The relationship between the role of the military and political changes in Indonesia

Since the independence of Indonesia in 1945, Indonesia has experienced several changes during the last sixty years and is now moving towards democratization. Of these political changes, Indonesia's civil-military relationship has always played a key role. During the era of Cold War, Indonesia¡¦s military were fighting against colonial power and facing the ideological confrontation. As political changes are going on, the military is asked to get out of political system in Indonesia. During the war of Independence, Indonesia¡¦s military played a role to save the country, they fought against the Dutch under the belief of nationalism. Indonesia's parliamentary democracy in the 1950s caused political disorder. Sukarno¡¦s leftist ideology has also caused the military unrest. With both internal and external factors, military coup happened in September 1965, which result in the region of authoritarian rule of Suharto. During the Suharto era, Indonesia's military penetrated in political, economic and social areas in Indonesia. The military became the supreme power that controlled the country. Indonesia's economic growth was claimed to be as a source of legitimacy for Suharto¡¦s regime. Indonesia¡¦s economy was almost collapsed of the financial crisis in 1997. As Mr.Suharto is losing his ruling legitimacy in Indonesia, it¡¦s made Suharto step down in May 1998. Indonesia¡¦s military then began to change. Indonesia has experienced four presidential elections, and regarded as a democratic state. But, if Indonesia wants to achieve a true civilian control over the military still, further military professionalism has to be done.

Study of civil-military relations in crises of Czechoslavak history

Approved for public release, distribution is unlimited / This thesis examines civil-military relations during the critical moments of the Czechoslovak history, particularly during the deep political and societal crises in 1938, 1948, 1968, and 1989. Such a method offers an opportunity to analyze civilian control of the military under a situation when the civil-military relations are in deep crisis. By concluding that even under such conditions there were stable civil-military relations in former Czechoslovakia, this thesis affirms the theory of military professionalism as a crucial factor in civil-military relations, as presented by Samuel P. Huntington. Thus, the study of civil-military relations in crises of the Czechoslovak history provides an exceptional opportunity to test the Huntington's model of the equilibrium of objective civilian control in the circumstances of profound societal disturbances. In accordance with the Huntington's theory of stable civil-military relations, this thesis attests that a strong military professionalism, typified by the bonds of traditions, obedience, and patriotic loyalty, plays crucial role in determining stability of civil-military relations, i.e. an objective civilian control of the military. Subsequently, by following this reasoning this thesis also justifies assumption of permanently stable civil-military relations in Czechia, because it intentionally concentrates only on the continuum of the Czechoslovak and the Czech civil-military relations. / Lieutenant Colonel, Czech Air Force

Twenty-first century celebrations of the British Armed Forces : the rise of the biopolitical military professional

Over the past decade, the United Kingdom has witnessed a proliferation of civil-military initiatives that have engendered overt and celebratory displays of support for the British Armed Forces. This thesis interrogates two of these initiatives: the annual public relations event Armed Forces Day and the military charity Help for Heroes. Significantly, these initiatives have emerged against a backdrop of morally and politically contentious military violence, notably in Iraq and Afghanistan. Hence, these initiatives raise important questions about the type of politics which underwrite them. In this thesis, I address these questions by critically engaging with a figure who occupies a key position within this UK civil-military landscape: the professional soldier. Adopting a Foucauldian approach, I place this figure within a broader political, social and historical context and show how, since the end of the Second World War, the professional soldier has continually remerged to rewrite the conditions of possibility for liberal war-fighting. Drawing on this insight, I identify a professional soldier, I label the biopolitical military professional, who greatly informs the contours of this contemporary UK civil-military landscape. The biopolitical military professional is an important figure because they are able to co-opt "civilian" political subjects into the service of liberal-warfighting despite a conflict's political context. This is made possible because the biopolitical military professional is a figure who incorporates their military expertise and professional concerns within a wider set of life-administering knowledges concerned with the health and well-being of the population. Crucially, the most overt expressions of biopolitical military professionalism are produced through these UK civil-military initiatives. I demonstrate this by showing how these initiatives mobilise a whole host of "civilian" proto-professional subjects into the active service of liberal war-fighting through an appeal to both their military "obligations" and their fitness and wellbeing. An effect of this is that participating in one of these initiatives becomes more than an act of military support it also becomes a way of partaking in a healthy and life-enriching activity. For example, a day out at Armed Forces Day is a way to get children to take part in active play and educational activities. Supporting the armed forces through Help for Heroes may involve running a marathon or taking part in a long-distance cycle ride. Consequently, via the presence of the biopolitical military professional these initiatives achieve a certain resonance with a civilian population disinterested in the politics of war but increasingly concerned with their health and wellbeing.

