Modernização da agricultura familiar em Sergipe : impasses e desafios da horticultura irrigada no Agreste de Itabaiana

The current study about the modernization of family agriculture in the wild of Itabaiana in Sergipe parsed the agricultural production irrigated from families who have embraced the irrigation as a means of in the production and with this, to increase the family income. In this sense, the research had as objective to parse the production and the reproduction of the irrigated horticulture with an emphasis in marketing of rural family units of the wild of Itabaiana in Sergipe. This was justified as a contribution to understand the formation, the social and economic role and the importance of the relationships amongst agriculture, workforce and the environment. To develop this work, it was set forth from direct and indirect observations of facts, through the field of work, with the application of interviews with various social actors, such as: farmers, middlemen, stallholders. In addition to these, it was necessary to apply interviews and raise data with federal, State and municipal bodies; and, finally, the bibliographical research. Therefore, the Agriculture of the region is a stain of the modernization process using irrigation, where there is the use of informational, scientific, technological innovations and policies which encourage the production. Family agriculture in the wild of Itabaiana in Sergipe is in a very visible and positive phase of transformation which is expressed by the production system. This demonstrates that a new standard of production, increasing income, is able to improve the conditions of life of the farmer and of the family. / O presente estudo sobre a modernização da agricultura familiar no agreste de Itabaiana-SE analisou a produção agrícola irrigada a partir de famílias que adotaram a irrigação como meio tecnológico na produção e com isso aumentar a renda da família. Nesse sentido, a pesquisa teve como objetivo analisar a produção e a reprodução do espaço da horticultura irrigada com ênfase no processo de comercialização das unidades familiares rurais do agreste de Itabaiana-Se. Essa se justificou como contribuição para entender a formação, o papel econômico-social e a importância das relações entre agricultura, força de trabalho e o meio ambiente. Para desenvolver este trabalho, partiu-se de observações diretas e indiretas dos fatos, através do trabalho de campo, com a aplicação de entrevistas com vários atores sociais, como: agricultores, atravessadores, feirantes. Além desses foi necessário aplicar entrevistas e levantar dados com órgãos federais, estaduais e municipais; e, por fim, a pesquisa bibliográfica. Portanto, a agricultura da região é uma mancha do processo de modernização utilizando a irrigação, onde existe o uso das inovações científicas, tecnológicas, informacionais e políticas que incentivam a produção. A agricultura familiar no agreste de Itabaiana encontra-se em uma fase positiva e bastante visível de transformação que se expressa pelo sistema de produção. Isso demonstra que um novo padrão de produção que, incrementando a renda, seja capaz de melhorar as condições de vida do agricultor e da família.

