Study on Architecture-Oriented Radar Maintenance and Operation Management Model

Taiwan Island is surrounded by seas in all directions of its territory. Because of the tortuous coast, harbors and bays, in addition to the government¡¦s policies to mainland China opening gradually, the piecemeal activities of smuggling, illegal immigrations and so on in the early period have become organizational, grouped large-scale ones today. This transition has influenced national security and socially public order. Coast Guard Administration has responsibilities for prevention from smuggling, illegal immigration and attacking crimes. Hence, being the front line staff for law enforcement should know how to apply and build all kinds of high-tech equipment and systems well in order to promote the effectiveness of investigation, surveillance, law enforcement efficiently. Radar system is an efficient instrument for the investigation of smuggling, search and rescue and the defense of national marine right. It can provide the movement of certain targets on seas in twenty-four hours to the staff on duty all day who may ascertain some suspicious scenarios as soon as possible and adopt the way of deploying and placing armed force in advance to keep sea areas in safety. The smooth and reliability of maintaining for radar system both influence on the staff who try to control dynamic targets directly and the dispatch for all subordinate units¡¦ maneuverable manpower indirectly at the same time. Architecture-Oriented Coast Guard Radar Maintenance and Operation Management Model (abbreviated as AORMOMM below) addressed in this study is a practical mold which consists of six fundamental diagrams in accordance to the structure-behavior coalescence (SBC) architecture. It demonstrates multiple perspectives on the maintenance of radar system completely. AORMOMM integrally describes the structure and behavior and helps all related supervisors and employees in an organization keep whole perspectives well for the maintenance and operation of radar system through this model. Because we have already integrated the organization of managing and operating radar system, information systems and the processes of operation into AORMOMM, exercising whom will assist all departments in an organization to communicate with each other in common consensuses efficiently in their work and makes the transmission of information more transparently then help employees obtain better efforts when learning how to deal with their affairs. In addition, taking advantage of AORMOMM to maintain and manage will make governmental organizations gain better qualities when putting the maintenance and operation of radar system into practice.

Análise da evolução da organização da produção da função operacional em instituição financeira pública : os limites da mudança no Banco Regional de Desenvolvimento do Extremo Sul -BRDE : final dos anos 80 a 1994

