It was identified to what extension the relations are distant or close between these structures in decision making and which the factors that influence, delay and affect the decision making of the characters from (HEI) are. The result of reflection and some critical issues based on author’s experience, suggests the use of processes and management technologies of business organizations. / O ensaio teórico propositivo objetivou a reflexão das relações de poder entre as estruturas acadêmica e administrativa de Instituições de Ensino Superior (IES) privadas e brasileiras, no processo de tomada de decisão estratégica. Identificou-se até que ponto as relações se afastam ou se aproximam entre essas estruturas no processo decisório e quais os fatores que influenciam, retardam e afetam o processo de tomada de decisão dos atores de IES. O resultado da reflexão e de algumas questões críticas com base na experiência da autora sugere a utilização de processos e tecnologias de gestão de organizações empresariais.

The thesis reports on the evaluation of a digital information literacy program (DILP) to determine the program’s effectiveness in enhancing students’ digital information literacy skills. The program was originally designed and developed for the South African student, as member of Generation Y, but was adapted to suit the demographics and characteristics of Generation Z. New learning technologies were incorporated to enhance students’ learning experience. One of the characteristics of information literacy programs that illustrate best practice is the evaluation of the program itself to judge it’s effectiveness and validate the program as a learning tool. A review of the literature confirmed the paucity of the evaluation of such programs using assessment of student learning through outcomes assessment instruments, based on information literacy competency standards, designed with proven validity and reliability. The literature review found no evidence of the evaluation of the effectiveness of such programs through meaningful assessment of student learning using outcomes assessment in South Africa. For these reasons, the evaluation of the DILP was undertaken. To evaluate the effectiveness of the DILP, a non-randomised quasi-experimental research design, focusing on a single-group pre-test/post-test design which incorporated a combined quantitative and qualitative research approach was used. The primary research instrument was a pre- and post-test. A group of students, belonging to Generation Y and Z, completed a pre-test, worked through the DILP and completed a post-test. Telephonic and e-mail interviews were used to collect further data. The statistical analysis is presented by using descriptive statistics (stacked bar charts for the quantitative data and pie charts for the qualitative data). Inferential statistics were used to reach conclusions beyond the immediate data presented in the charts. The final step was to judge the overall effectiveness of the DILP. The difference between the means was statistically significant, indicating that the DILP was effective in enhancing the digital information literacy skills of students. Based on this research, additional research could be the evaluation of a DILP designed specifically for “digital natives”; the development of online outcomes assessment instruments for web-based tutorials with proven validity and reliability and research in the area of integrating emerging learning technologies with such programs, evaluating their effectiveness. / Information Science / D. Diante desse cenário, as instituições de ensino superior iniciaram um processo mais estruturado e estratégico para divulgação de seus serviços, objetivando destacar-se da concorrência, tornar perceptíveis suas qualidades e diferenciais acadêmicos e mercadológicos para atrair seus públicos de interesse. Esta dissertação apresenta o cenário atual do segmento educacional superior no Brasil, os conceitos de marketing educacional, bem como de suas ferramentas. Inicia apreciando a apropriação de ferramentas de comunicação mercadológica pelo marketing educacional de instituições de ensino superior privadas e finaliza comparando os anúncios de três das dez maiores instituições de ensino superior paulista com os de três redes varejistas. Essa comparação, junto com a pesquisa bibliográfica, documentais e de análise de conteúdo, examinou a apropriação de aspectos comunicacionais mercadológicos varejistas nas mensagens das propagandas impressas das instituições de ensino superior do estado de São Paulo proporcionou identificar que todas as peças analisadas apresentavam em suas mensagens os mesmos aspectos mercadológicos do segmento varejista.

Nesse contexto, surge um grande desafio a ser enfrentado, que é a preservação das informações digitais, principalmente em função das ininterruptas mudanças e avanços das tecnologias de informação e comunicação (TIC) e do ambiente no qual essas informações estão inseridas, e, com ele, uma nova área de pesquisa, a preservação digital, com sua pauta própria de problemas, como a obsolescência tecnológica dos equipamentos (hardware), dos programas de computador (software), dos suportes e dos formatos de armazenamento. Além dos problemas técnicos, a preservação digital envolve também aspectos culturais, legais e administrativos. Apesar de as discussões sobre a preservação digital serem uma preocupação crescente no contexto atual, esta pesquisa justifica-se por se observar, na literatura, a necessidade de um aprofundamento das questões relativas ao tema, uma vez que existem ainda poucas iniciativas nacionais e uma carência de modelos de gestão para preservação digital que abordem todos os aspectos a ela relacionados. The aim of this work is mainly to describe the alignment process of Information Technology and business areas in HEIs based on the application of the model developed by Jerry Luftman - SAMM (Strategic Alignment Maturity Model). The conceptual model was developed from a review of the literature on the subject of alignment with IT and business strategies and in particular, those related to strategic management in HEIs. We opted for an investigation combining quantitative and qualitative aspects in a descriptive exploratory case study at the Federal University of Ceará (UFC). To collect the primary data, we developed an electronic questionnaire, which was answered by 82 university administrators, namely: pro-rectors, engineers, principals, superintendents and heads of academic units. The results obtained, not only allowed the identification of a low level of maturity concerning the alignment with the IT and business strategies of the UFC but they also made possible the analysis of the factors that affect the process, especially as regards such facilitating and inhibiting practices. The research highlights the need to direct the attention of managers to some of these factors which can be translated into opportunities for the improvement of the process. / Na gestão estratégica das Instituições de Ensino Superior (IES), a Tecnologia da Informação (TI) é um aspecto fundamental cuja efetiva aplicação requer o alinhamento com as estratégias de negócio. Este trabalho tem como principal objetivo diagnosticar o alinhamento estratégico (AE) da TI e das áreas de negócio numa IES. O modelo conceitual foi elaborado a partir de uma revisão da literatura sobre o tema de AE e, em especial, aqueles relacionados à gestão estratégica em IES. O modelo SAMM (Strategic Alignment Maturity Model) serviu de base para a investigação, que combinou aspectos quantitativos e qualitativos dentro de um estudo de caso exploratóriodescritivo na Universidade Federal do Ceará (UFC). Para a coleta dos dados primários, foi desenvolvido um questionário eletrônico, sendo respondido por 82 gestores universitários, a saber: próreitores, coordenadores, diretores, superintendentes e chefes de unidades acadêmicas. Os resultados obtidos não só permitiram a identificação de um baixo nível de maturidade quanto ao AE na UFC como possibilitaram a análise dos fatores que atuam no processo, principalmente em relação às práticas facilitadoras e inibidoras. A pesquisa evidencia a necessidade de dirigir a atenção dos gestores para alguns desses fatores que podem se traduzir em oportunidades para a melhoria do processo.

