Il a été observé ici le différend entre les Etats-Unis et le Brésil à l'OMC comme l'objectif principal et la question des droits sur des brevets pharmaceutiques et de la demande de licence obligatoire en tant que droit humain à la santé publique dans le contexte du commerce multilatéral mondial, en utilisant le transconstitucionalismo comme un outil analytique entre les systèmes juridiques impliquées dans le différend. / Este trabalho analisa o percurso percorrido pelo Brasil desde a assinatura do Acordo Sobre Aspectos do Direito de Propriedade Intelectual Relacionado ao Comércio ADPIC, da Organização Mundial do Comércio OMC, até o pedido de licença compulsória do medicamento Efavirenz utilizado no programa nacional de tratamento e combate ao vírus do HIV/AIDS. Observouse aqui a disputa entre Estados Unidos e Brasil na OMC como foco principal e divisor de águas na questão sobre os direitos a patentes farmacêuticas e o pedido de licença compulsória como direito humano à saúde pública no contexto do comércio multilateral mundial, utilizando o transconstitucionalismo como ferramenta de análise entre as ordens jurídicas envolvidas na disputa.

The analytical part includes a description of methods recommended by OECD and their use for royalties transactions. The practical part describes a methodical procedure for establishing the transfer price of royalties, which is then used in the next part for a model example.

The main goal is to create videos and a set of tools, which are able to transform  input videos into a dataset used for traffic monitoring neural networks. Used programming language is Python, graphical library OpenCV and framework PyTorch for implementation of neural network.

The thesis consists of three parts. Theoretical description of digital image processing, optical character recognition and design of system for car licence plate recognition (LPR) in image or video sequence. Theoretical part describes image representation, smoothing, methods used for blob segmentation and proposed are two methods for optical character recognition (OCR). Concern of practical part is to find solution and design procedure for LPR system included OCR. The design contain image pre-processing, blob segmentation, object detection based on its properties and OCR. Proposed solution use grayscale trasformation, histogram processing, thresholding, connected component,region recognition based on its patern and properties. Implemented is also optical recognition method of licence plate where acquired values are compared with database used to manage entry of vehicles into object.

Anonymizace SPZ vozidel / Car Licence Plate Anonymization

While browsing an online map server, continuous photographs of certain places can be browsed as well. When the map service takes pictures of a public space, there are some personal data captured as well (i.e. faces, car licence plates). The goal of this thesis is the design of automated car licence plates anonymization system, optimized for the Panorama service provided by the Seznam.cz a.s. corporation. In this thesis, the process of car licence plate anonymization is divided into two parts: the first one solves a detection of cars and the second solves a car licence plate localization in the selected image. The car detection is based on the deep neural network approach, the car licence plate localization is solved by using a fully connected neural network performing a regression task. The goal of this thesis is to get over the disadvantages of commercial solution used nowadays. These are false posititive results and high computational complexity. Results of this thesis are not as good as expected. The reason could be a dataset provided by Seznam.cz a.s. corporation, which seemed to be robust enough in the beginning, but in the end it showed up to be not suffice enough to train the neural network.

The development and implementation of methods and procedures of issuing drivers licences in the Madibeng Municipality

This study investigated the development and implementation of methods and procedures as generic administrative function, with specific reference to issuing drivers licences in the Driving Licence Testing Centre of the Madibeng Municipality. The contribution of the study to the discipline, Public Administration, is found in the basic framework for the development of standard operating procedures. Furthermore, a set of standard operating procedures to issue drivers licences was developed. In essence, the systems theory inspired the design of the basic framework for the development of standard operating procedures, while the phases of the ADDIE instructional design model simplified the drafting of the standardised procedures to issue drivers licences. Although the empirical data collection commenced with a quantitative research methodology, a qualitative dimension was required to fully understand the problem why the Driving Licence Testing Centre at the Madibeng Municipality lacks contemporary and relevant standard operating procedures to issue drivers licences. A mixed methods research design was eventually adopted to explore the phenomenon because a second research method was needed to strengthen the primary research method. Data was initially collected through a questionnaire, and follow-up personal interviews were conducted to clarify issues that were not responded to or unclear from the self-administered questionnaires. This conforms to pragmatism - the research philosophy adopted for this study because predetermined research questions dictated the path towards realising the research objectives. Since this study utilised a mixture of qualitative and quantitative research designs, the research methodology was shaped by various strategies, techniques and data collection instruments, such as literature reviews, document analyses to draft the standardised procedures, case study (Driving Licence Testing Centre of the Madibeng Municipality), a structured questionnaire and semi-structured personal interviews. In this study, the administrative generic function of determining and revision of methods and procedures was referred to as ‘methods and procedures’. Within the context of Public Administration, the study revealed that methods and procedures specify the sequence, processes and techniques necessary to execute certain actions and operations during service delivery. Moreover, it states how tasks must be exercised within the public sector, as well as indicate who must take action. Consequently, methods and procedures are built into all public service activities, regardless whether these are administrative, functional or auxiliary activities. It was concluded that methods and procedures form an indispensable part of any public institution’s activities. However, the study focused on methods and procedures to issue drivers licences at the Driving Licence Testing Centre of the Madibeng Municipality. The study realised its overall aim when recommendations were made to the Driving Licence Testing Centre of the Madibeng Municipality of how to develop and implement standard operating procedures to issue drivers licences. In essence, it was recommended that the basic framework for the development of standard operating procedures be applied when updating and/or developing methods and procedures. Moreover, it was recommended that the set of newly developed standard operating procedures be adopted and implemented. It was also suggested, amongst other proposals, that the management and the staff at the Centre engage from the initial stages in the procedure development process, that clear steps and instructions of how to reach organisational short-term objectives, be specified, and caution be taken by the Madibeng Municipality against the implementation of an overly multifaceted internal control system at its Driving Licence Testing Centre. / Department of Public Administration and Management / D.Admin. The cunent scenario in education and politics as well as socio-economic issues have also been dealt with. This study has revealed that Chauke is an author who dmws readers very close to his works that serve as mirrors of their lives.
