bem como sua erradicação, altera a expressão do RNAm dos genes supressores SOCS1, RPRM, RUNX3 e dos genes de DNMTs (DNMT1, DNMT3A e DNMT3B) em pacientes com gastrite crônica infectados (Hp+) em comparação com indivíduos com gastrite crônica sem infecção (Hp-). Além disso, investigou a ocorrência de correlação negativa entre a expressão do RNAm dos genes supressores tumorais com a dos genes das DNMTs, assim como a associação dos níveis de expressão gênica em relação aos fatores de risco idade, sexo, tabagismo, etilismo e genótipo bacteriano cagA. Material e Métodos: A quantificação relativa (RQ) do RNAm foi realizada por PCR (polymerase chain reaction) quantitativa em tempo real (qPCR) utilizando ensaios TaqMan® em 9 pacientes com gastrite crônica Hp- e 19 Hp+, sendo estes também avaliados três meses depois da terapia de erradicação bacteriana. O diagnóstico molecular e genotipagem do fator de virulência cagA foram realizados por PCR convencional. Resultados: Os resultados mostraram que a infecção pela H. pylori e sua erradicação não alteraram significantemente a expressão dos genes SOCS1, RPRM, RUNX3 e DNMTs, as quais apresentaram, de modo geral, expressão reduzida (RQ< 1,0), enquanto foi observado expressão mais elevada de SOCS1 e RPRM no grupo sem infecção Hp-. Quanto aos fatores de risco, também não foram encontradas associações significantes com os níveis de expressão dos genes avaliados. A análise de correlação não mostrou correlação negativa da expressão gênica entre os supressores tumorais e as DNMTs, mas evidenciou algumas correlações positivas entre a expressão dos genes SOCS1 e DNMT1 e do RPRM com DNMT3A e DNMT3B no grupo Hp+, que podem ter sido casuais. Conclusão: Nossos resultados não indicam que a infecção causada pela bactéria H. pylori e sua erradicação em pacientes com gastrite crônica afetam a expressão dos supressores tumorais SOCS1, RPRM, RUNX3 e das DNMTs, assim como que seja influenciada pelos fatores idade, sexo, tabagismo, etilismo e genótipo bacteriano cagA. Além disso, a expressão reduzida das DNMTs e ausência de correlação negativa com a dos genes supressores tumorais não permite indicar que a baixa expressão dos genes supressores tumorais seja devido a hipermetilação do DNA em consequência da infecção. / Introduction: Chronic inflammation caused by Helicobacter pylori (H. pylori), which is considered the main environmental factor related to gastric cancer, is associated with the development and progression of precancerous gastric lesions, triggering several histological and molecular changes that promote stomach malignant transformation. For this, it has virulence factors promoting superficial and signaling pathways of gastric epithelial cells changes. Consequently, it can lead to alterations in the expression of tumor suppressor genes and DNA enzyme activity methyl transferases (DNMTs), responsible for DNA methylation and gene silencing. Objectives: This study evaluated whether the infection by the bacterium H. pylori and its eradication change the mRNA expression of suppressor genes SOCS1, RPRM, RUNX3 and DNMTs (DNMT1, DNMT3A and DNMT3B) genes in patients with chronic gastritis infected (Hp+) compared to individuals with chronic gastritis without infection (Hp-). In addition, we investigated the occurrence of negative correlation between mRNA expression of tumor suppressor genes with the ones of DNMTs, as well as the association of gene expression levels in relation to the risk factors age, sex, smoking, drinking and bacterial genotype cagA. Methods: The relative quantification (RQ) mRNA was performed by PCR (polymerase chain reaction) quantitative real-time (qPCR) using TaqMan® assays in 9 patients with chronic gastritis Hp- and 19 Hp+, which are also evaluated three months after bacterial eradication therapy. The molecular diagnostics and genotyping of the virulence factors CagA were performed by standard PCR. Results: The results showed that the infection by H. pylori and eradication did not significantly alter the gene expression of SOCS1, RPRM, RUNX3 and DNMTs, which presented, in general, reduced expression (RQ <1.0); on the other hand, higher expression of SOCS1 and RPRM was observed in the group without Hp- infection. As for risk factors, no significant associations with the expression levels of