Estas leis fazem parte do conjunto de medidas relacionadas ao âmbito das políticas tecnológicas desenvolvidas pelo governo brasileiro e têm como instrumento a concessão de incentivos fiscais. A intenção é analisar a concepção e a formulação dessas leis, com ênfase na análise da avaliação governamental (quando existente). Parte-se da hipótese que a avaliação governamental das leis estudadas é inexistente ou qualitativamente insuficiente, o que se constitui em uma grande falha de gestão governamental, já que as políticas tecnológicas que têm como instrumento os incentivos fiscais exigem das empresas beneficiárias o cumprimento de requisitos e contrapartidas financeiras para fruição do incentivo fiscal. Assim, a contribuição desta pesquisa dar-se-ia no sentido de levantar possíveis deficiências e sugerir melhorias na formulação de políticas tecnológicas que tenham como instrumento os incentivos fiscais / Abstract: The aim of this research is to analyze two federal laws: the "Law of Good" and the Law of Informatics. These laws are part of the set of measures related to the scope of the technological policies developed by the Brazilian government, whose instrument is the concession of fiscal incentives. The main intention is to analyze the conception and formulation of these laws, with emphasis on the analysis of government assessment (when it exists). This work presumes that the governmental assessmentof these laws is nonexistent or qualitatively insufficient, which constitutes a major failure of governmental management, since technological policies based on fiscal incentives require from beneficiary companies to achieve some goals as well as financial compensation for the tax incentives. A Comparison of Energy Plus and eQUEST Whole Building Energy Simulation Results for a Medium Sized Office Building

abstract: With the increasing interest in energy efficient building design, whole building energy simulation programs are increasingly employed in the design process to help architects and engineers determine which design alternatives save energy and are cost effective. DOE-2 is one of the most popular programs used by the building energy simulation community. eQUEST is a powerful graphic user interface for the DOE-2 engine. EnergyPlus is the newest generation simulation program under development by the U.S. Department of Energy which adds new modeling features beyond the DOE-2's capability. The new modeling capabilities of EnergyPlus make it possible to model new and complex building technologies which cannot be modeled by other whole building energy simulation programs. On the other hand, EnergyPlus models, especially with a large number of zones, run much slower than those of eQUEST. Both eQUEST and EnergyPlus offer their own set of advantages and disadvantages. The choice of which building simulation program should be used might vary in each case. The purpose of this thesis is to investigate the potential of both the programs to do the whole building energy analysis and compare the results with the actual building energy performance. For this purpose the energy simulation of a fully functional building is done in eQUEST and EnergyPlus and the results were compared with utility data of the building to identify the degree of closeness with which simulation results match with the actual heat and energy flows in building. It was observed in this study that eQUEST is easy to use and quick in producing results that would especially help in the taking critical decisions during the design phase. On the other hand EnergyPlus aids in modeling complex systems, producing more accurate results, but consumes more time. The choice of simulation program might change depending on the usability and applicability of the program to our need in different phases of a building's lifecycle. Therefore, it makes sense if a common front end is designed for both these simulation programs thereby allowing the user to select either the DOE-2.2 engine or the EnergyPlus engine based upon the need in each particular case. / Dissertation/Thesis / M.S. Modelo de estruturação de serviços de um escritório de processos aderente ao grau de maturidade em gestão de processos

