Målet med denna studie är att undersöka om informationskultur är ett teoretiskt verktyg som kan bidra till en proaktiv informationsförvaltning, samt om informationskulturperspektivet kan vara till stöd för en organisation som genomgår ett förändringsarbete som påverkar informationsförvaltningen. I studien används Gillian Oliver and Fiorella Foscarinis definition av informationskultur, vilket de definierar som ”values accorded to information, and attitudes towards it, specifically within organisational contexts.” Förberedelsearbetet på två svenska universitet inför dataskyddsförordningen GDPR (EU) 2016/67, vilken trädde i kraft 25 maj 2018, är det fall som författaren prövar informationskultursteorin mot. Genom en kvalitativ metod, där fem respondenter har intervjuats, har författaren undersökt respondenternas värderingar gentemot information samt hur de hade organiserat sitt arbete inför GDPR. Studien visar på ett stort behov av samarbete mellan arkivarier och andra yrkesgrupper såsom it-ansvariga och jurister när komplexa informationsförvaltningsfrågor som GDPR ska hanteras. Men att detta samarbete involverar arkivet är inte självklart, vilket visas i skillnaden mellan hur de båda universiteten har arbetat. Studien visar även att det finns en skillnad mellan att anlägga ett informationskulturperspektiv under ett förändringsarbete och att använda informationskultur i Oliver och Foscarinis mening, vilket innebär att analysera redan etablerade strukturer och organisationer; de problemområden som Oliver och Foscarini anser att arkivarien bör undvika att lägga mycket arbete på, då de är svårföränderliga, visar sig enligt studieresultatet tvärt om vara viktiga att jobba med under ett förändringsarbete. Att en viss nivå av det informationskulturramverk som Oliver och Foscarini har tagit fram är svår att påverka i en organisation betyder inte att den är svår att inkorporera i ett förändringsarbete. Till skillnad från andra, allmänna förändringteorier så lyfter informationskulturperspektivet fram aspekter som är direkt kopplade till arkivariens roll. I stället för generella råd som ”samarbete” föreslås mer specifikt ”samarbete med it”. Informationskultur är dessutom en väldigt innehållsrik teori då den inbegriper många etablerade teoribildningar. I en informationsförvaltningskontext blir därför informationskulturansatsen paradoxalt nog både bredare och mer specifik på samma gång. / The aim of this thesis is to examine if information culture is a theoretical construct that can assist in creating a proactive recordkeeping environment. It also aims to investigate if information culture can be of help to an organization that goes through changes that affect its recordkeeping practices. The study uses Gillian Oliver and Fiorella Foscarini’s definition of information culture, which they define as ”values accorded to information, and attitudes towards it, specifically within organisational contexts.” The preparations for the GDPR (EU) 2016/67 at two Swedish universities functions as the case that the author uses to explore these questions. Using a qualitative method, interviewing five people, the author examined the interviewees’ values towards information and how the organizations had prepared for the GDPR. The study suggests that there is need for cooperation between archivists and people from other professions, such as IT and law, when preparing for complex recordkeeping issues such as the GDPR. However, the study shows that an archivist is not always involved in an organization’s change management effort.  The study shows that there is a difference between adopting an information culture perspective when managing change and using information culture as Oliver and Foscarini intend it be used. Their approach addresses organizations and structures that are already established. The problem areas that Oliver and Foscarini think an archivist should avoid focusing its change management efforts on, because they are hard to change, are shown to be as important to work with as other problem areas when managing change in an organization. Just because a level of the information culture framework that Oliver and Foscarini have developed is difficult to affect in an organization does not mean that it is hard to incorporate into a change management effort. In contrast to other change management theories, an information culture perspective highlights aspects that are directly connected to the role of the archivist. Instead of generic advice, such as “cooperation”, information culture specifically advices the archivist to “cooperate with the IT department”. Information culture is a theoretical construct that embraces other established theories. From a recordkeeping perspective, an information culture approach is therefore paradoxically both broad and exact at the same time.

