"Inspector" in accordance with the literal interpretation may be called to oversee and inspect. In the police system in the Taiwan region, "duty inspector" is the terminology of the police; mainland China public security organs at or obove the county level, there are "Police Inspector" are prepared. Police services are fighting as the army. Therefore, only to maintain discipline and protect the rights of the police, the people can feel happy and social security will be stable. However, how to exercise the inspectors¡¦ powers¡H These are thesis research motivation. Through the research and analysis of the five major frameworks, this research found that applied "structural stress theory" by sociologists Merton, and found out the inspector¡¦s powers to control the five types of objects. Administrative organization of soundness (for example, the inspectors¡¦ class of the municipal government police station of Taiwan province is too low, or add to inspectors¡¦ allowance), use of limitation of administrative power (for example, as far as possible trying "inspector guidance" instead of " inspector punishment"), the exercise of administrative relief (for example, mainland China should incorporate administrative internal management affairs into the "Administrative Procedure Law of the People¡¦s Republic of China"), perfection of administrative supervision (for example, refer to the practice university evaluation system, or set up Foundation bodies evaluation of the police internal control supervision) for the proposed suggestions. Last but not least, the role of inspectors is very clear. Generally everyone think that inspectors are "managing the police of the police". In fact, in addition to "management-style inspectorate", "operation-style inspectorate" should be the best method.

Tato diplomová práce si klade za cíl představení České inspekce životního prostředí jako orgánu státní správy provádějící dozor v oblasti ochrany životního prostředí. Česká inspekce životního prostředí byla založena zákonem č. 282/1991 Sb., o České inspekci životního prostředí a její působnosti v ochraně lesa. Postupně byla její působnost rozšířena i do dalších oblastí ochrany životního prostředí. Česká inspekce životní prostředí plní ve společnosti nezastupitelnou funkci a snahou této práce je specifikovat činnost České inspekce životního prostředí, její právní úpravu, ale také srovnání s jinými inspekčními orgány.

School Leadership Response to External Evaluation: A Case Study of the National Education Inspectorate in Jamaica

The study was conducted using a qualitative case study design. It examined the perceptions and responses of leadership to the National Education Inspectorate (NEI) inspection process in a selected high school in central Jamaica that had been found to be operating at an unsatisfactory level since March, 2011. The assessment was done by collecting data from multiple sources, specifically structured and semi-structured interviews of the leadership of the institution to gain their perspectives, class observations and school documents. In addition, interviews were conducted with other important stakeholders such as parents and students to ascertain their views on the issue being studied. The findings of the study were then used to evaluate the impact of the NEI on the progress of the institution. From the findings, eight recommendations have been made relating to practice, policy and further research. / Educational Leadership

Death on the Warwickshire coalfield : an examination of the contribution of miners, coalowners and the State to the decline in mining fatalities in the British coal industry in the period of expansion 1840 to 1913

This thesis examines the development of health and safety in the British coalmining industry in the period of rapid expansion 1840 to 1913 through a case study of the Warwickshire coalfield. It will assess the contribution of the miner, the coalowners and the State to improvements to mine safety. Although historians have been attracted to this period of coalfield expansion, they have tended to concentrate upon the complex economics necessary for success or the fractious record of industrial relations, with health and safety marginalised to the periphery. They have also mainly taken their exemplars from the important coal exporting activities of the North-East and South Wales, together with the larger coalfields of Scotland, Lancashire, Yorkshire and Nottinghamshire. By studying the Warwickshire fatalities and comparing that experience with the neighbouring counties of the East Midlands and national data, this thesis will reveal how local factors influenced safety in the mines. The individual miner had little influence upon mine safety in the period 1840 through to the mid 1870's when the sub-contracting butty system removed owners from the responsibilities of production. The establishment of a permanent Warwickshire Miners’ Association from the 1880’s, characterised by moderate leadership who sought to work closely with employers, gained for the Warwickshire miner superior earnings and conditions of employment, even when compared to neighbouring coalfields in the prosperous Midland Division. This undermines the national caricature of coalowners as brutal capitalists with little regard for their workers or communities where they gained their wealth. The results showed conclusively that it was not the mode of management but the size of the enterprise that was the dominating factor. Fatalities increased in the large deep mines that became more common at the turn of the century and were more susceptible to deaths from falls of coal and men crushed by wagons on the surface. The role of the State was somewhat patchy. Mine Inspectors could recommend that horses employed in oncost haulage should work in shafts rather than chains and that low tension batteries should be used to bring down coal, but owners were free to ignore this advice, with fatal consequences to the workforce. They were more successful in promoting the professionalization of mine management and at the turn of the century legislation was the dominant factor in the adoption of patent explosives to replace the use of gunpowder in Warwickshire mines. This thesis builds upon recent studies by McIvor and Mills which have sought to address this neglect of health and safety in the British coal mining industry. By approaching this through the study of a small coalfield that has largely been ignored by mining historians, it reveals how local factors influenced the contribution of the miner, the coalowner and the State to the problem of accidents and fatalities in the coal industry.

