Zwischen Sühne und Frieden

Die vorliegende Studie konzentriert sich auf die deutsch-israelischen Beziehungen im Feld des humanitären und friedensstiftenden Vor-Ort-Einsatzes. Dabei nimmt die Arbeit die verwickelten und konflikthaften Beziehungen im Bemühen der Politik um Normalität des deutsch-israelischen Verhältnisses in den Blick, ein Bemühen, das durch die historische Einzigartigkeit der Shoa immer schon unmöglich ist. Bestimmt wird die Perspektive der Untersuchung nicht von den vorherrschenden Paradigmen des Forschungsfeldes Internationale Beziehungen, sondern anhand zivilgesellschaftlichen Engagements, das sich u.a. in der Aktion Sühnezeichen Friedensdienste ausdrückt. Dabei wird eine dezidiert akteurzentrierte Position eingenommen und mit Hilfe der Analysen von Makro-, Meso- und Mikroebenen, welche aufeinander bezogen werden, historische Darstellung, politiktheoretische Perspektiven mit kulturwissenschaftlichen Dimensionen verknüpft und für die transdisziplinäre Darstellung fruchtbar gemacht. Dargelegt wird, in welchem Spannungsfeld von unterschiedlichen politischen Interessen, sozialen Prozessen und historischen Diskursen sich die Aktivitäten deutscher NGOs in Israel bewegen und wie diese Spannungen auch das Selbstverständnis und die angestrebten Ziele einzelner Akteure maßgeblich beeinflussen. Dabei wird deutlich, dass die vielseitigen Interessenkonflikte zwischen der NGO Aktion Sühnezeichen Friedensdienste und ihren israelischen Partnern in teilweise dominierenden bipolar ausgerichteten Diskursen gründen, welche neben den ethnischen, religiösen, sozialen und politischen Dimensionen auch immer eine übergreifende moralische Dimension inkludieren. Diese Aushandlungsprozesse im lokalen Einsatz der hier thematisierten NGO sind daher unweigerlich von der kollektiven historischen Erinnerung an die Shoah geprägt, die sich sowohl auf die Handlungsspielräume der deutschen NGO als auch auf die gesamten zwischenstaatlichen deutsch-israelischen Beziehungen auswirkt und daher die erhoffte Normalisierung im Sinne rein politischer Raison nicht realisierbar erscheinen lässt. Die Problematik der Auseinandersetzungen um Universalismus und Partikularismus der Shoah-Rezeption lassen sich somit auf staatlicher sowie zivilgesellschaftlicher Ebene nicht gänzlich auflösen. Die aus diesen unterschiedlichen Rezeptionen zu ziehenden Rückschlüsse ermöglichen es den Akteuren gänzlich unterschiedliche Perspektiven in der Arbeit vor Ort einzunehmen. Die Streitigkeiten zwischen „Sühne“ und „Frieden“ dominieren daher immer noch die Diskurse in- und außerhalb der Organisation.

Barriers in community participation and rural development

The concept of participation seems to reflect in most development programmes that involve people at the grassroots level. In Ghana, the introduction of the decentralization programme in the late 1980s that aimed at promoting effective, comprehensive and rapid development, more especially in the rural areas also adopted participatory approach. The approach led to the introductory of district assembly system which was to enhance the involvement of people at the grassroots in participatory activities. However, since the introduction of the decentralisation system to promote grassroots level participation, the people are still inactive and the level of involvement in development decision-making still remains weak. To clearly understand these problems, the thesis has aimed at answering the following research questions; how are rural people involved in participatory practice in the development activities in their area; what barriers affect and hinder the active participation of rural people and how could these be addressed? Answers to those questions helped to examine the nature of participation at the grassroots level; understand how the district assembly adopt participatory practice and to ascertain the nature of barriers that hinder effective participatory practice. Using a case study approach for the investigation, an interpretivists and constructivists were the philosophical underpinnings of the investigation. The data was gathered through the use of focus group discussions and one-to-one informal interviews. It was observed that, participation continues to reflect in most rural development programmes, but there are key barriers that still continue to hamper the effectiveness of participatory practice. Power relations, threats, intimidations and more especially the use of juju and witchcraft which never featured in most development literature are among the major barriers that continue to weaken local people readiness to actively participate. Most rural people feel threaten to participate for the fear of being bewitched or killed through the use of juju, witchcraft or black magical powers. Without critically and effectively addressing those bottlenecks and barriers, and put community members at the pivot of decision-making, the use of outsiders' knowledge and ideas alone to address the problems of participation with the hope of improving the lives of the rural people will not yield any significant result.

