A produção habitacional do programa Minha Casa Minha Vida na região metropolitana de São Paulo / Housing production of Minha Casa, Minha Vida in São Paulo metropolitan region

Esta dissertação realiza uma análise empírica do Programa Minha Casa Minha Vida na Região Metropolitana de São Paulo, utilizando os dados de produção habitacional do programa, o Censo 2010, as bases cartográficas do CEM, entre outros dados. Além disso, as diversas leis que regulam o programa fazem parte do material empírico analisado. Com essas informações, são discutidos três argumentos que a literatura sobre o Minha Casa MinhaVida propõe: a adequação do programa ao perfil do déficit habitacional, o caráter de mercado do programa em detrimento de uma política social, e a relação do programa com a segregação urbana. O objetivo deste debate não é discordar dos argumentos propostos pela literatura, mas sim, adicionar informações que tornem as críticas ao programa mais nuançadas, destacando que a produção habitacional do programa não possui tantos aspectos negativos como foi apontado pela crítica, assim que o Minha Casa Minha Vida foi lançado em 2009. / This dissertation conducts an empirical analysis of My house My life (Program Minha Casa Minha Vida) in the Metropolitan Region of São Paulo, using data from the program housing production, Census 2010, and CEM cartographic databases, among other data. In addition, various laws governing the program are part of the empirical material analyzed. With this information, we discuss three arguments that the literature on My life My house proposes: the appropriateness of the program to the housing deficit, the market feature of the program to the detriment of social policy, and the relationship of the program with urban segregation . The aim of this discussion is not to disagree with arguments proposed in the literature, but add information to throw lights to the critics making them more nuanced program, noting that the program housing production lacks many negative aspects that were pointed out by the critics when it was released in 2009.

Essa pesquisa estuda as contribuições e potencialidades da Avaliação Ambiental Estratégica (AAE) como instrumento de planejamento urbano- territorial capaz de sugerir a implementação econômica, social e ambientalmente sustentável de políticas, planos e programas habitacionais e de prevenir os impactos socioambientais decorrentes, resultando na contribuição para sustentabilidade do desenvolvimento urbano. O objetivo do trabalho é avaliar o Programa Minha Casa Minha Vida no& Brasil e as possíveis contribuições da AAE para a tomada de decisão sobre o programa habitacional em questão. Desse modo, a AAE é analisada como potencial instrumento para assegurar a integração ambiental com o planejamento estratégico do setor habitacional, utilizando, como estudo de caso, o programa Minha Casa Minha Vida (PMCMV). Através da construção de moradias, o PMCMV visa incrementar a indústria da construção civil, criando empregos e contribuindo para a movimentação econômica do país. Entretanto, muitas vezes, o programa é implantado em áreas urbanas sem a devida infraestrutura e os serviços necessários, provocando, muitas vezes, a deterioração ambiental e social da região. Esta pesquisa conclui que a sistemática da AAE para implementar os princípios do desenvolvimento sustentável no PMCMV é, senão essencial, recomendável para a tomada de decisão, pois considera as variáveis ambientais sociais e econômicas nas etapas de planejamento. / This research studies the contributions and potential of the Strategic Environmental Assessment (SEA) as a tool for urban planning for ensuring economic implementation, social and environmental sustainability of policies, plans and housing programs, as well as preventing environmental impacts, resulting in the contribution to sustainable urban development. The objective of this paper is to evaluate the Minha Casa Minha Vida program in Brazil, and the possible contributions of SEA to decision making regarding this housing program. Thus, SEA is analyzed as a potential instrument to guarantee environmental integration with the strategic planning of the housing sector, using, as a case study, the Minha Casa Minha Vida program (PMCMV). Through the construction of houses, the PMCMV aims to stimulate the construction industry, creating jobs and contributing to the increase of economic activity in the country. However, sometimes the program is deployed in urban areas without adequate infrastructure and services, causing environmental and social deterioration of the region. This research concludes that the SEA process to implement sustainable development principles in the PMCMV is highly recommended, if not essential, to decision making, since it considers the environmental, social and economic variables during planning phases.