In Brazil, it has played an important role in economic and social spheres, being classified as an important factor of development, despite the difficulties she faced in regional contexts. Over the years, family farming has established itself as a heterogeneous sector, due to the income diversity, activities, size of property, among other factors. Consolidated its position in order to have as its main strategy, diversification of products and processes for economic survival and now has the challenge of contributing to food security as it produces 70% of the food consumed internally in the country. Thus, after observing that among the strategies and alternatives sought by family farmers are the actions of cooperation such as the formation of associations and cooperatives to economic and social representation, this research has as main objective to understand how the collective governance structure - APROCOR - has influence (social, economic, informational, cultural and political) on family farmers associated to it. For this, the qualitative research of explanatory character was used to display the results, with the object of study, South Corumbataí Producers Association - APROCOR, established in the city to meet the demands of producers of fruits in the region. It attempted to, through interviews, consider what the country gains and losses of producers associated with collective governance structure and identify which variables of Collective Action Theory interfere with the creation of value the people studied. The results of empirical research have shown that collective action results in higher proportion of benefits to members, compared with the difficulties in acting collectively. Among the numerous benefits generated to the family farmers, there is the role of APROCOR to provide economic and financial gains, informational, social, environmental and health to rural workers. Regarding the difficulties faced by family farmers, there is the existence of cognitive nature failures, behavioral, structural, institutional and political. Despite the existence of collective failure, there was the feasibility of collective action. Finally, it was concluded that the variables of Collective Action Theory "Group Size" (intermediate), "Group Size" (intermediate) combined with "trust", "Heterogeneity of the group" (strong ties), "Communication face face "," Leadership "and" partnerships "exert positive influence on the creation of value. Jas variables "Free riders" and "Trust" combined with "heterogeneity of interests" exert negative influence on the creation of value. There is the "individual rationality versus collective rationality" as a variable of the Theory of Collective Action that has the capacity to influence on all the other variables, as it reflects the way of understanding and hence the attitude of individuals in the joint action with other individuals. / O contexto atual e as perspectivas da pequena propriedade de produção rural têm suscitado estudos científicos que revelam o perfil e as diferentes formas de atuação da agricultura familiar. No Brasil, tem desempenhado importante papel nas esferas econômica e social, sendo classificada como importante fator de desenvolvimento, apesar das dificuldades por ela enfrentadas nos contextos regionais. Ao longo dos anos, a agricultura familiar se estabeleceu como um setor heterogêneo, em razão da diversidade de renda, atividades, tamanho da propriedade, dentre outros fatores. Consolidou-se de modo a ter como principal estratégia, a diversificação de produtos e processos para sobrevivência econômica e passou a ter o grande desafio de contribuir com a segurança alimentar, uma vez que produz 70% dos alimentos consumidos internamente no país. Assim, após observar que dentre as estratégias e alternativas buscadas pelos agricultores familiares estão as ações de cooperação, como a formação de associações e cooperativas para representação econômica e social, a presente pesquisa possui como principal objetivo analisar de que forma a estrutura de governança coletiva APROCOR apresenta influência (social, econômica, informacional, cultural e política) sobre os agricultores familiares à ela associados. Para isso, foi utilizada a pesquisa qualitativa, de caráter explicativo, para exposição dos resultados, tendo como objeto de estudo, a Associação de Produtores de Corumbataí do Sul APROCOR, constituída no município para atender as demandas dos produtores de frutas da região. Buscou-se, através de entrevistas, analisar quais os ganhos e perdas dos produtores rurais associados à estrutura de governança coletiva, bem como, identificar quais variáveis da Teoria da Ação Coletiva interferem na criação de valor dos atores deste estudo. Os resultados da pesquisa empírica demonstraram que a ação coletiva resulta em maior proporção de benefícios aos associados, se comparados com as dificuldades em atuar coletivamente. Dentre os inúmeros benefícios gerados aos produtores familiares, destaca-se o papel da APROCOR em proporcionar ganhos econômicos e financeiros, informacionais, sociais, ambientais e de saúde ao trabalhador rural. Em relação às dificuldades enfrentadas pelos produtores familiares, destaca-se a existência de falhas de natureza cognitiva, comportamental, estrutural, institucional e política. Apesar da existência de falhas coletivas, constatou-se a viabilidade da ação coletiva. Por fim, concluiu-se que as variáveis da Teoria da Ação Coletiva Tamanho do grupo (intermediário), Tamanho do grupo (intermediário) aliado à confiança , Heterogeneidade do grupo (laços fortes), Comunicação face a face , Liderança e Parcerias exercem influência positiva sobre a geração de valor. Jás as variáveis Free riders e Confiança aliada à Heterogeneidade de interesses exercem influência negativa para a criação de valor. Destaca-se a Racionalidade individual versus a racionalidade coletiva como uma variável da Teoria da Ação Coletiva que possui capacidade de influência em todas as demais variáveis, uma vez que reflete a forma de compreensão e, consequentemente, a atitude dos indivíduos na atuação conjunta com os demais indivíduos.

Opportunities and challenges faced in promoting small holder farming as an element in rural economic development: the case of Buffalo City Municipality in the Eastern Cape, South Africa

This study looked at the opportunities and challenges faced in promoting smallholder farming as an element in rural economic development. The main objective is to highlight the key factors affecting smallholder production; and how those factors affect smallholder farmers in rural areas of Buffalo City Municipality, and hence identify the ones likely to predict success for future use in intervention programs. The content and scope of this study is limited to the socio-economic constraints (economic activities, household assets e.g. natural assets, physical assets, financial assets etc.) faced by rural households and therefore prescribe the necessary interventions to enhance rural livelihoods. Data was collected through review of secondary sources, direct observation through field visits and interviews with households. Questionnaires were used as the main tool of inquiry to gather data from households in selected villages within Buffalo City Municipality. The collected survey data was coded and analyzed using Statistical Package for Social Sciences (SPSS) Version 19.0. The study used Descriptive, Gini Coefficient and Binary Logistics model to analyze the collected survey data. For the descriptive model, the main pointers that were employed for this study were frequencies and mean values. The Gini Coefficient model was used to measure the contribution of different sources of income to overall inequality. The binary logistic regression model was used to uncover the correlates of the household income for different rural groups (famers and non-farmers). The results reveal that farm income has a strong association to overall household income per capita. Unearned income sources also have a substantial contribution to household income. Remittances and child grants were significant to non-farming household income per capita. Given the diminishing farm size of smallholder-led agriculture; these results suggest that a diversified household income portfolio is vital in addressing poverty in rural areas. Based on the results this study concluded that agricultural activities cannot solely enhance food security.