Esta dissertação de Mestrado em Engenharia de Produção trata de um estudo de caso que tem por objetivo descrever e analisar a evolução da organização da produção da função operacional de uma instituição financeira pública: o Banco Regional de Desenvolvimento do Extremo Sul - BRDE. O período coberto, final dos anos 80 a 1994, com ênfase para a fase 1992-1994, tem cada uma das configurações existentes examinadas, basicamente, a partir de nove fatores de análise. Alguns fatos de 1995 são relatados para melhor compreensão da fase examinada. Há uma breve revisão cobrindo os sistemas de gestão da produção, a questão da mudança nas organizações, bem como três dos métodos usados: a Gestão da Qualidade Total (TQC), o Aperfeiçoamento de Processos Empresariais e a Reengenharia. Estes três métodos são comparados entre si e contextualizados dentre os demais métodos gerenciais de aperfeiçoamento empresarial. As funções e o marco legal da operação dos bancos de desenvolvimento no Brasil são descritos sumariamente. Há uma breve caracterização do BRDE, com ênfase na evolução de suas atividades operacionais, da sua política de recursos humanos e das estruturas organizacionais com que operou no período em pauta. São tecidas considerações sobre o tempo de atravessamento operacional. Um amplo e detalhado projeto de melhoria com a participação do autor é analisado, tanto sob o aspecto de suas recomendações técnicas, como da metodologia e das intercorrências durante sua elaboração. Constatou-se que a atividade operacional no banco de desenvolvimento examinado possuiu o caráter de produção artesanal durante todo o período analisado. O processamento operacional passou, inicialmente, de uma lógica funcional taylorista/fordista com produção em linha para uma lógica de produção celular com minifábricas focalizadas. Posteriormente, foi tentada uma lógica onde se buscou transformar cada funcionário numa célula, proposta que não foi possível ser implantada, tal o nível de polivalência exigido. Verificou-se que a uma fase de mudanças suaves, espaçadas e razoavelmente consensuais, realizadas num ambiente externo relativamente estável (anos 80), sucedeu uma série de mudanças impostas, ambiciosas, executadas em curto espaço de tempo, sem que a mudança anterior pudesse se consolidar (período 1992-1994). A superposição do período de aprofundamento da análise com o reinício das atividades operacionais da instituição tornou muito dificil discernir, no crescimento do volume operacional, o que foi causado pelos processos de mudança do que foi devido à ocupação da capacidade instalada. Observou-se pouco uso de indicadores de defeito e deficiências na aferição da eficiência do emprego dos recursos alocados à função operacional. Verificou-se que distintas fontes de origem política são a gênese do poder na instituição - diretores nomeados, dois a dois, por Governador de Estado membro - o que, em geral, implica que haja falta de unidade na Direção, e que a duração média dos mandatos seja inferior à das gestões estaduais. A falta de envolvimento das chefias dos segmentos organizacionais atingidos foi identificada como a principal causa para a truncada implantação do projeto de melhoria do qual o autor participou. Propõe-se uma nova definição para Processo Empresarial. São apresentadas recomendações, tanto para a instituição estudada, como para novas pesquisas. / The aim of this Industrial Engineering's dissertation is to describe and analyze the evolution in production organization of operational function in a public financiai institution. For the purposes of this dissertation the Banco Regional de Desenvolvimento do Extremo Sul - BRDE, has been chosen as a case study. The covered period- end of 80's till 1994, emphasizing the 1992-1994 period - has one of each configuration examined from nine analysis factors. Some 1995 information is presented for the better understanding of the subjects under discussion. A brief review covers production management systems, organizational changes, as well as three of the methods used for it: Total Quality Control (TQC), Business Process lmprovement and Reengineering. These methods are compared and contextualized within the other managerial improvement methods. The functions and the legal limits for development bank's operations in Brazil are briefly described. There is a short BRDE's characterization, emphasizing the evolution of operational activities, human resources politics and the organizational structures the bank had pursued at the considered period. Some comments are made on the operational lead time. A wide and detailed improvement project shared by the author is analyzed covering their technical advice, as well as the methodology and the developing intercurrencies. It was verified that the operational activities of the development bank under examination has pursued an artesanal production character during the whole analyzed period. Operational processing moved, at first, from a Taylor/Ford functional logic with a lined production, to a cellular organization based on focused manufacturing. Lately there were attempts to turn each worker into a production cell, a proposal impossible to implant, as the polyvalent skill required. It was verified that after a period of soft, scattered and reasonably consensual changes, which took place in a basically stable environment in the 80's, succeeded a sequence of imposed, ambitious changes, which took place in a short period of time, without the consolidation of the previous change (1992-94 period). The superposition of the deeping analysis period with the operational recommencement of the institution rendered a lot difficult to discern on the operational data increasing, what was caused by the process of changing and what was related to the natural occupation of the idle capacity. It was observed small usage of defect rates and deficiencies in checking the efficiency of the resources designated to operational function. It was verified that different political origins are the genesis of institution's power - appointed directors, two by two, by Member-State Governar - which, in general, implies lack of unity at the Board and the average length of mandates are inferior of those of the state administrations. The lack of involvement from department's chief, who were affect by the change, was identified as the main cause of the mutilated implementation of the improvement project which the author has participated. A new definition for Business Process is proposed. Advice is presented for the analyzed institution, as well as for further research.

