An investigation into the illegal movement of goods from seaports-of-entry : a case study at Durban harbour

Seaports, or harbours, play a vital role in the logistical supply chain, since they handle the largest volumes of containerised cargo and bulk goods that enter any country. Over the decades, globalisation and free trade have resulted in increased movement of cargo and people through the sea ports. The security functions in all categories of the ports are of paramount importance, seeing that border posts or ports are the main entry and exit points of any country. The marine transport system is responsible for 95-98 per cent of South Africa’s imports and exports. South Africa’s maritime sector, and in particular its eight commercial ports-of-entry, play a major role in the South African economy, as well as those of South Africa’s neighbouring landlocked countries. As a result of the volume of cargo containers passing through these ports, it is often challenging to detect or even examine all of the cargo that enters or leaves the port. A 2007 report titled ‘The collective approach to Border Control’ states that the movement of illegal goods crossing South African borders is in the amount of 20 billion Rand per year. The illegal movement of goods represents an enormous loss to South Africa in terms of revenue, as well as customs and excise duties, and negatively impacts on the confidence of our international investors. One of South Africa’s busiest seaports-of-entry is the Durban harbour. This study sought to investigate the challenges presented by the illegal movement of goods through Durban harbour. The research sought to establish how the goods were being moved illegally through the Durban harbour area. The focus is on the security risk control measures that should control the illegal movement of goods from the Durban Harbour. The objectives of this study were: to examine the existing security risk control measures at the Durban harbour; to assess the risks associated with the illegal movement of goods at the Durban harbour; and to identify the security risk control measures required to prevent the illegal movement of goods at the Durban harbour. The study made use of the qualitative research approach to research the unlawful transfer of goods entering through seaports. Three methods of data collection were used. These were a documentary study of police case dockets, an onsite security audit of the Durban harbour, and face-to-face interviews between the researcher and the interviewees in accordance with an interview schedule. Semi-structured interviews were conducted with the SAPS Border Police, customs officials and security officials who were stationed at the Durban harbour. Thirty (30) sample respondents were individually interviewed by the interviewer. An analysis of fifty (50) police dockets which were registered on the SAPS crime administration system for ‘Theft and Contraband Smuggling’ were also analysed, where the scene-of-crime was the Durban harbour. In addition, an onsite evaluation of the current security measures at the Durban harbour was conducted. All of the data collected was analysed using a data-spiral method, which generated themes and categories. The findings established that there are shortcomings or gaps within the existing security measures for the prevention of, and safeguarding the harbour as a port against, criminal risks or security weaknesses. Accordingly, the researcher has recommended certain measures that should assist in eliminating or reducing the associated criminal risks affecting the harbour. / Criminology and Security Science / M. Este estudo busca compreender a importância da fiscalidade colonial enquanto lócus privilegiado para a análise da construção e o desenvolvimento do poder regional na América portuguesa no longo século XVIII. Escolheu-se a capitania periférica de São Paulo como objeto principal de investigação, uma região marcada por um menor desenvolvimento econômico e por pesados encargos militares. Neste estudo, o poder regional é entendido em sua dupla dimensão estatal, a construção de uma esfera de governo na capitania, e privada, a formação de uma elite colonial propriamente regional. Esta análise considerou aspectos informais (redes) e formais (instituições), bem como dimensões cognitivas expressas por distintas culturas fiscais. Foram privilegiados três eixos de investigação: os processos de negociação fiscal, as instituições de administração fazendária e a arrematação dos contratos. Adotando-se um ponto de vista complementar e intermediário das diferentes posições no debate contemporâneo sobre o governo político na América portuguesa, a preocupação principal voltou-se para os diferentes arranjos, com conflitos e negociações, entre a Coroa portuguesa e as elites mercantis do reino e dos domínios. Entre as principais conclusões observa-se que a formação do poder regional seria marcada por dificuldades e limitações na primeira metade do século XVIII, pela construção efetiva de configurações relativamente estáveis durante o reinado absolutista de d. José I e pelo surgimento de tensões na década de 1790, decorrentes de pressões vindas do centro e dos poderes locais subjacentes. / This study aims to understand the importance of colonial fiscality as an opportune place to analyze the building and the development of the regional powers in Portuguese America in the long Eighteenth century. The peripheral captaincy of São Paulo, burdened by heavy military expenses and a lower economic importance, was chosen as the core research object. In this study, the regional power is understood in its double dimension. One side relates to the government with the construction of a state sphere in the captaincy. The other side is private, the formation of a regional colonial elite. The analysis considered informal (networks) and formal aspects (institutions) as well as cognitive dimensions expressed by different fiscal cultures. Three axis of research were highlighted: the processes of fiscal negotiation, the Treasury administration institutions and the leasing of tax contracts. The thesis supported a complementary and intermediary point of view about the different arguments in the current debate on the political government in Portuguese America. The main concern was to study the different dealings between the Portuguese Crown and the kingdom and colonial elites. These arrangements involved conflicts and negotiations. In the conclusion, it is observed that the formation of regional power was marked by difficulties and restrictions in the first half of Eighteenth century, by an effective construction of relatively stable configurations in the absolutist government of d. José I and by the awakening of tensions in the decade of 1790 provoked by central and local powers.

