The Survival of an endangered species : the Macanese in contemporary Macau

The decolonisation of Macau on 20 December 1999 marked a powerful transition for the small Macanese community. Prior to transfer of sovereignty, there have been grave concerns for the survival of these miscegenic descendants of the Portuguese settlers who came to China some five hundred years ago. Many feared that there would be a mass exodus similar to that which overtook the former Portuguese colonies in Africa and East Timor, and that the Macanese future would be threatened by the process of Sinicisation – in short, that they are a dying race. This thesis examines such fears using a combination of newspaper survey, extensive fieldwork and repeat interviews. The outcome of the research shows that despite the dire prognostication, the community has survived the first five years of Chinese rule in robust form; the feared exodus did not eventuate and there has been no death to speak of. In the post-colonial environment, the Constitutions (Macau Basic Law) obliges the government to respect Macanese customs and cultural traditions and to protect their rights – at least for fifty years. The Macanese community in Macau is likely to continue to transform itself and adapt to a changing environment. It is likely that the transformation will occur over a long period of time, representing generations, perhaps centuries not decades. It is then more appropriate to view the Macanese community in Macau as an endangered – not dying – species / Doctor of Philosophy (PhD)

Dans quelle mesure les années 50 marquent-elles un renouveau dans la vie culturelle et littéraire de Macao, incarné par une élite locale d’intellectuels portugais et macanais, dans un espace profondément colonial, quels en sont les enjeux ? Ce renouveau culturel qui s’exprime à travers la presse et diverses manifestations culturelles locales, s’articule avec la revendication d’une identité macanaise, qui s’inscrit dans la culture portugaise au sens large (le discours colonial n’étant jamais bien loin). Derrière cette revendication identitaire, au sortir de la Seconde guerre mondiale, se cache une lutte pour la survie du territoire, sous le regard critique de la communauté internationale. Ce nouveau souffle apporté à la vie culturelle et littéraire de Macao se traduit dans l’échange interculturel luso-chinois, comme l’illustre l’œuvre de Luís Gonzaga Gomes. Ce ‘Fils de la Terre’, vecteur de cet échange, incarne la vocation et l’esprit macanais : servir de ‘pont’ entre deux cultures, deux civilisations. Son œuvre permet la transition entre un environnement culturel colonial et un environnement culturel postcolonial ou le passage d’un discours nationaliste et égocentrique à un discours plus tolérant, tourné vers l’autre et ouvert sur le monde ‘non lusophone’. Néanmoins, ce nouveau discours se heurte à des limites imposées par le contexte politique et la mentalité de l’époque. / To what extent do the 50s mark a renewal in Macao’s culture and literature which is embodied by local intellectual Portuguese and Macanese elites in a deeply colonial space? What are their outcomes? This cultural renewal, expressed through the mass media and various local cultural events, is expressed with the claim of a Macanese identity which has been part of the Portuguese culture in the broad sense (the colonial discourse has never been very far). At the end of the Second World War, this identity claim bears in its layers a struggle for the survival of the territory, under the international community’s critical scrutiny. This new lease brought to the cultural and literary life of Macao is reflected in the Luso-Chinese cultural exchange, as it is illustrated in Luís Gonzaga Gomes’ work. This Son of Macao, who is a vector of this exchange, embodies the Macanese vocation and spirit: providing a bridge between two cultures, between two civilizations. His work makes the transition from a colonial cultural environment to a postcolonial cultural environment possible; where lies a crossing from a nationalist and egocentric speech to a more tolerant one, turning towards the other and open to the non-Lusophone/Portuguese world. However, this new discourse is facing limitations imposed by the political context and the mentality of the time.