O presente projeto trata da problemática ambiental relacionada à conservação do meio, tendo como núcleo de estudo a Sub-Bacia Hidrográfica do Ribeirão do Moinho, em Nazaré Paulista SP, que está inserida na Área de Proteção Ambiental do Sistema Cantareira. Esta região contém áreas de nascentes e pontos de captação de importância regional que, associados à beleza natural, fazem com que a área se torne alvo de empreendimentos imobiliários, consolidando um processo crescente de ocupação do solo e uso turístico desordenado. Aliada a esta realidade está o cultivo do eucalipto em áreas ciliares, em topo de morro e com uso de fogo para manejo. Apesar das restrições impostas pela legislação ambiental vigente, estes usos econômicos, muitas vezes inadequados para a área, têm gerado diversos impactos socioambientais. Instituições governamentais e não governamentais têm desenvolvido e implantado projetos de intervenção na região visando à conservação ambiental. O objetivo deste trabalho foi analisar esses projetos e seus reflexos na Sub-bacia Hidrográfica do Ribeirão do Moinho. A metodologia compreendeu levantamentos bibliográficos, visitas às instituições e a realização de entrevistas semi-estruturadas com coordenadores, moradores participantes e não participantes dos projetos de intervenção. Foram identificadas duas instituições governamentais e três não governamentais atuantes na área de estudo, sendo realizadas assim 43 entrevistas no total: 21 com coordenadores; 11 com moradores participantes dos projetos de intervenção e 11 com moradores que não participantes. Por meio das análises das entrevistas foi possível verificar que existem várias percepções ambientais entre os entrevistados, que têm se refletido em diferentes projetos de intervenção na Sub-bacia Hidrográfica do Ribeirão do Moinho. Estes projetos por sua vez procuram desenvolver propostas participativas que com maior ou menor envolvimento da comunidade. Foram identificados conflitos ambientais entre as instituições e a comunidade e entre grupos de moradores. Espera-se que os resultados desta pesquisa possam contribuir para uma reflexão e revisão da atuação das instituições, de modo a considerarem a gestão de conflitos ambientais em processos participativos. / This project uses as core study area the Moinho Stream Watershed located in Nazaré Paulista, São Paulo State, Brasil, which is part of the Cantareira System Environmental Protected Area. This region contains springs and watersheds of regional importance, which, associated with its natural beauty, are transforming it in real estate targets, increasing a disordered land and tourism use. Allied to this reality is the cultivation of eucalyptus trees in riparian areas, on top of hill and the use of fire for management. Despite the restrictions imposed by current environmental legislation, the economic uses, often unsuitable for the area, have generated various social and environmental impacts. Governmental and NGOs institutions have developed intervention projects in the area aiming environmental conservation. In this perspective this study aims to analyze these projects and their impact on the Moinho Stream Watershed. Thus, the methodology included literature reviews, visits to institutions and semi-structured interviews with coordinators and local residents participants and nonparticipants of the intervention projects. Two governmental and three non-governmental institutions were identified in the study area and 43 interviews were conducted: 21 with coordinators, 11 with residents participating in the projects and 11 with residents that do not participate. Through the analysis of the interviews it was possibly to verify that there are several environmental perceptions among the interviewees, who are reflected in different projects realized in the Moinho Stream Watershed. These projects in turn seek to develop participatory proposals that are developed with diverse community involvement. Environmental conflicts between institutions and between community groups and residents were also identified. Thus it is expected that the results of this research project can help the actions of these institutions so that they consider the management of environmental conflicts in participatory processes.

O trabalho voluntário de tradução e suas implicações socioculturais / The volunteer work of translation and its sociocultural implications

Este trabalho pretende analisar os aspectos do trabalho voluntário de tradução e, em qual medida, ele interfere nas relações socioculturais e sociedade. Para tanto, tomaremos como objeto de estudo um grupo de tradutores voluntários que atuam na Organização Não-Governamental Soka Gakkai Internacional. Como se pretende estudar os agentes que participam desse processo, como parte de uma estrutura social, utilizaremos a teoria de actor-network de Bruno Latour (2005). Com o intuito de analisar a função e o desenvolvimento dos tradutores voluntários envolvidos no processo, sua experiência pessoal e profissional e suas relações socioculturais, utilizaremos a noção de habitus discutida por Pierre Bourdieu (1972; 1990; 2003). Com base nos estudos preliminares, pressupõe-se que os atores que desenvolvem esse trabalho voluntário de tradução compartilham princípios e disposições semelhantes, ou seja, possuem basicamente os mesmos habitus e negociam as regras que regem o seu trabalho de acordo com a prática, e não partindo da teoria. Finalmente, busca-se confirmar a premissa de que, para o grupo em questão, os valores que permeiam o seu trabalho, a despeito da recompensa financeira, agregam novas características ao trabalho de tradução, sob uma concepção mais humanista e social. / This article aims to analyze translation as volunteering work as long as to what extent it influences socio-cultural relations and society. Thus, the object of our study is a group of volunteers who work as translators for the Non-Governmental Organization Soka Gakkai International. As we intend to study the agents who participate in this process, considering them to be part of a social structure, the empirical data are discussed against the background of the Actor-Network-Theory by Bruno Latour (2005). We also intend to analyze the role and development of the volunteering translators involved in the process, their background and socio-cultural relations, which will be framed in terms of Pierre Bourdieus concept of habitus (1972; 1990; 2003). Based on preliminary studies, we may argue that the actors who take part in this translation volunteering work share similar principles and dispositions, that is, they have the same habitus and their starting point is not the theory, but they negotiate the rules of translation according to their practice. Finally, we intend to confirm the hypothesis that, for this group, the value of their job is beyond the financial reward, and bring new characteristics to translation.

