Tais informações permitiram traçar o perfil das crianças e adolescentes em situação de rua. A análise das entrevistas identificou o processo de desvinculação familiar e comunitária por que passam as crinaças na faixa etária de 8 à 12 anos e dificuldades enfrentadas pelas famílias nesse processo.

A partir de etnografia realizada com um grupo de meninos e meninas de rua de Brasília, a Galera do Gramado, questões acerca de valores (produtores e produzidos pelas ruas) como liberdade, esperteza e valentia. Neste sentido, o foco das considerações, minhas e da Galera, girou em torno de representações próprias e alheias acerca de infância e sexualidade como operadoras do acesso a tais valores. Reflexões acerca das representações das ciências sociais sobre crianças e adolescentes em situação de rua e das possibilidades de construção de uma antropologia da (s) infância (s) combinaram-se a considerações sobre diversos conceitos e categorias etárias. Deste modo, busco entender como, para o grupo com quem estudei, a disposição ativa perene para o sexo é fator fundamental na construção das identidades masculinas e femininas, constituindose o status de saber mais sobre o sexo condição e prova de ser não mais (apenas) criança, mas muleque. No bojo da sexualidade como meio de acesso ao status de quem sabe mais, de circulação por um mundo adulto, são apresentadas questões outras, engendradas pelo exercício de uma sexualidade ativa e valorizada positivamente. Entre virar pai ou mãe de família e exercer diversos métodos contraceptivos se dá o diálogo da Galera do Gramado com as políticas públicas de saúde voltadas para esta população. ____________________________________________________________________________________________________ ABSTRACT / The current dissertation aims to discuss childhood and sexuality. Values like freedom, keenness and bravery arouse during my fieldwork with a group of street kids in Brasília. Our considerations (mine and the street kids’) focused representations about childhood and sexuality as those who could operate such values. Reflections over representations, on the Social Sciences scenario, about street kids and the possibilities of constructing an Anthropology of Childhood (s) took part, as well as considerations on various different age categories and concepts. In this sense, I try to understand how, for the group I studied with, the perennial sexual disposition is a fundamental factor in the construction of both male and female identities in a way that the knowing- about- sex status constitutes proof and condition of being no more a child, but a muleque. On the realm of sexuality as a means of acquiring a state of deeper knowledge and circulation through the adult world, other questions are presented, aroused by the exercise of a positively valued active sexuality. Becoming a mother or a father and having access to various contraceptive methods are the most important ways of contact (and dialogue) between the group of street kids I studied with and Public Health Politics.

Para realizar esta pesquisa, foram utilizados métodos etnográficos para geração e coleta de dados. Os métodos selecionados foram a observação participante, as notas de campo, as entrevistas focalizadas, os grupos focais e a gravação de reuniões. Foi realizada observação participante na sede do Movimento na Asa Norte e junto aos núcleos de base do Movimento em cidades satélites de Brasília, desde abril de 2005 até o encerramento das atividades dos núcleos de base em dezembro de 2005. A observação foi registrada em notas de campo, sob a forma de diário de pesquisa. Foram realizados dois encontros de grupos focais em abril de 2006; ambos os grupos tiveram como participantes jovens que na infância e/ou adolescência participaram do Movimento e na juventude mantiveram vínculos com a instituição. Quatro entrevistas focalizadas foram realizadas com membros do MNMMR/DF entre outubro de 2006 e fevereiro de 2007. Participaram das entrevistas duas jovens protagonistas, líderes de núcleos de base, e duas educadoras do Movimento. Duas reuniões foram gravadas; a primeira foi registrada em março de 2006, e a segunda em março de 2007. Como referencial teórico e epistemológico, foi explorada a articulação interdisciplinar entre a Análise de Discurso Crítica e o Realismo Crítico. Para as análises de dados foram utilizadas categorias da Análise de Discurso Crítica, como a interdiscursividade, a modalidade, a coesão, a metáfora, a representação de atores sociais. Os resultados das análises apontam algumas causas discursivas da crise do Movimento, de acordo com pressupostos da crítica explanatória do Realismo Crítico. Os principais mecanismos gerativos que explicam o problema, apontados nos dados, são as contradições na construção de identidades e