Hantering av allmänna handlingar i ett statligt affärsverk

Den här uppsatsen handlar om hur organisationer som omfattas av offentlighethetslagstiftningen men samtidigt bedriver affärsverksamhet på en konkurrensutsatt marknad uppfyller både offentlighetslagstiftningens krav kring hantering av allmänna handlingar och de krav som uppkommer från verksamheten. Syftet med uppsatsen är att ge kunskap om vilka faktorer som påverkar uppfyllnad av offentlighetslagstiftningens krav kring allmänna handlingar i offentligt affärsverksamhet som agerar på en konkurrensutsatt marknad. Uppsatsen är baserad på en fallstudie av affärsverket Luftfartsverket (LFV) och omfattar intervjuer, litteratur och dokumentstudier av både interna och externa dokument samt granskning av ett antal kammarrättsdomar rörande utlämnade av allmänna handlingar från LFV där beslutet har nekats med hänvisning till affärssekretess och sedan överklagats till kammarrätten. Uppsatsen huvudsakliga slutsatser är:  Lagstiftningen ger möjligheter att skydda affärskritisk information. Det finns dock en oro både inom verket och hos samarbetspartners att de som är satta att tillämpa regelverket vid begäran om utlämnade inte har tillräcklig kunskap att bedöma vad som är affärskritiskt för olika organisationer  Det finns viss administration kopplat till hantering av allmänna handlingar i ett affärsverk som en konkurrent som inte omfattas av offentlighetsprincipsregelverket inte har. Det finns både positiva och negativa effekter för ett affärsverk av denna administration och det har inte i denna studie kunnat påvisas vilket som överväger.  Vid förändringar i omvärlden är det av stor vikt att man gör en konsekvensanalys över hur regelverken ska tolkas och hanteras internt i organisationen om detta inte görs så kan det innebära att olika individer och grupper av medarbetare hanterar regelverken olika.  Medarbetarnas kunskap, insikt och tillämpning är avgörande för framgång.

En studie om informationskultur, informationsdelning och värdeskapande inom kommunala fastighetsbolag

Information är en råvara som ökar allt mer i värde. Det är ett nytt sätt att konkurrera och företag tvingas behandla information som strategiskt mål. En strategi för informationshantering bör innefatta strategi för företagets informationskultur. Tidigare forskning kring informationshantering har fokuserat dels på hårda värden som policys, rutiner och system och dels mjuka värden som beteende och normer, makt och delning av information. Syftet med denna studie är att studera informationskultur utifrån fyra olika kulturperspektiv; relation, regel, risk och resultat, för att fördjupa förståelse om sociala och kulturella aspekter i kommunala fastighetsbolag i Sverige. De kommunala fastighetsbolagen äger och förvaltar 860 000 lägenheter och omsätter 72 miljarder (2018) kronor. Om dessa företag kan skapa mer värde av sin information finns stora förutsättningar för att det skall ge positiva ekonomiska effekter för alla Sveriges kommuner och för dess invånare. Studien genomfördes med en kvantitativ metod och empiri samlades in genom en webbaserad enkät. Resultatet visar att det enbart finns små kulturella skillnader mellan bolagen och att den relationsinriktade kulturen är minst representerad bland samtliga bolag. Det finns förbättringspotential för dessa bolag att fokusera på relationsbaserad kultur. Om relationer får ett större utrymme inom bolagen finns goda möjligheter att det i sin tur leder till att bolagen får en bättre informationsdelning. / Information is a commodity that is increasing in value. It is a new way of competing and companies are forces to use information as a strategic goal. An information management strategy contains thoughts and ideas abouts the company´s information culture. Previous research on information management has on one hand focused on hard values such as policys, routines and systems and one the other hand on soft values such as behaviour and norms, power and sharing of information. The purpose of this study is to explore information culture from four different cultural perspectives; relationship, rule, risk and result to deepen understandring of social and cultural aspect of municipal property companies in Sweden. The municipal property companies own and manage 860 000 apartments and turnover SEK 72 billion (2018). If these companies can create more value from their information, there is a great opportunity to generate positive economic effects for all of Sweden’s municipalities and for its inhabitants. The study was conducted using a quantative method and empirics were collected through a web-based survey. The results show that there are only minor cultural differences between the companies and that the relationship-oriented culture is the least represented among all companies. There is potential for improvment for these companies to focus on relationship-based culture. If relationships are given more space within the companies, there is opportunities that this is return will lead to the companies having better information sharing.