<p>The purpose of this thesis has been to describe and explain why wholesalers in Stockholm during the eighteenth century acted as they did. This analysis is built on the idea that peoples’ possibilities to act depends on the context in which they live and the person’s network. The starting-point for the analysis is an old discussion if the merchants made any difference in the transformation of society; were they a dynamic element or not? </p><p>In this thesis wholesalers’ social and economic relations are studied from different viewpoints: how they married, how their credit network was built up, and what they consumed. The wholesalers are divided into groups depending on their income. The materials used are inventories, parish registers, registers of tax-payments and biographical books.</p><p>The research shows that the differences in behaviour were small between the income groups. Most of the wholesalers married daughters of other merchants, they lent money to their own family, and they consumed more or less in the same way. There was a big economic gap between the wealthiest wholesalers and the less wealthy. Why their behaviour was nonethless so homogenous depended on their need of a network. The importance of this made them act the same.</p><p>However, the study shows one group that acted a bit differently, wholesalers who belonged to the German congregation. In several ways they were an association in themselves. And the way they act can described as dynamic. Because they did not have an obligation to the Swedish network, they could act differently. </p>

Sjöbefäl och kvinna år 2011 : En kvalitativ undersökning av kvinnliga nautikers ombordsituation

Den här undersökningen handlade om hur idag aktiva, kvinnliga nautiker i den svenska handelsflottan upplever sin situation ombord och hur de ser på sin framtid till sjöss. Syftet var att utröna ifall nautikeryrket i sin nuvarande form passar kvinnor och ifall något kan göras för att göra det mer attraktivt för dem. Bakgrunden var den låga andelen kvinnor inom yrket.   Jag valde en kvalitativ undersökningsmetod där jag analyserade data från fem semistrukturerade intervjuer. Denna metod valdes eftersom jag framförallt ville förstå den genusproblematik som kunde finnas ombord.   Resultatet visade att det inte finns något i nautikerns arbetsuppgifter som inte kan utföras av en kvinna och att särbehandling p.g.a. kön och sexuella trakasserier drabbar kvinnliga nautiker i begränsad omfattning. Det framkom att det största hindret för en framtid till sjöss är familjebildning och detta gjorde det även svårt att komma med konkreta förslag om hur yrket skulle bli mer attraktivt för kvinnor. / This thesis was a research on the onboard experience of female officers, today active in the Swedish merchant fleet, and of their thoughts regarding their future at sea. The purpose was to clarify whether the deck officer profession as of today is suited for women and if something could be done to make it more attractive to them; this in view of the small relative number of women in the profession.   I chose the qualitative research design, analyzing data from five semi-structured interviews. This method was used since my primary objective was to understand possible gender issues onboard.   The result showed that there is nothing in a deck officer’s work that can not be performed by a woman. Furthermore, the result pointed to the conclusion that female deck officers are subject to gender related discrimination and sexual harassment, but scarcely. The greatest obstacle for a future at sea proved to be family related, which also made more specific suggestions on how to make the deck officer profession more attractive to women difficult.

Articulating agency : a case study of the strategies used by the South African Transport and Allied Workers Union in servicing South African seafarer.

In theorising globalisation, capital is represented as all-powerful and proactive in its mobility and ability to transcend national boundaries in search of new labour markets. It is this mobility of capital. which is argued to be instrumental in shaping the processes of globalisation (Ohmae: 1989, Allen: 1995: Thompson et al: 1998. Dicken: 1998). Labour in contrast is portrayed as fixed within territorial boundaries unable to shape or influence its own destiny or the processes of globalisation. These opposing discourses of capital as the prime agent of globalisaton and labour as a passive participant in the process have predominantly informed the debates about globalisation, and have remained mostly unchallenged in the literature. This dissertation interrogates claims of capital being all-powerful via its mobility and labour being 'agentless' in influencing the processes of globalisation. In order to achieve this I use the global shipping industry' as an example to explores these arguments. This is achieved by investigating the complex ways that relationships between shipping capital and seafaring labour have changed and how these changed relationships are articulated. Specifically I examine the strategies used by South African Transport and Allied Workers to service a transnational and flexible membership. My findings suggest that the 'agentless' nature of labour in shaping the processes of globalisatlon is exaggerated by proponents of the transnational neo-liberal discourse of globalisation. / Thesis (M.A.)-University of Natal, Durban, 2001.