This partnership is developed through socio-educational activities for children and male adolescents, aged between 6 and 14 years, against the school schedule. The overall objective is to identify as non-formal education has been conceived and proposed within this partnership. Specifically, it aims to examine what they are and who should receive these socio-educational; discuss the presence of instruments and valuation models, both of public policy interest in the field of non-formal education and, finally, to identify the ( s) form (s) of existence of dialogue between the various bodies that compose this public assistance policy. The research methodology consists of: (i) review of key concepts such as non-formal education, evaluation, non-governmental organization, public and social policies, (ii) research on documentary material relating to the partnership, especially SMCAIS and NGOs (Resolution No. 01/2009 municipal, annual management reports, news articles, bylaws, work plans for 2009 and 2010 annual technical report of 2009 activities, organization chart) and (iii) semi-structured interviews with one representative from each of the institutions that make up this partnership (the educational coordinator of the NGO, a psychologist at the City Office and vice director of the school). We used a qualitative approach and the empirical material has been reviewed and organized according to categories constructed along the analytical process. As final results, we found that the non-formal education in our case, seems to be designed in ways contradictory, since while he assumed the defense speech of social transformation, in practice this character is not evident. These contradictions were analyzed in so-called socio-educational activities, forms of dialogue established between the institutions and instruments of evaluation. With regard to assessment procedures used were able to identify weaknesses and limitations, when it is adopted as reference the concept of formative evaluation: the tools are focused on the bureaucratic, technical, financial and quantitative development of the project, and are is centralized by a single institution, the SMCAIS. We believe that this research will bring significant contributions to advancing the discussions on educational concepts present in the forms of partnership between state public sector and private sector, from a broad view of education. / Trata-se de um estudo sobre uma parceria entre a Secretaria Municipal de Cidadania, Assist?ncia e Inclus?o Social (SMCAIS), uma organiza??o n?o-governamental (ONG) e uma escola p?blica estadual de uma cidade do interior do estado de S?o Paulo (SP). Esta parceria ? desenvolvida por meio de a??es s?cio-educativas destinadas a crian?as e adolescentes do sexo masculino, com idade entre 6 e 14 anos, no contra turno escolar. O objetivo geral da pesquisa ? identificar como a educa??o n?o-formal vem sendo concebida e proposta dentro desta parceria. Utilizamos uma abordagem qualitativa e o material emp?rico foi examinado e organizado de acordo com categorias constru?das ao longo do processo anal?tico. Como resultados finais, identificamos que a educa??o n?o-formal no caso em estudo, parece ser concebida de formas contradit?rias, uma vez que ao mesmo tempo em que assume o discurso de defesa da transforma??o social, na pr?tica este car?ter n?o ? evidenciado. Estas contradi??es foram analisadas nas chamadas a??es s?cioeducativas, nas formas de di?logo estabelecidas entre as institui??es e nos instrumentos de avalia??o. Realiza pesquisa empírica na rede “Nós Voluntários”, localizada no município de Canoas, RS, composta por 23 ONGs. Atualmente o conceito de rede é interpretado de várias formas pelos diversos campos de estudo, como a geografia, a administração e a sociologia. Uma rede existe quando instâncias estão articuladas de forma a disponibilizar seus serviços, tem estrutura flexível e leve, não hierarquizada e conta com a participação colaborativa / The present study aims at approaching the theme of social networks, analyzing the history of social movements, the Brazilian social issue and the importance of pursuing new organizational alternatives for civil society. The research deals with concepts referring to non-governmental organizations and the third sector, based on authors such as Draibe, Dagnino, Doimo and Fernandes, among others. This study also deals with the concepts on social networks developed by Fontes, Martins and Scherer-Warren. In order to develop the present work, an empirical research took place in the network called “Nós Voluntários”, located in Canoas, Rio Grande do Sul, from interviews with representatives from 05 units out of 23, besides three NGOs that are part of the “Nós Voluntários” network. This thesis is focused on communication of non-profit organizations. The first theoretical part of thesis defines the non-profit sector, characterizes types of the non-profit organizations and basic legal framework. Part of the theme outlined fundraising. Chapter two deals with marketing termes and marketing of the nonprofit sector. The next chapter contains the research on organization-Scout Association Scouts CR. The last chapter is focused on the organization. The organization is presented, including the mission and fundamental principles and current status is described in the situational analysis. It also contains a description and evaluation of communication tools of the organization. The aim of this diploma thesis to show that marketing and its tools are an essential part of the activities of NGOs.

The population that suffered with colonial repression also lived deeply the authoritarism of the Unique Party after independence and felt the civil war almost without interruptions per decades between the government of the Popular Moviment of Freendom of Angola and military forces of the National Union for the Total Independence of Angola. The objective of this work is based on experience of Angolana NGO Action for the Agricultural and Surrounding Development. This imporatant instituition acts in the agricultural area, with significant works in the field value the participation of the angolan society, bringing diverse social actors in favor of the development of the country.
