В данной диссертации рассмотрен анализ функциональных и нефункциональных требований для проектирования информационного сервиса, предназначенного для управляющей компании и жильцов с использованием цифровой эксплуатационной модели здания. В работе проведен анализ текущих методов управления эксплуатацией зданий и информационных систем, используемых в этой сфере. На основе полученных данных выявлены ключевые проблемы и недостатки существующих решений, что подтвердило необходимость разработки нового информационного сервиса. Исследование включает в себя детальный анализ потребностей различных стейкхолдеров, таких как управляющие компании, технический персонал и жильцы. Выявленные потребности были использованы для формулирования функциональных и нефункциональных требований к системе. В результате работы были подготовлены подробные требования к информационному сервису, которые могут служить основой для последующей разработки и внедрения системы. Эти требования обеспечат создание универсального и гибкого сервиса, адаптируемого под различные типы жилых объектов и потребности пользователей. Подготовленные требования прошли валидацию с участием стейкхолдеров, что подтверждает их актуальность и применимость. Результаты исследования создают базу для дальнейшей разработки информационного сервиса, направленного на повышение эффективности управления эксплуатацией зданий и улучшение качества жизни жильцов. / This dissertation examines the analysis of functional and non-functional requirements for designing an information service intended for management companies and residents using a digital operational model of the building. The study includes an analysis of current methods of building operation management and information systems used in this field. Based on the data obtained, key problems and shortcomings of existing solutions were identified, confirming the need to develop a new information service. The research involves a detailed analysis of the needs of various stakeholders, such as management companies, technical staff, and residents. The identified needs were used to formulate the functional and non-functional requirements for the system. As a result of the work, detailed requirements for the information service were prepared, which can serve as a basis for the subsequent development and implementation of the system. These requirements will ensure the creation of a universal and flexible service, adaptable to various types of residential properties and user needs. The prepared requirements were validated with the participation of stakeholders, confirming their relevance and applicability. The results of the research provide a foundation for the further development of an information service aimed at improving the efficiency of building operation management and enhancing the quality of life for residents.

Leadership roles in academic information service enterprises: the attitudes of library staff towards a re-engineered leadership driven enterprise

The academic information service enterprise should continuously react to the rapidly changing environment in which it functions. The theoretical research pertaining to the study has shown that such enterprises which embark on re-engineering because radical change is required, should be knowledgeable in terms of what the change entails, why it is important to change and how the change takes place through re-engineering, organisational design and an innovative leadership framework. In order to ensure efficiency within its operations while focusing on its own sustainability, the enterprise should establish leadership roles which involve all staff in leadership on a daily basis. The empirical research focused on the attitudes of staff towards such a leadership driven enterprise. Results revealed that factors such as whether staff participated in re-engineering, their engagement with re-engineering proposals, their work experience and their language have a significant impact on the attitudes of staff towards an innovative leadership framework. / Information Science / M. The importance of legislation in the provision of national and public library services in Zambia

Text in English / Legislation plays an important role in the provision of public and national library services. However, in Zambia libraries that perform the functions of public and national libraries are operating without a legislative mandate. As a result, there is a fragmentation of library services as there is no single institution which performs all the functions of a national library service. Although several efforts were made before to enact national library service legislation, no Act of Parliament has been passed to date (2014). This study sought to provide empirical evidence to refine our insight of the benefits of having national library service legislation and the consequent implications of not having any legislation in the provision of library services. Quantitative data was collected through questionnaire administration to public library staff; interviews with senior government officials, and executive members of the ZLA and ZALICO; and document analysis on text from grey literature. The existence of the statistical significance of association between “Importance of library legislation” and “Provision of library services in Zambia” was measured and confirmed using Pearson chi-square χ2. Public library facilities, services and collections in Zambia were found to be below par, and it was concluded that this was due to lack of library legislation. The study recommends that appropriate legislation that puts together the functions of public and national libraries under one institution be enacted in Zambia as soon as possible. It is also recommended that further research be undertaken to investigate the current status of library facilities, services and collections in selected neighbouring countries where library legislation has been passed. / Information Science / M.A. (Information Science)