Como consequência da crescente competitividade global, as empresas têm procurado melhorar seu desempenho, o que tem se tornado uma questão de sobrevivência e de diferencial competitivo. Isto tem exigido uma reavaliação constante dos valores para os clientes, provocando obsolescência das formas tradicionais de organização e exigido a organização das operações de forma sistêmica e integrada. Neste panorama, como proposta de direcionamento estratégico, tático e operacional, destaca-se a administração da qualidade e produtividade por macroprocessos organizacionais (MAPO). Esta é estudada sob o prisma dos avanços da Tecnologia da Informação (TI), da disseminação da Filosofia da Qualidade (FQ) e das contribuições da Potencialização e Trabalho em Equipe (PTE), sob um enfoque sistêmico e considerando a cultura das organizações. Neste estudo, procurou-se identificar correntes da MAPO, bem como discutir a forma como as empresas estão absorvendo e praticando seus elementos em suas operações. Discutiu-se o projeto de reestruturação e a administração efetiva desta nova organização. Desenvolveu-se também pesquisa exploratória em casos reais de empresas praticando a MAPO, complementada com a análise de casos documentados pela literatura. O estudo permitiu destacar sobre a MAPO que: os resultados são significativos e alinhados com as estratégias competitivas, desde que haja comprometimento da alta administração; os resultados mais relevantes são os relacionados aos critérios de velocidade e integração interna; a característica mais frequente é a identificação clara dos clientes externos e suas necessidades; característica das mais estabilizadas é o papel da gerência identificando os processos-chave e seus responsáveis. Embora as ações apoiadas pela tecnologia da informação sejam bastante frequentes, a integração com o cliente via informática ainda não é prática amplamente implementada. / As a result of growing global competition, companies have searched new ways of improving their performance. This has become a question of survival or competitive differentiation. This situation has forced a continuous learning about customer values, has made traditional organization look obsolete and has required the planning of operation management in a systemic and integrated way. In these times of turbulence, process management (or MAPO) seems to be the answer to these problems. In this study, process management is approached under different views, like development of Information Technology (IT), dissemination of Total Quality (TQ), and contributions of Empowerment and Cross-functional Teams (ECT), under a systemic approach and taking into account organizational culture. In this study, we have identified different ways of interpreting process management, and discussed how firms are applying MAPO elements in their operations. We have analyzed the business process redesign and the management of this new organization. We searched case examples from some organizations in order to verify how some of these new concepts have actually been used. Additionally, we analyzed the applications reported in the literature. The study of case examples allowed us to reinforce about MAPO that: good results are aligned with competitive strategies only if there is top management commitment; best results are related to speed and internal integration criteria; the most frequent characteristic is the objective identification of external customers and their requirements; and the managerial role of identifying key-processes and their owners is a common practice. Although operations based on Information Technology are the most frequent, customer integration by informatics is not widely implemented yet.

Optimální výrobní strategie vybrané firmy v oblasti strojírenství / Optimal production strategy of the chosen company in the area of mechanical engineering

The topic of this diploma thesis is "Optimal production strategy of the chosen company in the area of mechanical engineering" - namely the EUTECH join stock company, or more precisely its toolshop division, which deals with the manufacture of injection moulds, parts and production of special devices for aircraft industry. The aim of the paper is to evaluate, according to the defined factors, what is for the EUTECH join stock company more favourable - invest in purchase of the 5-Axis CNC machining center technology and deal with this process inside of the company or ensure this technology in cooperation with another companies. The thesis is divided into two main parts - theoretical and practical. In the theoretical part, the subjects of operation management theory and production are dealt with. The practical part deals with the production strategy of the EUTECH join stock company, or more precisely of its toolshop division in detail. The company is briefly introduced, the situational analysis of division toolshop is conducted and the production process of the company is examined. The final chapter deals with the use of cooperation in the toolshop division. The main and other factors affecting the choice of "product or sell" strategy are evaluated and consequently is decided which strategy is in case of the 5-Axis CNC machining center technology more favourable.

The purpose of this paper is to identify the obstacles to implement WCOM at beginning in new mills and exploit PDSA loop to cooperate continuous improvements of WCOM. In qualitative way such as semi-structured interviews to revel the existing recognized challenges based on the reflection of middle managers perspective. Noori and Radford’s world class management model, Kotter’s 8 stages process model and Martensen & Dahlgaard’s PDSA model have been applied as three dominating theories. According to interview results, it emphasizes that raising commitment, involvement, consistency and adaptability would accelerate the implementation of BKOM in new mills. However, since the results are limited in the scope of study and cannot be generalize to other industry but worth to investigate and validate in the further study.

