Magistro baigiamajame darbe išanalizuotos viešosios ir privačiosios partnerystės formos ir jų taikymo galimybės viešųjų paslaugų sektoriuje. Taip pat pateikiamos rekomendacijos koncesijų taikymo kelių statybos srityje tobulinimui. Pirmoje darbo dalyje teoriškai išanalizuoti tradicinio ir modernių viešųjų paslaugų teikimo būdų teoriniai aspektai, ypatingai išryškinant specifinius jų bruožus, privalumus ir trūkumus. Antrajame skyriuje analizuojami praktiniai koncesijos taikymo kelių statyboje atvejai – Palangos ir Vilniaus aplinkkeliai. / Master's thesis analyzed the public-private partnership forms and applications for the public service sector. It also provides guidance on the application of concessions in the field of road construction development. The first part of the theoretical analysis of the traditional and the modern public service delivery methods of theoretical aspects, particularly highlighting their specific features, pros and cons. The second section discusses the practical application of the concession road construction cases - Palanga and Vilnius bypasses.

Be to, Lietuvoje integracijos procesui žengiant į priekį, bendrojo lavinimo mokyklose daugėja mokinių, kurie be bendrųjų poreikių, būdingų visiems mokiniams, turi ir specialiųjų ugdymosi poreikių. Savo darbe paauglių, turinčių specialiųjų ugdymosi poreikių, integruotų į bendrojo lavinimo mokyklas elgesio ir emocijų raiškos sąsajas su socialine aplinka vertinti pasirinkom BASC-2 (vaikų elgesio vertinimo sistema) metodiką. Ši metodika leidžia tirti asmenybes įvairiais aspektais. Paauglius, turinčius specialiųjų ugdymosi poreikių, integruotus į bendrojo lavinimo mokyklas vertino patys paaugliai, tėvai bei mokytojai. Taip galėjome gauti išsamesnį individualų vaizdą apie tiriamuosius. Ši metodika leidžia identifikuoti sutrikimą elgesio ir emocijų srityje. Ši vertinimo sistema suteikia pagrindą ugdymo ir sutrikimų šalinimo programai plėtoti. Apart from this, due to integration progress in Lithuania the number of teenagers who besides general needs typical of all students have special educational needs as well is increasing in secondary schools. In my project in order to evaluate the behavioral and emotional links with social environment of teenagers, with special educational needs, who have been integrated into secondary schools BASC – 2 methods has been chosen (Behavior Assessment System for Children, Second Edition). This method enables to test a personality at different aspects. Teenagers with special educational needs who have been integrated into secondary schools were assessed by teenagers themselves, parents and teachers. Resin found within Canaanite amphorae from the Late Bronze Age shipwreck discovered off the coast of southwest Turkey at Uluburun has previously been identified as Pistacia sp. Although evidence from Egypt suggests that this resin was in high demand and typically transported in such amphorae, it has also been proposed that the amphorae contained wine, with the resin used to seal the interior surfaces and to flavour and/or preserve the wine. To attempt to resolve this question, we have analysed five samples of pistacia resin found in amphorae from the shipwreck using a range of analytical techniques which have used in the past for the analysis of wine residues: spot tests, FT-IR, and HPLC-MS-MS. As well as the archaeological samples, we have analysed modern samples of pistacia resin, leaves and fruit to determine the effectiveness of each technique and to exclude the possibility of false positive results. In addition to the analyses for wine we also detail analysis (GC-MS) of the terpenoids for the purpose of further molecular characterisation of the resin. Bulk stable isotope analysis was used in comparison with similar resins to attempt to identify the geographical origin of the resin.

Diese Magisterarbeit beschäftigt sich mit der Analyse des deutschen Konstitutionalismus im 20. Jhr. In dieser Arbeit wird kurzer Exkurs über die ersten deutschen Reichsverfassungen von 1849 und 1871 gemacht, sowohl die verfassungsgebende Prozesse des 20. Jhrs. und historische Voraussetzungen für die Entstehung von Weimarer Verfassung im Jahr 1919 und des Grundgesetzes im Jahr 1949, ihre Bedeutung und Einfluss auf den Konstitutionalismus des 20. Jhrs. analysiert.

Law system secure independence of the judge and the court of the Republic of Lithuania from other govermance branch or individual person. Alongside, it guarantee fairminded and unprejudiced procecution of the justies.

The purpose of this writing is to analyses the doctrine of informed consent. Person exercises his autonomy by making informed and reasonable decisions. The writing attempts to disclose a theoretical and practical role of the informed consent institute and its influence on physician’s civil liability. This work consists of five parts. First of all is given ethical importance of informed consent doctrine. In the following parts of the work it is analyzed national and international regulations on informed consent. There is short Lithuanian case law on informed consent overview. At the end it is concluded that there are some gaps in Lithuanian law concerned with informed consent.

The subject of developed theme is xenotransplantation as future alternative to allotransplantation. because of its an experimental nature and being unrecognized as therapy method, xenotransplantation causes ethical and legal problems, which must be solved before the clinical trials start. Variuos sources of information and reports of councils on bioethics are used to examine the ethical issues raised by xenotransplantation. The other part of work is based on overlooking and analysis of World health organization, council of Europe and European Union laws concerning xenotransplantation, which help to reveal the legal problems. The main point of the master’s thesis – scrutinize the international status and position of Kaliningrad oblast. From the historical overview it can be determined that the sovereignty over the territory of the Kaliningrad oblast passed over the course of centuries from the Teutonic Order, to the Duchy of Prussia, to the Kingdom of Prussia, to the Kingdom of Germany, to the enclave of East Prussia and finally to the USSR. The relation of an exclave to its state is of state-legal nature. The legal nature of an enclave is to be viewed from the points of view of the surrounding (enclaving) state, the mainland, and the third states. Since the enclave is an inherent part of the mainland state, it is guided by the mainland’s national politics and legal system that’s why from the point of view of the enclave; this power is the most important one. It was one of the master’s thesis tasks to estimate the factors that caused the establishment of the Kaliningrad oblast on the nowadays map to assess the legal oblast’s status according the Potsdam Agreement and the way it was incorporated in the mother state. After scrutinizing the provisions of the Potsdam Agreement and Treaty of the Final Settlement with Respect to Germany one can state that the legal status of Kaliningrad oblast is to be determined. National copyright laws generally mirror the international laws. New technologies have spawned new laws, so this effort is more important than ever. Specific copyright legislation needs to be revised, especially those concerning internet service provider liability for the copyright infringements committed by their users as well as administrative and criminal law.
