社區型非營利組織與政府協力關係之探究:以基隆市參與多元就業開發方案(社會型)之社區發展協會為例 / The Research on Relation of Nonprofit Community-Based Organizations and Governmental Cooperation- Participation of Keelung City in Community Development Association and Multi-Employment Development Plan (Social Type) as Example

台灣近十幾年來,社區凝聚意識高漲,各地區的非營利組織也紛紛在社區裡建立緊密的網絡以利互助交流。由於外在競爭者陸續的增加,使得社區型非營利組織必須具備更高的動員性,而為了募集更多的人力和資源,在申請和執行政府補助計畫的方面,也必須保持積極的態度。政府和社區型非營利組織要建構成功的夥伴關係,不僅與政府的政策規劃和執行有關,也與社區型非營利組織本身的特性和運作方式息息相關,故兩者間的協力關係呈現多樣化的面貌。 本研究以基隆市五個執行多元就業開發方案社會型計畫,但發展背景與執行成效有差異的社區發展協會為主要研究對象,探討這五個社區發展協會所發揮之功能與面臨的困境,以及參與多元就業開發方案中與政府的協力關係。 研究發現:(一)社區發展協會功能受限以及面對諸多問題;(二)社區發展協會參與多元就業開發方案帶來正面能量;(三) 社區發展協會參與多元就業開發方案與政府形成合作的模式;(四) 社區發展協會與政府所達成的協力互動關係因組織特質不同而有差異。 研究建議:(一)社區型非營利組織方面:社區發展協會應爭取多方資源,規劃學習型組織以及善用組織行銷(二)公私協力關係方面:社區發展協會應保持自主原則、社區發展協會領導人態度需正面積極、政府部門應以公平的態度對待每個單位、建立平等互惠的協力關係。(三)政策方面:透過社區附權來引導社區組織激發出更多想法與特色,並化為社區實際的能力。 / Over the past few decades, the consciousness of community has surged, the non-profit organizations also have built close network to enhance interaction in the community. Since the numbers of outside competitors have increased, the community non-profit organizations must have higher mobility. To gather more labor and resource, they must stay positive to apply for and execute the government grant programs. To establish a successful partnership between the government and the community non-profit organization, it is about not only the government’s policy and execution, but also the features of the community non-profit organization itself, and its operation way. Therefore, the cooperation of the two has appeared to be diverse. This study takes 5 community development associations which with same execution of multi-employment development social type plan, but different in developing background and executive efficiency as research subjects. Discuss the functions of the 5 communities and difficulties they have encountered, and the cooperation from government in the participation of multi-employment development plan. The research shows that: 1. The function of community development association is limited and also there are many problems they have encountered. 2. The community development association would bring positive energy by participating in multi-employment development plan. 3. The cooperation model between the government and community development associations that participate in multi-employment development plan. 4. There will be differences in the cooperative interaction due to the different organization features of the community development associations and the government. There are four suggestions: 1. For the community non-profit organization: The community development associations should strive for different resources, planning the learning organization and use the organization marketing well. 2. Public and private cooperation: The community development associations shall keep the principle of autonomy, the attitude of leader of the community development association has to be positive and aggressive, and the government shall treat every unit fair and establish the equality and mutual benefit of the cooperation. 3. Policy: By community empowerment lead and inspire the community organization with more thoughts and features, making it the practical power of the community.

”Distinguishing features of visionary non-profit organisations”

The researcher undertook exploratory research to see whether characteristics of visionary organizations, as discovered in research undertaken by Collins and Porras (2000), are present and applicable to non-profit organizations in Gauteng, South Africa. The characteristics are: - a core ideology (core purpose and core values) - big hairy audacious goals - a cult-like culture - purposeful evolution and continuous self improvement - management continuity - alignment. A schedule was used to interview directors of ten non-profit organizations. Some staff in each organization were given a questionnaire to see whether their answers correlated with the director responses. The research indicated that most characteristics are present, to some degree, in the non-profit organizations. These characteristics could however be explored more thoroughly in further research. The aim of this theses is analysis of accounting`s conditions and links to tax law, the needs and requirements of accounting in civil associations. For the implementation of the chosen problem into practice was selected civic association OS Stavba ČR. The work focuses on legislative conditions in areas of tax, i.e.. income tax, value added tax, road-traffic tax, real estate tax and gift, inheritance and real estate-tranfer tax. Each tax was analyzed in three views to make them well-arranged: view of the law, the accounting and the practice. The most attention in the practical part of this work is paid to the corporate income tax. Because legislation governing this tax is the most complicated and is therefore placed emphasis on requirements to process background papers and is the most different for organisations involved in the non-profit activities.