evaluated genes were found. The correlation analysis not showed a negative correlation of gene expression in the tumor suppressor and DNMTs, but showed some positive correlations between the expression of SOCS1 and DNMT1 genes and RPRM with DNMT3A and DNMT3B the Hp + group, which may have been casual. Conclusion: Our findings do not indicate that the infection caused by the bacterium Helicobacter pylori and its eradication in patients with chronic gastritis affect the expression of tumor suppressor SOCS1, RPRM, RUNX3 and DNMTs, as it is influenced by factors such as age, sex, smoking, alcoholism and bacterial genotype cagA. Foram avaliados em cada amostragem o Brix , Pol, Pureza do caldo, AR (%), Fibra cana (%). Aos 62 dias após a colheita e aos 290 (dac) foram realizadas as contagens do número de perfilhos e a altura de planta. Concluiu-se que a aplicação destes tratamentos como maturadores químicos promoveram aumento significativo sobre as variáveis tecnológicas da planta como: Brix cana(%), Pol cana(%), TPH, e ATR (Kg t-1) ao longo das épocas de amostragens destacando-se o glifosate 0,4 L de p.c ha-1 e sulfometuron-metil 20g ha-1 aos 28 dias após a aplicação, onde houve maior retorno econômico por hectare. Os tratamentos realizados não afetaram os compostos fenólicos, acidez total e acidez volátil. O emprego do glifosato (0,4 L de p.c ha-1), não afetou a brotação da soqueira e o numero de perfilhos por metro; e a altura de plantas quando comparado com a testemunha aos 62 dias após a colheita (dac). Sociální aspekty lidí s poliomyelitis / Social aspects of people with poliomyelitis

How it is a consequence of that title, this extended essay deals with problems of people suffering from poliomyelitis (infantile paralysis). Thanks to the systematic vaccination, this disease has not been found in the Czech Republik since the 1960s. The people who had got over paralysis after acute poliomyelitis in a successful way were feeling sureness for years. The return of the illness, respectively its late consequences after a few decades of a normal life means a change-over from the state of full or - as the case may be {--} only mildly reduced abilities to the state of lifelong invalidity for them. Handicapped people have to get over great numbers of obstructions and limits which arise partly from the existence of hte certain handicap and which are given by the handicaps {--} limits the organization of the society put in their way in the course of ist development in parts. Over recent years, the Czech Rebublik has ranged with the countries which realize a greater responsibility for the elimination of barriers keeping the handicapped citizens away from a full - value participation in the life of the society. The aim of the essay was to obtain a comprehensive view of possibilities of keeping social needs of people suffering from poliomyelitis {--} infantile paralysis and to evaluate the barriers which have to be got over by that group. It was also a very important thing to find the quality of life and satisfaction with a realization of aims of life as far as people suffering from poliomyelitis and to compare it with the quality of life as regards the current population. Three following hypotheses were set in line with this aim. Hypothesis No 1: In spite of the current legislation concerning the elimination of architectonic barriers, the handicapped people are limited in the participation in the public life. Hypothesis No 2: Considering the dependence on the other person´ s aid, the people suffering from postpoliomyelitis syndrome appreciate financial guarantees ensuing from the social service law in a high degree. Hypothesis No 3: The quality of life of people suffering from poliomyelitis is reduced, in comparison with the quality of life as far as healthy people. Hypothese 1 and 2 were confirmed by my research, hypothesis No 3 was not verified. The detailed analysis of the given hypotheses is included in the part of discussion in the extended essay. With respect to the relevance of the mentioned topic I suppose that the obtained results could be a contribution to the organizacions dealing with questions if the handicapped people . The essay can be presented at a public meeting of Assotiatin Polio various specialists and the lay public take part in.