Community development projects and food security: the case of Zanyokwe Irrigation Project Eastern Cape Province, South Africa

Although food insecurity is said to have decreased in South Africa in the past years particularly at the national level, however, at household level a substantial proportion of households remains at risk of food insecurity and are experiencing hunger particularly in the Eastern Cape Province were poverty is rife. Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

The impact of farmer support programmes on market access of small holder farmers in the Eastern Cape and KwaZulu-Natal Provinces

Most smallholder farmers in South Africa are characterized by poor resources such as land, labour and capital while they play an important role in poverty alleviation especially in poor rural areas. Smallholder farmers are increasingly recognized because of their contribution to household food security. The world markets are increasingly being integrated due to globalization and liberalization. As a result, smallholder farmers are facing increasing market competition, not only in international markets but in local markets as well. However, smallholder farmers often face a number of barriers to accessing these markets arising in part from the tightening of food safety and quality standards requiring compliance with phytosanitary and sanitary standards and growing power of supply chain integration. Furthermore, the viability of these smallholder producers is constrained by institutional obstacles which include lack of access to information, high marketing and transaction costs and low quality and lack of critical volume in the absence of bulking up arrangements, etc. These barriers have contributed to the exclusion of smallholder/small-scale farmers from formal markets. In order to address these obstacles and speed up the pace of agrarian reform many support schemes (farmer support programmes) are now being designed to specifically address market access and value chain issues through unique co-innovation arrangements to improve the farmer’s access to profitable international chains. A number of farmer support programmes (FSP) have been implemented in South Africa to reduce the risk of a lack of capacity and a lack of economic and/or financial experience in smallholder farms. Intervention measures have been instituted to these smallholder farmers to assist them to move out of poverty through agricultural production. The aim of this study was to understand the roles played by farmer support programmes in addressing income and welfare levels and sustainability of smallholder farmers in South Africa. Eighty nine (89) farmers were interviewed for this study and almost half (49%) of them received support from various organizations while 51% of the sampled farmers did not receive any support. The study was designed to compare the two groups between the treated and control group to assess the impact of these programmes.Using a Tobit and Propensity Score Matching technique, potential diffusion effects were eliminated between farmers supported by Farmer Support Programmes and farmers that did not belong to support services. The latter was selected from comparable communities with no agricultural support services. Findings from the Tobit regression and propensity score matching are consistent across the two methods, suggesting that being a member of any agricultural support programme has a significant positive impact on income and welfare of smallholder farmers.Farmer Support Programmes and collective marketing activities such as the collection and sale of members’ products appear to have a significant and positive impact on smallholder welfare of those farmers engaged in them. In the second analysis the study tested the types of arrangements that farmers would adopt to market their produce. From the results it was established that those farmers who were supported by institutional arrangements or FSP had better access to markets than those farmers who operated as individuals. Marginal effects are used to show the degree to which farmers chose a particular marketing channel or institutional arrangement that these farmers take when trying to access better paying markets. Then the final analysis is on factors that determine the extent to which collective action contribute to farmers’ income and market access. A number of variables (age, distance to the market, region the farmers are located) were evaluated using the multinomial regression model. Empirical results suggest that among South African cooperatives, those established in KwaZulu-Natal and partly in the Eastern Cape and upon the voluntary initiative of farmers are more sustainable and have access to better paying markets both locally and internationally than the other areas. The results also show that NGO-supported cooperatives have a longer life span than Government controlled cooperatives.