Esta pesquisa trata das determinações críticas da atual relação entre a política habitacional brasileira, as incorporadoras nacionais de capital aberto e a reprodução do capital financeiro ligado ao setor imobiliário, com uma pesquisa focada na análise do Programa Minha Casa Minha Vida I e II (PMCMV) na metrópole de São Paulo. A história da política habitacional no Brasil, porém, mais claramente no BNH, evidencia que a confluência entre Estado, empresas privadas do setor imobiliário e capital não é a novidade do momento atual. A diferença reside, basicamente, no contexto histórico e econômico em cada um dos períodos, ou seja, em como a questão da habitação se presta à adaptação dos diferentes momentos de reprodução do capital e do trabalho pelos quais o país passou e vem passando. Se no momento do BNH/autoconstrução a questão da habitação estava inserida no contexto de uma economia industrial, e produzia casas ao ritmo de rotação do capital industrial, coube a nós, nesta pesquisa, investigar quais seriam os elementos da produção da habitação social, via PMCMV, ao ritmo do capital de uma economia financeirizada. / This research deals with the critical current determinations between the Brazilian housing policy, opened capital national developers and reproduction of finance capital on the real estate sector, from a research focused on the analysis of the Minha Casa Minha Vida I and II (PMCMV) in the metropolis of São Paulo. The history of housing policy in Brazil, better seen in the case of BNH, shows that the confluence between the state, private real estate companies and capital is not the novelty of the present moment. Basically, the difference lies in the historical and economic context from each period, showing how the issue of housing serves as an important means to the reproduction of capital and labor force throughout the different moments the country has been in. Once in the period of BNH, housing in Brazil was inserted in the context of an industrial economy, and therefore, it produced houses at the pace of the industrial capital rotation. In this research, though, we will investigate what are the elements of the social housing production, via PMCMV, under the rhythm of the capital of a financialized economy.

An investigation of socio-ecological issues and risks and capabilities in the 'my future is my choice' HIV and AIDS programme : a case in northern Namibia

The HIV and AIDS crisis can be presented as a socio-ecological issue, with an ever-increasing impact on both human beings and the environment. Teaching about socio-ecological issues and the consideration of individual capabilities has become crucial within HIV and AIDS education programmes. Issues of deforestation, land degradation and other environmental problems have worsened since the advent of HIV and AIDS, especially in developing countries. The My Future is My Choice (MFMC) programme has been identified as an important HIV and AIDS education initiative that caters for young people in Namibian secondary schools (Grades 8-12). One of the themes within the programme (Facing HIV and AIDS) is highlighted in this study. This study was constituted as a case study of one school in rural Omuthiya, in the Oshikoto region. The study investigated the opportunities for the integration of a focus on socio-ecological issues and risks, within the MFMC education programme. The study also investigated the way in which the program develops learners‟ capabilities to respond to HIV and AIDS related socio-ecological issues and risks/vulnerabilities. The study also presents the constraints and enabling factors influencing the implementation of the programme. This study used a qualitative, interpretive case study methodology. The research methods included the analysis of eight documents and nineteen semi-structured interviews, with the Programme Coordinator, the Programme Facilitator, the School Principal and with the programme participants. The analysis also included two focus group discussions with a group of learners; and two classroom observations; and the learners' submissions (reflection sheets). Convenience sampling was used, and ethical issues were taken into consideration throughout the study. The study revealed the following as key findings:  The aims and objectives of the HIV and AIDS education programme can enhance and constrain the development of capabilities, as well as opportunities and challenges for the integration of a focus on socio-environmental issues and risks as additional learning content.  Teaching and learning methods that are participatory and rooted within the learner centered approach can make the integration of HIV and AIDS inherent socio-environmental issues and risks into the MFMC education programme possible.  The values and beliefs inherent within the MFMC education programme stand as opportunities for the successful development of capabilities in the education programme. The study concluded by recommending that capabilities within the MFMC programme be developed through teaching learners about their rights, respect for human dignity, and the right to health and to living the life free from discriminatory practices, as a moral entitlement of each and every individual. While teaching learners about their right to health and the importance of healthy diets, this study found that the programme could include learning about food production and handling practices for the benefit of those living with HIV and AIDS, while caring for the environment. Another recommendation was that future research should consider actively involving young people in decision-making with regard to the programme, as this will allow them to choose and decide on what knowledge and skills they need and want to acquire. The study further explained that this will promote the programme participants‟ sense of agency, and their freedom to choose what they value being and doing as an important element in enhancing learner capabilities. Ultimately, this will also enable the learners to acquire the necessary skills and knowledge they need in order to respond to the socio-ecological problems they face in their communities.

