Mining for Heritage : Heritagisation processes and management of former and current mining areas at the Skellefteå Field

This thesis examines the heritagisation processes that have taken place at the Skellefteå Field since the 1980s, that transformed former and current mining areas into mining heritage sites. The purpose of the thesis is to find out how and why the heritagisation processes started and how the heritagisation processes developed through the years. Another important aspect of the thesis is to examine the narratives used to motivate the heritagisation of the areas. The thesis uses Critical Discourse Analysis’ (CDA) three dimensional analytical model as a methodological approach to examine the narratives used, by comparing the narratives used by the Swedish National Heritage Board, the County Administrative Board in Västerbotten and by the local actors who manage the sites. The CDA model is used in combination with field theory, adapted by Isacson and Orre from Broady’s understanding of Bourdieu’s original field theory, to frame the mining heritage discourse as a field. For the understanding of the heritagisation processes of the former and current mining areas, the thesis uses the theoretical framework of heritagisation by Harrison, and primarily the reconceptualization of heritagisation by Sjöholm who has redefined heritagisation by adding the terms re-heritagisation and de-heritagisation.   The results of the essay show that local enthusiasm is the primary instigator of the heritagisation processes of the former and current mining areas. The narratives used by the mining heritage sites correspond well with the narratives used by the Swedish National Heritage Board and the County Administrative Board in Västerbotten. It is shown that the narratives used at each level, national, regional and local, are shaped by each other and that these narratives ultimately frame the field of mining heritage and the discourse of mining heritage sites at the Skellefteå Field. The local enthusiasts instigated the heritagisation processes and were supported during the 1980s by an increase in interest for industrial heritage from a national level. The heritagisation processes were in no way absolute, the heritage was constantly reaffirmed, and in some cases rejected. Heritagisation processes cannot be seen as fixed, they are fluid and the mining heritage sites are dependent on the continuous perception of them as heritage. The heritage sites become reaffirmed each time they are visited and perceived by the visitors as heritage. The thesis is connected to the larger projects Nordregio and REXSAC at the Royal Institute of Technology.

Le patrimoine métamorphe : circulation et médiation du patrimoine urbain dans les villes et pays d'art et d'histoire / The metamorphic heritage : dissemination and mediation of urban heritage in french towns and lands of art and history

Cette recherche se donne pour objectif de questionner la circulation du patrimoine au cœur de l’espace social dans un contexte de développement des politiques locales du patrimoine. Le label Villes et pays d’art et d’histoire conçu il y a trente ans par le ministère de la Culture et de la Communication fait office d’analyseur ; la ville d’Annecy de terrain emblématique. Une poétique du patrimoine urbain est mise au jour, dépassant la forme traditionnelle du centre historique pour révéler trois régimes d’opérativité symbolique : l’unicum, le typicum et le totum. Chacun et ensemble, ils fabriquent la dimension patrimoniale de la ville : le premier mobilise le monument historique, le deuxième le centre historique, le troisième la ville patrimoniale. L’analyse de la circulation du patrimoine est ensuite mesurée comme polychrésique à partir des discours produits sur le patrimoine par des acteurs locaux considérés dans toutes leurs diversités (associations, secteurs touristique, culturel, patrimonial). Elle montre que le patrimoine constitue, pour chacun, l’argument d’un discours d’accompagnement spécifique justifiant leur place dans le réseau local : chaque acteur se caractérise par la mobilisation de différentes facettes du patrimoine pour légitimer son activité. L’interrogation des médiations prend pour point de départ l’objet patrimonial. Elle se concentre sur des stratégies communicationnelles distinctes : les centres d’interprétation de l’architecture et du patrimoine construisent le discours en l’absence d’objet patrimonial et l’espace urbain est mis en exposition à partir des objets patrimoniaux in situ. Leur analyse combinée révèle deux régimes de patrimonialisation : au régime de la trace qui convoque une relation indicielle de l’objet avec son monde d’origine s’adjoint un régime de la ressemblance exprimant une relation iconique. À un second niveau, une circulation de la figure de l’objet de musée apparaît, tant dans l’espace d’exposition par le développement d’une méta-communication, qu’en dehors de celui-ci à travers la mobilisation des caractéristiques habituelles de cette figure. Ces résultats nous permettent d’établir une dimension métamorphique du patrimoine apparaissant tant dans les parts polychrésiques de l’objet que par ses transformations successives au sein des médiations. / This thesis questions how the idea of heritage disseminates among the social space in a context of increasing heritage policies, with a focus on the policy of “Villes et pays d’art et d’histoire” and the city of Annecy (France). The preliminary analysis of urban heritage goes beyond the traditional form of the historic district and reveals three forms (unicum, typicum, totum). Each one of them uses different operators to build the heritage of the city: historical monument for the first, historic district for the second and the whole city as heritage for the third. The analysis of this dissemination reveals a “polychresic” heritage through the study of multiple local actors’ discourses (associations, touristic business, cultural and heritage fields, etc.). These discourses about heritage allow each group of actors to insure itself a significant spot in the local network. Each actor distinguishes himself from the others by using its own perception of heritage to improve and secure its activity. The last part of the thesis interrogates two communicational strategies about cultural heritage focusing on the role of objects. On one hand the interpretation centres for architecture and heritage set up a discourse about local heritage and urban space through a documentary exhibition but without object. On another hand, objects (such as monuments) are parts of an in situ exhibition. From the combined analysis of these strategies results two processes of “heritagisation”: object as a relic (index) connecting its present days to its original age, and resemblance as a visual connection (icon). The features of an exhibit finally disseminate in the exhibition venue by initiating a meta-communication and by transferring its characteristics to heritage objects in the urban space. These results allow us to notice a metamorphic dimension of heritage in the various ways it is seen, transformed and featured.

