Dissenting Democrats : Nation and Democracy in the Republic of Moldova

The Republic of Moldova was one of fifteen states to emerge from the dissolution of the Soviet Union. With weak historical legacy of statehood, deteriorating economy and serious national divisions, the young state lacked many of the prerequisites deemed necessary for successful democratization. From the very beginning of independence, Moldova became the battleground of Romanianists, propagating for the Romanian character of Moldova’s majority population, and Moldovanists, who viewed the people as a separate nation. In the literature on democracy and democratization, a divided nation is singled out as a serious threat to statehood and democratization efforts alike. Without a nation in place it is generally understood that democracy cannot take root. Nevertheless, Moldova in a few years time managed to make considerable progress on its path towards democracy. A main theme of the dissertation is thus the issue of national division and how it has affected political developments in general and democracy in specific. This picture is then further expanded by including close analysis of political support. The dissertation contributes to discussions about how nation and democracy goes together in transitional states with no legacy of either of them. The analysis shows that national division in Moldova works on different levels. While political actors often seek support from the electorate according to their positions on the nation, national identity by itself does not suffice to explain differences in political support. Instead other aspects, such as generational values, degree of urbanity and level of education, play a much larger role. Democracy, as a platform where different political ideas and ambitions may form, can both complicate transitions since it provides opportunities for conflicts, but democracy also holds the prospects to find ways to resolve disagreements. In the long run, this carries the seed of consolidation of both democracy and nation alike.

The impact of migration on the family is increasingly discussed in academic sphere in recent years. The form of the family changes during the migration process, mainly due to the feminization of migration. This phenomenon entails several problems, one of them is the phenomenon of "children left behind" in the country of origin. Moldova, as the poorest country of Europe, has been struggling with the problem "children left behind" for many years. Since this theme has been discussed many times in the literature, the aim of this paper is to shift the knowledge of the subject a little further. The aim of the thesis is to describe and understand how the parental emigration affects their children during the childhood and what is the influence of this experience on their own planning of the future in relation to migration. The research was conducted in the form of semi structural interviews, a qualitative approach that allows understanding of the issue in depth was used. The theoretical approach of this thesis is based on the theory of cumulative causation. Generally, this theory says that migration generates migration. Since the fall of the Soviet Union in 1991 the Moldovan government has become both fragile and unpredictable. With a high susceptibility to external pressures, the country has fallen into a limbo between democracy and autocracy and is today classified as a hybrid regime. Since Moldovas entry to the EU's Neighborhood Policy and the Eastern Partnership in 2008, the country's sensitivity to social and political change has become evident. The EU has acted as a normative power in the country in several ways by pursuing a neighborhood policy that seeks to consolidate European norms. This study aims to explain how the EU can be seen as a normative power in Moldova through the theoretical framework of Normative Power Europe (NPE). The thesis also aims to descripture how the EU uses the five basic principles of NPE regarding peace, freedom, democracy, human rights and the rule of law as normative guidelines for influencing the country's political direction. A conclusion can be drawn that the EU appears to be using the neighborhood policy tools to consolidate European norms through sanctions, association agreements and treaties, thus keeping Moldova's political development in an iron fist.

The Internet as a Space of Different Nostalgic Visions of the USSR by the Russian-speaking Internauts

Nostalgia for the Soviet past has been relevant for more than three decades since the demise of the USSR in 1991. The first scholars who studied this phenomenon believed that it related to backward Soviet mentality typical of the old generations. However, with the passage of time it has become clear that young people also not only express interest in the Soviet legacy, but many of them clearly state that they have nostalgia for the USSR. Here, we encounter an intriguing question: can we contend that nostalgia may be provoked by the live experience only, or it can be a longing for the unexperienced past? Nowadays, there are many online nostalgic Russian-speaking communities that provide rich material for studying post-Soviet nostalgia. But Russian language should not be confused with “Russianness”. Moreover, as we go deeper into this topic, we understand that those people who are nostalgic for the USSR, experience longing for different aspects of the Soviet life, depending on their ethnic belonging. This study addresses the difference between Russians who long for the grandeur of the Soviet Union which was the most powerful and effective embodiment of the Russian empire, and the representatives of other nationalities who have another perspective on their Soviet past. This thesis deals a lot with the issue of values, because, as it is shown in the research, longing for socialism is not a matter of age, but rather a matter of values. The most essential point which is recalled by many nostalgic persons is aspiration for the future. Now Russia and other post-Soviet countries do not have a clear plan for the future, while the USSR provided its population with a goal for future development. On the other hand, many nostalgic subjects admit, that a unique spirituality that was embedded in Soviet life is lost. It is another paradox, because the Soviet state was atheist, and now in Russia and other former Soviet republics, religion plays a significant role, however, the decrease of morals in comparison to Soviet times is apparent. Therefore, this thesis discusses compatibility of Communist (socialist) values and religion. Many nostalgic subjects feel that the USSR was a bastion of science and technological advancement in comparison to the backward obscurantist Russia of today. They mourn the downfall of the USSR as a failed project of modernity. This is another important topic that is addressed in the thesis. This study is based on online ethnographies of a few nostalgic communities on three Russian-speaking internet platforms: VKontakte, Odnoklassniki and Facebook. Initially, the focus of the study was on a group level of analysis, but the most valuable portion of this project turned out to be interviews conducted with individual participants of the studied communities. The research participants were from the following countries: Belarus, Latvia, Lithuania, Moldova, Russian and Ukraine. The task of this research was to understand the nature of their nostalgia and to reveal their visions of the to-be-restored USSR. Depending on their worldviews (socialist/ non-socialist, nationalist/internationalist) the research participants provided very different and instructive pictures of this new potential unity which the researcher approached from the perspective of Benedict Anderson’s theory on imagined communities.

