Previous issue date: 2018-03-15 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / Social philosophy is fundamentally concerned with the sphere of the "Social" (Das Sozialen), in which it is conceived as a ?discipline... which asks itself about our social practices, insti-tutions, and social relations, hence our forms of social life.? The "Social" deals with social relations (practices) as well as their institutions, in which they are understood as constitutive conditions for the effective exercise of individuality and freedom. Institutions, in turn, differ as common social practices or as social practices mediated by norms (social institutions). In this context, the central question is set out in an explicit way: what an institution is, how it functions and how it works. Hence a challenge presented in this doctoral dissertation, from the point of view of both social philosophy and critical-normative research, and taking into account the deliberative-participatory democratic scenario in a public sphere, so as to think of the social institution not only as the backbone of society, but above all to think of its ancho-ring together with the social-ontological approach with a view (telos) to emancipation, whose praxis is fundamentally based on the struggle for the acquisition of social goods. This thesis intends to present a possibility of answer to the problem of the depoliticization of the public sphere anchoring itself in the basic premise of a social-ontological argument for the critical research in which it assumes the position that the participatory budgeting (which is itself a form of social and political life) as a participative institution (social entity) can help in the process of repolitization of the public sphere by establishing itself in a democratic society as a social and normative medium with pretensions to the resolution of social pathologies. / A filosofia social se ocupa fundamentalmente da esfera do ?Social? (Das Sozialen) no qual ? concebido enquanto uma ?disciplina [...] que se pergunta por nossas pr?ticas sociais, institui-??es e rela??es sociais, portanto, de nossas formas de vida sociais?. O ?Social? trata das rela-??es (pr?ticas) sociais bem como em suas institui??es nas quais sejam compreendidas enquan-to condi??es constitutivas para o exerc?cio efetivo da individualidade e liberdade. As institui-??es, por sua vez, diferenciam-se enquanto pr?ticas sociais comuns ou enquanto pr?ticas soci-ais mediadas por normas (institui??es sociais). Nesse contexto, a quest?o central se estabelece em explicitar: o que ? uma institui??o, como ela funciona e como ela se efetiva. Da? que um desafio que se apresenta nesta tese, sob o ponto de vista tanto da filosofia social quanto da pesquisa cr?tico-normativa e levando em considera??o o cen?rio democr?tico deliberativo-participativo numa esfera p?blica, ? pensar a institui??o social n?o s? como espinha-dorsal da sociedade, mas, sobretudo, em pensar no seu ancoramento junto ? abordagem social-ontol?gica com telos ? emancipa??o cuja pr?xis se assenta fundamentalmente pela luta ? aqui-si??o dos bens sociais.
Esta tese pretende apresentar uma possibilidade de resposta ao problema da despolitiza??o da (na) esfera p?blica ancorando-se na premissa b?sica de um argumento social-ontol?gico para a pesquisa cr?tica no qual assume a posi??o de que o or?amento participativo (que ? uma for-ma de vida social-pol?tica e solid?ria) enquanto institui??o participativa (entidade social) pode auxiliar no processo de repolitiza??o da esfera p?blica ao se constituir na sociedade democr?-tica enquanto medium socionormativo com pretens?es de resolu??o das patologias sociais.