A abordagem dialética das contradições socioterritoriais encontra na hermenêutica dialógico-reflexiva do patrimônio o esteio para a proposição da metodologia de percursos sensoriais interpretativos. No âmbito deste doutoramento, sua avaliação crítica acena para a compreensão do universo simbólico, histórica e socialmente produzido, na perspectiva de construção de práxis emancipadoras, do refazimento do exercício íntegro e integrado da cidadania e do empoderamento sociocultural. A presente tese está calcada na análise da relação, dialética, entre a preservação do patrimônio cultural e a refuncionalização turística de um centro urbano de uma pequena cidade brasileira. A partir de uma leitura espacial, analisou-se as consequências do processo de patrimonialização de São Luiz do Paraitinga que teve seu início com o tombamento do conjunto arquitetônico nas décadas de 1980 e 2010, ação que culminou com a elevação da cidade à condição de Estância Turística do Estado de São Paulo, mudanças normativas que desencadearam um processo de intervenções no espaço urbano local, visando adaptá-lo para o recebimento de turistas. Considerando o espaço uma construção permanente, resultante de um conteúdo social variável, a pesquisa parte do processo de produção espacial de São Luiz do Paraitinga em seu movimento histórico. Para entender a nova dinâmica espacial que se desenvolveu, foi feita uma leitura crítica propositiva da gestão territorial de uma cidade que está passando por um processo de refuncionalização turística ancorada no uso do patrimônio cultural, afirmando que, nos moldes atuais, tombar o patrimônio não significou, necessariamente, preservar este patrimônio, na medida em que a preservação está, cada vez mais, submetida à lógica do mercado turístico. A partir de benefícios econômicos questionáveis, com a geração de reduzidos postos de trabalho em sua maior parte com baixos salários as atividades do turismo não conseguiram até o momento gerar uma dinâmica mais efetiva à economia local, porém, vêm colocando em risco a preservação de seu patrimônio, negligenciando a preservação enquanto prática da cidadania e ferramenta para a preservação da identidade, da memória e da história do lugar. / This thesis is grounded in the analysis of the relationship and dichotomy between the preservation of cultural heritage and tourism refuncionalization of the urban center of a small Brazilian town. Staring with a spatial reading, we analyzed the consequences of the architectural changes made in the 1980s and 2010, an action that resulted in elevating the city to the status of a tourism destination for the State of São Paulo, a process that began with, regulatory changes that triggered local urban space planning, in order to accommodate the influx of tourists. Considering this space a permanent construction site, which resulted in a changing social content, the research part of the process of spatial reimaging of São Luiz do Paraitinga in its historical context. To understand the new spatial dynamics that developed, a critical review of the land management (zoning) was made of a city that is undergoing a process of tourist refuncionalization that is anchored in the use of its cultural heritage, confirming that the current patterns, of heritage preservation did not necessarily mean preserving this heritage, to the extent that preservations, increasingly subjected to the logic of the tourist market. Starting from questionable economic benefits, with reduced generation of jobs, mostly low-wage, tourism activitie shave failed so far to generate a more effective boost to the local economy, however, this is jeopardizing the preservation of their local heritage while neglecting the preservation and practice of citizenship tool for the preservation of identity, memory and history of the place.

