Analytické přístupy vybraných "poradenských" veřejněpolitických dokumentů v oblasti bezdomovectví / Analytical approaches of selected public policy counselling documents from domain of homelessness

This thesis is focused on homelessness problem, particularly on documents of counting of people hit by this problem of public policy. Aim of this thesis is to identify and evaluate analytical approaches used by fourteen big cities in the Czech Republic, in the process of counting homeless there. At first this paperwork brings information about policy analysis and its ways of use in our country, with focus on advisory documents, which documents of counting belong. Further, I discuss problem of homelessness and the ways of understanding it in context of this thesis. Other chapters are dedicated to two disciplines from social sciences field - Public policy, and Social and Cultural anthropology. These served as optics for identification of analytical approaches via their key characteristics. I also mention interdisciplinarity as "canopy" for my own approach towards this topic. By using method of content analysis this work elicits in detail the ways in how the counting in above mentioned cities done in 2007-2017 and how these results may contribute to interdisciplinary solution of the given problem. The theoretical reference adopted was Ciampa s Identity Theory, which conceives it as a metamorphosis. It is a qualitative research with social and historical background. The procedure utilized a reflexive interview to capture the history of the professional psychologist who had worked the longest at a socialeducational institution called hostel, for homeless people in São Paulo City. We observed that the constitution of the identity of the psychologist occurs in the construction of a psychological praxis in which factors such as professional history, educational background, needs and demands from both the institution and the people it serves, social status, as well as personal meanings attributed to those experiences, are determining. The research points out that the identity of the psychologist is constituted in the overcoming of the contradictions between what was prescribed for the work at the institution and the needs imposed by the reality of the individuals served. It is in his activity that the psychologist creates various characters who coexist, take turns or excel, presenting a continuous movement of transformation and metamorphosis which, as a consequence, ends up transforming his working environment and the people which belong in there, whether professionals or users, as well as triggering transformations in the psychology scope, whether as science or profession / Este estudo objetivou investigar o movimento de constituição da identidade profissional do psicólogo que atua em instituição socioeducativa que atende população em situação de rua. O referencial teórico adotado é a Teoria da Identidade de Ciampa, que a concebe como metamorfose. Trata-se de uma pesquisa qualitativa de base sóciohistórica. Como procedimento utilizou-se de entrevista reflexiva para apreensão da história de vida do profissional psicólogo que atuou por mais tempo em uma instituição socioeducativa, denominada albergue, para pessoa em situação de rua da cidade de São Paulo. Verificou-se que a constituição da identidade do psicólogo se dá na construção de uma prática psicológica em que fatores como histórico da profissão, formação acadêmica, necessidades e demandas da instituição e da população ali atendida, realidade social vivenciada, bem como os sentidos pessoais atribuídos à essas vivências, são determinantes. A pesquisa indica que a identidade do psicólogo é constituída na superação das contradições entre o que estava prescrito como papel do psicólogo, o papel prescrito para a atuação na instituição e as necessidades que a realidade dos sujeitos atendidos impõem. É na atividade que o psicólogo cria vários personagens que coexistem, se alternam ou se superam, apresentando um movimento contínuo de transformação e metamorfose que, consequentemente, acaba transformando seu ambiente de trabalho e as pessoas que dele participam, sejam profissionais ou usuários, assim como provoca transformações também no âmbito da psicologia, seja como ciência ou profissão

