Stakeholders' Roles in Prioritizing Technical Vocational Education and Training in Postconflict Liberia

Postconflict governments and counterparts have collaborated to provide skills training to communities as a critical postconflict development strategy. In these undertakings, the role of community members remains largely undefined. The purpose of this qualitative descriptive case study was to understand the perceptions held by rural community members regarding the role they played in influencing government's policy priority for technical and vocational education and training (TVET) as a local human development strategy in postconflict Liberia. The conceptual framework was based on human capital theory and concepts of motivation and achievement. Fourteen participants were purposefully selected for the study. Data were collected from interviews, focus group discussion, and documents and analyzed using constant comparison. Results indicated that increasing human capital, restoring self-esteem, encouraging civic participation, and building peace were among the community members' motivations for establishing a skills training institution. Leadership, advocacy, and ownership were major roles community stakeholders played in establishing their local skill training institution; voluntarism and collaboration were found to be strategies for support to the local TVET initiatives. Findings have positive social change implications for facilitating community-initiated TVET programs for youth employment as well as informing TVET policies in countries transitioning from conflict to development.

<p>This paper is a Master thesis for the Master’s program in International and European Relations in the Department of Management and Economics at Linköping University. As the title indicates, the aim of this thesis is to make a comparative analysis of the conflict resolution initiatives that were employed in the Sierra Leonean and Liberian conflicts. The research questions are:</p><p> • What were the root causes and trajectories of the Sierra Leonean and Liberian conflicts? </p><p>• What were the conflict resolution initiatives employed in resolving both conflicts? </p><p>• Why did the Lome Peace Accord succeed in the case of Sierra Leone whilst the Abuja Peace Accord failed in bringing peace to Liberia? </p><p>In order to answer the afore-mentioned questions and fulfil the aim of this paper, a qualitative research method has been chosen. The study is mainly based on secondary sources such as textbooks, official documents from ECOWAS and the UN, articles, magazines and newspapers as well as internet resources. In making the comparative analysis the Conflict Transformation Model as espoused by Kumar Rupesinghe has been utilized. This model has specifically helped in explaining the reasons why peace returned to Sierra Leone but eluded the people of Liberia for a long time. The conclusion drawn from the study is that a multi-track approach is required in dealing with conflicts in West Africa so that it would touch on the context of the conflict, the conflict structure, the intra-party as well as the inter- party divisions and the broader system of society and governance within the conflict area.</p>

Characterization of Severe Malaria in Liberian Children 5 Years Old and Younger

Malaria continues to be a challenging problem in the developing world, and the burden of this life threatening disease continues to be borne by young children living in Sub Saharan Africa. One of the biggest challenges to the prevention and control of this problem lies in accurately diagnosing malaria, and distinguishing it from the many other febrile illnesses which present in children in this age group. Liberia is a West African country with a high burden of malaria. Very little is known about the presentation of severe malaria in children aged 5 years old and younger in Liberia. We undertook a prospective, hospital -based study of children 5 and under presenting to JKF Medical Center, the national referral hospital, with fever and signs and symptoms consistent with malaria. The aims of our study were to determine: 1) the frequency of confirmed malaria cases, 2) the frequency of non-malaria diagnoses, 3) the prevalence of anti-malarial drug resistance mutations, 4) the presence of other life threatening etiologies of febrile illness such as S. typhii and Dengue virus and 5) immunological profiling associated with severe malaria. We analyzed clinical and laboratory data from 462 children age 5 and under who presented to the national referral hospital in Monrovia, Liberia with signs and symptoms consistent with malaria over a one year period. Key findings included determining the demographic factors most closely associated with severe malaria in this population (age > 1yr and urban environment) and those that were negatively associated with the development of severe malaria (prior episodes of malaria, use of bednets and use of anti malarial medications prior to presentation). The clinical symptoms most closely associated with severe malaria in this population were found to be headache and vomiting. We found that 33% of children admitted and treated for severe malaria did not test positive for malaria by rapid diagnostic testing (RDT) or blood smear. These children had a case fatality rate that was 5 times higher than their RDT positive counter parts. Of the RDT negative children, 2 tested positive for salmonella typhii, but were not treated for this pathogen. Upon discharge from the hospital, 11% of children had resolved their symptoms, but had not cleared their malaria parasites. These findings will help to identify the children who present with true severe malaria in Liberia. They also underscore the need to expand diagnostic capabilities to determine which other types of pathogens cause febrile illness in this population, so that adequate treatment can be extended to these patients. The immunoprofiles of these children revealed 3 IgM antibodies (AMA-1, CSP and LSA-1) that were associated with the development of severe malaria. These antibodies also appear to be associated with initial infection with malaria. Such data will help to identify antigens could be potential targets for malaria vaccines, and which can play an important role in the development of new malaria diagnostics for this population.