As empresas têm direcionado seus esforços para a gestão dos processos ao perceberem os benefícios que podem obter: otimização do trabalho, aumento da satisfação dos clientes e redução de custos são alguns dos ganhos percebidos. Também são atraídas pela visão abrangente proporcionada pela ótica dos processos, que permite a gestão eficaz de seu trabalho, o que as tornam mais competitivas. Porém, ao implantar a Gestão de Processos de Negócio (Business Process Management - BPM), os gestores não encontram uma base conceitual unificada que os orientem nesse sentido. O objetivo do presente trabalho é propor um Modelo de Avaliação de Maturidade em Gestão por Processos e um Modelo de Estruturação de Serviços de um Escritório de Processos. O modelo de avaliação de maturidade foi construído com foco nas práticas de governança em Gestão por Processos, tendo como base o referencial teórico. Esse foi ajustado através do diagnóstico de seis organizações que possuem implantados Escritórios de Processos. Já o modelo de estruturação de serviços foi desenvolvido a partir do referencial teórico e do estudo dos Escritórios de Processos das organizações que participaram de entrevistas, sendo ajustado através da sua aplicação nessas organizações. O Modelo de Avaliação de Maturidade em Gestão por Processos desenvolvido permite às organizações realizar um diagnóstico quanto à implantação da Gestão por Processos, para então, com o Modelo de Estruturação de Serviços de um Escritório de Processos identificar o portfólio de serviços que deve adotar para auxiliar sua evolução. Portanto, o presente trabalho contribui para a implantação da Gestão por Processos nas Organizações ao oferecer modelos de referência que permitam acompanhar sua evolução e planejar a estruturação dos serviços a serem prestados. / Companies have been driving their efforts to process management after realizing its benefits: work content optimization, customer satisfaction increase and cost reduction among others. They are also attracted by the broad overview provided by process perspective, which allows an efficient management of their work, and increase their competitiveness. However, when implementing Business Process Management - BPM, leaders do not find a unique concept that guide them in this direction. The goal of this work is to propose a Maturity Evaluation Model in Business Process Management and a Service Structure Build Model for a BPM Office (BPMO). The maturity evaluation model was built with focus on governance practices in Process Management based on theoretical framework. This was then validated through a diagnosis of six different organizations with implemented BPMO. The Service Structure Build Model was developed based on theoretical framework as well and appraisal of the same six organizations with implemented BPMO, being validated through its applications. The developed Maturity Evaluation Model in Process Management allows the organization to diagnose the implementation of the Process Management. This, together with the Service Structure Build Model for a BPM Office, help the organization to identify the service portfolio that must be adopted to support its evolution. Therefore, the current work contributes to the implementation of Business Process Management in Organizations by offering reference models to accompany its evolution and to plan to build the services to be offered.

Proposta de um modelo de custos para um consultório odontológico

No momento de crise econômica que o país enfrenta atualmente, a prestação de serviços de saúde necessita cada vez mais a busca de alternativas que possibilitem uma melhor gestão de custos, a fim de enfrentar o mercado cada vez mais restrito e competitivo. Com o propósito de investigar as dificuldades enfrentadas pelos cirurgiões-dentistas, no que tange a gestão de custos, foi realizada uma pesquisa sobre como o profissional percebe sua atividade como negócio. A qual indicou a necessidade de uma ferramenta de apuração de custos para seus consultórios. Desta forma, este trabalho trata da gestão de custos eficiente em uma empresa prestadora de serviços e o predomínio do uso do sistema de custeio por absorção no Brasil, objetivando responder qual o custo da prestação de serviços, apurado pelo sistema de custeio por absorção, de um consultório odontológico. Como objetivos específicos, este trabalho busca descrever os principais serviços oferecidos por um consultório odontológico; bem como apresentar as principais vantagens e desvantagens do sistema de custeio por absorção quando utilizado neste local. Finalizando, com a apresentação de um modelo de apuração de custo de um procedimento na prestação de serviços oferecidos em um consultório odontológico. Com isso, será possibilitada, mesmo de forma singela, uma alternativa de projeção de custos, através da aplicação do custeio por absorção no procedimento de restauração em resina fotopolimerizável classe II e IV. Este modelo de apuração de custos permite que sua aplicação seja utilizada em diversos modos e atividades desempenhadas pelos cirurgiões-dentistas com intuito de mensurar o valor dos procedimentos odontológicos em seus consultórios. / During the economic crisis Brazil is currently facing, the provider of health services needs to seek better cost management alternatives in order to face the increasingly restricted and competitive market. In order to understand the difficulties faced by dentists regarding cost management, research was made on how dentists plan their business, leading to the conclusion that some tool for cost calculation is necessary in their clinics. This work studies the efficient cost management in a service company and the predominance of the absorption costing system in Brazil, using this system to calculate the costs of a dentist’s clinic. . As specific goals, this study seeks to describe the main services offered by a dental office as well as to show the main advantages and disadvantages of the absorption cost system in this context. Finally, a cost calculation model is used to analyze the procedure of restoring light-cured resins class II and IV. With this analysis, we concluded that it is possible to make a simple yet effective cost projection of this type of service by using the absorption calculation model, which might be prove to be an efficient way to measure the cost of dental procedures.