A hipótese preliminar que orientou a presente pesquisa consiste na seguinte afirmação: ¿Graças à atuação do PETI e outros programas, o número de crianças, gradativamente, está diminuindo e alterando o perfil das crianças que ainda continuam trabalhando nas ruas e respectivas famílias¿. A expectativa é de que um dia, num futuro próximo, a curto ou médio prazo, as pesquisas revelarão a inexistência de crianças trabalhando nas ruas de Campinas. A justificativa para a realização deste estudo apóia-se na triste realidade do trabalho infanto-juvenil que a sociedade em geral luta para erradicar sem muito sucesso. A limitação do tema aos resultados das ações do PETI no município de Campinas funda-se na importância de se obter um retrato atualizado desse trabalho entre a população infanto-juvenil em uma das cidades mais desenvolvidas do país, nos aspectos sócio-cultural e econômico. A metodologia do presente estudo orienta-se pela técnica de análise documental, que mais adequadamente atende aos objetivos propostos. O procedimento teve início com a autorização para a pesquisa e esta prossegue com a análise dos relatórios do Projeto Convivência e Cidadania, do Projeto de Erradicação do Trabalho Infantil (PETI) e do Mapa de vulnerabilidade Social (MVS) fornecidos pela Secretaria de Assistência Social da Prefeitura Municipal de Campinas. A presente dissertação faz um resgate histórico sobre o trabalho infantil, apresentando uma abordagem das transformações sócio-econômicas até os dias atuais, o surgimento de no município de Campinas, além dos dados de abordagens e acompanhamento do Projeto Convivência e Cidadania e do PETI. Os procedimentos metodológicos baseiam-se nos relatórios do PETI fornecido pela Prefeitura Municipal de Campinas e colaboração dos executores das ações junto à população infanto-juvenil assistida e respectivas famílias, sobre as ações e resultados do Programa durante o ano de 2004. A seguir, apresenta-se uma análise dos dados obtidos através da pesquisa documental, com destaque para um estudo sobre as crianças que trabalham nas ruas de Campinas organizações internacionais com o objetivo de defender os direitos das crianças, legislação de proteção a esses direitos e implementação de programas de combate e erradicação do trabalho infantil. Também apresenta um perfil da cidade de Campinas segundo o MVS e descreve as características do PETI federal, procurando destacar as mudanças que sofreu em sua implementação e respectivas famílias e como são atendidas pelo PETI. Concluímos que o perfil das crianças/adolescentes que têm sido encontradas pelas ruas e respectivas famílias continuam apresentando as mesmas características, porque, em sua maioria, são oriundas das mesmas regiões de onde vieram as anteriores. As que já foram ou estão sendo atendidas pelo PETI, já não são encontradas pelas ruas, pois já estão sendo orientadas e recebendo ajuda. As que estão hoje pelas ruas vendendo balas já pertencem a novos contingentes de migrantes, a espera de ações dos programas sociais. Conclui-se, então, que será necessário expandir as ações do PETI, visando fazer com que o número de beneficiados supere o número crescente de crianças/adolescentes e respectivas famílias que ainda esperam ter acesso aos benefícios sociais / Abstract: The objective of the present study is to develop a together research the children, adolescent and respective families, aiming at to bring up to date given and to redefine the profile of the crianças/adolescentes that still work in the streets of Campinas. The preliminary hypothesis that guided the present research consists of the following affirmation: "Thanks to the performance of the PETI and other programs, the number of children, gradual, it is diminishing and modifying the profile of the children who still continue working in the streets and respective families. The expectation is of that one day, in a next future, the short or average stated period, the research will disclose the inexistence of children working in the streets of Campinas. The justification for the accomplishment of this apóia study in the sad reality of the infanto-youthful work that the society in general fight to eradicate without much success. The limitation of the subject to the results of the actions of the PETI in the city of Campinas is established in the importance of if to get a brought up to date picture of this work more enters the infanto-youthful population in one of the developed cities of the parents, in the aspects partner-cultural and economic. The methodology is oriented for the qualitative boarding, through the documentary technique of analysis. The procedure had beginning with the authorization for the research and this continues with the analysis of the reports of the Project Convivência and Cidadania and the Project of Eradication of Trabalho Infantil (PETI) supplied by the Secretariat of Social Assistance of the Municipal City hall of Campinas. The present dissertação makes a historical