Este trabalho avalia os efeitos do aumento da proporção de alunos de 1ª a 4ª série matriculados em escolas municipais, sobretudo no que concerne à transferência de gestão de algumas escolas estaduais para a administração municipal. Tal processo ocorreu concomitantemente a perda de autonomia fiscal quanto ao direcionamento dos recursos da educação, devido às regras de alocação impostas pelo FUNDEF. Nesse sentido, ainda que a gestão escolar estivesse mais próxima da população, a destinação da maior parte dos recursos ao pagamento de professores em exercício poderia ser contrária às preferências locais. Primeiramente, existem evidências de que o processo de municipalização implicou piora nos indicadores de rendimento, enquanto que as externalidades positivas associadas à alocação de recursos do FUNDEF parecem ter contrabalanceado a perda de autonomia local. Em segundo lugar, existem indicativos de que um componente específico do processo de expansão da gestão municipal, a descentralização das escolas estaduais, esteja associado à queda das taxas de reprovação, após um período de acomodação. Contudo, os resultados sugerem aumento da desigualdade dos resultados educacionais, uma vez que os efeitos positivos concentram-se em municípios com maiores níveis de renda per capita. / This work evaluates the effects of increasing the proportion of students from 1st to 4th grade enrolled in municipal schools, especially regarding the transfer of management of some state schools to the municipalities. This process occurred concurrently with the loss of fiscal autonomy for direction of education resources due to allocation rules imposed by FUNDEF. In this case, even if the school management was closer to the population, the allocation of most resources to pay teachers in practice could be contrary to local preferences. First, there is evidence that increasing the proportion of students from 1st to 4th grade in municipal schools resulted in worsening performance indicators, while positive externalities associated with FUNDEF\'s resources allocation appear to have counterbalanced the loss of local autonomy. Secondly, there are indications that a specific component of the ongoing expansion of municipal management, decentralization of state schools, is associated with the decrease of failure rates after a period of accommodation. However, the results suggest an increase in inequality of educational outcomes, since the positive effects are concentrated in municipalities with higher levels of income per capita.

Recentemente passou a ser aceito por amplos segmentos da sociedade as conclusões de cientistas de que o homem vem provocando a mudança climática global em curso por meio da emissão de gases de efeito estufa. E espera-se, se nada for feito, por um agravamento do aquecimento global, em função do aumento da população mundial e do desenvolvimento econômico, para os próximos anos. O resíduo gerado pela sociedade, quando em decomposição, é forte emissor de metano, um dos gases mais maléficos nesse processo. Organismos internacionais liderados pela ONU participam do esforço de limitar as emissões com a negociação de créditos de carbono do Protocolo de Kyoto, o que pode contribuir para viabilizar a adoção de novas tecnologias de tratamento de resíduos. Esta pesquisa traz aos gestores municipais, e aos empreendedores do setor, um modelo de decisão para escolha estratégica das tecnologias mais recentes para tratamento de resíduos sólidos urbanos. Usando a técnica de abordagem sistêmica (system analysis), com o apoio da teoria de ciclo de vida do produto e do conceito de eco-eficiência, foram traçadas tendências. O modelo de decisão usou a técnica do pensamento focado no valor (Value-Focused Thinking) pertencente à teoria da decisão multiatributo. A partir da percepção de importantes formadores de opinião, aponta-se que as tecnologias de aterro sanitário, incineração e de processamento por plasma térmico, acompanhadas da coleta seletiva, da recuperação energética, da separação e da reciclagem, têm cada uma importante parcela de contribuição na solução do problema ambiental. Também é apontado que a combinação da coleta seletiva, seleção do lixo para aumento do seu potencial energético, processamento por plasma térmico acompanhado da geração de energia, é a mais efetiva para ser adotada num município de porte médio do Estado de São Paulo, para os próximos vinte anos. Ao final da pesquisa, as soluções estudadas foram apresentadas a gestores públicos para validação do modelo. / Recently it became accepted, by large segments of society, the conclusions of several scientists that man has been causing a global climatic change through the emission of greenhouse gases. If nothing is done, an increase in global warmth is expected in the years to come, due to the growth of world population as well as economic growth. The waste generated by society, while decomposing, is a strong methane emitter, one of the gases that contribute the most to the global warmth. International organisms, led by UN, have joint efforts in order to limit the emissions of greenhouse gases with the negotiation of carbon credits, mechanism created by the Kyoto Protocol, which may turn the adoption of new technologies of waste treatment economically feasible. This research brings to the public managers and entrepreneurs of this sector a decision-making model to strategically choose the most recent technologies for the treatment of municipal solid waste. Using the system analysis technique, supported by product?s life cycle theory and the concept of eco-efficiency, some tendencies of this sector have been mapped. The decision-making model uses the Value-Focused Thinking technique, which belongs to the multi-attribute decision theory. From of the gathering opinions of important stakeholders, some technologies may be pointed as the most important contributors to solving this environmental problem: landfill technologies, incineration and plasma process, accompanied also by energy recovery, waste sorting and recycling. It is also suggested that a solution of waste sorting, a process of generating refused derived fuel, and plasma process followed by energy recovery is the more effective combination to be adopted by a medium-size city in the near future. At the end of the research works, the studied solutions were presented to public managers to validate the model.

