Local council's response to street homelessness in Welkom

The democratic government adopted, the Reconstruction and Development Programme, as an integrated socio-economic policy framework, to mobilize national, and human resources, towards a sustainable housing for urban, and rural poor. However, despite, the government’s concerted commitment to providing massive housing for its citizens, the problem of homelessness, remains pervasive. Three themes, which emerged as critical during the study, are discussed in detail, namely, lack of housing policy, addressing specifically street homelessness; lack of financial and legal mandate, by the local council, to house street homelessness; and lack of research department, and human resources for effective conceptualization of the issue. It is argued that the department of research is critical in providing strategic research facilities, in areas of housing policy, and legislation frameworks. Equally critical, is the need for skilled human resources, necessary for strategic and holistic provision of efficient and effective services. The study suggests complete overhaul of the national housing policy making it holistically inclusive. Equally suggested, is capacity building necessary for sustainable, efficient, and effective housing delivery and eradication of homelessness.

A proposição de tema desta pesquisa baseia-se nas reflexões resultantes do trabalho de iniciação científica realizado pela autora. Durante o desenvolvimento do trabalho evidenciou que a participação da sociedade civil é um importante fator para o êxito do desenvolvimento econômico e social em bases sustentáveis. Assim, o propósito desta pesquisa é avançar com o debate sobre os mecanismos de participação, principalmente os conselhos gestores, como determinantes do desempenho da gestão municipal no tocante à conservação ambiental, saúde pública, justiça social e viabilidade econômica. Objetivo. Analisar a contribuição do Conselho de Representantes de Paranapiacaba e Parque Andreense CRPPA para a governança local. Metodologia. Esta pesquisa é classificada como estudo de caso explorátorio. Foram entreivtsados 16 conselheiros do Conselho de Representantes de Paranapiacaba e Parque Andreense e 9 gestores, que não fazem parte do conselho, da Subprefeitura de Paranapiacaba e Parque Andreense. Além disso foram realizadas pesquisas bibliográfica e documental e análise quali-quantitativa dos dados. Resultados. Os dados obtidos demonstraram que o CRPPA vêm contribuindo satisfatóriamente, na visão dos entrevistados, nas questões como engajamento social, transparência, prestação de contas; igualdade e inclusão social, corrupção, sustentabilidade e respeito às leis. Verifica-se, também, que o CRPPA não está atuando nas questões como competir no ambiente global, capcidade de trabalher em parceira e equidade. Conclusão. O Conselho de Representantes de Paranapiacaba e Parque Andreense constitui espaço em potencial para a construção da governança local, entendida aqui como a relaçao entre Estado e sociedade. / The proposal of this research is basically the result of reflections on a scientific initiation work carried through the author. During its development, it has been evidenced how important factor is the society for the success social and appropriate basis! Thus, the goal of this research is to keepon debating ways of participation mechanisms,mainly the managing advice as determinative of the performances of the municipal actitudes in regards to the environment preservation, people health, social justice and economic viability. Objective. Analyse Paranapiacaba e Parque Andreense Representatives Council - CRPPA contribution for the local governance. Methods. This research has been classified as study of case. It has applied questionary to 16 members of CRPPA and 9 managers, who don´t take part as members of the council. Also, was make bibliographical and documentary researchs and quali-quantitave analysis data were carefully presented. Results. The data demonstrated that CRPPA has been contributing on a satisfactory way in questions such as their engament transparency accountability, equalities and social inclusion, ethical and honest behavior, sustainability and respect for the rules of law. It is also noticed that CRPPA has not been acting in questions concerning to equity, ability in order to compete in the global environment and skill to an effective work in partnership. Conclusion. Based on the informations obtained, it was concluded that the CRPPA has constituted an important and potential space for the local government, here with the concept of relation between State and Society.

Cette étude porte sur la ville de Metz entre 1947 et 1970, durant les mandats du maire Raymond Mondon (1914-1970). La production architecturale et l’aménagement urbain sont interrogés à travers le prisme de l’action municipale. De la lutte contre l’habitat insalubre et de la résorption de la crise du logement de l’après-guerre aux opérations de rénovation urbaine des années 1960, en passant par la création de grands ensembles de logements collectifs, la recherche interroge la modernisation de la ville. Outre les projets architecturaux, elle explore également l’évolution des limites territoriales de cette commune militaire annexée deux fois en moins d’un siècle, en s’appuyant essentiellement sur le dépouillement et l’analyse des fonds d’archives locales. Professionnels de la construction, hommes politiques, agents administratifs ou encore riverains, différents intervenants sont conviés au sein de cette étude afin d’éclairer les processus par lesquels la ville se construit et se transforme durant des années marquées par une forte croissance. / This study focuses on the city of Metz between 1947 and 1970, during the tenure of Mayor Raymond Mondon (1914-1970). The issues of architectural production and urban planning are studied under the light of local council actions. From the fight against unsanitary housing and the end of the post-war housing crisis to the urban renewal of the 1960s, to the creation of large multi-family housing projects, the process of modernisation of the city is put into question. In addition to the architectural projects, it also explores the evolution of the territorial limits of this military commune annexed twice in less than a century, relying mainly on the counting and analysis of local archives. Construction professionals, politicians, administrative agents or local residents, various stakeholders are invited in this study to highlight the processes by which the city is built and transformed during years marked by strong growth.