Pourquoi les individus s‟informent et comment en arrivent-ils à consommer certains types d‟actualités et de médias au cours de leur vie ? À partir de ces questionnements nous avons interrogé quarante-six personnes aux profils contrastés pour mettre en parallèle les trajectoires biographiques et les parcours de pratiques informationnelles médiatiques. La première partie traite de la socialisation aux médias en pointant l‟influence de la classe sociale, de la famille,du sexe et du rapport à l‟école et à la lecture. Sont également mis en avant le rôle des études supérieures (durée et filière) et le niveau de politisation. Dans la deuxième partie nous interrogeons la compétence politique, les contextes de consommation et les capacités techniques. Un développement est spécialement consacré à l‟incidence d‟une « culture informationnelle médiatique » dans le processus individuel d‟appropriation des actualités. Ce travail contribue également aux réflexions méthodologiques qui concernent l‟étude des publics des médias, de la politisation et des usages des technologies de l‟information et de la communication (TIC). Les résultats invitent à appréhender le niveau d‟instruction et la position sociale comme les principaux facteurs explicatifs des comportements informationnels. / How do people get informed and are brought to pay attention to news and how do they go about consuming different types of news and media during their lives? With these questionsin mind we interviewed forty six individuals with various and diverse profiles so as to try tocompare their media practice itineraries. The first part focuses on socialization and media,particularly on what influences news consumption: social class, gender, family structure, and personal experience of schooling and reading. We also try to focus on the role of superior studies (field and duration) and the level of political awareness. In the second part we willfurther develop the various aspects of political sophistication, context of consumption(situation), and knowledge of technologies. One section is specifically dedicated to theconcept of "media information culture" in the individual process of appropriation of the news.This work also contributes to the methodological reflection regarding the study of media audiences, politics and use of information and communication technologies (ICT). The results invite to consider the level of education and social situation as primary factors explaining information and news consumption related behaviors.

Cette étude porte sur l’évolution des pratiques info-documentaires des étudiants de psychologie en troisième année de licence. Nous nous intéressons aux modifications engendrées par le numérique sur la culture informationnelle des étudiants. Nous défendons l’idée que le web transforme les valeurs, les représentations et les pratiques attachées à la culture académique. Nous abordons cette hypothèse à partir des matérialités documentaires et notamment des aspects éditoriaux. Ce travail croise des données issues d’entretiens réalisés auprès des étudiants et des enseignants, des analyses des discussions et des dépôts sur la plateforme Moodle, et des analyses sémiotiques de documents et de sites. Il développe particulièrement les phénomènes de circulation et d’hybridation dans les pratiques. / This study is about the evolution of third-year undergraduate psychology students' information practices. We look at the changes the digital world has brought about in students' information culture. We defend the idea that the web transforms values, representations, and practices within academic culture. We discuss this hypothesis through consideration of the document as a material form and through analysis of the editorial dimension of the document. This work confronts data obtained from interviews, with students and university professors as well as contributions to the Moodle learning Platform, and semiotic analyses of documents and websites. This research explores the notions of circulation and hybridation as applied to information practice.

It is relevant to study how individuals develop behavioral patterns and oriented attitudes toward information, which implies in doing an analysis from a cultural focus. This research discusses the style of information processes produced in a public university, and it has as general goal to analyze the style of information generated in the organizational environment of the Human Resources Department, in Federal University of Campina Grande (DHR UFCG), intending to define the formation of an informational culture. The methodological procedures were defined in quantitative and qualitative approaches, such as exploratory and descriptive research, characterized as a field study. The research universe comprehended a total of 39 members of the referred department. As instruments of data collection were used mixed questionnaire, semistructured interviews and a field diary to record observations. In the organization and analysis of quantitative data, it was adopted simple statistical techniques for tabulation of the percentage achieved with established averages to define the trends.The technique of content analysis was adopted for qualitative analysis in order to achieve the complexity of the object. Both techniques were associated with the triangulation strategy of data, systematized in tables and charts. The results indicate that in a greater and/or lesser degree, the styles of information are generated in the informational process of DRH UFCG. The nature of the styles revealed in the studied department contributes to the formation of an information culture, motivated by values, practices, attitudes, patterns, symbols, assumptions, rules, behaviors and rituals related to the information usage. Styles trends of information indicated the tendency in the current cultural typology in the researched environment, and highlighted the stage of information culture and its weaknesses, allowing subsequent management investments. In order for informational culture becomes increasingly appropriate and positive it is necessary to establish a better organization and operation of information and thus achieve strategic success in the department. / No entendimento que a informação perpassa por todos os meios processuais dos vários subsistemas de uma organização é possível direcionar estudos ao contexto organizacional, no que diz respeito a compreender e identificar as práticas de como os indivíduos trabalham a informação. Estudar a forma como os indivíduos desenvolvem padrões comportamentais e atitudes orientadas em relação à informação é mais do que relevante, o que implica fazer uma análise sob um enfoque cultural. A presente pesquisa discorre sobre o estilo do processo de informação gerado no ambiente de uma universidade pública, com o objetivo geral de analisar o estilo do processo de informação gerado no ambiente organizacional da Secretaria de Recursos Humanos da Universidade Federal de Campina Grande, com vistas à definição da formação de uma cultura informacional. Os procedimentos metodológicos foram definidos nas abordagens quantitativa e qualitativa, como pesquisa exploratório-descritiva, caracterizada como estudo de campo. O universo pesquisado abrangeu um total de 39 participantes integrantes da Secretaria. Como instrumentos de coleta de dados foram utilizados: questionário misto, entrevista semiestruturada e um diário de campo para registrar as observações. Na organização e análise dos dados quantitativos foram adotadas técnicas de estatísticas simples para tabulação do percentual atingido com atribuições de médias aritméticas para definição das tendências. A técnica de análise de conteúdo foi adotada para a análise qualitativa, de forma a atender a complexidade do tema abordado. As duas técnicas foram associadas com a estratégia de triangulação dos dados sistematizados em tabelas e quadros. Os resultados obtidos indicam que, em maior e/ou menor intensidade, os estilos de informação são gerados no processo informacional da SRH da UFCG. A configuração dos estilos, revelados no setor pesquisado, contribui à formação de uma cultura informacional, motivados por valores, práticas, atitudes, padrões, símbolos, pressupostos, regras, comportamentos e rituais em relação ao uso da informação. As tendências aos estilos de informação proporcionaram a inclinação para a tipologia cultural vigente no ambiente pesquisado ao sinalizar o estágio da cultura informacional e suas fragilidades, permitindo investimentos gerenciais posteriores. Para que a cultura informacional se torne, cada vez mais, adequada e positiva é necessário que se estabeleça uma melhor organização e operacionalização da informação, para assim alcançar êxito estratégico no setor.

