Seus objetivos espec?ficos s?o: i) Caracterizar a atual sistem?tica de compra de di?rias e passagens a?reas pela UFRN e identificar seus entraves e falhas; ii) Caracterizar o Sistema de Concess?o de Di?rias e Passagens (SCDP) como ferramenta que proporciona economia, efici?ncia, agilidade e atendimento a princ?pios ?ticos na Administra??o; iii) Comparar a efici?ncia do SCDP em rela??o ?s atuais tramita??o e execu??o dos processos referidos; iv) Identificar as atividades relacionadas ? fase de implanta??o do SCDP e estabelecer uma sequ?ncia estrat?gica para a execu??o dessas atividades, atrav?s de contato com o Minist?rio do Planejamento, Desenvolvimento e Gest?o e Superintend?ncia de Inform?tica da UFRN. Este diagn?stico justifica-se, de um lado, pela redu??o de tempo e custos (Economicidade), e, de outro, pela obrigatoriedade de a institui??o atender aos ditames legais estabelecidos pelo governo (Legalidade). Pretende criar subs?dios para futuras pesquisas acerca do tema estudado, visto que se trata de um assunto t?o pouco debatido, mas de imensur?vel import?ncia ?s institui??es p?blicas, as quais devem estar cientes de sua responsabilidade para com a sociedade. / The present diagnostic has, as general objective, analyze the institutional obstacles that impede the implementation of the "Daily Allowances and Passages Concession System " at the Federal University of Rio Grande do Norte, as well as the solutions for the institution to supplant them, evaluating the impacts of the intended implementation. Her specific objectives are: i) Characterize the current system of buying daily and passages by UFRN and identify her obstacles and failures; ii) Characterize the Daily Allowances and Passages Concession System (SCDP) as a tool that provides economy, efficiency, agility and compliance with ethical principles in Administration; iii) Compare the efficiency of the SCDP in relation to the current processing and execution of the mentioned processes; iv) Identify the activities related to the implementation phase of the SCDP and establish a strategic sequence for the execution of these activities, through contact with the Ministry of Planning, Development and Management and UFRN?s IT Superintendence. This diagnostic is justified, on the one hand, by the reduction of time and costs (Economics), and, on the other, by the institution's obligation to comply with the legal dictates established by the government (Legality). Intends to create subsidies for future researches on the studied subject, because it is a subject that is so little debated, but of immeasurable importance to public institutions, which must be aware of their responsibility towards society.

To achieve these results, the study is based on theoretically in the assumptions of public administration ? study on the models of public administration and the reforms, demanded in the choice of management model, which brings the prospect of a public administration geared to the needs of the citizen, who must be efficient in the operationalization of its processes and quality in your results ? of the new public management-NGP-fundamentals and principles of GESP?BLICA and model of excellence in public administration-MEGP , that provide practical contributions to the improvement of the management, and the management of processes ? while process improvement tool, geared to results through the cycle that consists of modeling, simulation, and emulation. Methodologically, it is the action research and qualitative approach which contributes to knowledge of reality, as well as guide intervention actions and changes. The results of the intervention are presented in the Current Model, which configures the management of the UAE regarding organizational structure, physical and technical conditions, the administrative, human resources and the services offered, which gave grant for the preparation of professional intervention. These actions are contained in the proposed model, arranged in the form of proposals that indicate the steps, methodology to be applied, the deadlines and the respective responsible. The first proposal concerns the organization chart of the UAE; the second proposes the elaboration of the tasks of the UAE and its subordinate sectors; the third faces the systematization of administrative processes (routine flow of work, documents and forms standardization, standardization, material control and communications; and the fourth suggests actions for the improvement of the physical and technical conditions. It is believed that the implementation of these actions can contribute to the improvement of the working process of the UAE, as well as psychosocial and pedagogical service directed to students of agricultural school of Jundia?-EAJ.

Os resultados obtidos evidenciaram que a Universidade Federal do Rio Grande do Norte cumpriu plenamente os procedimentos atinentes ? nova sistem?tica de deprecia??o no setor p?blico, estando livre, assim de san??es legais. / With the issue of Brazilian Accounting Standards Applied to the Public Sector (NBCASP) has created a new scenario for the mandatory registration of depreciation in the public sector. Based on the Brazilian Technical Accounting Standard (NBC-T) No 09/16 and Ordinances of the National Treasury in 184/2008 and 437/2012 the present study was to evaluate the procedures for the implementation of the new system of depreciation a Universidade Federal do Rio Grande do Norte . It is characterized as qualitative based on a case study, descriptive and document type. Used as a methodology own development tool, and as a guideline to macrofun??o SIAFI 020330. Data were collected through SIAFI the Federal Executive Branch, the Integrated Heritage System, Administration and Contracts of one and the Federal Audit Court. The application of the instrument It showed that the local authority fully complied with the procedures relating to the new system of depreciation in the public sector. It was recommended the improvement of the local authority system and greater interaction with managers of this.

