The problem to be faced is how the information available on Defense subsidizes the debate of defense policy in Brazil. The proposed methodology includes the analysis of legislation and recent academic work on aspects of information policy. The changes in defense policy, as part of democratization of the Brazilian state, are studied from the point of view of information policy with a view to increasing participation in the debate. It is hoped that this research contributes to the discussion of policies and regimes of information within Information Science / Esta dissertação busca investigar a informação como força constitutiva na sociedade no contexto do debate da política de defesa no Brasil a partir na Constituição de 1988. O problema a ser enfrentado consiste em saber como as informações disponíveis sobre Defesa subsidiam o debate da política de Defesa no Brasil. A metodologia proposta inclui a análise da legislação e da atividade acadêmica recente sobre o aspecto da política de informação. A Single-Minded Market for Digital Assets? : Copyright clearance of orphan works in the digitisation ecosystem

This dissertation assesses the Swedish and the United Kingdom (UK) legislative frameworks for cross-border copyright clearance of orphan works in mass-digitisation schemes. By reviewing relevant copyright frameworks and practices around the world, interviewing Swedish and British experts in the field of libraries and copyright, and discussing the national solutions applied in Sweden and the UK, conclusions are drawn to form a roadmap for future policy work in the area. The findings are that even though copyright clearance systems for orphan works work well in their national context, they wouldn’t be transferable to a cross-border context due to the different legal and societal traditions in the EU Member States. Solutions for cross-border access could be a general copyright law exception (which is a time-consuming process and therefore less usable in practice in the next 5-10 years), create and build on rightsholder registers with increased collaboration with CMOs, changed management of digital collections (e.g. only digitising orphan works that are in the public domain), or work towards soft legislative solutions (such as an MoU). / <p>Licens: CC BY 4.0</p>

The initial theoretical part is being followed by a practical part, including it's own research, dealing with digital divide problematics between different age groups in the specified region. In the theoretical part of the thesis, I discribed the phenomenon of the information society, information society and social exclusion, Czech information society, digital divide, gray digital divide and I also examined the specifics of different age groups. In the practical part of the work I dealt with the analysis of the digital divide problematics between different age groups in the specified region. After determining the objectives and description of survey methods for obtaining and processing data collected in the questionnaire survey, I dealt with analyzing the survey data, especially data relative to hypotheses set, describing the creation of digital divide between members of different age groups. In the conclusion, there were described existing conceptions in the European Union, in Czech Republic, and then were determined suggestions for specific procedures to eliminate the digital divide between different age groups.

Science and technology information in Thailand : policies, strategies and provision

The aim of the research was to investigate the current state of scientific and technological (S&T) information service provision in Thailand with a focus on its role of supporting research and development. The ultimate goal of the research was to develop a service model(s) which could aid the modernisation of the S&T information service. The information policies and strategic management at national and institutional levels were examined together with present and future roles in service provision and barriers to S&T information development. The research framework was constructed on the basis of theoretical models of the provision and management of effective information services. The institutions which participated in this research included 46 academic and special libraries in Thailand, hereafter called S&T information centres, and two funding agencies. The data were collected using a variety of research tools, employing both quantitative and qualitative methods, namely, questionnaires, semi-structured interviews, and focus groups. The questionnaires were distributed to five groups of respondents: executives, managers, librarians or staff, end-users, and executives or policy-makers of funding agencies. Two hundred and eighty-nine questionnaires were sent by post to 45 S&T information centres and two funding agencies whilst 703 questionnaires were also distributed to end-users. Interviews were performed with 55 executives and library managers. Three focus groups were organised on different topics, with a total of 36 participants. The major findings showed that national information policy in relation to S&T information was still relatively ineffective with roles and responsibilities of stakeholders not explicitly identified. In general, the results showed that institutional information policies exist but weak communication between executives, managers, and staff caused problems with implementation and interpretation. Most S&T centres were found to have strategic plans. The focus of these were on issues of integrated ICT infrastructure, acquisition of electronic resources, service improvement, communication with users and feedback, user education, cost effective use of resources, E-library transition and knowledge sharing. The development of resource sharing via computerised networks was considered to be paramount; progress to date was thought to be slow due to a lack of policies at national and institutional levels. Users' information literacy was still found to be an issue, particularly in respect of making effective use of electronic resources. The thesis provided recommendations for a national network for S&T information provision to be designed and managed by a hosting provider.