External assistance for European integration : A qualitative case study analysis of the external assistance symbiosis with the National Strategy Plan and constraints in light with the EU – Moldova integration.

This dissertation is a case study of Moldova regarding the influence of external assistance over the National Development Strategies 2020 and 2030 in face of the EU – Moldova Accession Agenda. The external assistance plays a key role for the country’s development but the allocation of the funds might not address the sustainable development goals set by the UN, and therefore the national strategic development plans need to be analysed on correlation. Donors tend to focus on a group of sectors leaving others lower in priority. One sector as such is the judiciary and governance. The European Commission claims that Moldova is making progress so far in adopting reforms, yet stressing that corruption and weak rule of law represent the main concern in the development of the country. The external assistance being allocated for many other sectors but not so much on reforms addressing the respective problem, what should we conclude? Allocating funds for infrastructure development, agriculture, energy, is obviously crucial for the country’s economic development. Nonetheless, the data on financial assistance management is rather hard to find from all the ministries benefiting of programs, and not all donors provide reports either. With weak monitoring mechanisms, according to the Paris Declaration Report 2008, and with a weak justice system from high level of corruption and low transparency, it is rather hard to trust the system overall, and the funds absorption capacity. This thesis aims at exploring the Official Development Assistance (ODA) per sectors, with a special focus on donors’ assistance for the judiciary sector. The intergovernmentalism theory is therefore explaining the states cooperation approach, and the approaches of the theory of constraints was used for stressing on the importance of finding the limitations in external assistance disbursements. Thus the methods used are comparative case studies on the State Chancellery reports and comparisons on correlations and donors. The empirical results therefore show a lack of progress in the judiciary sector explained in the discussing conclusion through a reference to the importance of strict conditionality from donors to recipient countries.

