Investment appraisal in the public sector : Incorporating flexibility and environmental effects

The public sector often invests in large projects in different sectors, such as education, health care and infrastructure. It can be argued that investment appraisal process in these projects should differ from conventional approaches due to the complex interests the public sector holds, which often implies that several aspects need to be considered. Conventional techniques may not suffice and therefore this thesis aims to investigate the applicability of real options analysis and multi-criteria analysis in a combined approach. The study is conducted in the form of a case study at publicly owned Sundsvalls Logistikpark, where options in the form of the utilization of development areas and the non-monetary aspect reduction of carbon dioxide are included in the appraisal. The model developed compares two alternative strategies where one is based upon conventional usage of the area and the other represents the environmentally friendly alternative. The results show that including the value of flexibility in the appraisal significantly raises the initial valuation, whereas the comparison of the strategies show that the results either details which strategy is preferred, if input to both strategies are available, or where the threshold for indifference lies. It is concluded that this model is applicable in terms of its ability to capture the value of flexibility and inclusion of several aspects of the decision problem. However, it is also concluded that the numerous simplifications made may lead to unreliability in the results, and the process of obtaining accurate input may time-consuming, depending on the case. The usability of the model is high in terms of its potential, but lower in terms of the knowledge-based threshold required of the user.

Värdering av kriterier vid stora investeringar : En jämförelse mellan olika intressenters uppskattningar av kriterier

In what way does different stakeholders assess a decision and its consequences, and how do these assessments differ? When a company stands before a big decision, they need to consider aspects that are economic, ecologic and social. To make a good decision they need to consider the society and its different stakeholder groups. This study examined how different groups values and weights different criteria. The study has been done with the project Sundsvall logistics park as a case, with criteria related to that project. The goal of the study was to find a way to value and weight different criteria and then compare how the company and the stakeholders assesses these criteria. This has been done through interviews with relevant people that has got extra knowledge about the project Sundsvall logistics park, and through a survey that has been sent out to residents of Sundsvall. The informants and respondents got to assess values and weights to the criteria relative to an indirect alternative where the logistics park isn’t built. The data was then compiled using multi attribute utility theory as a tool to present the comparison. The result of the study suggests that the differences between the valuations and weightings of the criteria is partly due to an uncertainty in how the logistics park would affect the criteria, but that the biggest reason probably depends on what perspective the person is viewing the logistics park from. If the person is viewing the logistics park from an industrial perspective, the criteria related to industrial development is getting more important and is going to take up more room in the analysis. If the person is viewing the logistics park from an individual and social perspective, the criteria related to that is more important and takes up more room in the analysis. / På vilket sätt uppskattar olika intressenter ett beslut och dess konsekvenser, och hur skiljer sig dessa uppskattningar åt? När företag idag står inför stora beslut behöver de ta hänsyn till aspekter som är både ekonomiska, ekologiska och sociala. För att beslutet ska bli bra behöver de ta hänsyn till samhället och dess olika intressentgrupper. Denna studie är en undersökning av hur olika grupper värderar och viktar olika kriterier. Studien har utförts mot projektet Sundsvall Logistikpark med kriterier relaterade till projektet. Målet med studien har varit att hitta ett sätt att värdera och vikta olika kriterier för att sedan göra en jämförelse av hur företaget och intressenterna uppskattar dessa kriterier. För att göra detta har intervjuer utförts med personer som är extra insatta i projektet med Sundsvall logistikpark och en enkät skickats ut till boende i Sundsvall. Informanterna och respondenterna har fått uppskatta värden och vikter på kriterierna utifrån ett indirekt alternativ där logistikparken inte byggs. Datan har sedan sammanställts genom att använda multiattributsnyttoteori som verktyg för att presentera jämförelsen. Resultatet av undersökningen tyder på att de skillnader som finns i värderingar och viktningar av kriterierna dels beror på en viss osäkerhet angående hur logistikparken skulle kunna påverka de olika kriterierna och hur ett värde kan uppskattas på dessa, men att den största orsaken troligen beror på vilket perspektiv personen ser logistikparken på. Om personen ser på logistikparken från ett industriellt perspektiv blir kriterier som har med industriell utveckling att göra viktigare och tar större plats i analysen. Om personen ser på logistikparken från ett individuellt och socialt perspektiv blir sådana kriterier viktigare och tar större plats i analysen

Evaluation and assessment of relocation from a city to the outskirts: Case study DHL Gävle (Sweden)

The ‘City Logistics’ activities are contributing to traffic congestion and accumulating to environmental challenges, such situation has prompted the creation of urban consolidation centre (UCC), as a multimodal logistics park facility in the outskirts. The relocation of business from a city to the outskirts requires the evaluation and assessment of the key factors in order to make the better decisions. However, no relocation decisions evaluation model has been found, neither its application on the case company to find the effects of relocation on the logistics firms. This study is aimed at developing general business relocation model, that can be used by logistics firms, to evaluate the effects of their relocation.  The model is a decision making tool.   Application of the model before the relocation, help’s in decision making. Therefore, this research study focuses on developing a general model involving selected important factors that can be considered by logistics firms to evaluate the effects of relocation. The results for this research were analysed using the qualitative method, predominantly literature review, factors were applied on the case company. The DHL’s relocation scenario from Gävle city centre (Näringen) to the proposed Tolvfors Logistics Park (outskirts), relocation led to transport cost and drive-time reductions, along with efficiency improvements. The evaluation model has been developed, have likewise presented the drivers of relocation, and factors that logistics firms can consider for relocation’s possible outcome.

A systematic approach to assess the relocation of the business centres to a logistics platform: A case study on DHL Freight AB (Sweden)

The relocation of logistic companies’ from the inner centres to the logistic platforms significantly affects both the supply chain management and the urban sustainability development. Recently the concept of city logistics and intermodality has received a significant attention from both academics and decision makers. City logistics play a pivotal role to ensure the liveability of urban areas but, in parallel, urban freight transport also has a significant effect on the quality of life in the urban settings. Optimization of urban freight transportation have an important input in the context of sustainability and liveability of cities and urban areas reducing traffic congestion, decreasing road accidents, alleviating CO2 emissions and noise impacts. The purpose of this thesis is to evaluate the relocation of a case logistics company from the city centre to a suburban area. To do this, a wide range of literature reviews pertaining the influence of peripheral logistics platform on the city sustainability were investigated. It seems that there are not well-defined models which can make a comprehensive and quantitative assessment in the context of sustainability for the relocation of business premises. Further investigation was done by conducting a case study on DHL, field observation of traffic flow. Based on all the collected information from the relevant sources, a mixed methods research was applied including a qualitative approach and a quantitative approach. A systematic approach was therefore developed in the context of sustainable development which can be used as an assessment tool for the major factors that enlighten the decision makers to consider the relocation of the logistics companies. A systematic approach was developed by this thesis which facilitates the assessment of key factors that impact the relocation decision in the context of all the three sustainable aspects: economic, social and environmental development. These impacts represent traffic congestion, time and distance of transportation, emission, cost optimization and transport mobility.