Análise sobre a estrutura e a organização da base de informações institucionais e estatísticas da Pesquisa Municipal Unificada PMU, sob a perspectiva da disponibilização de seus dados. As informações institucionais e estatísticas, em âmbito municipal, constituem importante subsídio para a gestão pública, devendo ser disseminadas aos executores dos setores governamentais, bem como aos representantes da sociedade civil organizada. Assim, são avaliados os processos de comunicação em sistemas informacionais e os referenciais para organização e tratamento das informações. Procura-se mostrar que o uso de procedimentos documentários e terminológicos pode melhorar as formas de disponibilização, o acesso e a apropriação da informação, concluindo-se que esses princípios devem ser incorporados às políticas de informação institucionais, como meio de otimizar a disponibilização e a recuperação das informações. / Analysis of the structure and organization of the data systems of the institutional and statistical data of the Unified Municipal Research (PMU), from the perspective of the availability of its data. Institutional and statistical data, in that concerning the municipality, provides vital assistance in the administration of public affairs and should be disseminated among administrators of government bodies, as well as representatives of organized civil society. Communication in information systems and the references for their organization and handling are thus evaluated. What is sought is to show that the use of documentary and terminological procedures can improve the means of data availability, as well as the accessing and appropriation of data. This leads to the conclusion that such principles should be incorporated into institutional information policies as a means to optimize data availability and recovery.

No tocante aos objetivos, define-se, a priori, como pesquisa exploratória e, a posteriori, como descritiva, com abordagem qualitativa. Tomando por fundamentação teórica questões históricas e conceituais, relativas às políticas de informação, à comunicação científica e aos repositórios institucionais situados no âmbito do conceito de regime de informação, foi traçada uma trajetória que se coloca diante desse novo paradigma de comunicação da ciência no mundo contemporâneo. Esse enquadramento é bem mais relevante no campo das ciências da saúde, em que se enfatiza a importância do acesso à informação cientifica como parte fundamental do acesso à saúde. Tomamos a experiência portuguesa de construção de repositórios institucionais (RIs) como uma referência de reconhecido sucesso, buscou-se naquele país, elementos que pudessem servir de referência para construção e sustentabilidade de repositórios institucionais brasileiros. A pesquisa empírica, de caráter exploratório, utilizou de um questionário com perguntas semi-estruturadas para entrevistar gestores de RI portugueses, no campo da saúde, com vistas a fornecer os dados do que seria um “regime de informação”, enquanto articulação de micro e macropolíticas que o sustentam. Os resultados alcançados nos permitiram ressaltar: o papel expressivo dos profissionais da biblioteconomia; a existência de uma sólida infraestrutura tecnológica; o relevante papel do Serviço de Alojamento de Repositórios Institucionais (SARI); as políticas mandatórias e regulatórias dando a sustentação legal e gerencial; e a significativa parceria com as agências de fomento europeias, aliando-se às macropolíticas Open Access Infrastructure Research for Europe (OpenAire). Fica evidente, portanto, que a experiência portuguesa traz contribuições relevantes para os gestores e dirigentes das instituições que apoiam o acesso livre no Brasil. / This thesis assumes that a set of macro and micropolicies plays a key role in the implementation and sustainability of institutional repos itories (IRs). Taking as a theoretical basis historical and conceptual questions related to policies on information, scientific communication and institutional repositories located within the concept of information regime, a path was traced which situates itself within this new paradigm of scientific communication in the contemporary world. This framework is much more relevant in the field of health sciences, where emphasis is on the importance of access to scientific information as part of the access to he alth care. We took the Portuguese experience of building institutional repositories (IRs) as a recognized reference of success, and sought in that country elements that could serve as reference for the construction and sustainability of Brazilian institutional repositories. The empirical research had an exploratory character, using a questionnaire with semi-structured questions to interview managers of Portuguese RIs in the health sector, in order to provide data that would form an "information regime" while articulating micro and macropolicies that support it. The results obtained allowed us to highlight the significant role of library professionals involved in this process, the existence of a solid technology infrastructure, the importan t role of the Serviço de Alojamento de Repositórios Institucionais (SARI), mandatory and regulatory policies giving legal and managerial support, and significant partnership with the European funding agencies, allied to the macropolicies of the Open Access to Research Infrastructure for Europe (OpenAIRE). It is evident, therefore, that the Portuguese experience brings outstanding and relevant contributions to the managers and leaders of institutions that support open access in Brazil.