In mid 1997, the Brazilian Association of Synchrotron Light Technology - ABTLuS was qualified as an OS to operate the Brazilian Synchrotron Light Laboratory - LNLS, organization object of this Case Study. The adoption of the OS model and the requirements for establishing the parameters for results through the Management Contract signed between the ABTLuS and the Ministry of Science and Technology - MCT, has led to new artifacts management were deployed in the LNLS. Among the major contributions of the OS model is the identification of measures to monitor performance in organizations of Science, Technology and Innovation - C, T & I. The survey was conducted using the qualitative method, exploratory and applied using a procedure to collect data, apply in-depth interviews with a member of the Board, four directors or former directors of LNLS, two group leaders and three agents of the external evaluation organization. The collected data were analyzed using content analysis with triangulation. The research identified key performance measures for monitoring the LNLS which were grouped into two perspectives: i) the strategic and ii) of inducing results. The accompanying measures of the strategy are: i) Legitimacy, ii) Research Results; iii) Reliability of Facilities and iv) Open of Facilities. Accompanying measures known inducers of results was composed by the aggregation of the following categories: i) Human Resources, ii) Financial Resources and iii) Managerial Efficiency. Finally, the thesis presents a conceptual model for monitoring the performance measures for organizations, C, T & I and the practical point of view, suggesting a new framework of performance indicators for the LNLS. / No final da década de 1990, no contexto da Reforma do Estado brasileiro, foi criado o modelo de Organização Social com o objetivo de ampliar a capacidade gerencial de instituições que operam recursos públicos, mas cujas atividades não são exclusivas de Estado. Em meados de 1997, a Associação Brasileira de Tecnologia de Luz Síncrotron ABTLuS foi qualificada como OS para operar o Laboratório Nacional de Luz Síncrotron LNLS, entidade objeto desse estudo de caso. A adoção do modelo de OS e as exigências de estabelecer os parâmetros de resultados por meio do contrato de gestão, firmado entre a ABTLuS e o Ministério da Ciência e Tecnologia - MCT, fez com que novos artefatos gerenciais fossem implantados no LNLS. Dentre as principais contribuições do modelo de OS é a identificação de medidas para o acompanhamento de desempenho em organizações de Ciência, Tecnologia e Inovação C,T&I. A pesquisa foi realizada com o uso do método qualitativo, do tipo exploratório e aplicado, utilizando como procedimento de coleta de dados, entrevistas em profundidade aplicadas com um membro do Conselho de Administração, quatro dirigentes ou ex-dirigentes do LNLS, dois líderes de grupo, e três agentes de avaliação externos à organização. Os dados coletados foram analisados por meio de análise de conteúdo, com triangulação. A pesquisa identificou as principais medidas de desempenho para o acompanhamento do LNLS que foram agrupadas em duas perspectivas: i) a da estratégica propriamente dita e ii) a de indutores de resultados. As medidas de acompanhamento da estratégia foram: i) Legitimidade, ii) Resultados Científicos; iii) Confiabilidade das Instalações; iv) Disponibilidade das Instalações. As medidas de acompanhamento denominadas indutores de resultados foram compostas pela agregação das seguintes categorias: i) Recursos Humanos; ii) Recursos Financeiros; e iii) Eficiência Gerencial. Por fim, a dissertação, apresenta um modelo conceitual para acompanhamento das medidas de desempenho para organizações de C,T&I e do ponto de vista prático sugere-se um novo quadro de indicadores de desempenho para o LNLS.

Thesis focus on funding possibilities of social enterprises in Czech Republic, different ways of funding from various sources and the ability of enterprises to reach these resources. Work has theoretical and empirical character. The theoretical part comes with overview of the history of social enterprises in Europe and in the Czech Republic, their development and legislative framework. Part of the work is devoted to theories of civic sector organizations, on the basis of which I am trying to point out the factors that might have an impact on financing social enterprises. Social enterprises tend to have other sources of funding than those that are available for commercial business. In connection with these sources, the common term to describe it, is multi-source or hybrid financing. Empirical part is preceded by an analysis of hybrid financial instruments that are available in the Czech Republic and which are designed specifically for social enterprises. Empirical part is composed of analysis of financial reports from selected social enterprises and demonstrates the true structure of financial resources for the studied period. How can process models of social innovation be visualized? Are there conditions of evaluation and controllability? Are non-profit organizations an incubator for social innovation? Fungování kolektivních orgánů v organizační struktuře neziskových organizací / The functioning of collective authorities in the organizational structure of non-profit organizations

This Master's thesis deals with collective bodies in non-governmental non-profit organizations in the Czech Republic. The theoretical part acquaints the reader with basic concepts such as non-profit organization and its possible legal forms in the Czech Republic, mission, fundraising, public relations, strategic planning and briefly introduces the collective bodies of foreign organizations. The practical part is then based on good practices of six organizations, whose representatives of collective bodies were willing to share their experiences. The organizations were selected on the basis of successful participation in the competition Non-Profit Organization of the Year, in which they were placed among the top three in their category (some of them even for several years). Among these organizations we can find one registered institute, two public benefit societies and three registered associations. Since these organizations aren't with the same legal form, their collective bodies are also different. During the description of good practices, it was found, however, that the degree of motivation with which the members of the collective bodies of the surveyed organizations commit themselves to their work and their active involvement in the operations of the organization does not differ. Campaign Responsible Together is created by non-profit organizations that are part of civil society. This thesis brings a description of the creative process of the campaign, it's target group, and communication mix. One part of this thesis also introduces the specifics of marketing in the non-profit field. A case study was selected as a research design because it allows combining more than one method of collecting data. These methods were document analysis, analysis of graphics, and participatory observation.