On the entry barriers in the independent school market

This paper examines and evaluates one of the entry barriers in the Swedish upper secondary school market,the governmental imposed restriction which states that the establishment of an independent school can notresult in substantial negative eects for municipal schools. Identication of what variables are consideredwhen ruling the establishment of an independent school inappropriate due to the risk of causing substantialnegative eects is carried out through quantitative analysis by gathering data from a stratied sample ofapplications sent in to the Swedish School Inspectorate 2011 and 2012 to start or expand independentschools. The probability of getting an application to start or expand independent school is regressed on thepredicted number of remaining students at municipal schools, on the predicted student population changeand on the municipality recommendation. The models developed show that the predicted number ofstudents left in municipal schools has a big impact on the probability of getting an application approvedwith distinct kinks in the explanatory power. The result also show that the predicted student populationschange is taken into account but that the municipal recommendation is not.

The purpose of this thesis is to analyze the regulatory power, efficiency and impact of export control on Swedish arms export from the 1980s onwards, linked to the delegation of authority of permit license to the Inspectorate of Strategic Products in 1997. An increase in the administrative sector, based on a collective decision making process and established criteria and guidelines, aimed to strengthen the control of arms export to non-democratic and problematic states. In short, the aim of the study is to investigate and analyze whether there was a decrease in the arms export to problematic states or not. On one hand, it is reasonable to assume that the introduction of the new regulation entailed a more strict arms export policy. However, previous research has showed that regulations are sometimes not effective since incentives to breach these may be present. The study begins by examining the Swedish case and situation in terms of arms manufacturing and export, as well as the delegation of authority and legislation applied to the field over time. The general conclusion is that the legislature regulations and guidelines are vague in their design, as well as outdated, accompanied by the fact that new concepts, terms and classifications are introduced. The statistics are then approached by way of the analysis of the volume and composition of the trade and of the number and shares of problematic export in relation, based on the classifications of recipients regarding political freedoms and democratic rights. Finally, a correlation analysis is conducted and shares of problematic export is compared with the total arms export over time in order to interpret development. The results indicate that the delegation of authority regarding permit licensing to the Inspectorate of Strategic Products has not led to a decrease in the numbers of disputed shares. What is more, the study demonstrates that the delegation has led to a decrease in the responsibility concerning the arms export authority that can be correlated to the continuous high levels of disputed export, which might be approved. The existence of generic guidelines that are open to interpretation combined with an outdated set of legislature, plays a large role in this.

Syfte: Syftet med denna uppsats är att utifrån Finansinspektionens nya regelverk om belöningssystem som infördes 2010 se om det har bidragit till en förändring i motivationen hos medarbetarna på Skandinaviska Enskilda Bankens distrikt Stockholm Norr. Metod: Datainsamlingen görs i form av en kvantitativ enkätundersökning med ett utskick till samtliga medarbetare på de utvalda bankkontoren inom distrikt Stockholm Norr på Skandinaviska Enskilda Banken. Teori: De teorier som används i studien är Abraham Maslows behovspyramid, David L Stums performance pyramid och Vrooms förväntningsteori. Slutsats: Motivationen hos medarbetarna på bankkontoren inom distrikt Stockholm Norr har inte förändrats trots en minskning i förmåner genom den nya ersättningspolicyn.