rescue on the infantile work, presenting a boarding of the partner-economic transformations until the current days, the sprouting of international organizations with the objective to defend the rights of the children, legislation of protection to these rights and implementation of programs of combat and eradication of the infantile work. Also it presents a profile of the city of Campinas and describes the characteristics of the federal PETI, looking for to detach the changes that suffered in its implementation in the city of Campinas, beyond the data boardings and accompaniment the Project Convivência and Cidadania and the PETI. The metodológicos procedures are based on the reports of the PETI supplied for the Municipal City hall of Campinas and contribution of the executors of the together actions to the infanto-youthful population attended and respective families, on the actions and results of the Program during the year of 2004. To follow, an analysis of the data gotten through the documentary research is presented, with prominence for a study on the children who work in the streets of Campinas and respective families and as they are taken care of by the PETI. We conclude that the profile of the crianças/adolescentes that have been found for the streets and respective families continues presenting the same characteristics, because, in its majority, they are deriving of the same regions of where they had come the previous ones. The ones that already had been or are being taken care of for the PETI, already are not found by the streets, therefore already they are being guided and receiving aid. The ones that they are today for the streets vendendo bullets already belong the new contingents of migrantes, the wait of action of the social programs. O PETI tem como foco de atuação uma jornada ampliada, que é feita no horário oposto ao escolar. Essa jornada tem como objetivo impedir que as crianças trabalhem nesse período e desenvolvam suas potencialidades. Dentro da proposta do programa, estão contempladas as práticas físico-esportivas que ocorreriam dentro da jornada ampliada. Sendo assim os profissionais de Educação Física possuem um novo local de atuação com um potencial magnífico para quem deseja atuar com o objetivo de conseguir reais transformações sociais. No entanto, não conseguimos encontrar nenhum estudo ou pesquisa sobre a atuação do profissional do professor Educação Física (ou mesmo profissionais não graduados) dentro do PETI. De esta forma, este trabalho tem a pretensão de iniciar o preenchimento dessa lacuna utilizando uma metodologia de observação e análises da estrutura do projeto em diferentes unidades do PETI de Sumaré complementado com questionários aos profissionais envolvidos nestes Programas detectando erros e acertos que ocorrem e assim desenvolver esse programa que tem um grande potencial transformador. / Abstract: The projects of redistribution of government are responsible today for millions of reais injected into different programs with varying goals, but with a common stimulus, the provision of a cash payment for people to remain within the programs. I had the opportunity to work in one of those programs was the Program of Eradication of Child Labor (PETI) of Sumaré. PETI has its focus on an Extended Journey, which is made in the schedule opposite the school. This Journey is intended to prevent children from working during that period and develop their potential. Within the context of the program are covered by the physical and sport practices that occur within the Extended Journey. Thus the Physical Education professionals have a new place of work with a wonderful potential for those who want to work with the goal of achieving real social change. However, I could not find any study or research on the role of professional physical education teacher (or even non-professional graduates) within the Committee. Ecologia e controle da invasão de Pinus elliottii no campo cerrado / Ecology of invasion and management of slash pine in a Brazilian savanna

Os impactos negativos que as espécies invasoras causam aos ecossistemas naturais ou seminaturais são noticiados há pelo menos seis décadas em diferentes partes do mundo. Diversos estudos têm sido realizados visando diagnosticar o processo de invasão, conhecer a ecologia das espécies invasoras e gerar subsídios para o manejo, controle ou erradicação daquelas que causam problemas. No Brasil, a invasão de ecossistemas naturais começou a ser estudada recentemente e muito conhecimento ainda precisa ser gerado para basear a tomada de decisões sobre o problema. Este estudo teve por objetivo descrever o processo de invasão do Cerrado por Pinus elliottii e buscar técnicas de manejo viáveis ecológica e economicamente para o controle da invasora. O estudo foi realizado na Estação Ecológica de Santa Bárbara, no munícipio de Águas de Santa Bárbara, São Paulo, em duas frentes de pesquisa: uma para estudar a ecologia da espécie invasora, e