Na an?lise dos dados utilizou-se o m?todo bibliogr?fico e exeg?tico para discutir os aspectos relacionados ? legalidade, em que se analisou a correspond?ncia objetiva da Resolu??o institucional com as normas previstas na Constitui??o Federal e legisla??o estadual (regras gerais). Concluiu-se que a avalia??o especial de desempenho do MPRN atende ?s formalidades legais e, de outra parte, no vi?s da efetividade, precisa implementar pr?ticas que diminuam a possibilidade de julgamentos subjetivos pelo avaliador e que promovam a comunica??o entre a Administra??o Superior os estagi?rios e avaliadores, conciliando o desenvolvimento administrativo com o individual, para que assim se possa maximizar os resultados da Organiza??o para uma administra??o eficiente sem se descuidar da dimens?o pessoal do servidor p?blico. / The performance evaluation of public servants during the probation period, demanded since the Constitutional Amendment 19/1998, aims to analyze, during the period of three years, if the professional approved in public contest has the skills and competence needed to develop the public position in which had nomination, as well as allow the Public Administration to observe and recommend professional training and position adaptation policies. With this configuration, the special performance evaluation, as it is named, in its nature is an instrument of public function profissionalization which can reflect in a maximization of administrative efficiency. The objective of this study was to investigate whether the special performance evaluation submitted to the Member of the Government Agency for Law Enforcement in the state of Rio Grande do Norte (MPRN) is in consonance with the existing legal system and has effectiveness in its operation. Therefore, we conducted a case study in MPRN in which predominated three data collection techniques: a) documentary, done with the institution official documents, mainly the Resolution No. 243/2013-PGJ, which regulates the evaluation regulation; b) application of online questionnaires, developed through the survey monkey platform, submitted to the permanent civil servants that joined in 2011 and completed probation period in 2014 and who remained in the institution; c) and semi-structured interviews with representatives of the People Management Direction (DGEP) and the Probationary Period Commission. In the data analysis it was used the bibliographic and exegetical method to discuss aspects related to legality, which analyzed the objective correspondence of institutional resolution with the rules set out in the Constitution and state legislation (general rules). To the debate concerning the effectiveness, we used descriptive statistics in the presentation of quantitative data and content analysis in the interpretation of qualitative data. It was concluded that the special evaluation performance at MPRN attends the legal requirements, and on the other hand, on the effectiveness aspect, needs to implement practices that reduce the possibility of subjective judgments by the evaluator and promote communication between Senior Management, the interns and evaluator, conciliating the administrative development with the individual.

A coleta de dados foi feita com o desenvolvimento de teste de usabilidade, observa??o participante e question?rio semiaberto. Para a an?lise quantitativa dos dados foi empregado o m?todo estat?stico; e para a an?lise qualitativa foi adotada a an?lise de conte?do. Para a converg?ncia dos resultados foi empregada a triangula??o dos dados para m?ltiplos instrumentos. A amostra investigada foi composta por oito usu?rios cadastrados no Reposit?rio de Informa??o Acess?vel, representando 25% dessa popula??o. Quanto ? caracteriza??o dos participantes, a an?lise evidenciou o seguinte perfil: mulheres (50%), entre 31 e 40 anos, tr?s com baixa vis?o e uma com cegueira, sendo tr?s na gradua??o e uma na p?s-gradua??o; homens (50%), entre 34 e 53 anos, todos com cegueira, sendo dois na gradua??o e dois na p?s-gradua??o. Os resultados revelaram pontos necess?rios de mudan?as na interface do reposit?rio. Identifica??o de pontos de entraves para as fun??es: legendas descritivas e tamanho inadequado de bot?es e ?cones, como bot?es de contraste, mapa do site e bot?es iniciar e encerrar sess?o; n?o funcionalidade do mapa do site e atalhos, bem como inexist?ncia de uma fun??o retorno. Verificou-se ainda que, independentemente dos entraves, os participantes aplicaram outras medidas para concluir os testes. Quanto ao registro de recomenda??es, destacam-se a necessidade de legenda descritiva, aumento de ?cones, ativa??o de links inativos, implanta??o de novos recursos e avalia??o t?cnica peri?dica. A pesquisa tamb?m comprovou que os participantes conceberam a identifica??o de inconsist?ncias e sugest?es de melhorias como fator de aprimoramento para a interface, confirmando que o estado do site no momento do teste foi considerado como aceit?vel. Considera-se que devido ?s constantes mudan?as das tecnologias e poss?veis demandas dos usu?rios reais e potenciais do reposit?rio, ser?o necess?rias novas avalia??es, no futuro, para confirmar a qualidade do servi?o. / This research aims to evaluate the ergonomic requirements of usability and accessibility present in the Accessible Information Repository interface, based on the opinion of users with low vision and blindness. The implementation of this overall goal was given by the following specific objectives: a) check functionality of buttons and links in the Accessible Information Repository interface of Federal University of Rio Grande do Norte, b) identify obstacles and inconsistencies in the interface usability and accessibility, c) know the points liable to improvements in the Accessible Information Repository interface