This Masters Thesis, titled |A Política dos Arranjos Produtivos Locais na Busca Sisifiana pelo Desenvolvimento|, aims to analyze the structural changes expressed by adjusting socio productive in the municipalities of Porto da Folha (SE) and Gararu (SE) with the institutionalization the National Policy on Support to Local Productive Arrangements (LPAs), considered as catalysts of development included in the territorial approach. The analysis was based on the assumptions of dialectical materialism, observing the main determinations in contradictory relation between capital/work on different scales. Speaking of Territorial Development submits the Hinterland of Sergipe to a Development Plan that involves the internalization and devolution of productive activities in Sergipe, linking the field to the market through the National Policy to Support LPAs. We have analyzed the limits of planning the state, while the second order mediation, from the regulator thought and the tripartite relationship Capital-Market-State, and we have investigated the contradictions of Local Development opposite the Structural Crisis of Capital, as well as its bases on studies about productive agglomerations and their ideological substrate. In this context, unveil the LPA on the scales of capital and its forms of local control forth the market, while totalizing process, mischaracterizing planning under the uncontrollable character of capital. The expansion of the logic of capital carries the intensification of exploitation of labor. Without autonomy, the peasant suffers from capitalist control of production, labor and land. Finally, we have analyzed the main contradictions of institutionalization of APL through the involvement of familiar production units characterized as small productive centers; the adequacy and enhancement of the productive process for the market; search for sustainable activities; incorporation of productive innovations; the territorial pact and encouraging the named social capital. We have concluded that LPA is part of the Development Project which seeks to alleviate the crisis of capitalism by market regulation. Thus, the state acts as mediator of the capital, the guarantee of private property as a function of capitalist system. Beyond duality between the Keynesian view and the liberal, the analysis of LPA has showed that the State and the market are inseparable in the capital system. In this sense, the quest for production control, land and labor reveals the quest for expansion and domination of territory to the capital, emerged in the insolubility of its structural crisis. / A presente Dissertação de Mestrado, intitulada A Política dos Arranjos Produtivos Locais na Busca Sisifiana pelo Desenvolvimento , teve como objetivo analisar as alterações estruturais expressadas pelo ajustamento sócio produtivo nos municípios de Porto da Folha (SE) e Gararu (SE) com a institucionalização da Política Nacional de Apoio aos Arranjos Produtivos Locais (APLs), considerados como catalizadores do desenvolvimento, inscritos na abordagem territorial. A análise foi fundamentada nos pressupostos do materialismo dialético, observando as principais determinações na relação contraditória capital/trabalho em suas diferentes escalas. O discurso do Desenvolvimento Territorial submete o Sertão Sergipano a um Plano de Desenvolvimento que envolve a desconcentração e interiorização das atividades produtivas em Sergipe, vinculando o campo ao mercado através da Política Nacional de Apoio aos APLs. Analisamos os limites do planejamento do Estado, enquanto mediação de segunda ordem, a partir do pensamento regulador e pela relação tripartide Capital-Estado-Mercado, e investigamos as contradições do Desenvolvimento Local frente à Crise Estrutural do capital, como também sua base nos estudos sobre aglomerações produtivas e seu substrato ideológico. Nesse contexto, desvelamos o APL nas escalas do capital e suas formas de controle local ante o mercado, enquanto processo totalizante, descaracterizando o planejamento sob o caráter incontrolável do capital. A expansão da lógica do capital carrega consigo a intensificação da exploração do trabalho. Sem autonomia, o camponês fenece ao controle sociometabólico da produção, do trabalho e da terra. Por fim, analisamos as principais contradições da institucionalização dos APL por meio do envolvimento das unidades de produção familiar caracterizadas como pequenos núcleos produtivos; da adequação e potencialização do processo produtivo para o mercado; da busca por atividades sustentáveis; da incorporação de inovações produtivas; do pacto territorial e do estímulo ao chamado capital social. Tendo concluído que o APL faz parte de um Projeto de Desenvolvimento que busca mitigar a crise do capitalismo por meio da regulação do mercado. Dessa forma, o Estado age como mediador do capital, na garantia da propriedade privada em função do sistema sociometabólico. Para além da dualidade entre a visão keynesiana e a liberal, a análise do APL permitiu concluir que o Estado e o Mercado são indissociáveis no sistema do capital. Neste sentido, a busca pelo controle da produção, da terra e do trabalho revela a busca pela expansão e domínio do território para o capital, emergido na insolubilidade de sua crise estrutural.

COncepts and costs for the maintenance of productive capacity: a study of the measurement and reporting of soil quality

This thesis studies the role accounting plays in the monitoring and reporting of soil quality in one sector of the agricultural industry, broadacre farming. A survey was conducted with broadacre farmers in the Loddon Catchment, Victoria, Australia. The primary aim was to determine the effectiveness accounting plays in providing information to decision makers relative to the productive capacity in soil quality and not just on profits. The capital asset in this study was defined as soil quality. Soils and soil quality in particular, are major elements in determining land value. The concern is decisions are being made by potential buyers and other decision makers, particularly policy makers, with regards to soil quality on the basis of incomplete and often misleading information. It is proposed that a major reason is due to the fact that different participants in the agricultural and accounting industries require and use different information. The accounting systems used by farmers are those that have been developed for the manufacturing sector which may not be appropriate for managing long-term, complex resources such as soil. The farmers themselves did not find formal accounting reports useful for decision making because these reports are based on uniform standards and market prices. The topic of soil quality and land degradation is viewed from two perspectives. In one perspective, the proprietary view; the accounting emphasis is on the ownership of assets and the change, both in income and capital, in these assets over time. In this case the accounting equation is seen as assets - liabilities = equities. The proprietor takes all the risk. A more recent perspective in accounting, the entity view, emphasises the assets whether financed from equity or debt and where the accounting equation is seen as assets = equities. The emphasis changes to the income flow from these assets and more interest is shown in current market prices as a reflection of the future value of these assets Profit is not necessarily a good indicator of what farmers are doing for their capital asset. There needs to be greater emphasis on costs undertaken for the conservation of soil. Those costs should be considered an investment and put into the balance sheet and not the profit and loss statement.