A migração coletiva de membros da comunidade portuguesa de Macau para o Brasil, parte da chamada Segunda Diáspora Macaense, é elaborada nesta pesquisa de acordo com as proposições de Sayad sobre a dupla condição de emigrante-imigrante do sujeito migratório. Assim, as condições que engendraram o movimento de saída da China são analisadas de modo a construir escopo interpretativo para a qualificação de tais membros como refugiados e contextualizar sua recepção e integração na sociedade brasileira entre as décadas de 1950 e 1970. Tal trajetória é estudada a partir de depoimentos que partem de elaborações individuais e coletivas sobre a experiência colonial, a assunção identitária e aspectos relativos ao deslocamento, à condição de imigrante e à integração no Brasil. O referencial teórico de análise de tais depoimentos e do contexto sócio político que emergem encontra-se nos Estudos Culturais, mais precisamente em obras da teoria pós-colonial. Apesar de não tratarem especificamente do caso chinês, as semelhanças na atuação da empresa colonialista e seus efeitos possibilitou aproximações. Isso pois os territórios colonizados, em suas experiências originais, são marcados por relações de poder, violências de toda ordem e sínteses multiculturais, de onde emergem sujeitos cindidos e hifenizados. Tal conformação societária, marcada por ambiguidades e distanciamentos, é pensada, então, em sua interface com o controverso momento político de descolonização já em meados do século XX. Particularmente em se tratando da China, o avanço do movimento revolucionário sob a liderança de Mao Tsé Tung marcou uma ruptura com o imperialismo, abrindo margem para a construção de um discurso nacional e de uma identidade chinesa em que as comunidades híbridas, consideradas estrangeiras, não eram contempladas. A ascensão do nacionalismo defensivo teve função precisa de subversão da ordem colonial e, entre outros fatores, implicou direta e indiretamente na exclusão de minorias. Considerada indesejável no cálculo do Estado em formação, a comunidade portuguesa passa a sair da China em processo diaspórico, sob a condição de refugiada. Os macaenses que vivem no Rio de Janeiro constituem parte significativa da Segunda Diáspora Macaense e são considerados aqui em seus discursos enunciativos, suas experiências nos entrelugares e estratégias de sobrevivência, tais como as negociações identitárias e práticas associativistas. / The collective migration of members of the Portuguese community from Macao to Brazil, part of the so-called Second Macanese Diaspora, is elaborated in this research according to Sayad\'s proposals on the migrant-immigrant dual status of migrattion subject. Thus, the conditions that engendered the outgoing movement of China are analyzed in order to construct an interpretive scope for the qualification of such members as refugees and to contextualize their reception and integration in brazilian society between the 1950s and 1970s. Such trajectory is studied from individual and collective experiences, registered in testimonies, about the colonial way of life, identity assumption at this contexto and issues on displacement, immigrant status and non-Brazilian integration. The theoretical framework of analysis of such testimonies and the socio-political context that they emerge is found in Cultural Studies, most precisely in works developed on postcolonial theory. Although they did not deal specifically with the Chinese case, the similarities on how companies updated the colonialist enterprise and its effects provided approximations. That happens because colonized territories, in their original experiences, are marked by relations of power, violence of all orders and multicultural syntheses, from which split and hyphenated subjects emerge. This societal conformation, marked by ambiguities and distances, is then thought through an interface with the controversial political moment of decolonization occured in the middle of the twentieth century. Particularly regarding to China, the advance of the revolutionary movement under Mao Tse Tung\'s leadership marked a break with imperialism, opening the way for a construction of a national discourse and a Chinese identity in which, as foreign were not contemplated. The rise of defensive nationalism had a precise function of subversion of the colonial order and, among other factors, directly and indirectly implied the exclusion of minorities. Considered undesirable in the calculation of the State in formation, a Portuguese community starts to leave China in diasporic process, under the condition of refugee. The Macanese who live in Rio de Janeiro constitute a significant part of the Second Macanese Diaspora and they are considered here in their enunciative speeches, their experiences in the interludes and strategies of survival, such as the identity negotiations and associative practices.

外人直接投資於中國大陸電子業之外溢效果與生產效率分析 / An analysis on foreign direct investment, spill-over effect, and production efficiency of Chinese Electronic Industry

現今世界趨勢已朝向全球整合的方向邁進,隨著科技日新,世界各國跨越地域隔閡,不論是在政治、經濟、科技、文化等各方面往來接觸愈來愈頻繁,中國大陸近年來與世界經貿關係連結更為緊密,同時亦對外開放直接投資,使跨國企業逐漸擴大進軍中國大陸之版圖,享受中國大陸豐沛之廉價勞動力。 然而,開放外人直接投資(Foreign Direct Investment, FDI)勢必為中國大陸相關之產業或總體經濟帶來某種程度之影響,儘管外人直接投資可帶來充沛之資本及先進之技術,但亦有可能加劇國內市場競爭,不利於本土廠商。 本文運用1998-2006 年「中國工業企業統計數據庫」中之電子業廠商,建構追蹤資料模型(Panel Data),並運用隨機邊界法(stochastic frontier approach)估計中國大陸本資、台港澳資及外資企業生產效率,藉以衡量FDI之外溢效果。根據實證結果我們發現:中國大陸電子業之外人直接投資存在正向外溢效果及正向之技術移轉,顯示FDI之進入將有助於提升中國大陸電子業本土廠商之生產力。此外,我們同時發現FDI集中投資的結果將可能造成外溢效果的減低,除此之外,經濟區位亦是影響外人直接投資所帶來之外溢效果及技術移轉效果之重要因子之一。 / Global integration is the world trend nowadays. With the breakthrough of technology, the geographical barriers no longer exist. It would be much closer with other countries in many fields, such as politics, economics, technology and culture. In recent years, China has a closer economics and trades linkage with the world. As the results of openness to foreign direct investments, more and more multinational enterprises enter to China, expanding their scale and being benefited from the low-cost labor of China. China is benefited from the plentiful capital and advanced technologies of foreign direct investments; however, the openness to FDI might cause the competition which can aggravate in domestic market and hurt the domestic firms. The research uses the data of electronic firms from Chinese Industrial Enterprises Database. We apply panel data model and stochastic frontier approach to estimate the production efficiency of Chinese, Taiwanese, Hong Kong, Macanese and Other foreign enterprises. According to the empirical results, we discover that there are positive spill-over effects and technology transformation from foreign direct investments in Chinese electronic industry. These results indicate the entry of FDI will promote the productivity of Chinese electronic firms. Beside the positive results, we also discover the negative deduction stem in concentrated investments; furthermore, the spill-over effects and the technology transformation effects are affected by the economic location.
