Intégration du critère de dioxyde de carbone dans la localisation des industries : le cas du cluster industriel du Havre / Integration of carbon dioxide factor in industrial location : the case of Le Havre industrial cluster

Les problèmes environnementaux, notamment ceux qui, liés au réchauffement global, ont attiré de plus en plus l’attention des décideurs de l'entreprise. Leurs préoccupations sur ces problèmes les conduisent à une réflexion de réorganisation de leurs activités. Pour les entreprises industrielles qui doivent faire face au problème des émissions de CO2, le soutien de gouvernement local qui concerne la gestion des émissions de CO2 devient non négligeable. Dans cette thèse, nous interviewons 50 décideurs de l'industrie, le gouvernement et la communauté universitaire. L’importance du problème des émissions de CO2 dans le choix de site est globalement évaluée. Nos observations suggèrent que le problème du CO2 est un facteur mineur dans la localisation des sites. Il peut être intégré dans le coût global. Pour les autorités locales, il n'est pas nécessaire d'investir dans les infrastructures de traitement des émissions de CO2 à l'heure actuelle. Nos résultats fournissent ainsi une meilleure compréhension du problème des émissions de CO2 pour les décideurs des industries locales. / Environmental problems, especially those related to the global warming have attracted extensive attention from the decision makers of companies. Their concerns on the environmental problems lead them to a reform of the mode of management. For the decision makers from industry who have to face the CO2 problem, whether they can be supported by the local government with respect to managing CO2 emissions becomes non trivial. In this thesis, we interviewed 50 decision makers from industries, government, and academic community. The significance of the CO2 problem in site selection is comprehensively evaluated. Our observations suggest that the CO2 problem is a minor factor. It can be measured by the cost. For the local government, there is no need to invest in the infrastructures of CO2 treatment at present. Our results thus provide a better understanding of the CO2 problem for the decision makers of local industries.

Vinsta Refurbished

The planning office in Stockholm is currently working on a new mixed-use master plan for the rundown industrial site in Vinsta, Stockholm. Looking at how similar developments are executed, there is reason to believe that a large part of the building stock will be demolished.  There are several arguments that can be made in resistance to such a course of action; sustainability, preservation and cultural values are keywords in the conservative approach to the redevelopment of Vinsta that this thesis explores.  The project includes an analysis of the site and its structures, a proposal for a new urban layout as well as designs for some of the housing blocks that are part of the new configuration.

Le projet « Espace Penfeld » s’inscrit dans une politique d’aménagement global de l’agglomération brestoise. Dans le cadre de cette mission, du fait des restructurations et de la privatisation de l’actuelle entreprise DCNS et de la rétrocession progressive de certains espaces militaires à la collectivité brestoise, trois sites opérationnels ont été identifiés, dont le plateau des Capucins. L’aménagement de ce lieu symbolique en coeur de ville offre l’occasion de valoriser les fonctions métropolitaines de Brest autour de l’économie, de la culture, de la recherche et de l’habitat. Ma thèse en ethnologie s’inscrit dans l’analyse du processus de patrimonialisation de ce site militaro-industriel, le passage d’une sphère industrielle à une sphère culturelle. Aujourd’hui, ma thèse permet de rendre compte de la construction de la « culture arsenal » aux Capucins sous ses dimensions culturelles, sociales, et techniques, avec comme grille de lecture, des concepts clés de l’ethnologie : les rituels et les rites de passage. L’étude a également permis plusieurs approfondissements à savoir : - Le paysage industriel de l’arsenal de Brest et ses mutations. - La construction des ateliers métallurgiques des Capucins. - L’évolution des conditions de travail et les évènements syndicaux. - La réalisation de données statistiques dans le but d’établir les origines sociales, et géographiques des apprentis de l’arsenal de Brest. - L’influence de l’arsenal sur le monde politique brestois. Ce projet permet ainsi dès à présent de valoriser et de conserver une partie des mémoires et de l’histoire du site industriel des Capucins et de l’arsenal de Brest. / The project “Espace Penfeld” follows on the global development politics of Brest urban area. Owing to the current company DCNS restructurings and privatization as well as the progressive retrocession of certain military spaces in the community from Brest, three operational sites were identified within the framework of this mission: the Capucins industrial site is one of them. The city planning of this symbolic place offers the opportunity to value the metropolitan functions of Brest around economy, culture, research and housing environment. My thesis in ethnology participates in the process analysis of the local heritage valuation of this military-industrial site, the transition from an industrial to a cultural sphere. Today, my thesis shows the building of the «Arsenal culture» onto the Capucins industrial site under its cultural, social, and technical dimensions, using key concepts of ethnology as a frame of reference the rituals and the rites of passage. The study also allowed several in-depth studies namely: - The industrial landscape of the arsenal of Brest and its mutations. - The metallurgical factory construction of the Capucins industrial site. - The evolution of the working conditions and the labor-union events. - Statistical data collection with the aim of establishing the social and geographical origins of the apprentices working in the arsenal of Brest. - The influence of the arsenal over Brest political world. From now on, this project makes possible the valuation and the preservation of a piece of memory and history of the Capucins industrial site and the arsenal of Brest.

Inside The Power Station : Allegory And The Dance Of Represented Ideas

This performance-as-research project incorporated a five-month residency inside a working power station, Swanbank, Ipswich, a provider of electricity to Australia's eastern states via the national grid. The concept 'power station' is compelling because it involves the transformation of material form (coal) to immaterial phenomena (electricity), a process analogous to making electronically-mediated art. Three linked interdisciplinary works were created out of the artist's immersion on site: Swanshift, a music-video eulogy to the closure of the station's oldest coal-fired facility, Swanbank 'A'; The Industrial Theatre, a photographic series featuring Swanbank workers; and unstatic, a live, video-mediated performance. As an enquiry into meaning within contemporary art practice, this research project used allegory as its symbolic mode of thought and formation. Through allegory, the Swanbank site was explored metaphorically to reveal a fictional, parallel world beyond the literal surface of danger, authority and rigour. In this space of excess, unreality and overflowing boundaries, meaning is multiple and celebrated. Hand-in-hand with an exploration of allegory, this exegesis also presents an insight into methodologies for industrial, site-specific, interdisciplinary practice, and arts-industry collaboration.