The narrative of the researched subjects, besides presents a unique process that differentiates them in the context of the homelessness, conveys throughout their own voices and experiences an assessment of the social service which they accessed and used as homeless people. Thus, this study displaces the debate to the realm of effectiveness of the homeless people care policy, focusing on the social service s outcomes in the subjects process of overcoming and getting off the streets. The acknowledgment of social movements, the production of knowledge on homelessness, and the construction of homeless people care policy in Sao Paulo in the last 10 years, are fundamentally important for this research. This is because the achievements, stagnations and retrocession which historically have shaped the construction of that policy point out two premises: the first has an emergency character with a pattern focus based on job placement as the way to get people off the streets, and the second integrates principles of dignity, citizenship and recognition of the subject as well as the variety of needs and human capacity and potential. This latter approach suggests a broader process and articulations leading to the subjects autonomy for reconstruction of their lives / Este estudo busca identificar nas trajetórias de estudantes universitários, ex-moradores de rua da cidade de São Paulo, elementos objetivos e subjetivos que contribuíram em seu processo de saída das ruas e reconstrução de suas vidas. As narrativas dos sujeitos, para além de demonstrar um processo singular que os diferenciam no contexto em que estavam inseridos quando em situação de rua, expressam, pela própria voz e vivências, uma avaliação sobre a dinâmica de serviços socioassistenciais que utilizaram nesse percurso. É um estudo que reposiciona algumas questões sobre a atenção a essa população na cidade de São Paulo. O reconhecimento do movimento das lutas sociais, da produção de conhecimentos sobre a temática, bem como o conteúdo da Política de Atenção à População em Situação de Rua na cidade de São Paulo nos últimos 10 anos, têm fundamental importância para este estudo. Os avanços, estagnações e retrocessos que marcam historicamente o desempenho dessa política ao longo de diferentes governos da cidade, indicam dois pressupostos que resultam da atenção à população em situação de rua na cidade: um de caráter emergencial, fragmentado e restritivo com enfoque padronizador, fundamentado na operação de saída da rua. Les personnes sans-domicile présentent de manière générale un état de santé dégradé et leur espérance de vie est de loin inférieure à celle de la population logée. Leurs interactions avec les soignants sont traversées de nombreux malentendus qui portent sur leurs rapports au corps, à la santé et au temps. La relation de soin est ainsi problématique et risque de déboucher sur des conflits que chacun tente pourtant d’éviter via des processus de négociation. Notre recherche développe ce paradoxe : alors que les négociations cherchent à pallier les difficultés créées par les nombreux malentendus entre soignants et soignés sans-domicile, le compromis qu’ils mettent au point consiste précisément à maintenir ces malentendus. Notre thèse conjugue une approche compréhensive et interactionniste. Elle se fonde sur un travail de terrain par observations et entretiens, menés à la fois avec des soignants et des soignés sans-domicile. / Homeless people commonly have poor health status and their life expectancy is much shorter than the general population. Their interaction with healthcare professionals is characterised by various misunderstandings, which deal with the different relationships that these actors have with body, health and time. Their interaction is thus problematic and may lead to conflict. However, they are both trying to avoid conflict through negotiation. The aim of this thesis is to develop this paradox: while those negotiations try to prevent the difficulties created by their misunderstandings, the compromise they build consists precisely in maintaining those misunderstandings. This thesis uses a comprehensive and interactionist approach. It is grounded on data collected through observations and interviews held with both homeless people and healthcare workers.

The Diploma thesis the Preventation of the extreme social exclusion is focused on the issue of the long-term homelessness. Using available literature it tries to find information explaining the consequences of the depressive life condition in the form of the extreme social exclusion and life without any home. Furthermore the thesis is focused on the homelessness as a multifactorial pathological phenomenon. The Diploma thesis is therefore focused on the specific terms, facts and consequences connected with the condition of the long-term homelessness. The theoretical part is concentrated on the study of the human needs based on the humanistic conception of a personality and Maslow's hierarchy of needs. Moreover the text describes the methods of the help during the social work with the homeless people and introduces social services according to the monitoring of the needs of the people in the long- term social exclusion. Another part of the thesis is dedicated to the social services in the capital city Prague. The practical part is focused on the needs of the homeless people. The needs and the applicability of the available social services were inquired with the means of interviews, studies of the documentation and observing in the community of homeless people.

(in English) The following master dissertation deals with the issue of integration of homeless people to the labour market. People who live on the streets gradually lose their working habits, social contacts and motivation to change their situation. The main objective of this dissertation is to map the homeless people's chances of integration to the labour market and the way to try to bring them back to the ordinary life. Their possible integration depends on many aspects, therefore this dissertation considers a huge amount of motivation of the subjects asked and obstacles, which interfere in finding a job. First part of the dissertation is made of a theory with an emphasis on a high rate of desocialization of homeless people and the possible difficulties within searching for a job. It also focuses on considerable types of help and support whilst finding an employment for those people. That should come from different subjects - the government side and so from private organizations. The theoretical part is ending with a chapter describing four private organizations which focus on helping people, such as trying to find them a job. The diploma thesis deals with the issue of integrating homeless people into the labor market. People living on the street lose working habits, social contacts and motivation to change their situation after a certain period of time.
 The main aim of the work is to map out the possibilities of integrating homeless people into the labor market and try to return to normal life. However, since their possible integration lies in many aspects, this work also examines the degree of motivation of the interviewed persons and the obstacles that prevent them from seeking employment. The first part of the thesis consists of the theoretical anchoring of the given issue, with an emphasis on the high degree of desocialization of homeless people and difficulties in the process of change. It also focuses on possible ways of helping and promoting job-seeking both from the state and non- governmental non-profit organizations. The theoretical part concludes with a chapter describing four non-state organizations focusing on the employment of homeless people. The diploma thesis is focused on socio-pedagogical means of assistance to the homeless which is provided by social facilities in the Czech Republic in the process of their reintegration. The goal of the thesis is to ascertain, describe and analyse the possibilities of socio-pedagogical assistance to the homeless. The thesis has theoretical-empirical character. In the theoretical part, I concentrate on the topic of homelessness, public housing, system of assistance for the homeless where I mention two approaches of supported living: Housing Ready and Housing First. Other topics include social difficulties and social reintegration of the homeless, social pedagogy and socio-pedagogical means of assistance to the homeless where social rehabilitation, community work and social entrepreneurship belong.