identificações, no que se refere à constituição da posição ‘menina-educadora’; as relações sociais hierárquicas resistentes à transformação; a crise de legitimação social da luta do Movimento; a adesão ao discurso da imobilidade das estruturas sociais; a carência de recursos simbólicos ligados ao discurso e a naturalização da incapacidade de transformar essa carência; a ausência de espaços legítimos de transição de papéis na instituição. Os capítulos analíticos da tese possibilitam, portanto, reflexões acerca da crise do Movimento Nacional de Meninos e Meninas de Rua no Distrito Federal e suas conseqüências para o protagonismo juvenil, gerando compreensão de algumas das causas discursivas dessa crise e de seus efeitos para a instituição. _________________________________________________________________________________ ABSTRACT / This thesis is the result of a research study aimed at investigating the crisis in the National Street Children’s Movement in the Federal District. This crisis as well as its consequences on juvenile protagonism, the Movement’s main focus, were proven empirically and confirmed in ethnographic data. In conducting this study, ethnographic methods were used to generate and collect data. The methods used were participant-observation, fieldnotes, focus interviews, focus groups and recordings of meetings. Participant-observation was carried out at the Movement’s headquarters in Brasilia as well as at the Movement’s branches in Brasilia’s satellite cities from April 2005 up to the close of the branches’ activities in December, 2005. Observations were recorded as field notes in a research diary. Two focal group meetings were held in April, 2006. Both groups included young people who during their childhood and/or adolescence had taken part in the Movement and still maintained links to the institution. Four focus interviews were conducted with the Federal District Movement’s members between October, 2006 and February, 2007. Two young protagonists – branch leaders and two Movement educators participated in the interviews. Two meetings were taped. The first was recorded in March 2006 and the second in March 2007. Theoretical and epistemological references were based upon the interdisciplinary articulation between Critical Discourse Analysis and Critical Realism. In analyzing the data, Critical Discourse Analysis categories such as interdiscursivity, modality, cohesion, metaphor and representation of social actors were used. Results of the analyses indicate that there are some discursive causes for the Movement’s crisis in keeping with the presuppositions in explanatory criticism in Critical Realism. The main generative mechanisms that explain the problem and highlighted in the data are contradictions in identity and identification construction regarding the constitution of the ‘girl-educator’ position; hierarchical social relations resistant to transformation; the social legitimating of the crisis in the Movement’s struggle; adherence to immobility discourse in social structures; the lack of symbolic resources linked to discourse and the naturalization of the incapacity to transform this; the absence of legitimate spaces for role transition in the institution. The analytical chapters in this study allow therefore for reflecting upon the Federal District Street Children’s Movement crisis and its consequences on youth protagonism and hence consider some of the discursive causes for this crisis and its effects upon the institution.

Uma fala, como qualquer outra, que apresenta sentidos explícitos e implícitos. Naquilo em que e silencio ou ausência, deixa ambiguidades que carecem de momentos de entendimento, e também de explicações Chamamos contradiscurso o dizer cifrado desses meninos. Para uns, claro, consciente, politizado; para outros, fruto de dominações e expropriações diversas. No entanto, sempre marcado por intervenções de outras formações discursivas. A ideia fundamental passa a ser então escutar o som e perceber os significados de sujeitos que guardam em si competências discursivas, e que se manifestam também como objetos da realidade social em que vivem. Para a configuração desses contra discussão foi vivenciada uma "oficina de imagem" onde os meninos, através de um fazer participante, criaram o vídeo No olho da rua. Este vídeo e o corpo empírico da presente dissertação, Na rua nem todos os gatos são negros, a partir de um dialogo que mantivemos, em todo o tempo da experiência, com os domínios da ciência. Constitui-se assim esta dissertação em um texto-vídeo que expõe imagens intuídas e conceituais do olhar do próprio menino de rua de Brasília. “Ao mesmo tempo, a “pesquisadora” foi surgindo e convivendo existencialmente com a compreensão do fenômeno. Passou depois a querer explica-lo. Pelo