THE WALKABLE CITY: ALONG THE EDGE OF STOCKHOLM. Developing the edge to reconnect a former industrial site to the city

Stockholm is an archipelago of islands connected by water that historically has been an important resource for the city and for the industries, which found an easy access for ships and therefore they settled on strategic positions along the edges. This thesis investigates the topics of water, industrial heritage and edges in the city of Stockholm: these aspects are strong in their individual identity but they also interact in a powerful and interesting way. This work intervenes where this pattern is still visible -due to the presence of water and industries- but not accessible because it lacks the third element of connection with the city. The aim is therefore to investigate strategies that increase and reconnect the potential of these aspects that got disconnected through time. To obtain accessibility and usability, the edge was transformed and redefined to enhance the experience of walking along it. An analysis was carried out and a proposal was designed for the site of Lövholmen, which has these characteristics -the water, a strong industrial heritage and proximity to the city- that are now disconnected. The opening of the edge and possibilities of walking will transform and reconnect the site - and the richness in it- with the city of Stockholm.

This is achived through a design method of growth and transformation using plastic waste to create a building that uncovers what would otherwise not bee seen.

編定工業區開發模式之研究 / The research of projected industrial site development mode

台灣地區工業區開發已近50年,民國84年中央工業主管機關不再開發工業區,由地方政府與興辦工業人接續為工業區開發主流。就工業區開發資料顯示,有興辦工業人開發大型工業區不易,及開發商不易尋找之情況,前者乃取得完整大面積土地困難,為開發主體問題,後者乃在政府開發工業區未編列預算所致,為開發模式問題,因此本文認為「編定工業區開發模式」課題,有研究之必要。   本研究宗旨就工業區開發模式中資金籌措為主題,以工業區開發規劃至開發完成之過程為軸線,經由(一)市場與政府理論,論證工業區開發主體及數量變化。(二)對不同開發主體在開發過程中,所產生交易成本、代理成本、衝突成本異同討論。(三)對開發模式之交易成本等相關文獻、法制面、實務面、分析研究,以及對實際參與工業區開發人士進行深入訪談,發覺工業區開發困境所在。 經研究認為地方政府擁有公權力及行政資源,所開發工業區交易成本最低,為編定工業區開發最佳模式,爰此本研究建議編定工業區開發必須搭配以下措施:(一)政府編列預算。(二)公私統包開發。(三)引進不動產估價師制度。(四)引進銀行融資制度。(五)工業區銷售採預售制度。   透過上述工業區開發配套措施,除有益於開發商參與工業區開發,及減少民眾抗爭之衝突成本,使得開發順利外,尚可降低搜尋成本、協商成本,及時間成本等,達成降低編定工業區開發交易成本之目的,提昇工業區開發之效率。 / The development of industrial sites in Taiwan has been carried out continuously for nearly 50 years. In 1995, the central government made a decision that they no longer played an active role in developing industrial sites, and thereafter, the task was taken over by local governments as well as host industrialists. The literature that recorded such development shows that some host industrialists encountered difficulty in developing large-scale industrial sites, and also it was difficult to find developers. The problem of the former was caused by the difficulty in looking for large area of land, which was a problem of development entity, and the problem of the latter was caused by no budget arranged by the government, which was a problem of development mode. Thus, in this text, it is considered that a study on “the Development Mode of Projected Industrial Sites” has become essential. The purpose of this study is to explore the subject of fund raising in the process of industrial site development, from the stage of its planning up to its accomplishment, which goes through (1) the theory of market and government: to discuss and verify entity and quantity variation in industrial site development. (2) the discussion about similarities and dissimilarities in transaction cost, agent cost, and conflict cost emerging in the process of development. (3) the analysis and research of transaction cost of development mode through relative literature, legal aspect, and practical aspect, as well as interviewing personnel who took take part in the actual development of industrial sites in order to find out potential problems. As a result of research, it is deemed that the transaction cost in developing industrial sites is lowest when executed by a local government as it holds civic rights and administrative resources, so that turns out to be the best mode in projected industrial site development. It is therefore proposed in this study that when developing projected industrial sites, following measures should be taken: (1) budget planned by the government (2) execution of consolidated development contract for both public and private projects (3) introduction of real estate appraiser system (4) introduction of bank loan system (5) adoption of advance booking for selling and purchasing premises in industrial sites. By taking above supplementary measures for developing industrial sites, the benefits include encouraging developers’ involvement in developing industrial sites, reducing conflict cost arose by mob protest so as to facilitate development process, and further lowering searching cost, negotiation cost, time cost etc. As a result, the purpose of reducing transaction cost of developing projected industrial sites can be achieved, and the efficiency of such development can be elevated.

The thesis "Analysis of the valuation methods for an industrial site" deals, as the name suggests, with the analysis of the valuation methods for an industrial site. An industrial site will be valued in accordance with the valid valuation rules and then by an open market price. The calculation of the valuation will be divided into the valuation of the building and the appropriate sites. All methods used will be sufficiently analyzed and compared. In common with the valuation process, the main factors affecting the cost of an industrial building and the site will be determined. In the first part of the thesis I will devote the theoretical appraisal, in the second part of the thesis I will devote the practical use of valuation methods.
