冷戰之後,前蘇聯地區出現了一系列新獨立的共和國。哈薩克、烏茲別克、土庫曼、吉爾及斯和塔吉克脫離蘇聯徹底獨立,並加入聯合國;宣告了中亞地區在歐亞大陸腹地的重新崛起,並改變了歐亞大陸的地緣政治格局。 中共為了強化與俄羅斯、哈薩克、吉爾吉斯、和塔吉克四國的邊境安全和相互信心,於是創建了「上海五國」會晤機制。之後逐年召開會晤,2001年,更將「上海五國」機制改為「上海合作組織」之正式組織。該組織是第一個中國作為創始國的區域性合作國際組織,其順利發展和有效發揮職能不僅對維護中共周邊環境的穩定、擴大中共對外經濟活動空間有重大的現實意義,而且對於中共加入經濟全球化的進程的影響不容忽視。維護地區安全和加強經濟合作是「上海合作組織」的基本宗旨,推動「多邊外交」是其主要的任務。 本論文以中共在「上海合作組織」的多邊外交與合作為研究主題,主要探討的目的有1. 中共多邊外交的發展。2. 「上海合作組織」多邊合作形成的背景,演進的歷程與內容。3. 胡錦濤時期中共在「上海合作組織」中「多邊外交」的實踐對未來區域發展可能的影響進行研究評估,並針對該組織未來的可能發展與限制提出結論與建議。

<p>Essay in Political Science, Advanced Course, by Christoffer Hagström</p><p>“The Bush Administration´s view on international cooperation and international</p><p>law and political-theoretical traditions influence on the administration´s foreign</p><p>policy”</p><p>Supervisor: Jan Olsson</p><p>The purpose of this paper is to analyze the American foreign policy, particularly with regard to</p><p>international cooperation and international law. The two following research-questions are used in</p><p>order to fulfil the purpose: (1) what is the Bush-administrations´s view of of the place for</p><p>international cooperation and international law in American foreign policy?, and (2) how does the</p><p>administration´s foreign policy correspond to dominant political-theoretical thought-traditions? The</p><p>traditions used are: liberalism, realism and neoconservatism. The sources of the study mostly</p><p>include literature and policy-documents. The author conducts qualitative and quantitative content</p><p>analysis of the Bush-administration´s policy document National Security Strategy of the United</p><p>States from March 2006. First the document is summarized based on different criteria followed by</p><p>categorizations of ideas connected with realism, liberalism and neoconservatism in the document. In</p><p>the quantative analysis value-words that are appropriate for the various traditions is chosen. The</p><p>frequency of those words can be seen as indications of the influence of the traditions in the thoughts</p><p>of the Bush-administration, but is mostly seen as a complement to the qualtative analysis. The main</p><p>conclusions of the paper are that the Bush-administration most often wish to act according to</p><p>international law and to cooperate with other actors internationally in the long run, it may even be</p><p>necessary. In the short run however, it may act outside the parameters of international organizations</p><p>and international law in order to accomplish foreign policy-goals. Matters related to the security of</p><p>the American state and people is considered much more important than international cooperation</p><p>and law. Liberalism seems to be the tradition that has most affected the Bush-administration´s</p><p>foreign policy. It is followed shortly thereafter by realism and neoconservatism seems to have had</p><p>the least influence on the the thought-traditions. All of the them has been active in the making of the</p><p>foreign policy.</p>

As relações Brasil-África do Sul apontam para uma aproximação em novos termos desde o final dos anos noventa. Fazendo parte de um movimento mais amplo de redefinição das relações de poder no ambiente internacional, não é coincidência que tal desfecho tenha ocorrido ao final da bipolaridade. Do ponto de vista estrutural, retoma-se a busca de inclusão de potências médias, dentre as quais o Brasil e a África do Sul, no Conselho de Segurança da ONU, bem como uma maior participação nos processos decisórios globais de comércio. Na perspectiva conceitual ocorreu a mudança paradigmática para as noções de segurança humana e de desenvolvimento sustentável baseado na capacitação do homem. Nesse cenário de debate de reforma das instituições internacionais, despontaram candidatos de esquerda nos governos brasileiro e sul-africano, com suas agendas voltadas para a satisfação das necessidades sociais, incluindo combate ao HIV e à fome. A redefinição teleológica da ONU e a inserção pró-ativa brasileira acabou culminando numa agenda global pro misero liderada pelo Brasil. Sobre essas bases, ocorreu a reaproximação entre Brasil e África do Sul, negociada bilateralmente, mas formalizada numa aliança trilateral que incluiu a Índia, resultando no chamado IBAS, uma parceria de natureza multitemática, fortemente conotada com o humano e o social. / The Brazil-South África relations point out an approximation in new terms since the nineties ending. Being part of a bigger movement of redefinition of the power relations in international ambient, it is not coincidence that it had happened within de final of the bipolarity. From a structural view, there is a recall for inclusion of middle power potencies, like Brazil and South Africa, in the UN Security Council, as like as demanding more participation in the global decisional processes about trade. By the conceptual perspective, a paradigmatic change had happened in the notions of human security and sustainable development based on men capacitating. In this setting of debate about international institutions reform, candidates from left parties has became presidents in Brazil and South Africa, implementing agendas directed for the satisfactions of the social needs, like the fight against HIV infection e starvation. The teleological redefinition of UN and the Brazilian pro-active insertion has culminated in the pro misero global agenda under Brazil leadership. On these bases, has occurred the reapproximation between Brazil and South Africa, bilaterally negotiated, but formalized under a trilateral alliance that included India, resulting the named IBSA, a multi-thematic coalition, strongly denoted with the human and social ideals.

A spaghetti bowl of preferences? : om preferentiella handelsavtals påverkan på WTO

The aim of this thesis is to clarify the affect that preferential and regional trade agreements have on the World Trade Organization (WTO), as being establisher of the international trading regime. The essay is an explanatory literature study, which strives to answer the following questions: Are regional and preferential trade agreements a threat or a complement to the WTO? Is an undermining of the MFN principle weakening the WTO? How do regional trade agreements made by the EU affect the future of the WTO? The empirical material is to be analyzed using an explanatory framework, which is based on neo-liberal instutionalism, theories on regime changes and a game theoretical approach, using prisoner’s dilemma. I will employ the EU-ACP relation, the Cotonou agreement to exemplify how an agreement of this kind can have an influence on multilateral trade. The result shows that preferential agreements do have an impact on the WTO, one that is fairly negative in scope. Preferential trade agreements do pose a threat to the WTO, in its current structure and may be harmful to the international trading regime. It is partly because the MFN is widely discouraged that PTAs are stumbling stones to the organization. By signing agreement that do not comply with WTO regulations and considering its role in international trade, EU does affect the future of the WTO.

This thesis deals with the presumption that multilateral diplomacy is a possible means to promote good governance. The first part described the origin, definition and criticism of the concept of good governance. Another part deals with transformations of diplomacy and international relations after the Cold War. Contemporary diplomacy must respond to globalization, interdependence, technological development, changing international environment and increase the number of actors in international relations. The last part is devoted to multilateral diplomacy, international organizations and especially their connection with good governance. In my thesis I came to the conclusion that multilateral diplomacy can be a useful tool for promoting the objectives of good governance and management of the state. The best space for the use of multilateral diplomacy as a means of promoting good governance is intergovernmental organization.