A partir da análise da formação e desenvolvimento de coleções e do serviço de referência e informação realizado na Biblioteca Francisco Montojos do Instituto de Educação, Ciência e Tecnologia de São Paulo - IFSP, este trabalho busca verificar a relação da Política de Desenvolvimento de Coleções existente, com a missão do IFSP além de identificar a percepção dos usuários sobre os serviços oferecidos pela Biblioteca. Para isso, utiliza os métodos descritivo e exploratório, com a aplicação dos instrumentos de coleta de dados e análise documental e questionário. Realiza a análise documental do Plano de Desenvolvimento Institucional (PDI) e da Política de Desenvolvimento de Coleções do IFSP, e aplica questionários à comunidade acadêmica do IFSP campus São Paulo. Os resultados revelam que o Plano de Desenvolvimento Institucional (PDI) reconhece a biblioteca como espaço de apoio ao desenvolvimento do ensino, pesquisa e extensão, e necessidade de alinhamento das ações da biblioteca com as propostas pedagógicas dos cursos oferecidos pela instituição. Da mesma forma a Política de Desenvolvimento de Coleções do IFSP apresenta os objetivos gerais alinhados com o Plano de Desenvolvimento (PDI). Os questionários identificam a percepção da comunidade acadêmica quanto aos pontos fracos do serviço de referência que precisam ser revistos. / Based on the analysis of the formation and development of collections and the service of reference and information realized in the Francisco Montojos Library of the Institute of Education, Science and Technology of São Paulo - IFSP, this work seeks to verify the relation of the existing Policy of Development of Collections, with the mission of the IFSP as well as identifying users\' perceptions about the services offered by the Library. For this, it uses the descriptive and exploratory methods, with the application of the instruments of data collection and documentary analysis and questionnaire. It performs the documentary analysis of the Institutional Development Plan (IDP) and the Collection Development Policy of the IFSP, and applies questionnaires to the academic community of the IFSP campus São Paulo. The results show that the Institutional Development Plan (IDP) recognizes the library as a space to support the development of teaching, research and extension, and the need to align the library\'s actions with the pedagogical proposals of the courses offered by the institution. Likewise, the IFSP Collection Development Policy outlines the general objectives aligned with the Development Plan (IDP). The questionnaires identify the perception of the academic community as to the weaknesses of the referral service that need to be reviewed.

The contribution of library programmes at the Emfuleni Library and Information Services in creating social capital to reduce poverty

The thesis is intended to assess the contribution of the public library service to the creation of social capital to reduce poverty. However, in research studies targeting this subject, the lack of empirical research is continuously mentioned or suggestions are made that more qualitative studies could shed more insight on the creation of social capital in public libraries. The concept of social capital or rather how it is created in public libraries leads to the complexity of understanding the creation thereof in public libraries, while continuous suggestions are that more qualitative studies would give light on its creation in public libraries and also in other subject disciplines (Aguilar & Sen 2009: 425; Halpern 2005: 1; Lin 2001: 3). However, to find clarity about what social capital is, the study focuses on Pierre Bourdieu’s description of social capital. Pierre Bourdieu is known as one of the first social scientists who tried to understand the concept of social capital (Bourdieu 2005: 1). The public library from a social capital viewpoint is a trustworthy social network where people have access to resources to benefit their socio-economic development. The presence of social capital is visible in every aspect of life and for that reason it is not uncommon for social capital to have an effect on unemployment, mental health and social empowerment (Thompson 2015). Social capital is a recognisable term in Library and Information Science (LIS) literature (Stilwell 2016: 54; Strand 2016: 144; Skelly 2014: 2; Aabø, Audunson & Vårheim 2010:16; Hart 2007:22; Bhandar, Pan & Tan 2007:263). However, the idea that social capital in libraries exists may not be recognised, such as in the case of the book Bowling alone, authored by Robert Putnam (Putnam 1995:22). Public libraries fulfil the role of social capital in two ways: connecting individuals and the community with their library services and programmes and promoting the staff-patron interactions that attempt to create patron trust in the library. Feldman (2009: 5) illustrates the notion of social capital in the library as generated through library services and programmes that could contribute towards empowerment, skills development, happy families and positive economic growth (Feldman 2009:5). The study is an sequential explanatory mixed methods study. There were three data collections methods use. Questionnaires with mostly close-ended questions, interviews and official documents. The research participants were 115 library patrons and 58 library staff of the Emfuleni Local Municipality Library and Information Service. The researcher found several explanations on the creation of social capital, but none had measurable outcomes that could illustrate the societal value of public libraries, apart from one, which was to build a trusting relationship between the library, staff and patrons. Hence, through Vårheim’s (2014: 68) observation about trust and patron attendance, library programmes were identified as the measurable outcome to rationalise the importance of the public library and the value of libraries and library staff. In such a case, the societal value of libraries can be understood. Through the correct measuring instruments that were identified in this study, public libraries address the creation of social capital that makes it possible to show that public library services support lifelong learning and workforce development. / Information Science / D.