menos, a explicita-lo na essencialidade de rua condição de também incluídos no sistema social, nem que seja numa mínima fração sub-hegemônica. Como o próprio discurso traz heterogeneidades, o método desta dissertação guarda também contra-argumentações. Poderia ser entendido como um "não-metodo", ou mesmo um "contra-metodo”, lembrando ate a "verdade" de uma tradição hermenêutica. Mas a pretensão foi menos ambiciosa; apenas quisemos acompanhar ontológica e vivencialmente a ideia de um sujeito, o menino de rua, que não e o simples resultado de suas semelhanças discursivas, e sim, um ser essencialmente histórico. / This paper seeks to understand the speech used by the street children of Brasilia. A speech that like any other shows explicit and implicit meanings. A speach in which silence or absence brings up ambiguities and that has moments of understanding and must also have explanations. These children's code way of saying is called counter speach. For some, it can be clear, conscious or political; for others, it is the result . of various dominations and expropriations, notwithstanding, it has always been full of interferences of other discursive means. The main idea is directed then to the listening of its sounds and perception of words that contain certain discursive competences, which are also manifested as parts of the social reality in which they live. To represent this counterspeach, it was experienced an "image workshop" during which these children fully participated and created the video film No olho da rua (On the street's eye). This video represents the empiric body of the present paper Na rua nem todos os gatos são Negros (In the streets not all cats are black)), built from a constant dialectical exercise with the existing scientifical references. Therefore this paper is composed of a text-video, which ahowe anticipated and conceptual images seen from the street child's eye. As the investigation progressed the "researcher" started to come out and cohabit existentially with the understanding of the phenomenon. From this condition, she felt the urge to explain it. She does so through the perception that these children are part of the social system, even if they may represent a sub-hegemonic minimum fraction. As the discourse itself brings up differences, the method used in this paper also keeps counter-argumentations. It could be understood as a "non-method”, or as a "counter-method" that could even resemble "the truth” of a hermeneutic tradition. But the intention was less ambitious and we only tried, ontologically and experiencially, to follow the idea of an individual, a street child, who is not only the result of his discoursive similarities, but also an essentially historic human being.

Utilizando o método clínico de Piaget e tendo por base suas idéias sobre o juízo moral, observamos e entrevistamos 20 crianças de rua, de sete a treze anos, do sexo do sexo masculino, que freqüentam uma Casa Abrigo localizada na cidade de Jaboticabal (SP). Os dados foram analisados e classificados conformes as tendências de desenvolvimento moral e noções de justiça propostas por Piaget. Os resultados mostraram que as crianças, diante de uma situação de agressão, demonstram mais características heterônomas em suas respostas. As noções de justiça concentram-se entre retributivas e distributivas. Conclui-se que a agressão é uma característica enraizada na formação da moral da criança de rua e que influência fortemente o seu desenvolvimento. Sendo a agressão uma poderosa forma aprendida de resolver problemas em seu contexto de vida, nela espelha-se para solucionar os conflitos do cotidiano. / In this research we carried out a sociomoral study whose objective was to verify which rules and notions of justice are abstracted by street children subject to observation from a hypothetical situation of conflict involving assault. Applying the clinical method of Piaget and having as base his ideas about moral judgment, we observed and interviewed 20 male street children, from seven to thirteen years old, who often stay in a shelter located in the city of Jaboticabal (SP). The data were analyzed and classified according to the trends of moral development and notions of justice proposed by Piaget. The results showed that the children, under a situation of assault, exhibit more self-serving cognitive distortion characteristics in their responses. The notions of justice constrict in rewarding and distributing ones. We can conclude that the assault is an embedded characteristic in the moral formation of the street child, and that affects directly the child's development. Once the learned pattern to solve problems in the child's life context is the assault , it is in that that the he or she rests to resolve his or her everyday conflicts.