A critical appraisal of collaborative partnerships between business and NGOs in post-conflict settings in Africa

Collaborative relationships between business and non-governmental organisations (NGOs), is offering innovative business practices, as a new and emerging concept. The potential of this phenomenon to offer market-orientated solutions to the social and developmental challenges confronting us globally is imminent. The significance of this concept for businesses in post-conflict settings in Africa is particularly relevant for Africa as the next growth market. Critically examining this evolving concept, this study looks at the perceptions and nature of collaborative relationships between business and NGOs in post-conflict settings, the contributory and inhibiting factors, as well as its characteristics towards closing the gap in knowledge.Twenty leaders of businesses and NGOs in Burundi, Sierra Leone and Liberia, involved in collaborative relationships, were interviewed. The concept was scrutinized in a qualitative study, using in-depth interviewing with qualitative and quantitative data collection methods. The methodology allowed innovative practices of collaborative relationships in post-conflict countries to be reflected on.The findings related to the embryonic and evolving nature of collaborative relationships between businesses and NGOs in post-conflict countries reflect a model of innovative cases for enhancing business processes. The model of Business Process Enhancement (BPE) is conceptualised from the results of this study. This Master's Thesis is devoted to the United Nations peacekeeping, particularly second- generation operations in the early 1990s and their evaluation. The aim of the thesis is to evaluate the (lack of) success of the selected missions, which were the first examples of operations authorized under Chapter VII of the Charter of the United Nations. The theoretical part focuses on the concept of peacekeeping itself, historical development, types of peace operations and literature review, as there are various criteria on how to evaluate peacekeeping missions. For the purpose of this thesis, the work examines three peace operations - the United Nations Protection Force (UNPROFOR), the United Nations Missions in Somalia (UNOSOM I and UNOSOM II) and the United Nations Observer Mission in Liberia (UNOMIL). The case studies provide a brief overview of the conflict, the main roots of the conflict, a response from the international community, deployment of the mission and its evaluation according to the selected framework. Furthermore, the supplementary discussion regarding the development and situation in the country in the aftermath of the mission's withdrawal enriches the case study. Blind to faith: Participation of faith leaders in a gender-based violence prevention project in Liberia

Sexual and gender-based violence against women and girls is a major challenge across the world which requires engaged and sustained action to see change (Abramowitz and Moran, 2012). Communication for Development approaches are often used in GBV-prevention programmes because they provide a means of engaging people at a community-level, whether that is through one-way behaviour-change messages on mass media or through participatory community projects engaging people in dialogue. Through analysis of the Episcopal Relief and Development (ERD) Project on ‘Engaging Faith-Based Organizations to Prevent Violence Against Women & Girls and Increase Survivors’ Access to Services (2015-2017)’, this degree project explores the question of whether engaging with the faith-realities of communities will increase the depth of participation amongst participants. The ERD project focusses on equipping faith leaders, both Muslim and Christian, to engage in activity which shares GBV-prevention messages with their congregations and points victims and survivors to relevant support services. From the available data, it is not possible to conclusively argue that engagement with the faith context enhanced the depth of participation. However, applying three of Freire’s concepts, namely conversion to the people, dialogue and context, I argue that the ERD project aligns with Freire’s conceptualisation of participation more closely than similar projects that are ‘faith blind’.

