Išplėstas skaitmeninių mokymosi išteklių metaduomenų modelis / Extended metadata model for digital learning resources

Pagrindinis informacinių technologijų (IT) naudojimo mokymuisi tikslas – didinti mokymosi kokybę ir efektyvumą, lengvinti besimokančiojo ir mokytojo darbą. Galima išskirti dvi IT taikymo ugdymui kryptis: 1) kai naudojant IT siekiama gerinti tradicinius metodus 2) kai sukuriami nauji metodai, kuriuos taikyti įmanoma tik naudojant IT. Abiem atvejais svarbus mokytojų gerosios patirties dalijimasis, mokymosi metodų įvaldymas. Disertacinis darbas skirtas metodinių išteklių ir mokymosi metodų naudojimo problemoms, kylančioms dėl informacijos nepakankamumo mokymosi objektų (MO) metaduomenų saugyklose, spręsti. Išanalizuoti ir palyginti pagrindiniai MO metaduomenų standartų modeliai, naudojami skaitmeniniams mokymosi ištekliams formaliuoju būdu aprašyti. Ištirti MO metaduomenų standartų taikymo modelių sudarymo moksliniai ir praktiniai principai. Išanalizuoti turinio MO kūrimo modeliai, kurie užtikrina MO suderinamumą. Atliktas empirinis tyrimas leido nustatyti tolesnę tyrimo kryptį ir turėjo įtakos išplėsto MO metaduomenų taikomojo modelio kūrimui. Metaduomenų taikomojo modelio projektavimo procesą sudaro šie etapai: 1) metodinių išteklių ir mokymosi metodų objektų aprašančių metaduomenų elementų aibių išskyrimas; 2) valdomųjų žodynų, skirtų metaduomenų elementams aprašyti, formavimas siekiant užtikrinti metaduomenų suderinamumą; 3) metodinių išteklių ir mokymosi metodų objektų aprašančių metaduomenų lyginamoji analizė; 4) išplėsto MO metaduomenų modelio išbaigimas ir diegimas... The key aim of using information technology (IT) in learning is to increase the learning quality and efficiency, to facilitate a learner’s and a teacher’s work. We can distinguish two main directions of IT application in training: (1) if applying IT we strive to improve the traditional methods; (2) if new methods are developed that are applicable only if IT is used. In both cases, sharing the good experience of teachers and mastering of the learning methods are of great importance. The management and administration of legally defined marine boundaries in Australia is subject to a variety of political, legal and technical challenges. The purpose of this thesis is to address three of the technical challenges faced in the implementation of marine boundaries which cannot be dealt with by applying conventional land cadastre and land administration principles. The three challenges that are identified and addressed are (i) marine boundary delimitation and positioning uncertainty, (ii) the construction and maintenance of four dimensional marine parcels, and (iii) the modelling and management of marine boundary uncertainty metadata.

1 PROTECTION OF PRIVACY AND PERSONAL DATA IN EUROPEAN UNION LAW WITH REGARDS TO DATA RETENTION ABSTRACT The thesis deals with the issue of data retention, i.e. the issue of storing communications metadata by telecommunications service providers for the purpose of possible later access to this data by state authorities. The thesis focuses not only on the relevant EU legislation, but also on the related case law of the Court of Justice, which plays crucial role in determining the standard of protection offered by EU law. This analysis focuses on two main legal issues - the issue of scope of the EU legislation in this area and the issue of proportionality. With regards to the first issue, the author is of the opinion that the Court of Justice interprets the scope of the relevant EU legislation overly broadly. Author criticizes the fact that the Court of Justice applied secondary law adopted on the basis of Article 95 TEC on the issue of access to the retained data by the Member States authorities, including the authorities of Member States which are active in the field of national security. The thesis explores the application of approximate string matching in scientific publication record linkage process. An introduction to record matching along with five commonly used metrics for string distance (Levenshtein, Jaro, Jaro-Winkler, Cosine distances and Jaccard coefficient) are provided. These metrics are applied on publication metadata from V3S current research information system of the Czech Technical University in Prague. Based on the findings, optimal thresholds in the F​1​, F​2​ and F​3​-measures are determined for each metric.

Curating news sections in a historical Swedish news corpus

The National Library of Sweden uses optical character recognition software to digitize their collections of historical newspapers. The purpose of such software is first to automatically segment text and images from scanned newspaper pages, and second to read the contents of the identified text regions. While the raw text is often digitized successfully, important contextual information regarding whether the text constitutes for example a header, a section title or the body text of an article is not captured. These characteristics are easy for a human to distinguish, yet they remain difficult for a machine to recognize. The main purpose of this thesis is to investigate how well section titles in the newspaper Svenska Dagbladet can be classified by using so called image embeddings as features. A secondary aim is to examine whether section titles become harder to classify in older newspaper data. Lastly, we explore if manual annotation work can be reduced using the predictions of a semi-supervised classifier to help in the labeling process.  Results indicate the use of image embeddings help quite substantially in classifying section titles. Datasets from three different time periods: 1990-1997, 2004-2013, and 2017 and onwards were sampled and annotated. The best performing model (Xgboost) achieved macro F1 scores of 0.886, 0.936 and 0.980 for the respective time periods. The results also showed classification became more difficult on older newspapers. Furthermore, a semi-supervised classifier managed an average precision of 83% with only single section title examples, showing promise as way to speed up manual annotation of data.