development in the state of Pernambuco. Discussions about the political significance
and consequences of the institutionalization of participatory spaces on constructing
citizenship have attracted criticism and challenges, especially with regard to the quality
and results of civil society s participation in these spaces. We have considered it
important to conduct a study based on evidence from one of these participatory
experiences, with the objective of contributing to understanding their possibilities and
limits, as public spheres that incorporate the conquest of rights and the democratic
construction of the State. We also endeavor to reflect on the potential of the advisory
boards as inducers of a new political culture that acts on its members, such that they
acquire the skills to transcend the corporate level of their representations by taking on
the role of translators of broader social demands that contribute to democratizing public
administration. To tackle this theme, the study has been based on a bibliography that has
made it possible to capture of the diversity of angles within the theme. In order to build
the empirical object of the investigation, 20 open interviews were conducted with those
who ranged from representative advisors of civil entities to government representatives
and independent consultants, whether or not linked to NGOs. We use, as support for the
analysis, an examination of a set of documents that define the legal cornerstones for the
functioning of the advisory bodies, in addition to others related to the results of how
some of them function. The reflections arising during the course of the study suggest
that the key issue for understanding the participatory process lies in the public sphere
which has emerged from a new type of interaction between the State and civil society,
in specific situations. / Este trabalho trata de uma avalia??o qualitativa dos conselhos municipais de
desenvolvimento no Estado de Pernambuco. As discuss?es sobre o significado
pol?tico e as conseq??ncias da institucionaliza??o de espa?os participativos na
constru??o da cidadania, tem despertado posi??es cr?ticas e questionadoras, sobretudo
no que diz respeito ? qualidade e aos resultados participa??o da sociedade civil nesses
espa?os. Consideramos importante realizar um estudo circunstanciado sobre uma
dessas experi?ncias participativas, com o objetivo de contribuir para a compreens?o de
suas possibilidades e limites, enquanto esferas p?blicas que incorporem a conquista de
direitos e a constru??o democr?tica do Estado. Buscamos, tamb?m, refletir sobre as

Previous issue date: 2017-02-21 / The paper presents an examination of the concept of the public sphere and its relation to the reasoned discourse of religious confessions, from the perspective of the philosopher J?rgen Habermas, in a post-secular context. In the first chapter, we try to reconstruct the concept of the public sphere and its importance for the democratic rule of law. It is argued in favor of a concept of the public sphere that meets the demands of the post-secular liberal state, open to the confessional perspectives, but without dispensing with them. In the second chapter, we seek to identify some peculiarities of religious discourse that allow it to appear among the voices that make up plurality, as opposed to those that make it unfeasible in public contexts. The third chapter seeks to explain some criteria that guide the validation of religious perspectives when inserted in the public sphere. Finally, we intend to consider the secular / post-secular process that implies the repositioning of religion before the spheres of life and the system. It is argued that the displacement of the value-axis, provided by the anthropological reversal advocated by the Enlightenment tradition, left open the question of religion for the individual, whose revaluation reaches the present times. / A disserta??o apresenta um exame do conceito de esfera p?blica e sua rela??o com o discurso fundamentado das confiss?es religiosas, desde a perspectiva do fil?sofo J?rgen Habermas, em um contexto p?s-secular. No primeiro cap?tulo, procura-se reconstruir o conceito de esfera p?blica e sua import?ncia para o Estado democr?tico de direito. Argumenta-se em favor de um conceito de esfera p?blica que atenda as demandas do Estado liberal p?s-secular, aberto ?s perspectivas confessionais, por?m sem delas prescindir. Busca-se, no segundo cap?tulo, identificar algumas peculiaridades do discurso religioso que o permitem figurar entre as vozes que comp?em a pluralidade, em contraposi??o ?quelas outras que o tornam invi?veis em contextos p?blicos. Previous issue date: 2007-08-21 / This work has the objective to analyze the central public spaces in the city of Mogi das Cruzes based on the conception of the word space for Milton Santos and also under the conception of the public sphere according to Hanna Arendt. The growing specialization of the space in the city, the changes on the ways of entertaining towards closed places, the growing use of vehicles, the current urban life conditions, show the alterations on the ways of appropriation of open spaces, highlighted in several studies as the lack of interest for squares and open public spaces. The squares and alleys of the traditional city centre of Mogi das Cruzes and the open spaces