A análise teve como base a realização de estudo de caso em dois municípios paulistas, sendo um destes, considerado como "prioritário" e o outro como "não-prioritário", segundo classificação do Ministério da Educação (MEC). Foram realizadas observações de campo, análise documental e entrevistas em ambos os municípios, e junto a representantes do MEC envolvidos com esta ação. A partir dos dados coletados foi possível estabelecer três eixos de análise: a) as implicações da elaboração e monitoramento do Plano de Ações Articuladas (PAR) e constituição do respectivo Comitê do Plano na gestão e planejamento municipal; b) os usos do Índice de Desenvolvimento da Educação Básica (IDEB) e suas implicações na gestão local; e c) o lugar do município na política educacional brasileira, considerando o enlace proposto pelo PDE entre educação e território. O primeiro eixo foi delineado com base nos aspectos introduzidos pelo governo federal, no âmbito do PDE, como uma nova forma de atuação junto aos municípios. O segundo eixo de análise concentrou-se na reformulação e usos da avaliação externa realizados pelo MEC, e em suas implicações na gestão municipal da educação. O terceiro eixo de análise buscou confrontar a proposta do MEC com a realidade encontrada em cada um dos municípios estudados. Considerouse, neste sentido, a ênfase no município como espaço privilegiado da atuação dos diversos níveis governamentais bem como do encontro de diferentes redes de ensino. Constatou-se, por um lado, que as dinâmicas introduzidas pelo PDE no âmbito do planejamento e da participação social, pouco interferiram na gestão local da educação, enquanto, por outro lado, a gestão local continua sendo intensamente influenciada pelos mecanismos de avaliação externa, mesmo considerando as alterações realizadas em seu formato e uso dos resultados pelo governo federal. Apesar de alguns avanços, a dinâmica proposta pelo PDE tem, de maneira geral, tratado os conflitos presentes nas relações intergovernamentais como se fossem decorrentes de problemas técnicos, desconsiderando os embates que historicamente têm consolidado o formato do federalismo brasileiro e da oferta educacional. Tem-se, assim, encoberto alguns dos problemas e conflitos vivenciados pelos municípios, na gestão da política educacional local. / Abstract: This dissertation aims to analyse intergovernmental relationships, particularly those between the National level and municipalities, in the enactment of local educational policies, identifying the conflicts, interests and social demands which permeate the implementation process of the "Education Development Plan". In order to support this analysis, case studies were carried out in two municipalities in the state of Sao Paulo; one of them was classified by the Ministry of Education as a 'priority municipality' and the other one as a 'non-priority municipality'. Field observations, document analysis and interviews were conducted in both municipalities and with representatives of the Ministry of Education involved with this Plan. From the data collected, it was possible to establish three lines of analysis: a) the implications of the elaboration and monitoring of the "Articulated Actions Plan" and the constitution of its Committee; b) the uses of the "Index of Basic Education Development" and its implications for local management; and c) the place of the municipality in the educational policy agenda, considering the link proposed by the Plan between education and territory. The first set of factors analysed was established with basis on the aspects introduced by the national government under the Education Development Plan, as a new relationship established with the municipalities. The second line of analysis focused on the reformulation and use of the national evaluation conducted by the Ministry of Education, and its implications in the local management of education policies. The third line of analysis has sought to confront the Ministry proposal with the reality in each of the municipalities studied. In this sense, municipalities were considered as a privileged space in the performance of the various governmental levels as well as the intersection of different school systems. It was noted, in one hand, that the new dynamics promoted by the federal policies related to the planning process and social participation, barely changed the local management. On the other hand, it was observed that the local administration remains strongly influenced by mechanisms of external evaluation, even considering the changes made in its format and use of its results by the federal government. Despite some advances, the dynamics proposed by that Plan have dealt with the intergovernmental conflicts as they were merely the reflex of technical problems, disregarding the role of historical conflicts which have been consolidated in Brazilian federalism and its educational system. Professionalisation of local government: legal avenues for enforcing compliance with competency requirements