"From rowing the ship to steering it" : reforming the public sector through the tender process : the Msunduzi Municipality as a case study.

It is the following quote by E.S Savas (1992) that truly conceptualises and forms the backdrop of this study "the word government is from a Greek word, which means 'to steer.' The job of government is to steer, not to row the boat. Delivering services is rowing, and government is not good at rowing" (Osborne and Gaebler 1992:25). Government has experienced a reformation of the way it operates, particularly in the way it achieves its policy objectives and delivers services. Governments have discarded the old style of governing and public administration in favour of New Public Management (NPM) and an entrepreneurial spirit. Both NPM and entrepreneurial government are based on the premise that governments must seek the most innovative, efficient and effective way of providing services and must do so under circumstances of fiscal constraints and scarce resources. This has resulted in Alternative Service Delivery (ASD) and Public Private Partnerships (PPPs). Local government, being at the heart of service delivery, has entered into Municipal Service Partnerships (MSPs). Public sector procurement has been used as a means of entering into these partnerships and introducing competition, thereby getting the best "value for money". The aim of this research study was to determine how the tender process has contributed to the reformation of the public sector in terms of improving service provision. The study was carried out by employing formal social science research methods. Qualitative methods have been adopted, using the Msunduzi Municipality as a case study. As part of the research methodology of this study, basic interviewing was conducted with officials within the Msunduzi Municipality. The first finding of this study was that government procurement injects competition into the market, thus reducing the cost of services delivered. Secondly, the procurement of goods and services aids government in acquiring much-needed skills, which the public sector often lacks from the private sector. Thirdly, that public procurement in a South African context has a dual purpose. Not only is government procurement aimed at reducing government expenditure, but also at redressing the equalities of the past by empowering "historically disadvantaged individuals". A fourth finding of this study is that Alternative Service Delivery (ASD) and Municipal Service Partnerships (MSPs), which are entered into through the procurement process at local government, are very controversial. While, on the one hand, ASD and MSPs are advocated by some for assisting government in acquiring much-needed financial and technical resources from the private sector which the public sector often lacks, on the other hand the private sector is often criticised by others for being motivated solely by profit-making. Thus, analyses of the findings of this study suggest that government procurement introduces competition into the market, thereby reducing the cost of services delivered, increases service delivery coverage and introduces much-needed skills that are required by the private sector. Public procurement has been employed as an important policy tool which fosters job creation and empowers once discriminated against groups such as women and the disabled. South Africa has reformed itself and has become more entrepreneurial and what was once a solely public function is now being delegated to the private sector. Primeiramente, a pesquisa buscou evidenciar as principais fundamentações teóricas acerca dos princípios democráticos e da participação cidadã, expondo as distintas abordagens presentes na literatura especializada sobre o tema. Em seguida, este estudo procurou avaliar a efetividade deliberativa do conselho nas decisões sobre a formulação das políticas de saúde e aplicação dos recursos públicos, com vistas à democratização do processo decisório. Para tanto, adotou-se uma metodologia de pesquisa pertinente à teoria apresentada que se fundamentou na análise das atas do conselho, na observação não-participante (acompanhamento presencial das reuniões) e na aplicação de questionário junto aos conselheiros. Por último, apontaram-se os resultados da pesquisa de campo que indicaram um grau de efetividade deliberativa do conselho relativamente baixo com relação aos temas de maior impacto na Política Municipal de Saúde de Lauro de Freitas. Além disso, indicaram-se também as principais dificuldades enfrentadas pelos conselheiros no exercício da função deliberativa. Public policy pertaining to arts and culture in Pietermaritzburg, South Africa.

This study aims to explore the relationship between the Transitional Local Council of Pietermaritzburg, and various arts and culture bodies in the Pietermaritzburg area. It has seemed that there is a power differential in this relationship, with a very high concentration of power in the hands of the TLC, while very little of it resides with the arts and culture organizations. The findings of this study have shown that the relationship is, in all cases, built on funding. However, secondly, the problem with this is that the TLC has no real policy on the allocation of funding to arts and culture. There is some informal policy, but nothing concrete. Thirdly, the study shows that the TLC does in fact have a power base from which to work - the finances it controls. And, finally, the study has shown that the transition to democracy in 1994 has not substantively changed the situation in which arts and culture organizations find themselves. / Thesis (M.Soc.Sc.)-University of Natal, Pietermaritzburg, 2001.

The topic of the thesis is Small towns such as peripheral centers of rural areas. There are analyzed tree sets of issues in the empirical part: Specific characteristics of the small town in the formation and activities of local self-government in Vodňany, involvement of Vodňany to the intermunicipal cooperation, the role of municipalities as a regional center and impact of the reform of the public administration in Vodňany. There are managed to prove specific characteristics in the number of person without political affiliation and unusual post-election coalition. By selected indicators were found that Vodňany fulfills role of peripheral centers and according to the SWOT analysis were found opportunities for future development in the monitored area. The objectives of the reform of local public administration were largely fulfilled in Vodňany.