Experiences and Perceptions of Liberian Business Leaders' Transformational Leadership Skills

African business leaders may not be effective because of a lack of transformational leadership skills. Business leaders applying transformational leadership skills can strengthen relationships with followers and enhance organizational performance. The purpose of this phenomenological study was to explore the experiences and perspectives of Liberian business leaders regarding transformational leadership skills needed to lead profitable organizations. Building on a conceptual framework of transformational leadership theory, data were obtained from open-ended interviews of 20 Liberian business leaders operating in the capital city of Monrovia. Interviews were transcribed, coded, validated through transcript review, and analyzed to generate themes. The most prominent themes were the need for Liberian business leaders to act as role models, to attend to individual employee's needs, and to demonstrate ethical conduct. The findings indicated that Liberian business leaders may adopt transformational leadership to help a company gain a competitive advantage, make profits, and enhance employees' commitment and organizational performance. These findings may contribute to positive social change by creating awareness among Liberian business leaders about the benefits of transformational leadership to expand company operations, create employment opportunities, and contribute to poverty reduction in Liberia. Research findings may be useful information to Liberian policymakers, business leaders, and scholars seeking to understand business leadership challenges in a postconflict economy.

Indigenising post-war state reconstruction. The Case of Liberia and Sierra Leone.

Current approaches to post-war state reconstruction are primarily dominated by the liberal peace thesis. These approaches tend to ignore the indigenous institutions, societal resources and cultural agencies of post-conflict societies, although such entities are rooted in the sociological, historical, political and environmental realities of these societies. Such universalised and `best practice¿ approaches, more often than not, tend to reproduce artificial states. The Poro and Sande are the largest indigenous sodality institutions in the `hinterlands¿¿a pejorative term attributed to rural Liberia and Sierra Leone. Both the Poro and Sande exercise spiritual, political, economic and social authority. In this thesis, I use critical realism and the case study approach to investigate: a) the extent to which the liberal peace practitioners who are leading state reconstruction in Liberia and Sierra Leone recognised the role and potential utility of the Poro and Sande institutions; b) the extent to which the Poro and Sande were engaged; and c) the implications for the quality and viability of the reconstructed states. This evidence-based research suggests that the liberal peace project sidelined indigenous institutions, including the Poro and Sande, in the post-war recovery and rebuilding exercises. The disregard for indigenous and emerging resources in the context of state reconstruction in Liberia and Sierra Leone has contributed to the resurgence of 19th century counter-hegemonic resistance from the sodality-governed interior of both countries. At the same time, the reconstructed states are drifting back towards their pre-war status quo. Authority structures remain fragmented, kleptocracy is being restored, webs of militarised patronage networks are being emboldened, and spaces for constructive dialogues are shrinking. This thesis underscores the need for indigenisation as a complementary strategy to help reverse the deterioration, and to maximise gains from massive investments in peacebuilding.

Communicating and engaging with crisis-affected people in humanitarian responses: a case study of the Red Cross Ebola response in Liberia

Changing the approach to communication and engagement with the local people in Liberia during the Ebola response turned out to be a key strategy in the Red Cross’ work. The Liberian Red Cross’ communication with the crisis-affected people changed significantly during the fight against the Ebola virus, from top-down information to a more dialogical communication approach. The Ebola epidemic in West Africa has caused more than 11 000 deaths since the outbreak in March 2014. The task of defeating the virus seemed overwhelming at times, but the outbreak finally stopped and all the three worst hit countries: Guinea, Sierra Leone and Liberia were declared Ebola-free by the World Health Organization. Communication with and participation of the people the aid organizations target have been a central issue for discussion within the international community and development agencies for a long time. During the Ebola response it was clearly stated that communicating and engaging with the people living in the affected area was a core approach during and after the response. This thesis explores how one of the responding humanitarian organizations, The Red Cross, used communication with the crisis affected people in Liberia as a tool in their response to help stop and prevent the virus from spreading. The study is done as a case study. Main components of the case, and focus for the analysis, are semi-structured interviews with staff and volunteers from the Liberian Red Cross that worked with communication and operational activities during the Ebola response. Red Cross documents from the Ebola response, policy, planning, evaluation and training-documents, are also important part of the case.