Storytellers, Dreamers, Rebels:: The Concept of Agency in Selected Novels by Peter Carey

Peter Carey has been discussed in academia since the 1980s. And since then these discussions revolve around postmodernism, postcolonial studies or, indeed, both at once. So, either Peter Carey has been writing the same old novel for nearly thirty years by now, or there are whole worlds in his writings that have yet to be uncovered. Since I claim the latter is the case, this thesis sets out to chart at least a few areas of these vast forgotten territories, to use a consciously colonial metaphor. The theoretical ‘vehicle’ with which the new areas are entered is agency. Which means that the thesis investigates how individual characters manage to become successful actors, or fail to do so. The thesis first provides an overview of Carey's writing (Chapter 2), then traces three typical 'Carey themes' through his entire oeuvre and shows how they are relevant for agency (Chapter 3), before discussing the concept of agency itself at some length in Chapter 4. Chapters 5, 6 and 7 are close readings of My Life as a Fake, Illywhacker and Tristan Smith and investigate the novels' main characters' development in depth. Targeted News in an Intranet

In SharePoint 2013, Microsoft added a social networking function in the personal sites (My Site) of a user. In this version, a personal news feed has been added which shows events regarding subjects the user follows, such as document changes, user updates, tagged posts, and site activities. The purpose of the thesis is to investigate whether or not it is possible to extend the news feed function by adding an independent component as part of My Site, to allow users to follow corporate news by choosing their categories of interests. A prototype of the component was implemented and it met most of the objectives stated in the thesis. It is added to the default page of the user’s My Site as a web part and it is able to retrieve and display news that matches the user’s subscription. Although the web part still needs improvements in both functionality and design, it still confirms that it is possible to extend the current My Site news feed with such a component. Since the students working on this thesis had no prior knowledge of SharePoint or .NET development, the project brought new challenges, as the students needed to learn how to work in a SharePoint environment and to learn to use Microsoft Visual Studio for .NET development. / Microsoft har i SharePoint 2013 förbättrat användarnas personliga sidor (My Site) genom att sammankoppla dem i ett socialt nätverk. I förbättringen har ett personligt nyhetsflöde som visar händelser som användaren följer tillagts. Denna rapport avser att undersöka möjligheten att utöka det personliga nyhetsflödet med att lägga till en oberoende komponent i My Site. Komponenten ska tillåta användarna att prenumerera på företagsnyheter genom att välja bland olika nyhetskategorier. En prototyp av komponenten implementerades och resultatet uppfyllde de flesta kraven som ställdes i början av arbetet. Komponenten har lagts till i användarens My Site som en webb del och hämtar automatiskt de senaste företagsnyheterna som matchar användarens prenumeration. Den utvecklade prototypen kan förbättras både i funktion och design, men har uppfyllt behovet för denna rapport som avser att undersöka möjligheten att utöka det personliga nyhetsflödet i My Site med en sådan komponent. Eftersom projektmedlemmarna saknade förkunskaper i SharePoint och .NET utveckling innebar projektet nya utmaningar. Studenterna lärde sig att arbeta i SharePoint miljö samt i Microsoft Visual Studio för .NET utveckling.