Recorrendo a estudos e pesquisas que investigam essa temática focamos a interrogação que revela a intencionalidade em compreender o modo como as adolescentes que se encontram em abrigos vivenciam o tempo. Nesse sentido, o presente trabalho se propõe a compreender o tempo vivido por essas pessoas, com experiências de viver na rua e em abrigos, na tentativa de possibilitar novos modos de atuação dos profissionais de saúde e áreas afins. Os pressupostos filosóficos da investigação fenomenológica - modalidade do fenômeno situado - fundamentam a investigação. Como a experiência é sempre vivida por um sujeito, situado espaço-temporalmente no horizonte da historicidade do seu real vivido, meninas que estavam experienciando o habitar o abrigo por, no mínimo, quatro meses anteriormente ao início da coleta de dado, participaram da investigação. Por meio de entrevistas semi-estruturadas e atividades de colagem, buscamos por um material que nos permitisse compreender as experiências relacionadas ao tempo vivido pelas participantes. Dos resultados submetidos à análise ideográfica, seguida da elaboração de uma matriz nomotética, emergiram duas grandes categorias abertas: ‘modos de habitar’ e ‘modos de se perceber sendo’. Estas revelaram que, diante da exigência originária do ser-ai e da presença em buscar sua realização nos diversos modos de ser-com, as meninas habitam a rua como uma alternativa ao habitar a casa e, finalmente, o abrigo com a esperança de realizarem seus projetos existenciais. Nesse sentido, sinalizam para o abrigo não como um espaço físico, mas como um espaço vivido, onde educadores e educandos estão sendo-uns-com-os-outros. As grandes categorias desvelam a vivência no presente tanto do passado, por intermédio das recordações, lamentos e pesares, assim como do tempo futuro, por meio de ações vislumbrando satisfazer desejos, na esperança da reconstrução da decadência, possibilitando¸ assim, ações éticas baseadas na redimensão da própria existência e no arrependimento. Esta investigação possibilitou perceber, também, que o tempo vivido no abrigo se constitui em uma oportunidade para a atuação de equipe multi e transdisciplinar envolvendo educadores, psicopedagogos, assistentes sociais, psicólogos, enfermeiros, terapeutas ocupacionais, médicos, entre outros. Possibilitou ainda evidenciar a necessidade de uma reconstrução das políticas públicas de atenção às adolescentes que venham a contemplá-las em suas dimensões existenciais. _______________________________________________________________________________________ ABSTRACT / The diversity of teenagers’ possible manners to constitute their spaces and temporalities, when living on the streets and foster homes, has been focused under several perspectives in health, education, sociology and many other fields. Considering studies and researches which investigate this theme, we have focused the questions which reveal the intention to comprehend how foster home teenagers experience time. Hence, this study intends to comprehend the time experienced by these people, experiencing life on the streets and foster homes, on an effort to aid on the actions of health professionals and related areas. Philosophical premises of phenomenological investigation – actual phenomenon modality – provide the fundamentals for the investigation. Since the experience is always experienced by a subject, situated in space and time on the horizon of their lived reality history, girls experiencing inhabiting foster homes, for at least for months before the beginning of data collecting, were included in the investigation. By means of semi-structured interviews and image gluing activities we have achieved some material which allowed for the comprehension of the experiences related to the time lived by the girls. From the results submitted to ideographic analysis, followed by the elaboration of a normotetic matrix, two major open categories emerged: ‘ways of inhabiting’ and ‘ways of perceiving oneself being’. They have revealed that, in face of the original demand of the being-there and of the presence of the search for self realization in the diverse ways of being-with, those girls inhabit the streets as an alternative when inhabiting the house, and finally the foster homes with the hope of achieving their existential projects. In such sense, they signalize for the foster homes not as a physical space, but as a lived space, where educators and learners are being-with-one-another. The major categories unveil the living in the present both of the past, by means of recalling, whining and sorrow, as well as of the future time, through the glimpse of satisfying desires, on the hope of reconstructing decadence, thus making it possible to have ethical actions based on giving a new dimension for their own existence and regret. This investigation allowed us to perceive, also, that the time spent in the foster home constitutes an opportunity for the actions of team which is both multi- and trans-disciplinary, including educators, psycho-pedagogic professionals, social assistants, psychologists, nurses, therapists, and physicians among others. It was also possible to outline the need for a renovation of public policies on teenagers addressing, in order to fulfill them in their existential dimensions.