Professionalism and Civil-Military Relations: A Case Study of the Nigerian Armed Forces

This study examined the relationship between military professionalism and civil-military relations in Nigeria. Focusing on the period between 1960 and 2007, it explored the connection between understandings of professionalism amongst members of the armed forces and the way they relate to the rest of Nigerian society. Prolonged military rule (1966-1999) and the military’s heavy involvement in domestic security, resulted in increased militarization of Nigerian society and placed considerable strain on civil-military relations. The conduct of Nigerian military personnel in their dealings with civilians and their representatives faced criticism by members of the Nigerian civil society and the international community for being exploitative, heavy-handed and inconsistent with expected standards of military professionalism. Yet, during this period the military also increased its international profile, and came to be regarded, especially in the area of international peacekeeping, as a significant force within its region and beyond. Greater accountability and stricter adherence to professional standards were part of the democracy dividends expected by Nigerians when successful elections were held in 1999. Yet, two decades later, the relationship between the military sphere and the civilian sphere has been fractious and conflictual. This thesis considers that efforts to promote military professionalism need to engage with apparent and evidential understandings of military professionalism held amongst military personnel themselves. On this basis, the study has sought to introduce military voices into the discourse on military professionalism. The study adopted a mixed methods approach incorporating both qualitative and quantitative methods in gathering perspectives held by members of the Nigerian military and the civil population about military professionalism. It found that the military’s self-image, in terms of its professionalism and values, is markedly at odds with the way it is perceived by the civilian population many of whom see it as a highly politicised, unethical and coercive institution. Further, that the military identity is deeply complicated by pluralism, religious and ethnic diversity in Nigeria with specific consequences for its professionalism.

The Military Profession in Times of Change : Understanding the Capacities for Handling Military Change among Swedish Officers

With the aim to situate the study of military professionalism and its relationship to change firmly in an empirical analysis, this thesis uses the method of grounded theory to study the elements of military professional mindset that impacts on the professional capacity to understand and handle military change. Theoretically the study situates itself in both the study of military professionalism and the study of military change, and challenges previous literature by stating that there are elements of the military profession that makes it adaptable to change. The results are based on data from interviews with military officers working for the Swedish Armed Forces and the analysis is developed through a multiple-step coding procedure which thoroughly grounds the study in empirics. The study finds that military professionals have a holistic mindset when understanding their own profession in relation to the military organisation and military change. Both rigid and definitive elements, such as hierarchy and loyalty, and less rigid elements, such as flexibility, adaptability and military preparedness, impacts the capacity to handle change and are seen as important elements of the professional mindset.

United States-People's Republic of China military-to-military relations: prospects for progress

Approved for public release, distribution is unlimited / American military relations with the Chinese People's Liberation Army (PLA) have been in a constant state of flux since their rocky beginnings during the Second World War. Since the Tiananmen Square incident of June 1989, efforts to reestablish a positive working relationship between the U.S. Department of Defense and the PLA have been restrained by domestic political pressures within both polities and a number of crises which increased political tensions between both nations' governments. Due to reactive policies implemented by both governments, engagement programs between the United States and PRC have yielded few tangible benefits to either side in the past fifteen years. This thesis addresses the history of U.S. military engagement with the PRC and discusses past American policies of "containment" and "engagement" of China. Case studies concerning American engagement with Taiwan and Thailand reveal the benefits of close links with partners in Asia and provide programs for possible emulation in the U.S.-PRC relationship. Through managed engagement programs such as systematic security summits, educational exchanges and partnership operations initiatives, a stable defense dialogue between American and Chinese militaries can yield significant results in reducing tensions between their two governments and averting future crises through improved communication and cooperation. / Major (Select), United States Air Force

La Brigade militaire de Rio Grande do Sul a été créé comme un Etat militaire, de sorte que ses officiers ont formé une classe de militaires professionnels et qualifiés dans l'art de la guerre. Ainsi, les officiers de la brigade militaire est devenu une élite militaire repose sur trois éléments: la mission de l'instructeur que l'armée a commencé à former la brigade depuis 1909, le cours de préparation militaire et la vaste expérience acquise dans les guerres de guerre insurrectionnelle. L'Union, à partir de 1934, supprime le caractère belliqueux des Armée d'État en les transformant en de la police militaire. L'armée reste exclusivement militaire jusqu'en 1950 quand l'Brigade militaire commence son long processus de policialização, déclenchant l'affrontement entre les valeurs culturelles et la militaire. Le fonctionnaire professionnalisé que militaires et entraînés à la guerre ont été d'immenses difficultés à s'adapter aux modèles et aux vicissitudes des services de police où il n'y avait pas de médailles, la gloire ou glamour qui étaient habitués.