of the expanded centre contrast on the dimensions and on the ways of appropriation; and; those spaces are analyzed within an dialectical reading, both global and local, of the changes and permanence of the appropriations, alterations and transformations of the system of objects, as much as, the system of actions. During the process of reading, the body develops a fundamental role and has as its base the phenomenology of perception. Analyzed and compared ,the open spaces of the traditional city centre reveal themselves as places for the exhibition of pluralities , stage for actions and words for current and past actions in daily life; their meaning as important spaces for social quotidian living. The open spaces of the expanded city centre are not presented as places that constitute the public sphere of life; however, they bare possibilities of insertion of meanings and social, cultural and symbolic values. In the current world, where the population is becoming more and more urban, besides, and especially, because of the alienating condition imposed by the globalization, providing spaces that may host the public sphere of life are even more necessary and it is related to the quality of life for the inhabitants of a city. / Este trabalho tem como objetivo a an?lise dos espa?os livres p?blicos centrais da cidade de Mogi das Cruzes; baseados na acep??o do espa?o santosiano e na esfera p?blica arendtiana. A crescente especializa??o do espa?o dentro da cidade, o deslocamento das formas de entretenimento para recintos fechados, o crescimento do uso de ve?culos, as condi??es de vida urbana atual mostram altera??es nas formas de apropria??o dos espa?os livres, apontados em diversos estudos como perda de interesse por pra?as e espa?os p?blicos. As pra?as e largos do centro tradicional de Mogi das Cruzes e os espa?os livres do centro expandido contrastam nas dimens?es e nas formas de apropria??es; e esses espa?os s?o analisados atrav?s de uma leitura dial?tica, do global e local, das mudan?as e perman?ncias, das apropria??es, altera??es e transforma??es tanto do sistema de objetos quanto do sistema de a??es. Dentro do processo de leitura, o corpo desempenha um papel fundamental e tem como base a fenomenologia da percep??o. Previous issue date: 2016-11-26 / This dissertation addresses the following question: Given that the state obeys the principle of
secularism, religious reasons are admissible in the public sphere, in the debate involving
fundamental issues aiming political decisions? That is, in the deliberative process which occurs
in the public arena, is it compatible with the obligations of citizenship that someone support a
legislation, or a public policy, grounded in religious reasons? In political philosophy, there are
three main ways to answer this question, which will be studied here, having as starting point
the theory of public reason of John Rawls and others: (i) the thesis sustaining that the principle
of secularism implies that religious arguments must be circumscribed to private sphere; (ii) the
admissibility of this sort of arguments, provided that they were translated in public reasons,
universally accessible; (iii) the defense of the participation of the religious person in the public
debate, without any restriction, as a corollary of his right of free expression in the public
deliberative process. The study ends with a summary where the author try to present a
conclusion with a proposal of conciliation. / Esta disserta????o se prop??e a responder a seguinte pergunta: Estabelecido que o Estado ?? laico,

Previous issue date: 2015-04-27 / CAPES / FAPERJ / The central question that the study searches to answer is: how the social management is established on rural territorial development programs in Brazil and in Argentina? Such question is directly related with the territorial approach of rural development that advocates the participatory policy in deliberative forums capable of integrate social actors, especially those traditionally excluded of the process of political decision-making, with the purpose the identification of local demands and the established of concerted actions of rural development . The social management, in this case, is the dialogic relationship between the social actors of the public sphere, which the finality is the process of discussion and deliberations of actions of development through an operative authority shared. The territory, in this case, is faced how an active unity of development, having a potential spatiality to the construction of projects of development socially concerted. Built upon such decision, the research came from two presuppositions: (1) the practice of management social in rural territory is conditioned to the constitution of deliberative public spheres and (2) requires the provision of participative conditions of generate opportunities and capacities to insertion of the civil society in the decision process. The objects of study adopted consisted in the Programa Territ?rios da Cidadania da Secretaria de Desenvolvimento Territorial do Minist?rio do Desenvolvimento Agr?rio and the Programa Nacional de Apoio ao Desenvolvimento dos Territ?rios do Instituto Nacional de Tecnologia Agropecu?ria do Minist?rio da Agricultura, Pecu?ria e Pesca of Brazil and Argentina, respectively. The research method consisted in