The objective is to analyze their moral values, expectations, and dreams within the context of their life on the street and their social condition as a group of individuals of a determined class. Since the parameters of the study include the struggle for the defense and guarantee of human rights and the construction of public policies focusing on children and adolescents, we constructed our analysis on the basis of an ethical concept rooted in the social theory of Marx, according to which the individual constructs and reproduces his life in society in constant relations with the social and historical values constructed by him as his individual and collective reference for life in society. The study demonstrates the presence of values such as solidarity, thought of as a means of social transformation, as well as the value placed on the family, education, and work. It also indicates, as well, the precarious lifeconditions to which the children and adolescents are exposed as well as the rejection and prejudice suffered by them, indicating a necessity to transform the social system that alienates and imprisons individuals. We cite the work developed by Cedeca Sé with the boys and girls living on the street in order to show that this experience marked our professional performance and, with the current reflection, we aspire to contribute to its development, believing in a project in which a human being is considered as the central value of a society moving in the direction of social transformation to achieve equality / Este trabalho apresenta uma pesquisa com meninos e meninas em situação de rua na região central de São Paulo, com o objetivo de analisar seus valores morais, suas expectativas e sonhos no contexto das ruas e sua condição social, como indivíduos coletivos, de uma determinada classe. Tendo por parâmetros a luta pela defesa e garantia dos direitos humanos e a construção de políticas públicas voltadas para a área da criança e do adolescente, construímos nossa análise tendo por base a concepção ética fundamentada na teoria social de Marx, segundo a qual o indivíduo produz e reproduz sua vida em sociedade, na relação constante dos homens com valores sociais e históricos por ele construídos como referência individual e coletiva para a convivência social. A pesquisa demonstrou a presença de valores como a solidariedade, pensada como meio de transformação social, assim como a valorização da família, da educação e do trabalho. Apontou, também, para as precárias condições de vida a que são submetidos, e para a presença da rejeição e do preconceito sofridos, indicando a necessidade de transformação de um sistema social que aprisiona e aliena os indivíduos. Recuperamos o trabalho desenvolvido junto ao Cedeca Sé com os meninos e meninas em situação de rua por entender que essa experiência marcou nossa atuação profissional e porque, com a reflexão aqui realizada, pretendemos contribuir para o seu desenvolvimento, acreditando em um projeto no qual o ser humano se coloque como valor central na sociedade, na direção das transformações sociais para a realização da igualdade

Estas ações podem ser entendidas como manifestações da movimentação da sociedade civil organizada que se dirigem ao enfrentamento de problemas sociais em um contexto de aparente "crise das instituições". Além disso, são características de uma mudança de foco no enfrentamento das violências em uma direção preventiva, através de intervenções sobre categorias e configurações de sujeitos. A discussão se baseia em uma tentativa de articular os debates acerca das violências com as teorias da civilização e da pacificação social, com as análises sobre a sociedade civil em seu papel de enfrentamento destes "problemas" e também com as teorias do reconhecimento social e da redistribuição material, agência e empoderamento, como estratégias para aportar "soluções". Busca-se neste trabalho perceber nas ações de agentes de ONGs de educação infantil e educação complementar comunitária de Florianópolis as possibilidades e limites de enfrentamento das violências entre os jovens e crianças atendidos por estas instituições. Para tanto, procurou-se articular e fazer dialogar teorias antropológicas e sociológicas com os discursos e práticas dos sujeitos pesquisados acerca dos temas relativos às violências, à educação e aos movimentos sociais. Procurou-se explorar os entendimentos do conceito de "violência" e as formas como este entendimento afeta as modalidades propostas de intervenção e prevenção, buscando perceber o que as soluções propostas podem nos dizer acerca da maneira como estes agentes veem e interpretam moralmente a si, ao mundo contemporâneo e seus problemas. / This thesis analyzes educators speeches and practices from two NGOs in Florianópolis, whose social-political-pedagogical actions aim to rescue children from the streets (meaning: from criminality and violence), and to give opportunities, a very common social speech in Brazil. These actions can be understood as manifestations of the organized civil society movement towards dealing with social problems in an apparent "institutional crisis" context. Furthermore, these are characteristics of a change in focusing violence in a preventive mode, by means of interventions on subjects categories and configurations. The discussion is based on an attempt to link the discussions about violences with the theories of civilization and social pacification, with the analysis about the civil society in its role of facing these "problems" and also with the theories of social recognition and material re-distribution, agency and empowerment as strategies to bring "solutions". The scope of this work is to seek the possibilities and limits in the actions and verbalizations of the NGOs agents, who work with children's education and complementary education in Florianópolis, of confronting violences among young people and children who are cared for in these institutions. For this it was articulated a debate between anthropological and sociological theories and the discourses and practices of the researched subjects about topics related to violences, education and social movements. It was sought to explore the understanding of the "violence" concept and the ways in which this understanding affects the proposed modalities of intervention and prevention, aiming to apprehend what the proposed solutions may tell us about the manner in which these agents see and morally interpret themselves, the contemporary world and its problems.