that contribute with subsidies to the elaboration of intervention proposal to be held at the Federal University of Rio Grande do Norte. The research is characterized as exploratory, descriptive and applied, using the methodological strategy of case study, based on a quantitative and qualitative approach. Data collection was made with the development of usability testing, participant observation and semi-open questionnaire. For quantitative analysis of the data was used the statistical method; and for the qualitative analysis was used content analysis. For the convergence of the results it used the triangulation of data for multiple instruments. The sample studied was composed of eight registered users in the Accessible Information Repository, representing 25 % of this population. As for the characterization of the participants, the analysis showed the following profile: women (50%), between 31 and 40 years, three with low vision and one with blindness, being three undergraduate and one a graduate student; men (50%), between 34 and 53 years, all with blindness, two undergraduate and two graduate students. The results showed points with necessity of changes in the interface repository. Identification of points of obstacles to the functions: descriptive captions and inadequate size of buttons and icons, such as contrast buttons, site map and start and end session buttons; lack of functionality in the map of the site and shortcuts, as well as lack of a return function. It was also found that regardless of obstacles, participants applied other measures to complete the tests. As for the registration recommendations, we highlight the need for descriptive caption, increase of icons size, activation of inactive links, implementation of new features and periodic technical evaluation. The survey also proved that the participants conceived the identification of inconsistencies and suggestions for improvements as enhancement factor for the interface, confirming that the condition of the site at the time of the test was considered acceptable. It is considered that due to constant changes in technologies and possible demands of the actual and potential users of the repository, it will be required new evaluations in the future to confirm the quality of service.

Ao mesmo tempo, o estudo busca averiguar a percep??o desses promotores sobre o que o MPRN deve divulgar ou n?o atrav?s da DCOM; em verificar como o princ?pio da publicidade, a Lei da Transpar?ncia e o direito ? informa??o impactam a tomada de decis?o dos promotores da aludida Comarca em procurar a DCOM e em detectar fatores de resist?ncia para os promotores divulgarem informa??es para que a DCOM possa publiciz?-las. Trata-se de um estudo de caso descritivo-explorat?rio, com pesquisa aplicada e abordagem qualitativa, levantamento bibliogr?fico (com bases em autores do Direito e da Comunica??o Social) e entrevistas realizadas com os promotores de Justi?a por e-mail (com question?rio semiestruturado) e presencialmente (quest?es abertas). Os dados colhidos nos question?rios e nas entrevistas foram examinados atrav?s das t?cnicas de An?lise de Conte?do, ancorada em Bardin (2011). Como resultante do material pesquisado, conclu?mos que idealmente os assuntos relacionados aos direitos dos cidad?os, na vis?o dos promotores devem ser divulgados pela DCOM, que os participantes da pesquisa t?m ci?ncia sobre a import?ncia de dar publicidade dos feitos para a popula??o e que a inexist?ncia de uma pol?tica de comunica??o no MPRN reflete na aus?ncia de uma sistematiza??o da divulga??o jornal?stica adequada para traduzir os termos jur?dicos do Di?rio Oficial para uma linguagem mais acess?vel e empregando, assim, mais efici?ncia ao ampliar o cumprimento do princ?pio constitucional da publicidade, possibilitando ao cidad?o o exerc?cio mais fidedigno do direito ? informa??o. / This research aims to analyze the communication demands that arrive at the Directorate of Communications (DCOM) of the Public Prosecution Service of the Brazilian State of Rio Grande do Norte (MPRN), coming from the Mossor? district, indentifying how the public prosecutors publicize their actions to the population. At the same time, the study aims to find out the perception of such prosecutors on what should the MPRN publicize or not through the DCOM; to find out how the constitutional principle of publicity, the transparency law and the right to information affect the decision of the aforementioned prosecutors to look for the DCOM and to detect factors that keep the prosecutors from sharing information with the DCOM so that such information can be publicized. This is a descriptive and exploratory study, with applied research and qualitative approach, bibliographic research (based on Law authors as well as Social Communication authors) and interviews with the prosecutors conducted by e-mail (using a semi-structured questionnaire) and in person (open questions). The data collected in the questionnaires and interviews was examined using Content Analysis techniques, anchored on Bardin (2011). As a result of the researched data, we found out that, ideally, matters related to citzens?s rights should be publicized by the DCOM, according to the prosecutors, that the participants of the research are aware of the importance of making their actions public to the population and that the inexistency of a communication policy at the MPRN reflects on the lack of a systematic approach to an adequate journalistic publicization to translate the legal terms of the Union Official Gazette to a more accesscible language, bringing more efficiency to the process due to the application of the constitutional principle of publicity, making it possible for the citzen to exercize the right to information in a more reliable way.