帝制中國的士人菁英與政府組織,其對民間商業活動的觀感究竟如何?關於這個大問題一個簡單的答覆,是學界使用了很久的「重農抑商」(或稱「重本抑末」)一詞。它由於散見於官員言論、政府詔令,因此說官員「有重農抑商的觀念」是一種很安全的講法,但卻也含糊不清,究竟這類詞彙想要表達的是什麼意思?具體的特徵為何?它和我們習慣上說的以農為本、農本主義(本文統稱為「農本商末」)又有什麼不同?學界一般不會去區別古時的「重農抑商」和「農本商末」觀念有什麼不同,或者認為,「重農抑商」根源於以農為本、以工商為末的偏頗思維,是比「農本商末」更為激進、視商業更負面的態度。但筆者以為不是如此,透過考察一個筆者心目中的關鍵環節──對於客觀上農業依賴商業的情形,官員有多少認識,我希望能說服讀者能重新考慮一些不同的可能性。 學界對古代「抑商」觀念的想像並不一致,彼此間對史料上的「抑末類用詞」想要表達的意涵為何,也缺乏有效的標準,至於這類用語本身在古文中的使用,亦不夠統一、明確。然而這些用語卻成了古人「抑商」、「輕商」的主要證據。首先,如果古人只是把「本末」的思維套到農商關係上,則並無輕視商業的意涵;此外,宋代官員認為商業不如農業重要,同時卻也十分在乎商業的好壞。這兩點先確認之後,筆者想釐清「抑末類用詞」的宋代語意,以及新法「抑末」的性質,勾勒出一個和今天重商觀念全然不同的重視商業模式,並解釋它的原因。 論文內容可以分作兩個層次。就古人對現實的認知情形進行評估,構成了本文的第一層內容。希望對於這些評估的討論,能讓我們對宋人的商業觀念有較「抑商」、「輕商」、「重商」這類概括性用語更為細膩的理解。此外,綜合這些討論,筆者也發展了一個推論,構成本文較為激進的第二層內容:「農本商末」的思維方式,它自身已是宋代重商傾向充分必要的原因(necessary and sufficient condition),雖然還可能有其他因素促成了對商業的重視,但這些解釋策略在知識上都是多餘的。 / What was the perspective of the government and the elite on commercial activities in imperial china? An simple answer to this big question is the term “Chung nung I shang”(重農抑商)(literal translation “emphasize agriculture and restrain commerce”), or “Chung Pen I Mo”(重本抑末)(“emphasize the root and restrain the branches”). Due to the widespread use of such terms in edicts or statesmen’s discourses, it is safe to assume that the statesmen held the belief of “Chung nung I shang”. However, the saying itself is an ambiguous statement—what is the precise meaning of this linguistic practice? What are its concrete traits? What is the difference between “Chung nung I shang” and the more commonly used “Agricultural Foundation” ideology(以農為本、農本主義)? In general, the two terms are not distinguished within academia. Some scholars that perceive the two as different believe the former to have originated from the latter. The latter views agriculture as root and industry or commerce as branches, whereas the former is a more radical idea that discriminates against commerce. The author would like to offer a different interpretation by examining a crucial question—how did those statesmen understand the dependence of agriculture on the commodity economy—one may realize the possibility of a different interpretation. In academia, the term “I-Shang”(抑商) can be interpreted quite differently. The actual meaning of “I-Mo(抑末) type terms” in historical materials is also very ambiguous in academic texts as there lacks an effective standard to examine the word’s usage. Nevertheless, such historical linguistic practice constitutes the main evidence that the ancient Chinese believed in “I-Shang”(抑商) or “Ching-Shang”(輕商)( literal translation “disdain commerce”). First, if the ancient Chinese simply applied the “root and branch” analogy to agriculture and commerce, there is no implication of a negative connotation. Secondly, even though statesmen in Song China thought commerce was less important than agriculture, they took the health of commerce seriously. Once these two points are established, the author intend to clarify the meaning of “I-Mo(抑末) type terms” in Song Dynasty and the characteristic of “I-Mo(抑末)” idea in Wang An-shi’s political reform and then depict and explain the pattern to emphasize commerce at that time. This study constitutes two layers. The first estimates the statesmen’s understanding of the economic reality in Song China. Discussions brought forth in this estimate aim to further understanding of their perception towards commerce beyond literal translation of the previously mentioned terms. Furthermore, discussions in the first layer leads to the argument in the second layer—“Agricultural Foundation” ideology(農本主義) itself was a necessary and sufficient condition that prompted the emphasis on commerce in Song china.