La thèse questionne les facteurs permettant la pratique et l’usage des technologies numériques en soutien à la scolarisation dans le domaine des technologies éducatives au niveau des écoles secondaires. A partir d’un regard croisé entre différents terrains de l’espace francophone et s’appuyant sur les pratiques, le chercheur analyse des éléments comparatifs dans le secteur des technologies de l’information et de la communication (TIC) en éducation entre les pays suivants : le Viêt Nam, la Moldavie, le Burkina-Faso et la République Démocratique du Congo. Un regard croisé permet de comparer les conditions influençant l’usage des TIC au sein de la Francophonie institutionnelle. La recherche s’inscrit dans le cadre d’une thèse de doctorant menée au sein de Laboratoire Éducation et Apprentissage (ea 4071) à l’université Paris René Descartes et présente les résultats de quatre études de cas effectuées de 2010 à 2013 auprès d’élèves (n = 3 236) et des enseignants (n = 467) des pays ciblés membres de l’Organisation internationale de la Francophonie (OIF). Le chercheur décrypte les données collectées en liens aux conditions d’accès, aux pratiques et à l’usage des technologies numériques dans les établissements du niveau secondaire. La recherche a été effectuée par questionnaire pour collecter les données quantitatives. Le chercheur a également eu recours aux groupes d’entretien focalisé pour colliger les données qualitatives. La démarche croise, la territorialité du phénomène d’usage des technologies numériques en soutien à l’apprentissage en milieu éducatif. En Moldavie et au Viêt Nam, la recherche a porté une attention particulière à l’analyse de l’usage des TIC en soutien à l’enseignement et à l’apprentissage du français langue étrangère (FLE). Le champ de la recherche se situe dans l’espace Francophone, dans sa diversité et sa pluralité. Nous analyserons les évolutions et tenterons d’expliquer les raisons des retards pour certains pays ainsi que les nombreux obstacles d’accès aux TIC. Nous chercherons à jeter les voiles de l’usage des TIC dans des contextes qui semblent austères. Les résultats de l’enquête dévoilent que la démarche d’appropriation des TIC par les professeurs de français connaît un processus qui semble s’accroître au Viêt Nam et en Moldavie. Il ressort des pratiques contrastées lorsque l’on croise les résultats des enquêtes. L’analyse de l’accès aux outils informatiques et leur intégration en classe révèlent que les usages sont nettement plus soutenus par les enseignants dans les pays de l’est de l’Europe (Moldavie) et en Asie (Viêt Nam) par rapport aux pratiques observées sur le continent Africain (plus spécifiquement au Burkina-Faso et en République Démocratique du Congo). From a cross analysis between different fields within the francophone space and by leaning on the educational practices, the rechearcher analyses the comparing elements in the ICT sector in education between the following countries : Vietnam, Moldavia, Burkina-Faso and the Democratic Republic of Congo. A cross analysis allows the comparasion between the different inflencing conditions in the practices and use of the ICTs within the environment composing the diversity of the institutional Francophonie. The research has taken place during a doctorac theses at the Laboratoire Education et Apprentissage (ea 4071) at the Pris René Descartes university and presents the results of four case studies done between 2010 and 2013 with students (n=3236) and teachers (n=467) in target countries within members of the Organisation international de la Francophonie (OIF). The researcher analyze the data that has been collected related to the conditions of access, practises and the use of digital technologies in the secondary school level. The research has be done by questionnaires in order to collect the quantitative data. The researcher has also used focalized group interviews in order to collect quanlitativ data. The compared approach, the territoriality of the phenomenon of the use of digital technology as a support in an educational learning environment. In Moldavia and i Vietnam, the research has paid special attention to the analysis ot het use of ICT as a support in teaching and learning French as a second language, français langue étrangère (FLE). The research fiel is situated within the Francohpone space, with all its diversity and plurality. We analyse the evolution and seek to explain the reasons for the delays of certain countries as well as numerous obstacles to ICT access. We seek to reveal the use of ICT in austere contexts. The results reveal that the CTI appropriation process by French teachers is a growing process in Vietnam and Moldavia. Contrasting practices are standing out when crossing the survey results. The analysys of access to IT tools and the integration in teaching reveals that the user is significantly more sustained by teachers in eastern Europe (Moldavia) and Asia (Vietnam) as to practices on the African continent (specificity Burkina-Faso and the Democratic Republic of Congo). Finally, a study has been done within the public digital space as Multimedia center named : Maisons des savoirs de la Francophonie. / Teza examinează factorii care permit practica și utilizarea tehnologiei digitale pentru susținerea școlarizării, în domeniul tehnologiilor educaționale din școlile de nivel secundar. Plecând de la o nouă perspectivă între diverse teritorii din lumea francofonă și bazându-se pe practicile din mediul educațional, cercetătorul analizează elementele comparative din domeniul tehnologiilor de informație și a comunicațiilor (TIC) în domeniul educației dintre următoarele țări : Vietnam, Moldova, Burkina Faso și Republica Democrată Congo. O nouă perspectivă permite compararea condițiilor care influențează utilizarea TIC în zona care constituie diversitatea Francofoniei instituționale. Cercetarea este parte a unei teze de doctorat din cadrul Laboratorului de Educație și Învățământ (ea 4071) la Universitatea Paris René Descartes și prezintă rezultatul a patru studii de caz efectuate între 2010 și 2013 pe lângă elevii (n=3 236) și profesori (n=467) din țările vizate, membre ale Organizației Internaționale a Francofoniei (OIF). Cercetătorul decriptează informațiile culese cu privire la condițiile de acces, practicile și utilizarea tehnologiei digitale pentru școli la nivel secundar. Cercetarea a fost efectuată printr-un chestionar pentru a culege datele cantitative. Cercetătorul a recurs de asemenea la focus-grupuri pentru a colecta date calitative. Noua abordare combină teritorialitatea fenomenului de utilizare a tehnologiei digitale susținând sistemul educațional. În Moldova și în Vietnam, studiul a acordat o atenție deosebită analizei utilizării TIC pentru susținerea predării și a învățării limbii franceze ca limbă străină (FLE). Domeniul cercetării este în spațiul Francofon, în diversitatea și pluralitatea acestuia. Vom analiza evoluțiile și vor încerca să explicăm motivele întârzierii în anumite țări, precumși numeroasele obstacole de acces la TIC. Vom încerca să influențăm utilizarea TIC în contexte care par a fi austere. Rezultatele cercetării arată că demersul de familiarizare cu TIC a profesorilor de franceză prezintă o creștere în Vietnam și Moldova. Acest lucru reiese din practicile contrastante în momentul în care sunt comparate rezultatele cercetărilor. Analiza accesului la mijloacele informatice și integrarea acestora în clasă arată faptul că utilizările sunt mult mai susținute de către profesorii din țările din estul Europei (Moldova) și Asia (Vietnam) decât din Africa (mai specific în Burkina-Faso și Republica Democratică Congo). 摩爾多瓦共產黨執政之研究(2001~2009年) / A Study of the PCRM Government, 2001-2009