Essa abordagem exigiu-nos uma periodização para o entendimento da ressignificação simbólica dessas cidades, cujos momentos imbricados desse processo são: 1. as cidades coloniais como particularidade de um devenir universal gênese e incipiência do movimento histórico do patrimônio no Brasil; 2. as cidades coloniais como territórios de identidade nacional; 3. as cidades coloniais como territórios de identidade do capital; 4. as cidades coloniais emergentes enquanto cidades-patrimônio-mercadoria, na fase mais notória da patrimonialização global, que reinventa o barroco e estimula a recolonização dos centros históricos brasileiros; e 5. as cidades coloniais barrocas como possibilidade de vir a ser, de empoderamento dos bens materiais-simbólicos por parte da população. This approach demanded a periodisation in order to understand the symbolic ressignification of those cities whose embedded moments in the process are: 1. colonial towns as a perculiarity of a universal devenir genesis and the incipient stage of the heritage movement in Brazil; 2. colonial towns as national identity territories; 3. colonial towns as capital identity territories; 4. emergent colonial towns as heritage-goods-cities in the most noted phase of global heritagisation, which reinvents the baroque and stimulates the recolonisation of Brazilian historical centres; and 5. the baroque colonial cities as a possibility of coming to be, of the population being empowered by the symbolic-goods. Such a periodisation thought from a dialectic perspective on the geographic space allows for the analysis of the socio-territorial ordering of Ouro Preto and Diamantina far beyond the limits of federal conservation so that the relation between urban policies and heritage policies is considered to be the first condition for the local population to be empowered by this Minas Gerais World Heritage.

Patrimonialiser les mémoires sensibles / Building heritage from sensitive memories

Ce projet de recherche a pour objectif de rendre compte du processus de patrimonialisation des mémoires sensibles qui s’opère à partir des différentes modalités de transmission d’un passé complexe. Il s’agit de comprendre à partir d’une situation réelle le fonctionnement des configurations médiatiques qui permettent d’assurer à partir du présent et au sein d’une institution culturelle le maintien d’une continuité temporelle et symbolique. Nous nous plaçons d’un point de vue anthropologique et communicationnel. Nous envisageons le patrimoine sous l’angle relationnel en nous intéressant à la question de la transmission entre les hommes. Nous l’envisageons comme une pratique sociale et symbolique qui met en scène et cadre au sein de l’espace public différents acteurs qui se partagent la construction d’un imaginaire social en vue de maintenir une continuité temporelle et une cohésion sociale. À partir d’un terrain principal effectué au Musée de la Résistance et de la Déportation qui nous a permis de suivre la totalité de l’actualisation de l’espace d’exposition dédié à la déportation, nous avons cherché à répondre à la question suivante : comment l’écriture patrimoniale d’une mémoire sensible s’élabore, transcendant ainsi les ruptures de lien, de sens et de temps qu’elle contient de part sa nature traumatique. Nous avons observé et analysé ce processus de patrimonialisation particulier mettant en scène un dispositif participatif muséologique selon trois axes, relationnel, symbolique et temporel qui suivent selon nous trois niveaux de construction du processus. Le processus analysé révèle le nouveau partage d’autorité qui se dessine entre différents mémoires et différents types de savoirs. Le dispositif de concertation mis en place par le musée est l’occasion pour les porteurs de cette mémoire sensible, tant du côté des résistants que de la communauté juive, de se rencontrer. Il est ainsi possible de penser la déportation non en terme de concurrence des mémoires, mais en terme de partage d’expériences mémorielles différentes qui établit les bases d’une construction possible de valeurs communes. Plusieurs de ces résultats complétés avec des enquêtes de terrains secondaires nous ont amenée à nous interroger sur les conditions nécessaires à une mise en patrimoine d’une mémoire sensible. Nous arrivons notamment aux conclusions suivantes: Le processus historiographique doit être abouti ou tout du moins le plus achevé possible pour que la patrimonialisation puisse être opérante, le climat mémoriel équilibré et la demande d’un processus de patrimonialisation doit venir de la communauté mémorielle concernée. Plus largement, ces résultats nous ont amené à interroger l’écriture de l’histoire du temps présent. / The goal of this research project is to become aware of the heritagisation process surrounding sensitive memories which takes place through different modalities regarding the transmission of a complex past. It is to understand by means of a real situation the inner workings of mediatic configurations that allow us to ensure the upholding of a temporal and symbolic continuity based on the present and within a cultural institution. We position ourselves from an anthropological and communicational standpoint. We consider heritage from a relational angle, examining human transmission and seeing it as a social and symbolic practice, uniting on a public stage different actors who share the construction of a social imaginary for the purpose of maintaining temporal continuity and social cohesion.Our field research at the Museum of Resistance and Deportation allowed us to follow the entire updating process of the exhibition space dedicated to deportation, and raised the question of how a sensitive memory’s heritage is written, transcending the severing of relationships, meaning and time, amidst its traumatic nature. We have observed and analysed this specific heritagisation process utilising participative museological measures under three axes – relational, symbolic and temporal – and following three levels of the process’s construction.The studied process reveals a new shared authority materialised between the different memories and the different varieties of knowledges. The museum’s consultation framework is an opportunity for those bearing sensitive memories, both on the members of the resistance side and on the Jewish community’s, to meet. It is therefore possible to ponder deportation not in terms of contesting memories, but in terms of sharing different memorial experiences, establishing the grounds for a possible construction of common values.Many of these results achieved through secondary field research have led us to examine the necessary conditions for the heritage implementation of a sensitive memory. We reach the following conclusions: the historiographical process must be finalized or at least essentially completed for the heritagisation to be operative; a balanced memorial climate and the request for the heritagisation process must come from the memorial community in question. On a larger scale, these results have led us to question the writing of current history.