[pt] Esta pesquisa tem como propósito contribuir para a discussão da importância da relação entre os moradores e os espaços coletivos e públicos de conjuntos habitacionais como um aspecto essencial para a estabilidade, permanência e qualidade de vida de seus habitantes. Neste trabalho, desenvolvo a discussão sobre a relação entre o habitar e a apropriação do espaço, tendo como estudo de caso o Conjunto Ismael Silva – Zé Keti do Programa Minha Casa Minha Vida (PMCMV). O objetivo desta pesquisa é investigar em que medida a disposição dos edifícios e a inserção urbana contribuem para a relação entre seus moradores e os espaços privados, coletivos e públicos deste conjunto. Em outras palavras, procuro compreender de que maneira a forma construída pode influenciar a relação que temos com o ambiente em que vivemos por meio deste estudo de caso. A relação que temos com o ambiente em que vivemos é recíproca: da mesma forma que moldamos os lugares, somos por eles também moldados. Neste sentido, esta pesquisa se orienta principalmente pelos conceitos de habitar, que consiste no modo básico como nos relacionarmos com o mundo, e de apropriação do espaço, que vai para além do simples uso por criar vínculos de pertencimento e de identidade entre as pessoas e o lugar. Ambos os conceitos são abordados por diferentes campos do conhecimento. O habitar surge na filosofia, como tema de estudos de Martin Heidegger e de Gaston Bachelard, influenciando autores do campo da arquitetura como Christian Norberg-Schulz e Juhani Pallasmaa. O conceito de apropriação do espaço é abordado por autores como Herman Hertzberger (arquitetura), Enric Pol (psicologia ambiental), Marco Mello e Arno Vogel (antropologia e sociologia). O conjunto Ismael Silva – Zé Keti, destinado à faixa 1 do PMCMV, foi inaugurado em 2014 e construído no lugar do Complexo Penitenciário Frei Caneca, no bairro Estácio. O que propiciou a escolha deste conjunto como estudo de caso foram algumas particularidades em relação a outros empreendimentos do Programa Minha Casa Minha Vida no que diz respeito à morfologia, inserção urbana e formas de apropriação de espaço. Destas particularidades derivam quatro objetivos específicos desta pesquisa. O primeiro deles é identificar que outras maneiras, além da adaptação de parte dos apartamentos em atividade comercial, os moradores deste empreendimento encontram de manter antigos hábitos e modos de se apropriar dos espaços neste novo local de moradia. O segundo consiste em investigar se este conjunto e seus moradores se integram aos bairros em seu entorno imediato. Considerando que, além das diferenças, existem também aspectos típicos de empreendimentos do PMCMV, o terceiro objetivo específico desta pesquisa é compreender os aspectos arquitetônicos e urbanísticos deste Programa no âmbito de políticas habitacionais que o precedem. Por fim, investigo também o contexto e as razões que orientaram a concepção diferenciada do Ismael Silva – Zé Keti. / [en] This research aims to contribute to the discussion of the importance of the relationship between the residents and the collective and public spaces of housing estates as an essential aspect for the stability, permanence and quality of life of its inhabitants. In this work, I intend to develop the discussion about the relationship between the dwelling and the appropriation of space, having as a case study the Conjunto Ismael Silva - Zé Keti of the Minha Casa Minha Vida (PMCMV) Program. The objective of this research is to investigate the extent to which the layout of buildings and urban insertion contribute to the relationship between their residents and the private, collective and public spaces of this group. In other words, I try to understand how the constructed form can influence the relationship we have with the environment in which we live through this case study. The relationship we have with the environment in which we live is reciprocal: in the same way that we shape the places, we are also molded by them. In this sense, this research is oriented mainly by the concepts of dwelling, which consists of the basic way in which we relate to the world, and the appropriation of space, which goes beyond simple use and creates bonds of belonging and identity between people and the place. Both concepts are approached by different fields of knowledge. The dwelling arises in philosophy, as subject of studies of Martin Heidegger and Gaston Bachelard, influencing authors of the field of the architecture like Christian Norberg-Schulz and Juhani Pallasmaa. The concept of appropriation of space is approached by authors such as Herman Hertzberger (architecture), Enric Pol (environmental psychology), Marco Mello and Arno Vogel (anthropology and sociology). The set Ismael Silva - Zé Keti, destined to the 1st track of the PMCMV, was inaugurated in 2014 and built in place of the Frei Caneca Penitentiary Complex, in the Estácio neighborhood. What propitiated the choice of this set as a case study were some particularities in relation to other projects of the My House My Life Program with regard to morphology, urban insertion and forms of appropriation of space. From these particularities derive four specific objectives of this research. The first one is to identify that other ways, in addition to the adaptation of part of the apartments in commercial activity, the residents of this development find to maintain old habits and ways of appropriating the spaces in this new place of dwelling. The second is to investigate whether in this set there is in fact an isolation, physical or social, in relation to the place where it was built. Considering that in addition to the differences, there are also typical aspects of PMCM ventures, the third specific objective of this research is to understand the architectonic and urban aspects of this Program within the scope of housing policies that precede it. Finally, I also investigate the context and the reasons that guided the differentiated conception of Ismael Silva - Zé Keti.

