Die Vielzahl, Vielfalt, Allgegenwart und permanente Präsenz sozialer Web 2.0-Angebote übt einen bedeutenden Einfluss auf das Aufwachsen, die Freizeitgestaltung, das schulische Lernen und die Identitätsbildung jugendlicher Nutzer aus. Der einstige Medienrezipient befindet sich nicht mehr nur in der Rolle des Lesers und passiven Konsumenten, sondern er ist gleichermaßen Akteur und Publizist [4, 22]. Der Umgang insbesondere jugendlicher Nutzer mit sozialen Netzwerken und deren Potentialen und Risiken ist daher seit einigen Jahren ein wichtiger Forschungsbereich [vgl. 3, 7, 8, 9, 10, 11]. In diesem Zusammenhang ist die Medienkompetenz von entscheidender Bedeutung [vgl. 4, 17, 22]. Efficient service discovery in wide area networks

Living in an increasingly networked world, with an abundant number of services available to consumers, the consumer electronics market is enjoying a boom. The average consumer in the developed world may own several networked devices such as games consoles, mobile phones, PDAs, laptops and desktops, wireless picture frames and printers to name but a few. With this growing number of networked devices comes a growing demand for services, defined here as functions requested by a client and provided by a networked node. For example, a client may wish to download and share music or pictures, find and use printer services, or lookup information (e.g. train times, cinema bookings). It is notable that a significant proportion of networked devices are now mobile. Mobile devices introduce a new dynamic to the service discovery problem, such as lower battery and processing power and more expensive bandwidth. Device owners expect to access services not only in their immediate proximity, but further afield (e.g. in their homes and offices). Solving these problems is the focus of this research. This Thesis offers two alternative approaches to service discovery in Wide Area Networks (WANs). Firstly, a unique combination of the Session Initiation Protocol (SIP) and the OSGi middleware technology is presented to provide both mobility and service discovery capability in WANs. Through experimentation, this technique is shown to be successful where the number of operating domains is small, but it does not scale well. To address the issue of scalability, this Thesis proposes the use of Peer-to-Peer (P2P) service overlays as a medium for service discovery in WANs. To confirm that P2P overlays can in fact support service discovery, a technique to utilise the Distributed Hash Table (DHT) functionality of distributed systems is used to store and retrieve service advertisements. Through simulation, this is shown to be both a scalable and a flexible service discovery technique. However, the problems associated with P2P networks with respect to efficiency are well documented. In a novel approach to reduce messaging costs in P2P networks, multi-destination multicast is used. Two well known P2P overlays are extended using the Explicit Multi-Unicast (XCAST) protocol. The resulting analysis of this extension provides a strong argument for multiple P2P maintenance algorithms co-existing in a single P2P overlay to provide adaptable performance. A novel multi-tier P2P overlay system is presented, which is tailored for service rich mobile devices and which provides an efficient platform for service discovery.

As for people with physical disabilities, the Unified Health System (hereby SUS) through the directive GM/ MS No. 818 of 2001, requires the creation of hierarchical and regionalized services networks at different levels of complexity to ensure appropriate assistance. This study whose title is Evaluation of effectiveness of the Adult Rehabilitation Center in Rn: elements for a discussion aimed to evaluate the effectiveness of rehabilitation services that institution, reference in the State of Rio Grande do Norte, has directed its patients, more specifically those who have had a stroke and therefore are disabled ones. From the standpoint of methodological conduction, it was prioritized a qualitative and empirical theoretical research which was carried out from the following courses: literature references with authors who are the themes pertaining to rehabilitation, inclusion, public policy evaluation, health policy and disability; documentary research through Regulation of Technical Procedures, files, records, informative booklets that were of great importance to the knowledge of the institution, as well as its functioning and dynamics of field research that was materialized with the managers, rehabilitation staff and Center s users, through the application of semi-structured interviews as a tool for data collection. The information obtained was analyzed from the critical analysis of discourse. As a result, it was identified some technical, administrative and financial difficulties which have obliterated the effectiveness of services provided, such as: lack of many professionals to meet existing demand, poor quality of equipment and the physical structure, limits on autonomy management as a result of dependence along with the SESAP/RN; besides the excessive bureaucratization in the administrative processes compromising Center s problem-solving needs. However, in the narratives of managers, rehabilitation staff of patients, despite the difficulties, treatment made by Centre has effectiveness to the extent that has been contributing even in a limited way to improve their quality of life / Os servi?os p?blicos com ?nfase no tratamento de reabilita??o das pessoas com defici?ncia, enquanto direito constitu?do, objetiva garantir-lhe com qualidade e equidade a assist?ncia reabilitacional. Cercles citoyens et espace public : la démocratisation organisationnelle à l’épreuve des rodas brésiliennes

