The purpose of this study was to examine the role played by Development Support
Groups (DSGs) in implementing the Integrated Quality Management System (IQMS) in
the secondary schools of Circuit 03 of Libode district of Eastern Cape Province.
The scope of research was restricted to three secondary schools in circuit 03. The
research methodology was qualitative in which multiple case study strategy was
employed. The sampling strategy was purposive sampling and it included principals,
educators serving in DSG and educators who have been evaluated in the previous
years. Data were collected through semi-structured interviews to get information from
principals. Questionnaires with open ended questions were used to obtain information
from educators serving in DSGs and educators who have been evaluated in the
previous years.
The findings of this study were that; the DSGs did not receive training that specifically
explained their role. Timing is a problem in evaluation of educators as it is performed in
the fourth term when educators are busy preparing for final examinations and planning
for the next coming year. The infrastructure condition cripples the performance of DSGs.
The interpretation of evaluation instruments for educators poses a challenge to DSGs.
The awarding of scores by DSGs tends to be more subjective. DSGs mainly have to use
their discretion in awarding scores.
Analysis of information received from participants indicated that the role of DSGs in
implementing IQMS could be improved with intensive training of DSGs on IQMS.
Summative evaluation of educators has to be conducted in the third term as many
activities take place in the fourth term. Learner performance has also to be a deciding
factor in awarding educator scores. Subject advisors should form part of DSGs. This
research is likely to benefit school principals, policy makers, educators and IQMS

The study investigated the possibility of developing a monitoring and evaluation tool to capacitate the South African Department of Home Affairs towards the sustainability of its mobile unit project. As South Africa has a history of gross discrepancies in the appropriation of services by the citizenry, a fleet of 117 mobile trucks was deployed as part of the 2004 Turnaround Strategy.
The chosen structural-functionalist theoretical vantage point informed a quantitative baseline survey in which the views of thirty eight respondents in six provinces and across various ranks were gauged. The majority expressed positive views about the sustainability of the mobile units beyond project phase. They expressed confidence in the goals, relevance and realistic nature of the mobile units. In the SWOT analysis, the respondents expressed more strengths and opportunities than weaknesses and threats. These findings form the baseline for the development of the intended M&E framework. / M.A. (Sociology)

Evaluation of intervention programmes is essential to adduce evidential information on their implementation, delivery and effectiveness. Evaluation of programmes is conducted for various reasons: to identify provision of programme services and ways to improve the programme, to judge programme merit and to generate knowledge about programme functioning. Process evaluation explains the operation of the programme, service delivery and the utilisation of resources with a view to continuous improvement. However, process evaluation has been neglected despite the significant role it plays in the continuum of evaluation strategies. In South Africa, the poor performance of Grade 12 learners has led to the introduction of the Secondary School Intervention Programme (SSIP) to reduce the number of failures in the matriculation examination and improve the results, particularly in underperforming secondary schools. This study evaluated the delivery of the SSIP in the Tshwane West district through process evaluation using qualitative research methods. As part of the evaluation, relevant records and SSIP documents, which yielded information on the participating schools, learner attendance, the tutors and their qualifications were examined.
During the course of the fieldwork, 10 lesson presentations were observed and 10 tutors were interviewed immediately thereafter. Ten learners, the Programme Coordinator and 3 site managers volunteered for interviews about the programme. Findings indicated the necessity of tutor training in the use of the programme materials and frequent assessment of learners to determine improvements in learner performance. The SSIP should focus not only on improving matriculation results but also on the education and professional development of educators. To enhance effective programme delivery, innovative and modern teaching resources, such as computers to access the internet and other technologies, should be introduced. Based on the findings, it was recommended that SSIP should not be confined to underperforming schools but should be extended to other schools as well. Learner feedback on strengths and weaknesses in the programme and how the latter can be remedied will contribute to programme improvement. Finally, this study reflects the need to adopt process evaluation as a significant component of evaluation and advocates further research conducted on other areas of evaluation. / Curriculum and Instructional Studies / D. The South African education system is in crisis; with low matric pass rates, high dropout rates, teacher strikes, rising pregnancy rates among teenaged learners, and assaults by learners on educators and other learners. The system is unable to cope with the multiple demands placed on it and a number of NGOs are stepping in to aid the system. This study is an evaluation of an NGO aimed at developing learners through the application of the Appreciative Inquiry approach. The Appreciative Inquiry approach is a method for generating change within an organisation by looking at what works in the organisation and facilitating active participation. The main findings from this study were that the programme seems to have positively affected learners‟ performance both academically and behaviourally; the programme was perceived to have raised the general standard of academic performance at the school. / Psychology / M.A. (Psychology)

Esta tesis doctoral postula que el programa de las asignaturas, es un indicador de cómo es la docencia universitaria directa del profesor e el aula, por su función preparatoria y reflexiva de la tarea docente. Se han recogido diferentes modelos de confección de programas docentes, confeccionando una guía de los elementos que debe contener un buen programa universitario. Esta guía ha sido evaluada y contrastada tanto por expertos, profesores y alumnos. También se ha realizado una evaluación del instrumento confeccionado utilizando procedimientos cuantitativos y cualitativos de análisis. Se ha llegado a la conclusión de que el programa si bien no es un elemento predictor de la buena docencia si que lo es de la mala docencia.