the study of cases compared between the Territ?rio da Cidadania Noroeste Fluminense, in Brazil and the Territ?rio Oeste Pampeano, in Argentina. The data collect counted with bibliographic researches, documental and of camp. In relation to these, were realized techniques of simple and participative observation in investigated territories and at the same time, were realized semi structured interviews with state representatives and with family agriculture. The treatment of data were realized of quality form from the analyze technique of content by mixed grade, in which the categories of analysis were preliminary defined, being incorporated also during the analyze process. The categorization counted with three criteria institutional-political, territorial and social dismembered in a group of unities of correspondents analyzes. The results point, in the argentine case, the social management is related with the construction of social relations and of a discussion process, characterized for dialogicity and intersubjectivity, from the existence of common identity between the small caprine producers. In Brazilian case, the public spheres contribute to integrate the diverse publics belong to the segment of family agriculture and constitute an expression space of demands and acquisition of social rights for those representations more mobilized and social organized. However, the social management faces difficulties in the appropriation of decision process by civil society, principally, by those segments on disadvantage that can not realize participative conditions to your deliberative insertion, as in the Territ?rio da Cidadania Noroeste because of the predomination of strategic management as in the Territ?rio Oeste by the absence of institutionalization of participatory decision-making mechanisms. / A pergunta central que o estudo buscou responder foi: como a gest?o social ? estabelecida em programas de desenvolvimento territorial rural no Brasil e na Argentina? Tal questionamento est? diretamente relacionado com a abordagem territorial do desenvolvimento rural que preconiza a diretriz participativa em f?runs deliberativos capazes de integrar atores sociais, sobretudo aqueles tradicionalmente exclu?dos do processo de tomada de decis?o pol?tica, tendo por finalidade a identifica??o de demandas locais e o estabelecimento de a??es concertadas de desenvolvimento rural. A gest?o social, neste caso, constitui a rela??o dial?gica entre os atores sociais da esfera p?blica, na qual a finalidade ? o processo de discuss?o e de delibera??o de a??es de desenvolvimento por meio de autoridade decis?ria compartilhada. O territ?rio, deste modo, ? visto como unidade ativa do desenvolvimento, tendo espacialidade potencial para constru??o de projetos de desenvolvimento concertados socialmente. Sustentada em tal discuss?o, a pesquisa partiu de dois pressupostos: (1) a pr?tica da gest?o social em territ?rios rurais est? condicionada a constitui??o de esferas p?blicas deliberativas e (2) requer a provis?o de condi??es participativas capazes de gerar oportunidades e capacidades para a inser??o da sociedade civil no processo decis?rio. Os objetos de estudo consistiram no Programa Territ?rios da Cidadania da Secretaria de Desenvolvimento Territorial do Minist?rio do Desenvolvimento Agr?rio e no Programa Nacional de Apoyo al Desarrollo de los Territorios do Instituto Nacional de Tecnolog?a Agropecuaria do Ministerio da Agricultura, Ganader?a y Pesca, do Brasil e da Argentina, respectivamente. O m?todo de pesquisa adotado foi o estudo de casos comparado entre o Territ?rio da Cidadania Noroeste Fluminense, no Brasil, e o Territ?rio Oeste Pampeano, na Argentina. A coleta de dados contou com pesquisas bibliogr?fica, documental e de campo. Em rela??o a esta ?ltima, foram realizadas t?cnicas de observa??o simples e participante nos territ?rios investigados, bem como realizadas entrevistas semiestruturadas com representantes do Estado e da agricultura familiar. O tratamento dos dados foi realizado de forma qualitativa, a partir da t?cnica de an?lise de conte?do por grade mista, na qual categorias de an?lise foram definidas preliminarmente, sendo incorporadas tamb?m durante o processo de an?lise. A categoriza??o contou com tr?s crit?rios: pol?tico-institucional, territorial e social desmembrados em um conjunto de unidades de an?lises correspondentes. Os resultados apontam, que no caso argentino, a gest?o social ? percebida na constru??o de rela??es sociais e no processo de discuss?o, sustentados na dialogicidade e na intersubjetividade, a partir de uma identidade comum entre os pequenos produtores. No caso brasileiro, as esferas p?blicas contribuem para integrar os diversos p?blicos pertencentes ao segmento da agricultura familiar, al?m de constitu?rem um espa?o de express?o das reivindica??es e de conquista de direitos sociais por aquelas representa??es mais mobilizadas e organizadas socialmente. Contudo, a gest?o social enfrenta barreiras na apropria??o do processo decis?rio pela sociedade civil, principalmente, pelos segmentos em desvantagem que n?o conseguem efetivar condi??es participativas para sua inser??o deliberativa, seja no Territ?rio da Cidadania Noroeste pelo predom?nio da gest?o estrat?gica seja no Territ?rio Oeste pela aus?ncia de institucionaliza??o de mecanismos decis?rios participativos.