In this regard, this study posits the professionalisation of local government as part of the solution. The focus is on the administrative arm of local government, which is the major conduit for service delivery. Professionalisation of local government is a broader theme. For the present purposes, focus will be devoted to the competency component which entails attracting qualified personnel competent to discharge local government responsibilities. However, it is not limited to attracting already competent and professional staff. It also entails developing the skills of existing staff. This definition, in essence, relates to qualification through training, learning and specialisation.11 In essence, professionalisation of local government ensures that all employees act and behave in a professional way. In this regard, this study seeks to identify the competency standards set by the legislative framework and then explore the legal avenues for enforcing compliance, by the municipal administration, with such standards. This requires one to look at and answer the following questions: What constitutes municipal staff? ; What is the content of the competency framework in question? ; What are the enforcement mechanisms currently in place? ; Whose role is it to enforce compliance with the competency framework?; Broadly speaking, enforcement can take two forms: hard enforcement and soft enforcement. The hard form of enforcement relates to giving incentives for compliance with the competency framework and dismissal for non-compliance. Insulating municipal administration from instability caused by coalitions: a case study of the Western Cape

Magister Philosophiae - MPhil / Instability in the administration of municipalities is a particularly serious problem in the Western Cape because of its large number of coalition councils. Coalitions have led to frequent changes in local governance and to constant changes in political and administrative leadership. Due to the fluidity in local government, the politics of the day have become synonymous with back-stabbing, secret agreements and arrangements between politicians and political parties wishing to align themselves in such a way as to gain control of the councils.1 A municipality is required by the Constitution2 to structure and manage its administration and budgets, budgeting and planning processes so as to give priority to the basic needs of the community and to promote the social and economic development of the community.3 Legislation further prescribes that “a municipality must within its administrative and financial capacity establish and organize its administration in a manner that would enable the municipality to establish clear relationships, facilitate coordination, cooperation and communication between (i) its political structures and political office bearers and its administration; (ii) its political structures, political office bearers and administration and the local community”.4 It may therefore be argued that a municipality subscribing to the abovementioned prescripts should be functioning effectively. However, in practice continuous administrative and political instability adversely impacts on a municipality‟s capacity to provide service delivery to the community. The 2006 local government elections resulted in only four out of 30 municipalities in the Western Cape having a single party with more than 50% of the seats (outright majority). The remaining 26 municipalities were governed by coalitions of two or more parties. In 2001, Parliament introduced floor-crossing legislation which allowed Members of Parliament, Members of Provincial Legislatures and local government councillors to change their political party (or form a new party) and retains their seats when they did so.5 As a result of the 2007 floor-crossing legislation, the number of municipalities with an outright majority increased to 7. Power changes continued to occur even after the 2007 floor-crossing as a result of by-election outcomes or new internal coalition arrangements. Coalition government in the Western Cape remains a reality following the 18 May 2011 local government elections: the Democratic Alliance won 12 municipalities outright, the African National Congress won 1, and in 12 municipalities there was no outright winner. Of the 12 last-mentioned municipalities, 7 municipalities produced hung municipalities, i.e. Bitou, Witzenberg, Laingsburg, Hessequa, Theewaterskloof, Matzikama and Prince Albert. / South Africa

This study aims to explore the relation between trust-based management and new public management with the eye of the public sector in Sweden. Our ambition is to gain further practical understanding of the balance between trust and control within a specific municipal administration. With that in mind we have constructed the following framing of questions: (1) Which values, methods, and phrasing that are compatible with trust-based management and NPM (New Public Management) can be identified within the administration? (2) In what way does the studied administration balance trust with control? The methodological approach of the study involves a focus group interview conducted with three respondents, supplemented by a qualitative text analysis. The aim is to provide insight into the practical application of trust-based management and its relationship with new public management. Through the utilization of a focus group interview, coupled with an analysis of pertinent documents within the organization, this methodological choice aims to contribute to a relevant collection of empirical data that can address the research inquiries of the study. The empirical data gathered has subsequently been analyzed based on a theoretical framework of the managerial practices. Our study finds that certain aspects within the administration resonate with trust-based management, emphasizing trust in leadership, teamwork, and community. Additionally, there's a parallel emphasis on control and efficiency, aligning with new public management principles. While the administration predominantly leans towards trust-based management, incorporating some NPM-related practices, our study reveals a nuanced relationship between trust and control, indicating their coexistence without inherent conflicts in the governance approach.