Diante disso, algumas institui??es v?m se preocupando com a humaniza??o dos contextos laborais como forma de atenuar os impactos dessas constantes reestrutura??es e se preocupando com a exist?ncia da qualidade de vida no trabalho, que acontecer? quando houver a preval?ncia de viv?ncias que ocasionem o bem-estar no trabalho; mas, se predominar o mal-estar no trabalho, o trabalhador estar? sob risco de adoecimento. No intuito de disseminar os objetivos e metas institucionais, mas preservando a humaniza??o dos contextos laborais e se preocupando com o bem-estar da sua equipe, existe o gestor; este que, dada a responsabilidade da sua fun??o, tem papel importante na promo??o da Qualidade de vida no trabalho. Assim, este estudo objetiva conhecer a rela??o entre os gestores e a promo??o da qualidade de vida no trabalho para os membros de sua equipe, considerando os olhares dos atores envolvidos no processo (gestores e servidores sob gest?o). Trata-se de uma pesquisa cient?fica que, devido ? abordagem do problema ? classificada como qualitativa; quanto aos objetivos propostos esta ? considerada descritiva. Quanto ? coleta dos dados e informa??es, foram utilizadas as pesquisas bibliogr?ficas, documentais e de campo, esta ?ltima por meio de uma entrevista semiestruturada, em dois modelos e com grava??o de voz, um para os servidores sob gest?o e o outro para os servidores gestores. Escolheu-se para este estudo uma amostragem n?o probabil?stica e intencional; para tanto, num formato de estudo piloto, selecionou-se a Pr?-Reitoria de Gradua??o e Centro de Educa??o da Universidade Federal do Rio Grande do Norte. A an?lise e discuss?o dos resultados foram feitas ? luz do conceito de Ergonomia da Atividade Aplicada ? Qualidade de Vida no Trabalho, proposto por Ferreira (2012). Ao final, identificou-se que haver uma rela??o direta entre o comportamento dos gestores das unidades analisadas e a promo??o da QVT das suas equipes. / The world of work has gone through varied, constant and need restructuring that meets the current modes of production, as a result, come up demanding creative workers, innovative, competent, flexible and resilient. Thus, some institutions have been concerned about the humanization of work contexts in order to mitigate the impacts of these constant restructuring and worrying about the existence of the quality of working life, which happen when the prevalence of experiences which entail welfare at work; but if overpower the discomfort at work, the employee is at risk of becoming ill. In order to disseminate the objectives and institutional goals, while preserving the humanization of workplace and worrying about the welfare of their staff, there is the manager; this, given the responsibility of their role, plays an important role in promoting quality of life at work (QLW). So, this study aimed to evaluate the relationship between managers and the promotion of quality of working life for the members of his staff, considering the views of the actors involved in the process (managers and servers under management). It is a scientific research, due to the problem of the approach is classified as qualitative; as the proposed objectives it is considered descriptive. About the collection of data and information, we used the bibliographic research, documentary and field, this latter type through a semi-structured interview, in two models and with voice recording, one for servers under management and another for managers servers. We chose for this study a non-probabilistic intentional sampling; in this order, a pilot study format, we selected to the Pro-Rector of Graduation and the Education Center of the Federal University of Rio Grande do Norte. Analysis and discussion of the results were made in light of the concept of Ergonomics Applied Activity on Quality of Life at Work, proposed by Ferreira (2012). At the end, the study showed that the major promoting factor of well-being at work is the interpersonal relationship and, in relation with the manager, the accessibility and transparency as management practices; The interviewees said there is no trouble cause at work that could promote ill-being. Furthermore, they described their labor context by working conditions, which had a median evaluation at the center and, a bad evaluation at the pro-rectory analyzed, in the work organization the well-being at work is predominant, in the recognition and professional growth the well-being has been predominant as well and, both units said that the managers have transparent practices. In addition, the interviewees from the education center as well as those from the pro-rectory of graduation said they have quality of life at work regardless of the manager being a professor or an administrative technician.So, the managers of the analyzed units have contributed for quality of life at work of their teams.