a outra para verificar qual seria a técnica de controle mais vantajosa ecológica e economicamente. O estudo de ecologia baseou-se na amostragem de cinco blocos de 10 parcelas, cada uma com área de 10 x 10 m, para o estudo de plantas nativas com altura a partir de 50 cm e, dentro de cada parcela, cinco subparcelas de 1 x 1 m para o estudo de plantas com altura inferior a 50 cm. Em cada bloco as parcelas foram instaladas de forma que todo o gradiente de invasão por P. elliottii (desde 0 até 100% invadido) fosse contemplado. A densidade e a riqueza de espécies vegetais, agrupadas quanto à forma de vida, foram analisadas como variáveis resposta ao processo de invasão. Nessas parcelas foram caracterizadas, como variáveis explanatórias, a área basal da espécie invasora, a profundidade da camada de acículas e a abertura de dossel, que poderiam explicar as perdas de diversidade. O experimento de manejo foi realizado em uma área de 70 x 50 m, subdividida em 35 parcelas de 10 x 10 m. Sete tratamentos de erradicação (com cinco réplicas) foram testados, correspondendo a diferentes técnicas de manejo, que foram aplicadas isoladas ou combinadas. As técnicas de controle incluíram o corte raso com motosserra, a injeção de herbicida nos troncos e a aplicação de queimada prescrita. Após a aplicação dos tratamentos, a vegetação espontânea de cerrado foi monitorada por dois anos e comparados os tratamentos, utilizando-se a densidade e a riqueza de plantas nativas em regeneração como indicadores ecológicos de sucesso das técnicas. A viabilidade econômica foi analisada com base em todos os custos envolvidos em cada técnica, discutidos mediante a estimativa do custo do controle precoce da invasão. A pesquisa como um todo possibilitou a descrição, em detalhes, do processo de invasão, assim como a quantificação das perdas de diversidade e identificação dos filtros ecológicos envolvidos no processo. O estudo ecológico mostrou que a espessa camada de acículas depositada pela árvores invasoras quando a invasão se adensa é o principal fator responsável pelo desaparecimento de gramíneas, ciperáceas e indivíduos herbáceos, ou seja, quanto mais acículas depositadas no solo, maior a perda dessas formas de vida. Já o fechamento do dossel provocado pela entrada das árvores invasoras no ambiente savânico prejudicou especialmente os arbustos, fazendo com que desaparecessem em ambientes mais sombreados. Não foi notada nenhuma influência das variáveis estudadas sobre espécies arbóreas em regeneração na comunidade invadida. No experimento de manejo, diversos tratamentos foram economicamente viáveis, especialmente quando se prevê a comercialização da lenha das árvores invasoras. Isto porque a receita gerada com a venda da madeira pode cobrir os custos de manejo. Além da viabilidade econômica, ao longo dos dois anos de acompanhamento, o tratamento que combinou corte raso com queima das acículas foi o mais indicado, pois cobriu os custos de erradicação e, dentre os tratamentos testados, foi o que apresentou a melhor regeneração natural da vegetação nativa de cerrado. No entanto, a restauração passiva (regeneração natural) do ecossistema densamente invadido após a erradicação é um processo extremamente lento, de modo que os dois anos de estudo levam a crer que intervenções de restauração por meio de plantio serão necessárias para acelerar o processo. Com esta pesquisa, portanto, foi possível compreender os fatores e processos que levam à perda de biodiversidade decorrente da invasão por Pinus elliottii e, também, assegurar que é possível a erradicação da espécie invasora. Mas a restauração das áreas densamente invadidas ainda é um obstáculo a ser vencido. Os custos ecológicos e econômicos envolvidos na solução do problema são elevados, mas podem ser minimizados caso seja realizado o controle precoce da invasão. / Damages caused by invasive species in natural or semi-natural environments have been noticed for at least six decades in different parts of the world. Meanwhile around the world several studies aim to diagnose the invasion process, the ecology of invasive species and to generate knowledge about management, control, or eradication of these species. In Brazil, the studies about invasive species started recently and a lot of research is still needed to support the decision-making, and consequently strengthen the connections between scientists and decision makers. This work aims to describe the invasion process of slash pine in the Cerrado and seek for management solutions to deal with the invasion problem. The study took place at the Santa Bárbara Ecological Station, a reserve located at Águas de Santa Barbara municipality, São Paulo state. Two distinct types of research were performed: the first one focused on the study of the invasion ecology of slash pine, and the second aiming to seek for the ecologically and economically most viable management technique to remove the invasive species from this ecosystem. The ecological study