Comment expliquer le changement dans les politiques culturelles au Mexique et en Argentine ? À travers une analyse comparative historique, cette thèse rend compte de l'émergence, de l'institutionnalisation et de l'évolution de l'action publique dans le secteur de la culture dans ces deux pays latino-américains, entre 1983 et 2009. Elle s'intéresse aux changements qu'ont entraînés les processus de décentralisation, de trans-nationalisation, et d'inclusion du secteur privé (marchand et associatif) dans les politiques culturelles argentine et mexicaine. L'hypothèse principale de ce travail est que l'on peut appréhender les dynamiques du changement dans ces politiques culturelles en prenant en compte les « contextes » socio-économiques et politiques du Mexique et de l'Argentine, et en mobilisant quatre dimensions d'analyse : les acteurs, les représentations cognitives, les cadres institutionnels et les instruments d'action publique. Cette étude comparative combine à la fois une analyse néo-institutionnaliste et cognitive du changement. / How should we explain change in cultural policy in Mexico and Argentina? Through a comparative historical analysis, this thesis shows the emergence, institutionalization and evolution of the cultural sector's public policy in these two Latin American countries, from 1983 to 2009. It addresses the changes induced by processes of decentralization, transnationalization and the rise of the private sector (both profit and non-profit) in Mexican and Argentinean cultural policy. The central hypothesis is that dynamics of change in cultural policy may be understood by taking into account these two countries' socio-economic and political "contexts", and by drawing on four analytical dimensions: actors, cognitive representations, institutional frameworks and public policy instruments. This comparative study thus combines a neo-institutionalist and cognitive analysis of change.

This study examines how organizations and companies with transparent sustainability profiles aim to establish a relationship between brand, sustainability, and audience based on a theoretical framing perspective. To examine this; the study will limit itself by focusing on the Swedish company Oatly, and their external communications through digital channels and platforms.  According to Van Gorp and Van du Goot (2011: 374), frames serve as a way of explaining complex issues. Through framing a problem area, cause and other conclusions are highlighted. Frames thus function rhetorically – by convincing public opinion and control an audience through the media. Framing occurs in several contexts such as political, via news and advertising (Fairhoust & Sarr 1996).                                                        The study limits it’s analysis to the company Oatly’s official profile on the digital platform Mynewsdesk. The empirical material consists of press releases published within a defined time frame; 5/6/2015–6/3/2017. The study is based on motivated theoretical assumptions; discourse, critical and posthumanist theory, as well as previously established research on the field - framing in relation to sustainability.                                        The research method can be described as a qualitative content analysis based on main elements derived from discourse and semiotic framework. In addition, a framing analysis is applied to further present the result in the form of exemplified frames.                The results of the study suggest, for example, that actors construct importance through framing – which integrates into sustainability discourse through social practices – thereby establishing a relationship between brand, problem area, and audience through a convinced public opinion that further interacts with and reproduces the discourse in question.

Des pratiques participatives en situation de travail aux effets transformateurs dans l’apprentissage du métier de formateur des professionnels de santé / Participatory practices in the workplace with transformative effects in the learning of the profession of trainer of health professionals