Em 1945, outra associação foi fundada, a Associação Esportiva e Cultural Okinawa de Marília (AECOM). Essas duas associações trouxeram contribuições essenciais para a disseminação da cultura japonesa e para a construção da identidade dos imigrantes em Marília e região. Nesse âmbito, esta pesquisa objetiva analisar como se deu o desenvolvimento dessas associações, em relação à cultura informacional, à memória e à identidade japonesa, uma vez que não foram identificados estudos sobre essa contribuição para a referida comunidade e para os brasileiros que vivem em Marília. Portanto, estuda-se o papel dessas associações na construção da identidade e da cultura japonesa em Marília, a partir dos relatos e da memória de seus participantes e dos documentos que constituem seus acervos. A pesquisa contempla uma abordagem qualitativa, de natureza exploratória, usando como procedimentos metodológicos a pesquisa bibliográfica e História Oral, além do estudo dos documentos que fazem parte do acervo histórico do Nikkey Clube de Marília e da Associação Esportiva e Cultural Okinawa de Marília (AECOM), que constituem o universo de pesquisa deste trabalho. Como resultado, apresentamos as motivações identificadas durante a pesquisa para a criação e manutenção das referidas associações no que se refere a cultura informacional que se desenvolveu a partir do relacionamento de imigrantes, seus descendentes e a comunidade local. / The first Japanese arrived in Marilia in 1926, and already in 1930, was founded the first Japanese association in this city, the Nikkei club Marilia. In 1945, another association was founded, the Sports and Cultural Association Okinawa Marilia (AECOM). These two associations brought essential contributions to the spread of Japanese culture and the construction of identity of immigrants in Marilia and region. In this context, this research aims to analyze how has the development of these associations, in relation to the information culture, memory and the Japanese identity, since they were not identified studies on this contribution to that community and to Brazilians living in Marilia. Therefore, studying the role of these associations in the construction of identity and Japanese culture in Marilia, from the reports and the memory of its participants and the documents that make up their collections. The research includes a qualitative approach, exploratory, using as methodological procedures to literature and oral history and the study of the documents that are part of the historical collection of the Nikkei club Marilia and Sports Association and Cultural Okinawa Marilia (AECOM) which constitute the universe for this work. As a result, we present the motivations identified during the research for the creation and maintenance of the association regarding the information culture that developed from immigrants relationship, their descendants and the local community.