The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Territ?rio Livre, and Thaisa Galv?o. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. It is possible, therefore, the communication process of the two discursive spaces with ideas from the public sphere, trying to analyze the duality between public, private, and political participation in these virtual places / Este trabalho discute a transforma??o do espa?o p?blico com base nos desafios impostos pelas pr?ticas comunicativas, que se renovam e se recopiam nos contextos socioculturais da vida di?ria. Previous issue date: 2018-03-09 / In this contemporary scenery, the changes in the capitalist production way in the State and in the Civil Society alter the society manner worldwide, standing out specially in the settings presented in public policies provision, flagged for several societal segments in their pursuit for the social rights effectuation. In this context, the non state?owned public sphere build itself in a privileged space, a stage of disputes, interests and the social participation in the matter of social projects and social programs furtherance. It deals with an area that, historically, takes part on the social demands and, above all, nowadays, is intensifying its engagement in the State and Organized Civil Society articulated network in the social public policies process of elaboration, implementation and control. The present study, thereby, has as a research problem: How the Civil Society Organizations (CSOs), that represent the non state?owned public sphere, act with the child and adolescent policies in the city of Manaus? Having as a general objective to analyse how the Civil Society Organizations act in the public policy for child and adolescent in Manaus/AM, seeking to uncover how the non state?owned public sphere adresses in the social services assets coproduction. The research methodological course presents a qualitative approach, centering around five CSOs, that develop activities with children and adolescents in Manaus, and as a research subjects, five managers and ten users. The results point out that the CSOs are configured in accordance with the 10.406/2002 law (juridical people of private right without lucrative purposes); due to its purpose, they follow the axis of social protection basis with the prevention and social rights promotion; the participation of the non state?owned public sphere in the enlarged spaces of discussion is relevant for their development, in spite of the social control fragility in Brazilian society; in the range of social services instalments in the Manauara society, it is figured out that the exigencies for the CSOs are increasing more and more for the great part of the citizens in their demands and necessities; faced with the deterioration of the social expressions issues, it becomes blatant that the State primacy is crucial in this matter; and the CSOs presence in the political debate of the public policies with the efervescent non state?owned public sphere as the locus of struggle and resistence for the social rights concretion. As for conclusion, the Civil Society Organizations, participants of the non state?owned public sphere, are located in a complex and contradictory public space, permeated for several social actors performing in a political arena of intervention, dispute, struggle and construction of the possible concepts in the conjunction of the political society with the civil society, as for the elaboration, enforcement or social control that, lined in the pursuit for the citizenship, constitute the basis for the contemporary management operation. / No cen?rio contempor?neo, as mudan?as no modo de produ??o capitalista, no Estado e na sociedade civil, alteram o modo societ?rio, no ?mbito mundial, com destaque para as configura??es apresentadas na provis?o de pol?ticas p?blicas, marcada pela luta de diversos segmentos sociais na busca pela efetiva??o dos direitos sociais. Nesse contexto, a esfera p?blica n?o estatal se constr?i enquanto um espa?o privilegiado, palco de disputas, de interesses, de participa??o social no fomento de programas e projetos sociais. Trata-se de uma ?rea que, historicamente, participa das demandas sociais e que vem, atualmente, se intensificando com o envolvimento em rede articulada pelo Estado e pela pr?pria sociedade civil organizada nos processos de elabora??o, implementa??o e controle social das pol?ticas p?blicas. O presente estudo, assim, tem como problema de pesquisa: Como as Organiza??es