Den här studien utgår ifrån två svenska koppargruvor varav den ena, Aitik i Gällivare, är idrift och den andra, Falu gruva, stängde 1992. Studiens syfte är att undersöka förutsättningarna för att använda Falu gruva som modell för den framtida avvecklingen av Aitik, med särskilt avseende på efterbehandling, kulturarvsprocesser och återanvändning. Inom ramen för kulturarvsprocesser och återanvändning beaktas särskilt lärande.Metodansatsen är kvalitativ och den teoretiska utgångspunkten är att en gruva kan ses som ett stort sociotekniskt system bestående av artefakter och sociala komponenter. Genom intervjuer med representanter från Falu gruvas ägare och Aitiks ägare samt från Gällivare kommun genererades data. Data från intervjuerna samt från en mindre dokumentstudieut gjorde studiens resultat. Detta analyserades tematiskt och diskuterades utifrån uppsatsens teoriavsnitt. Resultatet visar att Aitik kan utvecklas vid en framtida avveckling och att Falu gruva i vissa avseenden kan användas som modell för denna process. Bland annat kan Falu gruva användas som modell för Aitik avseende utbildning som en del av återanvändning, där Aitikkan lära av Falu gruva genom att inte göra samma misstag som gjorts där. Resultatet visar emellertid också att samhällena Gällivare och Falun skiljer sig mycket åt, både vad gäller samhällsidentitet och samhällets relation till gruvan. Slutsatsen av den här studien är att aspekter såsom att betrakta artefakter som en resurs; gruvans roll i samhället; samt vem som definierar kulturarv är centrala för att kunna använda Falu gruva som modell för Aitikmed hänsyn till lärande. / This study is about two Swedish copper mines, Aitik in Gällivare which is still in use and theFalun mine, which closed in 1992. The aim of this study is to explore the prerequisites for using the Falun mine as a model for the future closure of the Aitik mine, with regards specifically to mine reclamation, heritagisation and reuse. In particular, the aspect of learning within the heritagisation and reuse framework is discussed. A qualitative research method has been used and the theoretical starting point is that a mine can be seen as a large technological system consisting of artifacts and social components. Data has been collected through interviews with representatives from the Falun mine owners, the Aitik mine owners and from the local government of Gällivare. This data, along with data from a limited document study, made up the results of this study. The results were then analyzed thematically and discussed against the theoretical frameworks used in this study. The results show that Aitik can be developed post-closure and that the Falun mine can, ins ome regards, be used as a model for this development process. Among other aspects, theFalun mine can be used as a model for Aitik for education as a part of reusing the mine, where Aitik can learn from the Falun mine by not making the same mistakes that were made there. However, the results show that the Gällivare and Falun societies are different in terms of identity and in their relations towards the mines. The conclusion of this study is that aspects such as regarding artifacts as resources; the mine’s role in society; and who determines what a cultural heritage is, are all important in order to use the Falun mine as a model for Aitik from an educational perspective.