A presente tese teve como objetivo discutir acerca dos programas e ações públicos de internacionalização da educação superior durante o primeiro mandato da presidente Dilma Rousseff e o seu possível alinhamento com a política externa brasileira do período. Mesmo que as Instituições de Ensino Superior (IES) possuam autonomia para desenvolver seus projetos de internacionalização, os mesmos têm maior sucesso se forem amparados por uma política nacional que vá convergir com os seus objetivos institucionais.Assim, para responder à questão-problema desta tese, foi desenvolvida uma pesquisa bibliográfica e documental acerca das ações e programas desenvolvidos no período de 2011 a 2014, bem como da política externa brasileira do período. De maneira complementar, foram realizadas entrevistas em profundidade com um painel de experts formado por três atores-chave acerca da temática proposta. Apesar de identificarem-se algumas ações convergentes, os resultados encontrados apontam para um não-alinhamento entre a construção e execução dos programas de internacionalização promovidos pelo governo federal, destacadamente o Ciência sem Fronteiras, e a política externa brasileira do período. / The present dissertation aimed to discuss about the programs and public actions of internationalization of the higher education during the first term of the president Dilma Rousseff and its possible alignment with the Brazilian foreign policy of the period. Even though Higher Education Institutions have the autonomy to develop their internationalization projects, they are more successful if they are supported by a national policy that converges with their institutional objectives. Thus, to answer the question of this dissertation, a bibliographical and documentary research was developed on the actions and programs developed in the period from 2011 to 2014, as well as the Brazilian foreign policy of the period. In addition, in-depth interviews were conducted with a panel of experts composed of three key actors on the proposed theme. Although some convergent actions are identified, the results show a non- alignment between the construction and execution of the internationalization programs promoted by the government, notably Science without Borders, and the Brazilian foreign policy of the period.

A reforma gerencial propôs maior eficiência da Administração Pública Federal, mediante a sua reestruturação e a implantação de mecanismos de planejamento, gestão e de governança focados na cidadania. Nos anos 2000, foi estabelecido um sistema de regulação, supervisão e avaliação do ensino superior, articulado entre o Ministério da Educação e as Universidades, exigindo dessas organizações a elaboração de Plano de Desenvolvimento Institucional (PDI). Neste trabalho, foi realizada a análise dos resultados do PDI da Universidade Federal do Rio Grande do Sul (UFRGS) referente ao período de 2011-2015. Para tanto, apresentou-se um breve histórico da administração pública brasileira, fez-se um estudo sobre os instrumentos de planejamento estratégico e de gestão governamentais e descreveu-se a estrutura e o sistema de avaliação das instituições federais de ensino superior. Por fim, foram sugeridas melhorias para a elaboração dos futuros planos estratégicos da UFRGS. / The management reform proposed greater efficiency of the Federal Public Administration, through its restructuring and the implementation of planning, management and governance mechanisms focused on citizenship. In 2000, a system of regulation, supervision and evaluation of higher education was established, articulated between the Ministry of Education and the Universities, demanding from these organizations the elaboration of Institutional Development Plan (PDI). In this paper, the results of the PDI of the Federal University of Rio Grande do Sul (UFRGS) were analyzed for the period 2011 to 2015. For this purpose, a brief history of the Brazilian public administration was presented, a study was carried out on the instruments strategic planning and government management and described the structure and evaluation system of federal institutions of higher education. Finally, improvements were suggested for the elaboration of the future strategic plans of UFRGS.

Many higher education institutions (HEIs) have started to incorporate sustainable development (SD) into their system. A variety of sustainability assessment tools (SATs) have been developed to support HEIs to systematically measure, audit, benchmark, and communicate SD efforts. In recent years, stakeholders have increasingly asked HEIs to demonstrate their impacts on SD. These impacts are the direct and indirect effects an HEI has outside of its organizational boundaries on society, the natural environment, and the economy. This study analyzes to what extent SATs are capable of measuring the impacts that HEIs have on SD. A mixed-method approach, using descriptive statistics and an inductive content analysis, was used to examine 1134 indicators for sustainability assessment derived from 19 SATs explicitly designed for application by HEIs. The findings reveal that SATs largely neglect the impacts HEIs have outside their organizational boundaries. SATs primarily use proxy indicators based on internally available data to assess impacts and thus tend to focus on themes concerning the natural environment and the contribution to the local economy. Updating existing SATs and developing new ones may enable HEIs to fully realize their potential to contribute to SD.