Au Brésil, les mouvements antiautoritaires engagés notamment dans de la réforme psychiatrique participent de la création de dispositifs de participation sociale parmi les plus innovants qu’on puisse trouver sur le plan de la démocratisation. La présente recherche avait d’abord pour objectif de comprendre comment de ces dispositifs agissent sur les rapports sociaux de pouvoir traversant le réseau de santé mentale de la ville de Campinas dans l’État de São Paulo. Nous problématisons les forces sociales et économiques qui participent de la construction de ce réseau et de son « système d’analyse et de cogestion » ; une organisation participative impliquant côte à côte des destinataires, des travailleurs, des gestionnaires et parfois des élus locaux. En survolant les différents courants de la sociologie des organisations, nous découvrons le rôle central de la prise en compte du destinataire de services pour l’étude de la dimension sociopolitique de l’organisation. Il ne s’agit pas d’étudier les rapports sociaux de pouvoir sous l’angle des dispositifs participatifs, mais bien à partir des expériences vécues et de la production collective de subjectivation politique. À partir de données recueillies lors d’une ethnographie de huit mois auprès du réseau de santé mentale de Campinas, nous observons en quoi la transformation des rapports sociaux de pouvoir vécue subjectivement par les acteurs renvoie à des configurations collectives spécifiques communément nommées rodas (cercle en portugais). Cette notion fait référence aux situations au cours desquelles un petit groupe d’acteurs se réunit pour réfléchir, débattre et décider d’actions à mener en rapport à la santé mentale dans la ville. Ces configurations collectives permettent aux citoyens de donner sens et forme à un projet local de démocratisation. L’étude se consacre alors à comprendre comment les rodas agissent sur les rapports sociaux de pouvoir induits par l’organisation participative locale. En 2012, le réseau de santé mentale de Campinas traverse une des plus importantes crises de son histoire. Des coupures et la privatisation de services ont mené à une vaste mobilisation citoyenne. Dans ce contexte, nous identifions les points de tensions et d’agencements entre les rodas et les dispositifs participatifs du réseau en portant attention aux expériences quotidiennes. L’analyse des rodas ouvre de nouvelles pistes de compréhension des dynamiques de pouvoir collectif en contexte organisationnel. Par le partage de temps dans une pluralité d’espaces ouverts, par le partage d’affects ainsi que par la problématisation collective d’évènements critiques affectant le quotidien, les rodas agissent sur la hiérarchisation de manière à la réduire. Cet effort collectif de démocratisation sans cesse renouvelé ne permet toutefois pas de venir à bout des inégalités de pouvoir induites par l’organisation des services et par la société brésilienne. Comme pratique citoyenne, les rodas constituent néanmoins des leviers collectifs pour dénoncer des contradictions et des injustices sociales au sein et en dehors de l’organisation participative. Elles relèvent la possibilité d’une critique collective continue ouverte à la créativité sociale. Cette recherche ouvre un nouveau champ d’études sur les innovations citoyennes en contexte d’organisation participative; un champ d’autant plus prometteur qu’il s’inscrit dans un renouvellement critique de la sociologie des organisations. / In Brazil, anti-authoritarian movements, particularly those engaged in psychiatric reform, are creating some of the newest innovative democratic forms of social participation. The aim of this research is first to understand how these new participatory schema act on the social relations of power across the mental health network in the city of Campinas in the State of São Paulo. I first problematize the social and economic forces involved in the construction of this network and its "system of analysis and co-management". This participatory model of organization requires users, workers, managers and sometimes local elected officials work side by side. Across the different streams of organizational sociology, the user is seen to play a central role in defining the socio-political dimension of the organization. However this is not achieved through participatory schema rather the user arises from the production of political subjectivation and the actual experiments themselves. Using ethnographic data collected during an eight-month period from across the Campinas mental health network, I observe how the transformation of the subjective social relations of power experienced by the actors refers to specific collective configurations commonly known as "rodas" (Circle in Portuguese). The term “rodas” refers to small groups of actors who meet to reflect, debate and decide on actions to be taken in relation to mental health practices in the city. These collective configurations allow citizens to give meaning and form to a local democratization project. The study then focuses on how the rodas influence the social relations of power induced by the local organization. In 2012, the Campinas mental health network went through one of the biggest crises in its history. Cuts and the privatization of services led to widespread citizen mobilization. In this context, I identify tensions and strategies within the rodas and their means for participation across the network paying attention to their everyday experiences. The analysis of rodas opens up new avenues of understanding the levers of collective power in an organizational context. Through the sharing of time in a plurality of open spaces, through sharing affect as well as through collective problem-solving of critical events impacting affecting daily life, the rodas act to reduce organisational e hierarchy. This collective effort of constantly renew democratization does not however make it possible to overcome the inequalities of power induced by the organization of services and by Brazilian society. As a form of citizen participatory practice, rodas nevertheless provide collective levers that denounce contradictions and social injustices within and outside the organization. Their practices highlight the possibility of a continuous collective criticism open to social creativity. This research opens a new field of study on citizen participation and innovation in the context of the organization; a field that is all the more promising because it is part of a critical renewal of the sociology of organizations.