was based on sampling of native plants taller than 50 cm, taken from five blocks of 10 plots (plot area = 10 x 10 m). To study the plants smaller than 50 cm height, samples were taken from five 1 x 1 m subplots placed inside each plot. In each block, the plots were placed with the aim of contemplating the whole range of invasion gradient (0% to 100% of invaded area) by P. elliottii. Native plant species were grouped according to their life form, and their density and richness were considered as response variables to the invasion process. In this plots, the basal area of the invasive species, pine needles depth and canopy openness were considered as the explanatory variables, as the oscillations of these variables could justify biodiversity losses. The management experiment was performed in a 70 x 50 m area, divided in 35 plots (10 x 10 m). Seven eradication treatments (with five replicates) were established according to different management techniques applied together or isolated. The control techniques included clear-cut with chainsaw, herbicide injection inside the trunks and prescribed burning. After the application of the treatments, the spontaneous recovery of the grassland vegetation was monitored, and the density and richness of native species were used as indicators of the ecological success of the management techniques. The economical viability was analyzed based on all the costs related to each one of the techniques and compared to an initial invasion control. In general, this work described in details the invasion process at the Cerrado vegetation, quantified biodiversity losses and identified the ecological filters in the invasion process. The increase of the pine needle layer thickness is the main driver of the disappearance of grasses, sedges and forbs. The canopy closure caused by the invasive trees in the open savanna environment was responsible for the decrease of shrubs. None of the explanatory variables influenced the native tree species under regeneration. The management experiment pointed several treatments as economically viable, especially when the timber of the invasive species can be commercialized and, thus, the profits obtained from the sold timber can cover the costs regarding the eradication procedure. In addition to the economical viability, over two years of monitoring the native vegetation, the best treatment was the one that combined clearcut and prescribed fire. Under this combination of treatments, the spontaneous regeneration of native vegetation had the best performance, and the eradication costs could be covered.. Meanwhile, the passive restoration (natural regeneration) from a densely invaded ecosystem is an extremely slow process. Therefore, after two years of research, it seems reasonable to assume that interfering in the restoration process through plantation is necessary in order to speed up the vegetation recovery. In this work, thus, it was possible to understand the factors and process that cause biodiversity losses promoted by slash pine (Pinus elliottii) invasion in the Cerrado, and also to ensure that the eradication of this invasive species is possible in this type of ecosystem. Nevertheless, the restoration of heavily invaded areas is still an issue. The ecological and economic costs related to this problem are high but can be reduced when the early control of the invasion is performed.

Theorizing the External Actorness of the European Union in Global Development Governance : The Case of Aid Effectiveness in Post-Cotonou Development Policy

The European Union (EU) is the world’s leading development donor, playing a pivotal role in shaping development norms. This paper aims to investigate the extent to which the EU has been effective in its external aid actorness towards global poverty eradication during the post-Cotonou negotiation period (2000-2020). The theoretical framework of Sjöstedt’s (1977) Actorness Theory  is constructed upon the premises of Social Constructivism. To operationalize “actorness”, Brattberg and Rhinard’s (2012) criteria of context, coherence, consistency, and  capability are utilized. The research triangulates the methods of Discourse Historical Analysis and Thematic Content Analysis to assess the EU’s nom-setting policy discourse. The analysis suggests that the Union scores highly in the context and capability criteria, as it is recognized as a legitimate development actor and possesses mechanisms to reach aid agreements, while lacks  coherence  and  consistency  due to inadequate policy implementation and commitment to McKee et al.’s (2020) Aid Quality Index. The thesis concludes that the EU’s aid effectiveness has decreased due to its actorness being increasingly linked to foreign policy considerations in response to emerging challenges in development cooperation. The research underlines the significance of analysing the empirical linkage between EU’s actorness and effectiveness for the field of International Relations.