Initially, conducting a Brazilian case study of the National Development Bank (BNDES) and, a posteriori, proposing the extension to another program called Minha Casa Minha Vida. In the first case, only legal entities would be registered in the model, in the second, we would need issuers that were persons: that is, the need to manage the digital physical identity of the population. The proposed study predicts the expansion of technology use as well as the advancement in direct and indirect benefits by including individuals in the government blockchain.

The communication of musical expression: as exemplified in jazz performance

Fallin / This qualitative study sought to inquire into, identify and examine elements of musical expression as exemplified in jazz performance from a phenomenological approach. The purpose was to identify the various elements utilized by expert performers and listeners in perceiving musical expression, to determine whether or not these elements are held in common between performer and listener, and to explore the relation of personal experiences of the phenomenon with aesthetic philosophy and educational practice. Aesthetic concepts were drawn from the writings of Stephen Davies and Peter Kivy while jazz principles and foundations were drawn from Ted Gioia and Gunther Schuller. Ten subjects, five world-class jazz artists and five nationally recognized jazz critics, were selected based upon reputation and professional standing and interviewed in naturalistic settings of their own choosing (home, office, studio). Each subject listened to six recordings of the jazz standard My Funny Valentine as recorded by established jazz icons: Miles Davis, Paul Desmond, Gerry Mulligan, Bill Evans with Jim Hall, Sarah Vaughan, and Keith Jarrett. All were encouraged to comment in a stream-of-consciousness manner while listening to the examples. Additionally, fifteen statements drawn from the literature were read for subjects to rate on a five-point Lykert scale ranging from “totally agree” to “totally disagree”. Interviews were transcribed and coded into themes. Lykert responses were analyzed within group using means and ranges and between groups utilizing difference of means. Results, as interpreted by this researcher, reflect seven themes identified by performers (Sound, Individuality, Virtuosity and Intellect, Communication, Specific Musical Elements, Mood or Character, and Originality and Innovation) and six themes enumerated by critics Individuality, Virtuosity and Intellect, Communication, Specific Musical Elements, Mood or Character, and Originality and Innovation). No attempt was made at stratification of themes, as this was exploratory research. While both groups used the concept of sound, context placed it under the concept of individuality for critics while performers used it more specifically towards the establishment of mood. Lykert responses confirmed strong similarity of thought between the two groups.