In the thesis we are going to focus on the topic of on-line political communication of 8 czech ballot leaders on the social network service Facebook during the 2019 European Parliament election campaign. On-line campaign is essential tool to gain the favor of the electorate in the 4th age of political communication. In long term perspective the European Parliament elections are suffering from the low interest of the electorate and from the trend of decreasing tournout in both pan-European and Czech political arenas. Our research is based on the theoretical concepts about main functions of on-line campaign in the 4th age of political communication. The mobilization of the electorate towards political participation is one of those functions. Next we base our research on the second order elections theory of Karlheinz Reif and Hermann Schmitt. The European Parliament elections are characterised by predominance of topics important to the local political system and by substituting as a referendum about the government of a member country. Last but not least, we base our research on the theory of Paul Taggart and Alexander Szczerbiak, who say that today, euroscepticism is an attractive mainstream topic, which can be found throughout the whole political spectrum. Web-based social media and museums in South Africa

This study set out to establish an informed framework for the use of social network services in South African museums. Social network services are utilised by a wide demographic spectrum so they offer a cost-effective way to engage with communities and with existing and new stakeholders. The Standard of Generally Recognised Accounting Practice on Heritage Assets, or GRAP 103, and the draft National Policy on Digitisation of Heritage Resources imply that museum collections get documented and managed in digital form. It will coincidentally also enable museums to embrace the use of social network services and share the collections in their custody with many South Africans who are yet to experience the value of museums in the country. Museums are institutions in the service of society which acquires, conserves and communicates the tangible and intangible heritage of people and their environment. During the twentieth century museums have had to reinvent themselves from being unapproachable custodians of heritage to being part of society, willing to engage in discourses and be transformed to remain relevant to the communities they serve. The 2011 Census has found that about 18.2 million of 51.7 million South Africans have had access to the Internet before. Active Internet users however, are about half that figure because it is expensive, the broadband and telecommunications network is not efficient or because people have not yet experienced the value it offers. Government regulations compel Information and Communication Technology (ICT) enterprises to spend 1.5% net profit after tax on socio economic development initiatives. This presents an opportunity for museums as educational institutions to engage with such enterprises to expand Internet access and engage with local communities. The social network service field offers various ways to communicate collections and engage with communities through text, photographs, video and location-based technologies. Various notable local and international initiatives were discussed in this study. For example the Kulturpool which allows visitors to create cyber collections from digitised museum objects and contribute to the knowledge of such objects by allowing them to submit and share information for others to read. SAHRIS, the digital database offered by the South African Heritage Resources Agency, holds the key to similar ventures that museums could pursue. The regulative framework involves privacy, copyright and ethical issues which museums should abide by. Because of the pervasiveness of ICTs museums should take note of these regulations even if they decide not to pursue social network initiatives. ICT skills in museums are insufficient and should be improved upon. Social network services offer training and guidelines on how to use them, which could be a great help provided the reader has a good command of the English language. Cognisance must be taken of an overview social network services and their uses, and of the ethical and regulative framework for museums to benefit from using social network services to engage with communities. Gestion de contexte pour l'optimisation de l'accès et l'adaptation des services sur des environnements hétérogènes / Context management for network access optimisation and services adaptation in heterogeneous environments