L’intelligence économique (IE) et la veille sont des stratégies d’entreprise qui sont bien implantées dans les grandes entreprises et les grandes PME. Depuis le rapport Carayon en 2003, l’intelligence économique est devenue une politique publique. Ces concepts ont intéressé assez tôt plusieurs disciplines scientifiques, ce qui leur confère un caractère interdisciplinaire. Ce sont des objets empiriques et hybrides car ils sont issus des pratiques des entreprises. Les principales disciplines à s’y être intéressées sont les SIC et les sciences de gestion, pour les principales, mais aussi les sciences économiques. Le sujet a été beaucoup observé, surtout dans les grandes entreprises, notamment par les sciences de gestion car l’intelligence économique et la veille sont principalement des stratégies d’aide à la décision. Aujourd’hui, en SIC, ces objet sont étudiés notamment d’un point de vue informationnel, car l’information se situe au cœur des processus examinés. Il existe des problématiques récurrentes à l’analyse de ces concepts, assez jeunes, qui tournent autour des difficultés d’implémentation de ces stratégies dans les entreprises d’une part, et des obstacles à l’établissement de la politique publique française en la matière d’autre part. Des paradoxes existent à leur sujet. Les petites entreprises et notamment les TPE ont été très peu étudiées par les diverses disciplines scientifiques qui s’y intéressent ce qui paraît surprenant au regard de l’importance de ce type de structure dans l’économie nationale. Par ailleurs, les politiques publiques, assez bien perçues par les grandes entreprises et grandes PME, échouent à percer auprès des petites entreprises. Ce qui nous amène à nous interroger sur les raisons des obstacles constatés au sujet de ces stratégies et politiques publiques auprès des petites entreprises. Les postulats de cette recherche, qui se positionne dans le courant compréhensif, sont fondés sur l’idée centrale qu’il existe des caractéristiques spécifiques aux petites entreprises du fait de leurs contraintes structurelles. Ces petites entreprises mettent en œuvre des stratégies d’IE disruptives, qui leur sont propres, et qui sont fondées sur des processus inverses à ceux qui sont modélisés pour les grandes entreprises. Ces processus sont à caractère communicationnel. L’intelligence économique et la veille dans les petites entreprises s’établissent sur une culture informationnelle collaborative de partage des informations. Ces stratégies sont mises en œuvre dans le cadre d’une structure organisationnelle innovante, réticulaire, la quasi-organisation, à la communication organisante et construite sur une stratégie réseau. Enfin, l’intelligence économique dans la petite entreprise s’appuie sur une sphère de médiation, la biocénose économique, constituée d’un enchevêtrement de relations entre plusieurs acteurs dont les institutions semi-étatiques qui jouent un rôle moteur. Les résultats d’une enquête effectuée auprès de dirigeants de petites entreprises dans le secteur aéronautique spatial défense en Nouvelle Aquitaine, secteur innovant s’il en est, viendront illustrer un modèle d’intelligence économique adapté à la petite entreprise qui sera proposé à la discussion. / Competitive intelligence (CI) and business intelligence are strategies that are well established in large companies and large SMEs. Since the Carayon report in 2003, competitive intelligence has become a public policy. These concepts have been of interest to several scientific disciplines since then, which gives them an interdisciplinary character. They are empirical and hybrid objects because they are derived from the practices of companies. The main disciplines to be studied here are the CIS and the management sciences, for the main ones, but also for the economics. The subject has been much observed, especially in large companies, notably by the management sciences because the competitive intelligence is mainly strategy of decision support. Today, in SIC, these objects are studied in particular from an information point of view, because information is at the heart of the processes examined. There are recurring problems in the analysis of these rather young concepts, which revolve around the difficulties of implementing these strategies in companies on the one hand, and the obstacles to the establishment of French public policy on the matter on the other hand. There are paradoxes about them. Small businesses and especially very small businesses have been little studied by the various scientific disciplines concerned, which is surprising given the importance of this type of companies in the national economy. On the other hand, public policies, which are fairly well perceived by large companies and large SMEs, fail to penetrate small businesses. This leads us to question the reasons for the barriers to these small business strategies and policies. The postulates of this research are based on the central idea that there are characteristics specific to small enterprises because of their structural constraints. These small companies are implementing their own disruptive CI strategies, which are based on processes that are inverse to those modeled for large enterprises. These processes are communicational in nature. Competitive and business intelligence in small businesses are based on a collaborative information-sharing culture. These strategies are implemented within the framework of an innovative organizational structure, reticular, quasi-organization, based on an organizational communication and built on a network strategy. Finally, competitive intelligence in small enterprises is based on a sphere of mediation, economic biocenosis, constituted by an entanglement of relations between several economic actors including state institutions which play a leading role.