Cette recherche porte sur le processus de transformation des cadres de l’expérience (Goffman E. , 1991) issue des pratiques participatives en situation de travail et ses effets sur l’apprentissage du métier de formateur des professionnels de santé. Les pratiques participatives des professionnels sont mises en objet par le choix d’une focale inscrite dans le courant de la microsociologie. L’observation des situations de travail s’est déroulée sur quatre années, par l’enregistrement de situations de travail in situ effectuées par les formateurs eux-mêmes, suivi d’entretiens de groupe et d’entretiens individuels semi-directifs. Nos référents théoriques sont issus du champ de l’apprentissage en situation de travail avec la notion de pratiques participatives (Billett S. , 2016), de la théorie des communautés de pratique (Wenger E. , 2005) et l’analyse des interactions avec les travaux de Goffman sur les rites de l’interaction (1974) et les cadres de l’expérience (1991). Notre hypothèse centrale consiste à penser que l’apprentissage du métier de formateur par le biais des pratiques participatives des acteurs en situation de travail suppose des processus de transformation des cadres de l’expérience. Les résultats montrent qu’un processus que nous nommons dynamique des cadres enchâssés produit une modification des positionnements professionnels des acteurs. La perception de leur environnement d’apprentissage change et leurs pratiques professionnelles se transforment. / This research focuses on the process of transforming the frameworks of experience (Goffman E., 1991) resulting from participatory practices in work situations and its effects on learning the profession of trainer of health professionals. The participative practices of these professionals will be the research subject through the choice of a focal point inscribed in the current of microsociology. The observation of the work situations was done lengthwise (considerer a changer longitudinally) over four years, by the recording of in situ work situations carried out by the trainers themselves, followed by group interviews, including a self-confrontation dimension and semi-structured individual interviews. Our theoretical references are originating from the field of workplace learning, including the notion of participative practices (Billett S., 2016), situated learning with the theory of communities of practice (Wenger E., 2005), the analysis of interactions with Goffman's work on the rites of interaction (1974) as well as the frame analysis (1991). Our central hypothesis consists in thinking that learning the profession of trainer through the participative practices of the actors in the work situation entails processes of transformation of the frameworks of the experience. The results show that a process, which we named dynamic enshrined frames, produces a modification of the professional positioning of the actors. The perception of their learning environment is changing and so are their professional practices.

Finite element analysis of welds attaching short doubler plates in steel moment resisting frames

A number of recent research studies have investigated the performance of panel zones in seismic-resistant steel Special Moment Resisting Frames (SMF). These recent studies investigated various options for attaching doubler plates to the column at beam-column joints in SMF for purpose of increasing the shear strength of the panel zone. This previous work was primarily focused on doubler plates that extend beyond the top and bottom of the attached beams, and considered cases both with and without continuity plates. As an extension to this previous research, this thesis explores the situation when a doubler plate is fitted between the continuity plates. The objective of this research was to evaluate various options for welding fitted doubler plates to the column and continuity plates through the use of finite element analysis, and to provide recommendations for design. The development and validation of the finite element model are described, along with the results of an extensive series of parametric studies on various panel zone configurations and attachment details for fitted doubler plates. Based on the results of these analyses, recommendations are provided for design of welds used for attaching fitted doubler plates in the panel zone of SMF systems. / text

Seismic performance evaluations and analyses for composite moment frames with smart SMA PR-CFT connections

This thesis investigates the performance of composite frame structures with smart partially-restrained (PR) concrete filled tube (CFT) column connections through simplified 2D and advanced 3D computational simulations. It also provides a design methodology for new types of innovative connections based on achieving a beam hinging mechanism. These types of connections intend to utilize the recentering properties of super-elastic SMA tension bars, the energy dissipation capacity of low-carbon steel bars, and the robustness of CFT columns. In the first part of this study, three different PR-CFT connection prototypes were designed based on a hierarchy of strength models for each connection component. Numerical simulations with refined three dimensional (3D) solid elements were conducted on full scale PR-CFT connection models in order to verify the strength models and evaluate the system performance under static loading. Based on system information obtained from these analyses, simplified connection models were formulated by replacing the individual connection components with spring elements and condensing their contributions. Connection behavior under cyclic loads was extrapolated and then compared with the monotonic behavior. In the second part of this study, the application of these connections to low-rise composite frames was illustrated by designing both 2D and 3D, 4 and 6 story buildings for the Los Angeles region. A total of 36 frames were studied. Pushover curves plotted as the normalized shear force versus inter story drift ratio (ISDR) showed significant transition points: elastic range or proportional limit, full yielding of the cross-section, strength hardening, ultimate strength, and strength degradation or stability limit. Based on the transition points in the monotonic pushover curves, three performance levels were defined: Design Point, Yield Point, and Ultimate Point. All frames were stable up to the yield point level. For all fames, after reaching the ultimate point, plastic rotation increased significantly and concentrated on the lower levels. These observations were quantified through the use of elastic strength ratios and inelastic curvature ductility ratios. The composite frames showed superior performance over traditional welded ones in terms of ductility and stability, and validated the premises of this research.