Dans le domaine des TIC, les services de demain seront certainement basés sur des systèmes ubiquitaires, omniprésents et pervasifs. Ces systèmes devront prendre en considération différents paramètres provenant de l’environnement de l’utilisateur, c’est à dire son contexte. Le contexte de l’utilisateur peut être composé d’informations statiques ou dynamiques, objectives ou subjectives, quantitatives ou qualitatives. Il peut inclure des données telles que la localisation géographique, les caractéristiques du terminal utilisé, la température ambiante, l’humeur de l’utilisateur. Afin d’améliorer la QoS et la QoE, les services et les systèmes doivent être adaptés aux changements du contexte des utilisateurs. Le contexte doit donc être collecté et interprété et les règles d’adaptation du système doivent être définies. Sur les systèmes étendus, riches, dynamiques et hétérogènes, tels que ceux considéré dans le cadre de cette thèse, ces opérations doivent être automatisées. Vu la quantité et la complexité des données contextuelles à considérer, l’utilisation de la sémantique dans la gestion de contexte peut faciliter cette automatisation et ouvrir la porte au raisonnement et à l’adaptation automatiques. Aujourd’hui, peu de solutions viables existent pour cette problématique. Nous proposons alors d’utiliser et d’adapter des mécanismes et technologies provenant du web sémantique pour décrire et manipuler les informations de contexte. Dans un premier temps, nous avons proposé une méthodologie de conception qui nous permit de proposer « Ubiquity-Ont » : une ontologie générique au domaine des TIC, flexible et extensible. Les données de contexte ont alors été décrites sous forme de concepts et d’instances, reliés par des relations sémantiques. Nous avons ensuite proposé une architecture overlay, composée de deux niveaux de vitalisation et permettant d’intégrer un gestionnaire de contexte, basé sur la sémantique, sur des environnements réseaux et services. Cette solution overlay permet de (a) masquer l’hétérogénéité des composants du système et (b) d’augmenter virtuellement les entités du système existant par les capacités nécessaires à la manipulation et au raisonnement sur les données sémantiques du contexte. Nos propositions ont étés implémentées et testées sur une plateforme réelle et appliquées à deux cas d’études : Gestion de la mobilité sur des environnements de réseaux d’accès hétérogènes et Optimisation de la consommation d’énergie dans les terminaux mobiles / Future Information and Telecommunication Systems are expected to be pervasive and ubiquitous solutions, able to consider users’ context and to automatically adapt to their environments. Traditional configuration and management tools are not adapted. The richness, the heterogeneity and the complexity of the upcoming systems require automated solutions able to gather contextual information, to reason on them and to make the appropriate adaptation decisions. The representation and the sharing of contextual information is a key issue. In this thesis, we proposed and used a methodology to conceive « Ubiquity-Ont », a generic ontology dedicated to Information and Telecommunication Systems. Contextual information are the described through semantic concepts, instances and relations. We then proposed an overlay architecture, composed of two virtualization layers that can integrate a semantic context management framework over existing networking environments. This architecture is able (a) to hide any heterogeneity among the system components and (b) to augment the different entities with additional capacities for context gathering, reasoning and sharing operations. The proposed solutions were then implemented and tested in Lab for two applications. The fisrt is related to mobility management over heterogeneous Wireless Networks and the second aims to power optimization on mobile terminals. These two case studies helped in proving and enhancing the proposed solutions

Integrated network application management (INAM)

Approved for public release, distribution is unlimited / This thesis attempts to create a desire for change in DoD's current approach to Network Application Management (NAM). The evolution of NAM into Integrated Network Application Management (INAM) is a crucial component of Network Centric Warfare and achieving Information Superiority and Interoperability. INAM is outlined as three functional requirements, which are Network Awareness, Mission Prioritization linkage to Network Resources, and the Balancing of Service Management. Scenarios play a key role in illustrating the new threats that DoD faces today. These scenarios also identify limitations and challenges to NAM as it exists today. These challenges require significant improvements in flexibility and responsiveness, while providing for wide integration. Trends supporting change are identified in this thesis. Two of the more important trends are the rise of Architectural and Object Oriented Development. Examples such as Training and Testing Enabled Architecture (TENA), Surveillance and Target Acquisition Network (STAN), and Virtual Proving Ground (VPG) are clear examples of these trends. The merging of the Computer Industry's efforts to expand the reach of Operating Systems with the traditional efforts from Network Management is also a trend that is examined. Organizations like Distributed Management Task Force (DMTF) are important to such examinations. Successful change can not be achieved without planning for the transition. This thesis also presents some active transition efforts addressing Network Centric Warfare.