Organização e disseminação da produção científica dos docentes do CCSH/UFSM em um repositório digital / Organization and dissemination of scientific production of teachers of CCSH / UFSM in a digital repository

In recent years, the continued advancement of information technology has been changing the production process and scientific communication, enabling new forms of access to research results. Universities and research institutions now have new ways to generate, disseminate and preserve knowledge, such as digital repositories, which contribute to increase the visibility of the scientific output of the institution. However, the successful implementation of a repository depends on a consistent policy of information that enables broad dissemination of scientific and count with the participation of the academic community, especially the teachers who are responsible for much of the knowledge generated in the academic realm. Thus, this paper aims to propose a policy organization, dissemination and access to scientific output of teachers in CCSH/UFSM based on free access through a digital repository. Therefore, we carried out a descriptive study, which allowed us to characterize the scientific output of teachers in CCSH, investigate their production practices and dissemination of knowledge and ultimately establish actions to build a digital repository. Among the results, it was found that, despite significant technological changes in the forms of scientific communication and understanding of teachers about the importance of using resources more democratic access to the scientific literature, there is a disagreement about the concepts related to the means of publication and communication of knowledge produced, indicating the need for a work presentation and disclosure of a repository, demonstrating its role in the scholarly communication system, as well as the differences and similarities with other systems of dissemination of scientific production. It also became clear that the concern of teachers in adopting a digital repository is focused on issues related to plagiarism, legitimacy of the result of their research, violation of rights granted to publishers of scientific and requirements of funding agencies, such as Capes. The policy of the organization, dissemination and access to the scientific proposal in this study was prepared considering some essential aspects like information policy goals; responsibilities for managing the repository; organization repository; contents and formats; deposit/submission of documents , legal aspects, access and sustainability of the repository. / Nos últimos anos, o contínuo avanço das tecnologias de informação vem modificando o processo de produção e comunicação científica, possibilitando novas formas de acesso aos resultados de pesquisas. As universidades e instituições de pesquisa passaram a contar com novas formas de gerar, preservar e disseminar conhecimentos, como os repositórios digitais, que contribuem para aumentar a visibilidade da produção científica da instituição. Contudo, o sucesso da implantação de um repositório depende de uma política de informação consistente que possibilite a ampla disseminação da produção científica e conte com a participação da comunidade acadêmica, principalmente dos docentes que são responsáveis por grande parte do conhecimento gerado no âmbito acadêmico. Nesse sentido, este trabalho tem como objetivo propor uma política de organização, disseminação e acesso para a produção científica dos docentes do CCSH/UFSM baseada em acesso livre através de um repositório digital. Para tanto, realizou-se uma pesquisa descritiva, que permitiu caracterizar a produção científica dos docentes do CCSH, investigar suas práticas de produção e disseminação do conhecimento e por fim estabelecer ações para a construção de um repositório digital. Dentre os resultados, constatou-se que, apesar das significativas mudanças tecnológicas nas formas de comunicação científica e do entendimento dos docentes a respeito da importância da utilização de meios mais democráticos de acesso à produção científica, existe uma divergência acerca dos conceitos relacionados aos meios de publicação e de comunicação do conhecimento produzido, o que indica a necessidade de um trabalho de apresentação e divulgação de um repositório, demonstrando o seu papel no sistema de comunicação científica, assim como as diferenças e semelhanças com outros sistemas de divulgação da produção científica. Também evidenciou-se que a preocupação dos docentes na adoção de um repositório digital está centrada nas questões referentes a plágio, legitimação do resultado de suas pesquisas, violação dos direitos cedidos aos editores de publicações científicas e exigências de agências de fomento, como a Capes. A política de organização, disseminação e acesso para a produção científica proposta neste estudo foi elaborada considerando alguns aspectos essenciais como objetivos da política de informação; responsabilidades pela gestão do repositório; organização do repositório; conteúdos e formatos; depósito/submissão de documentos; aspectos legais; acesso e sustentabilidade do repositório.