Analysis of Life Cycle Costs and Energy Savings of Electrochromic Glazing for an Office Building

abstract: Building Envelope includes walls, roofs and openings, which react to the outdoor environmental condition. Today, with the increasing use of glass in building envelope, the energy usage of the buildings is increasing, especially in the offices and commercial buildings. Use of right glass type and control triggers helps to optimize the energy use, by tradeoff between optical and thermal properties. The part of the research looks at the different control triggers and its range that governs the use of electrochromic glass to regulate the energy usage in building. All different control trigger that can be possibly used for regulating the clear and tint state of glass were analyzed with most appropriate range. Its range was triggered such that 80% time of the glass is trigger between the ranges. The other building parameters like window wall ratio and orientations were also investigated. The other half of the research study looks into the feasibility of using the Electrochromic windows, as it is ought to be the main factor governing the market usage of Electrochromic windows and to investigate the possible ways to make it feasible. Different LCC parameters were studied to make it market feasible product. This study shows that installing this technology with most appropriate trigger range can reduce annual building energy consumption from 6-8% but still cost of the technology is 3 times the ASHRAE glass, which results in 70-90 years of payback. This study concludes that south orientation saves up to 3-5% of energy and 4-6% of cooling tons while north orientation gives negligible saving using EC glass. LCC parameters show that there is relative change in increasing the net saving for different parameters but none except 50% of the present glass cost is the possible option where significant change is observed. / Dissertation/Thesis / M.S.D. It reports on knowledge management, business process management, and models used in the literature for business process modeling. A model for process management (GPC) that integrates knowledge management is developed. The highlight of the GPC model in relation to respondents is that it integrates knowledge management as an intrinsic factor of the proposal in order to assist the management of organizational routines that are present in the business processes. Through the elaboration of the GPC model, it is concluded that knowledge management in the management of organizational routines is extremely important in the conduct of process management.

South African anthropometric dimensions for the design of an ergonomic office chair

Office chairs are becoming a modern status symbol in the workplace. Many individuals are seated on office chairs for most of the working day. As a result of using poorly designed chairs injury and discomfort are frequently experienced, most particularly lower back pain. Correct design of chairs is imperative, and must be user-centered. The aim of this investigation has been to gather anthropometric dimensions characteristic of the South African population, as this information has not been widely assimilated to date. Once collated, this information could be used in the design of an ergonomically correct office chair, suitable for the unique characteristics of the South African working population. Anthropometric dimensions were collected from 683 South Africans (comprising 448 South African females and 235 South African males) from pre-selected companies in major centres in South Africa (Johannesburg, Pietermaritzburg, Durban, East London, Grahamstown, Port Elizabeth and Cape Town). Measurements included participants’ personal information (age, sex, home language and ethnic group), basic anthropometric measures (stature, shoulder height, mass, and waist and hip circumference) as well as specific measures of fit of the individual to the specially designed, adjustable chair. Of the 448 females, 317 were Black females, 77 were White females, 35 were Coloured females and 19 were Indian/Asian females. Of the 235 males, 112 were Black males, 79 were White males, 26 were Coloured males and 18 were Indian/Asian males. Office chair dimensions for each ethnic group were represented and differences were noted. A comparison between a current office chair’s dimensions and the South African sample office chair’s dimensions indicated modifications that would need to be constructed to suit the South African sample. The conventional office chair is still the most widely accepted office chair due to its stability and support structures that maintain the correct sitting posture of the user. An ergonomic office chair needs to incorporate anthropometric dimensions worldwide.