da Sociedade Civil (OSCs), que constituem a esfera p?blica n?o estatal, atuam na pol?tica da crian?a e do adolescente na cidade de Manaus? Tendo como objetivo geral analisar como as Organiza??es da Sociedade Civil atuam na pol?tica p?blica da crian?a e do adolescente em Manaus/AM, buscando desvelar como a esfera p?blica n?o estatal incide na coprodu??o de bens e servi?os sociais. O percurso metodol?gico da pesquisa apresenta abordagem qualitativa, tendo como l?cus cinco OSCs, que desenvolvem atividades com crian?as e adolescentes, em Manaus, e como sujeitos da pesquisa, cinco gestores e dez usu?rios. Os resultados apontam que as OSCs est?o configuradas de acordo com a Lei 10. 406/2002 (pessoas jur?dicas de direito privado e sem fins lucrativos); quanto a sua finalidade, seguem o eixo da prote??o social b?sica com preven??o e promo??o dos direitos sociais; a participa??o em espa?os ampliados de discuss?o ? relevante para a constru??o da esfera p?blica n?o estatal, apesar da fragilidade do controle social na sociedade brasileira; no ?mbito da presta??o de servi?os sociais, na sociedade manauara, percebe-se que as exig?ncias para as OSCs s?o cada vez maiores frente ?s demandas e necessidades de grandes parcelas de cidad?os; perante agudiza??o das express?es da quest?o social, fica evidente que a primazia do Estado ? fundamental nessa quest?o; e a presen?a no debate pol?tico das OSCs nas pol?ticas p?blicas com a efervesc?ncia da esfera p?blica n?o estatal enquanto l?cus de luta e resist?ncia pela concretiza??o de direitos sociais. Urge pensar estrat?gias que possibilitem a politiza??o dos integrantes, tanto do Estado quanto da sociedade civil, para que se vislumbrem pol?ticas sociais universais garantidoras dos direitos de cidadania. Conclui-se que as Organiza??es da Sociedade Civil, part?cipes da esfera p?blica n?o estatal, situam-se num espa?o p?blico complexo e contradit?rio, permeado pela atua??o de diversos atores sociais numa arena pol?tica de interven??o, disputa, luta e constru??o dos consensos poss?veis na jun??o da sociedade pol?tica com a sociedade civil, seja na elabora??o, execu??o ou controle social que, pautada na busca pela cidadania, constitui as bases para a gest?o das pol?ticas p?blicas na contemporaneidade.

If before these actions were located in geographical boundaries, today's demands and mobilizations extrapolate the location, connect to the global, and at the same time, return to the regional through digital virtuality. Within this context of the relationship between digital technology and global flow of sociability, emerges in October 2010 the social movement of the hashtag "#ForaMicarla", which means the dissatisfaction of cibernauts from Natal of Twitter with the current management of the municipality of Natal-RN, Micarla de Sousa (Green Party). We can find in the center of this movement and others who appeared in the world at the same time a technological condition of Twitter, with the hashtag "#". Given this scenario, this research seeks to analyze how the relationship of the agents of movement hashtag "ForaMicarla", based on the principle that it was formed in the Twitter network and is maintained on the platform on a daily basis, it can create a new kind of political culture. Thus, this study discusses theoretically the importance of Twitter and movements that emerge on the platform and through it to understand the social and political demands of the contemporary world and this public sphere, which now seems to include cyberspace / A fluidez espacial e temporal condicionada pelas tecnologias online de intera??o social vem possibilitando que a??es coletivas de protesto e ativismo surjam a cada dia no ciberespa?o o ciberativismo. Se antes essas a??es estavam localizadas em fronteiras geogr?ficas, hoje as reivindica??es e mobiliza??es extrapolam o local, conectam-se ao global e, ao mesmo tempo, retornam ao regional por meio da virtualidade digital. Dentro desse contexto da rela??o entre tecnologia digital e fluxo de sociabilidade global, surge em outubro de 2010 o movimento social da hashtag #ForaMicarla , que significa a insatisfa??o dos cibernautas natalenses do Twitter com a atual gest?o da prefeitura da cidade de Natal RN, Micarla de Sousa (Partido Verde). Podemos encontrar no centro desse movimento e de outros que surgiram no mundo na mesma ?poca uma condi??o tecnol?gica do Twitter, a hashtag # ? o s?mbolo # seguido de uma palavra ou frase. ? usada pelos cibernautas como forma de marcar assuntos na plataforma.