歐洲社會民主主義與共產主義皆源自馬克思的社會主義,俄羅斯無產階級革命成功後使得兩者在實際作為中開始分化。隨後社會民主主義在西歐議會制度中得以持續發展,而第二次世界大戰後東歐則被蘇聯納入共產主義陣營之中。然而,歷經近百年的實踐後兩者終究殊途同歸,其同歸的方式是由社會民主主義更新發展成為更符合現代政治價值的「第三條路」,尤其蘇東劇變後的20年間,東西歐的左派政治皆已趨於穩定,特別是東歐各國的共產黨繼承政黨在社會民主化後,更能相繼以聯合政府的方式取得上臺執政的機會。 其中最受國際關注的,便是摩爾多瓦共產黨於2001年2月2日在國會選舉中獲得眾多選民的支持,在國會101席中取得71席的絕對多數,令其有權單獨組成政府,更尤甚者,推舉出自家的共黨總統沃羅寧;2005年沃羅寧二度蟬連總統職位,並由摩共繼續組成政府。自2001年起至2009年已連續執政八年,從執政前摩爾多瓦的政治背景、摩共得以重新回朝的原因探究,到其執政後國內外政治的重要議題,皆是本文專章著墨的重點。 本文認為:第一,社會民主主義在後蘇20年中,積極從事理論與實踐的改革,在老左派與新右派之間已經走出新的「第三條路」;第二,研究摩共得以重新上臺的因素,除了本身對於政治制度的探索與改革之外,轉型時期的經濟危機與府會之爭,以及共產遺緒效應皆為主因;第三,摩共執政八年在經濟調息與外交政策的表現上成績斐然,但逐年下降的民主化評比卻突顯出共黨一貫僵化的政治思維,外加第二任期的經濟表現停滯,導致摩爾多瓦共產黨最終還是淪為最大在野黨。 / Both Social democracy and communism are derived from Karl Marx’s Socialism. However, they had come to a parting of the ways after the success of the proletarian revolution in Russia. Social democracy continued to develop under the parliamentary system in Western Europe, while communism thrived in Eastern European countries, which were controlled by USSR after WWII. Coming into the 21st century, however, the two reconciled and have once again merged and redefined themselves as “the Third Way”, which adapts itself to certain modern political values, and it had been growing steadily in the first two decades following the dissolution of Soviet Union. In Eastern Europe, successors of communist party have adapted themselves to this “Third Way”, which helped them come into power one after another by forming coalition governments. Among them, it was the Party of Communist of the Republic of Moldova (PCRM), which attracted international attention. The PCRM has won an absolute majority, gaining 71 out of a total of 101 seats, in the 2001 Moldovan Parliamentary election, enabled it to form the government, as well as, electing its very own communist President Vladimir Voronin. In 2005, the PCRM has once again won the election, and made President Vladimir Voronin re-elected to a consecutive term. The PCRM was in government between 2001 and 2009 for 8 years, and this research will look into a wide range of issues including the political background of PCRM, accounts of its regaining of political power, and important decisions of domestic and foreign policies made by the PCRM government. The first part of this research argues that social democracy had been actively reforming both in theory and practice in the two decades after the dissolution of USSR and it has successfully created a “Third Way” as opposed to the Old Left and the New Right. The second part argues that PCRM’s return to office can be attributed to its self-reformation, economic crisis, confrontations between the President and the Parliament in the period of transition, as well as, the communist legacy. In conclusion, it is argued that, although, PCRM government has made great achievements in foreign policies and in restructuring economy, Moldova’s score on democracy has worsened during its time in government, reflecting the ossified political ideology of communist party. It is this ossified political ideology alongside with the economic stagnation in its second term that led to the defeat of PCRM in the 2009 election and sent it back to opposition majority in the Parliament ultimately.