Offices are part of our everyday life and also big part of economic reality. The thesis clarifies characteristics of marketing activities in this specific environment and also explores SME segment as a potential target market. The main theoretical frameworks are B2B marketing and marketing of services. Decision processes together with customer preferences are described using both qualitative and quantitative research. In the final part obtained data are analysed and applicable recommendations for effective realisation of marketing activities are made.

The first part summarizes information on cloud computing. The second part provides specific implementation of a cloud computing solutions into corporate environments based on empirical research and requirements of the company.

Memória, identidade e ações coletivas: o movimento sindical nos correios de Alagoas (1985-2002) / Memory, identity and collective action: the trade union movement at the post office of Alagoas (1985-2002)

This paper aims to investigate the trade union movement fighting actions in the Post Office in Alagoas between 1985 and 2002, identifying, through the process of Brazilian democratization, causes that led to the organization of these workers class. Concerning to documentation for research, we worked with the newsletters of the Association of the Post Office Employees in Alagoas (ASCOR), the Labor Union in Postal and Telegraph Company in Alagoas (SINTECT-AL), local widely circulated newspapers in the 1980’s and 1990’s, as well as photographs, minutes, letters and other documents from the Labor Union files in the Post and Telegraph Company in Alagoas. It was addressed the economic issues of the investigated period and the administrative model inherited from the military who were in charge of the Post Office between the 1970’s and 1980’s. The 1980’s is presented as adecade characterized by a political opening, by an explosion of strikes in various workers categories, the emergence of unions and various workers associations of, that may be remembered by the resurgence of "combative" trade unionism in "opposition" to the bureaucratic union structure in Brazil. Therefore, this paper aims to expose the actions, progress, dilemmas and challenges of the Postal Services workers in Alagoas between 1985 and 2002, a period that begins with the democratization process in Brazil going to the eight years of President Fernando Henrique Cardoso government (1995-2003), when it was attempted to approach the relationship, in this period of government, with the trade union movement of the Post Office. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação tem por objetivo investigar as ações de luta do movimento sindical nos Correios de Alagoas entre 1985 e 2002, identificando durante o processo da redemocratização brasileira as causas que levaram a organização de classe desses trabalhadores. Quanto à documentação para as pesquisas, utilizamos os boletins informativos da Associação dos Empregados dos Correios em Alagoas (ASCOR), do Sindicato dos Trabalhadores na Empresa de Correios e Telégrafos em Alagoas (SINTECT-AL), jornais locais e de grande circulação na década de 1980 e 1990, além de fotografias, atas, cartas e outros documentos existentes nos arquivos do Sindicato dos Trabalhadores na Empresa de Correios e Telégrafos em Alagoas. Abordamos as questões econômicas do período investigado e o modelo administrativo herdado dos militares que estiveram no comando dos Correios entre as décadas de 1970 e 1980. Os anos de 1980 se apresentaram como uma década caracterizada pela abertura política, por uma explosão de greves em várias categorias de trabalhadores, pelo aparecimento das centrais sindicais e de diversas associações de trabalhadores, podendo ser lembrados pelo ressurgimento do sindicalismo ―combativo‖ em ―oposição‖ à burocrática estrutura sindical no Brasil. Portanto, o presente trabalho visa expor as ações, os avanços, os dilemas e desafios dos trabalhadores dos Correios em Alagoas entre 1985 e 2002, período que se inicia com o processo de redemocratização do Brasil indo até os oito anos dos governos do presidente Fernando Henrique Cardoso (1995-2003), quando procuramos abordar as relações, nesses dois governos, com o movimento sindical dos Correios.