Trata o presente estudo de uma pesquisa de levantamento descritivo e, para atingir seus objetivos, foi realizada coleta de dados atrav?s da aplica??o de um question?rio online utilizando-se da ferramenta Google docs para chegar ? popula??o pesquisada, que totalizou 268 pessoas. Conclu?da a coleta de dados, obteve-se o retorno de 122 question?rios respondidos, sendo utilizado para tratamento destas informa??es o SPSS (Statistical for Social Sciences). O principal motivo apontado como insatisfa??o no ?rg?o refere-se ? remunera??o inerente ? Carreira dos Servidores T?cnico-Administrativos, representada pelo percentual de 91,2% das respostas e, por essa raz?o, pode-se concluir o entendimento pela busca por novos cargos no servi?o p?blico, confirmada pelo resultado de 77% dos casos. Com base nos dados desse estudo, percebe-se que, apesar do alto ?ndice de insatisfa??o com as quest?es salariais, de modo geral, o clima organizacional e a satisfa??o nas rela??es de trabalho se apresentaram de maneira favor?vel ? Institui??o pesquisada. / Present research arose from intention to identify the profile of Education Administrative Techinicians of Federal University of Rio Grande do Norte (UFRN) who requested Vacancy by Possession in Another Unaccountable Position and Exoneration, from occupied positions in that Institution between 2010 and 2015. In addition, It sought to understand real reasons that led these people to leave their employment bond considering all the bias that surrounds existing labor relations in the Organization. Bibliographic Review focused on legal documents governing career of the Administrative Techinicians of Federal Institutions of Higher Education (IFES), structure of UFRN and works of authors who have developed studies on this subject, as well as researches on the state of the art. This study concerns a descriptive survey and, in order to achieve its objectives, data collection was performed through the application of an online questionnaire using Google Docs tool to reach surveyed population, which totalized 268 people. 122 questionnaires were responded, and SPSS (Statistical for Social Sciences) was used to treat this information. Main cited reason as dissatisfaction in the Board refers to remuneration inherent to the Career of Administrative Techinicians, represented by the percentage of 91.2% of the answers and, for this reason, one can conclude the understanding for seeking new positions in Public Service, confirmed by the result of 77% of the cases. Based on the data of this study, it is noticed that, in spite of the high index of dissatisfaction with the salary issues, in general, organizational climate and the satisfaction in labor relationships presented a favorable way to researched Institution.

For this purpose the theorist referencial emphasizes the concepts of Process Management, Administrative Management and Contracts Management and Quality Management. Involving those responsible for activities related to the investigated processes was established a focus group, making it possible to obtain as a result the diagnosis of the current situation of selected critical processes, draw your business process diagrams (BPD), identify problems, prioritize the resolution and develop an action plan with the implementation of new (BPD) of these processes. It stands out as key benefits: more transparency, fluency and rationality in the process execution, enabling the achievement of improvements in quality and productivity in accountability and management of public resources. / O objetivo desta pesquisa ? apresentar a contribui??o da Gest?o de Processos nas melhorias implementadas nos processos cr?ticos selecionados vinculados ao setor de Servi?o de Apoio administrativo do Instituto Nacional de C?ncer Jos? Alencar Gomes da Silva (INCA). Tem como tema de pesquisa a Gest?o de Processos e, como tem?tica, a An?lise e Melhoria de Processos da Gest?o e fiscaliza??o de contratos de servi?os. Para tal, o referencial te?rico privilegia os conceitos da Gest?o de Processos, Gest?o de Contratos Administrativos e Gest?o da Qualidade.