Como fundamento teórico central, elegemos contribuições advindas da Linguística Cognitiva (LAKOFF, 1987; LAKOFF e JOHNSON, 1999, 2002; JAKENDOFF, 2002; FAUCONNIER e TURNER, 2002; FILLMORE, 1979, 1982; GEERAERS & CUYCKENS, 2007; CROFT e CRUSE, 2004), em especial, de um dos seus modelos teóricos principais: a Semântica de Frames (FILLMORE, 1979, 1982; RUPPENHOFER et al, 2010; SALOMÃO, 1999) e seu projeto de anotação lexicográfica FrameNet (www.framenet.icsi.berkeley.edu). Para a análise hermenêutica, nos valemos de contribuições da Sociologia (BAUMAN, 2005, 2007, 2008a, 2008b, 2009, 2013; ALMEIDA et al, 2009), da Filosofia Educacional (FREIRE, 2011), além dos distintos olhares no campo da Ética e da educação cidadã (ARAÚJO, 2000, 2008; LA TAILLE, 2008; TOGNETTA , 2008; ABREU, et al, s.d.; COSTA, 2004; RIBAS, s.d; MORAN, 2007; MIRANDA, 2005, 2007, 2009, 2011, 2012b). A partir da categoria analítica central – o frame – conseguimos identificar as principais cenas conceptuais evocadas pelo discurso dos alunos. Sendo assim, foi possível estabelecerem-se duas redes hierárquicas de frames: uma delas composta por atos de linguagem expressivos (Avaliação do Comportamento Docente) e outra por atos de linguagem diretivos (Sugestão de Comportamento Docente). Cada uma delas apresenta, como foco, quatro tipos de comportamento docente, quais sejam: Práticas Pedagógicas, Práticas Interacionais, Comprometimento, Práticas Reguladoras e Punitivas. Dessa forma, percebemos que as avaliações positivas somaram a maioria, com 227 ocorrências (58%), contra 148 avaliações negativas (39%) e 4 neutras (3%). A partir das avaliações positivas e das sugestões, podemos identificar quais tipos de atitudes docentes são aprovadas e desejadas pelos alunos. A partir das avaliações negativas, ao contrário, conseguimos identificar as práticas rejeitadas pelos discentes. Salta aos olhos o desejo dos alunos por práticas pedagógicas mais competentes, além de mais democráticas e inovadoras, nas quais há um bom relacionamento afetivo entre educadores e educandos e o favorecimento do diálogo, de forma a garantir maior participação e maior protagonismo por parte dos discentes. Tais resultados revelam significativo comprometimento dos alunos com o processo de ensino-aprendizagem de que são partícipes, o que desmente expectativas via de regras negativas acerca da relevância da escola para tais sujeitos. O perfil do professor que desejam ou rejeitam é em tudo convergente com aquele ditado pelas vozes das autoridades da área que preconizam uma educação voltada para a formação de cidadãos mais críticos e autônomos. / This dissertation is linked to the macro project “Portuguese Language Teaching - from the college graduation to the school classroom” (FAPEMIG -CHE-APQ-01864-12) which is a part of the Linguistics and Language Teaching line of work, developed in the Linguistics Graduation School at the Federal University of Juiz de Fora. The project aims to analyse successful and failed practices in teaching Portuguese in elementary school as well as in teacher training for the same discipline. This research traced the profile of Portuguese teachers based on students‟ reports regarding their most memorable experiences in their daily routine in the discipline. Therefore, we have chosen seven public schools in the city of Juiz de Fora, Minas Gerais, as an investigative background, as well as research subjects: 354 students in the 9th grade of Elementary School and 2nd year of High School. This research is configured as a case study and presents quantitative and qualitative procedures as its analytical method. As main theory we have used contributions from Cognitive Linguistics (LAKOFF, 1987; LAKOFF & JOHNSON, 1999, 2002; JAKENDOFF, 2002; FAUCONNIER & TURNER, 2002; FILLMORE, 1979, 1982; GEERAERS & CUYCKENS, 2007; CROFT e CRUSE, 2004), in particular, one of its major theoretical models: the Frames Semantics (FILLMORE, 1979, 1982; RUPPENHOFER et al, 2010; SALOMÃO, 1999) and it‟s lexicographical project FrameNet (www.framenet.icsi.berkeley.edu). For the hermeneutic analysis, we based on the contributions of Sociology (BAUMAN, 2005, 2007, 2008a, 2008b, 2009, 2013; ALMEIDA et al, 2009), Educational Philosophy (FREIRE, 2011), apart from different perspectives in the field of Ethics and citizenship education cidadã (ARAÚJO, 2000, 2008; LA TAILLE, 2008; TOGNETTA , 2008; ABREU, et al, s.d.; COSTA, 2004; RIBAS, s.d; MORAN, 2007; MIRANDA, 2005, 2007, 2009, 2011, 2012b). From the central analytical category - the frame - we can identify the main conceptual scenes brought by the students‟ ideas. Thus, it was possible to establish two hierarchical networks of frames: expressive language acts (teacher behaviour evaluation) and directive language acts (teacher behaviour proposal). Each of them presents four types of teaching behaviour: Pedagogical Practices, Interactional Practices, Commitment, and Punitive Regulatory Practices. Thus, we have noticed that the positive reviews were the majority, with 227 occurrences (58%) against 148 negative ratings (39%) and 4 neutral (3%). From the positive feedback and suggestions, we can identify which types of teaching attitudes were approved and desired by students and on the other hand, from the negative evaluations, we can identify practices rejected by students. The desire of students for more competent, more democratic and innovative teaching practices is remarkable, with a good emotional relationship between teachers and students, as well as to facilitate dialogue, ensuring greater participation and autonomy by students. These results reveal significant impairment of the students involved in the teaching-learning process, which contradicts negative expectations about the relevance of school for such subjects. The teacher profile desired or rejected converges to that expressed by experts in the field who advocate for an education which aims at preparing more critical and autonomous citizens.

This diploma thesis deals with the development of tobacco control legislation with the main focus on the Act on protection of health against harmful effects of addictive substances with accent on smoking regulation in restaurants. The main line of this thesis is to determine the competing rhetorical frameworks and the main actors representing the individual frameworks which they present on the level of arguments and then to compare the development of narrative over time. At this level, the thesis focuses on the analysis of the presented rhetorical frameworks with the aim of discussing possible specific attributes that facilitated the process of reframing opposition actors, namely using the rhetorical strategy of narrative attributes of storytelling, technical terms, imagery or comparison. These goals were achieved by using a qualitative analysis of media outcomes and by using public policy documents, legal standards and other relevant documents. Theoretical support for answering the set forth questions was a frame analysis, which was conceptualized on the field of public policy by Rein and Schön along with the theory of social construction of target population conceptualized by Schneider and Ingram. Utredning av förfrågningsunderlag gällande byggandet av trästomme med fokus på offentlig upphandling / Investigation of tender documents regarding the use of wooden frames with focus on public procurement

In the mid 1990s a previous prohibitions against multi-story buildings higher than two floors with a wooden frame was changed. Today multi-storey buildings are being built in Skellefteå, Sundsvall, Växjö, and Stockholm with others. Despite this only one of five houses being built today has a wooden frame. Since the municipality is a key force to get projects with wooden frames, this papers purpose is to improve tender document for the opportunity to submit bids and building with wooden frames. To help us forward with our work three questions were formulated. 1) What is the basis from a wooden constructions company perspective, of which they determines if they can place a bid or not? 2) What is the difference between tender documents made by a municipality compared to a private buyer? 3) How can tender documents be improved to create an opportunity to place a bid containing an alternative frame system? To answer these questions a literature study was carried out. The literature study is the basis of this paper. To obtain empirical data a document analysis of tender documents was carried out. The result of the study shows that wood frames are hard to adapt to an already finished technical specification, or to a tender document containing an extensive technical specification. To obtain alternative solutions, the buyer should focus on object design, form and function, or a general technical specification. Instead the technical specifications should be drawn up by the supplier, or in collaboration with them. The tender evaluation should be made by the most economically advantageous rather then the lowest price. Then the buyer can evaluate the offers against each other, rather then choosing the lowest price. This also gives the possibility for suppliers to make a bid containing an alternative solution. As a continuation of this paper, we recommend a study on which impact a general technical specification has on the project final cost.  Furthermore a study exploring which possibilities partner procurement can have alternative solutions in the Swedish procurement act. This report deal exclusively with how tender documents should be formulated. Life cycle analysis, carbon dioxide emissions and strength calculations will not be executed.