In 2011, South Africa joined BRICS, an association for emerging national countries, and with the increasing market demand in China, the economic growth of South Africa has increased over the past few years. This research aims at studying the cases of Taiwan firms entering the South Africa market, illustrating and analyzing their entry modes, competitive advantages and management approaches, as a reference for Taiwan firms intending to invest in South Africa in the future. This research concludes that, there are a few main factors that contribute to a firm’s success in South Africa. Firstly, first mover advantages can allow firms to maintain their competitive advantage in the industry. Secondly, through the firm’s network relationships in South Africa, the process of understanding the local market knowledge and operations can be accelerated. Thirdly, network relationships with Taiwan suppliers are the main support for Taiwan firms entering South Africa. Lastly, the management approaches of Taiwan firms should be adapted according to the cultural differences in South Africa.

The main objective of this dissertation is an operational planning optimization with greater concentration on customers and their requirements, which are supposed to be fulfilled in time, costs and quality. The aim is an operative management analysis of production process. In terms of this analysis, deficiencies of the present condition will emerge, which should be eliminated by the solution. The analysis will be based on production system, economy of production process and product. At the deficiencies, which result from the analysis, some variants how to solve the problem will be suggested and finally, the most suitable variant will be chosen. Bending and its contemporary method of solving seems to be the most serious deficiency. Therefore, the panel bender was chosen as the most suitable solution because it is usually the most convenient compensation.

Multi-objective day-ahead scheduling of microgrids using modified grey wolf optimizer algorithm

Yes / Investigation of the environmental/economic optimal operation management of a microgrid (MG) as a case study for applying a novel modified multi-objective grey wolf optimizer (MMOGWO) algorithm is presented in this paper. MGs can be considered as a fundamental solution in order for distributed generators’ (DGs) management in future smart grids. In the multi-objective problems, since the objective functions are conflict, the best compromised solution should be extracted through an efficient approach. Accordingly, a proper method is applied for exploring the best compromised solution. Additionally, a novel distance-based method is proposed to control the size of the repository within an aimed limit which leads to a fast and precise convergence along with a well-distributed Pareto optimal front. The proposed method is implemented in a typical grid-connected MG with non-dispatchable units including renewable energy sources (RESs), along with a hybrid power source (micro-turbine, fuel-cell and battery) as dispatchable units, to accumulate excess energy or to equalize power mismatch, by optimal scheduling of DGs and the power exchange between the utility grid and storage system. The efficiency of the suggested algorithm in satisfying the load and optimizing the objective functions is validated through comparison with different methods, including PSO and the original GWO. / Supported in part by Royal Academy of Engineering Distinguished Visiting Fellowship under Grant DVF1617\6\45

Implementering av Agenda-2030 inom kommunal verksamhet : En fallstudie kring kommunal verksamhetsstyrning

Idag kämpar världen för att uppnå en hållbar utveckling inom de tre grundpelarna, socialt, miljö och ekonomiskt. I ett försöka att få hela världen att arbeta mot en hållbar framtid skapade FN:s medlemsländer Agenda 2030. I Sverige ska alla kommuner arbeta  med agendan, men enligt PwC presenterar inte alla sitt hållbarhetsarbete vilket gjorde det intressant att undersöka dem som gjorde detta.  Studiens syfte var att  öka förståelsen för hur en kommun kan arbeta med att implementera Agenda-2030 i sin verksamhet. För att undersöka syftet och svara på frågeställningarna användes en fallstudie för att få en ökad förståelse hur en kommun arbetar med Agenda 2030. I arbetet framkom en teoretisk modell som försöker visa vilka verktyg verksamhetsstyrningen behöver för att klara av att nå både de globala målen, samt egna mål för att uppnå en hållbar utveckling. Det framkom då att en strategisk implementering behövdes av verksamhetsstyrningen, ett transformationstänk för att förstå förändringen som behövde göras, samt att använda Agenda 2030 för att förstå vad som krävs och visa vad ens bidrag är. Karlstads kommun har arbetat med hållbarhet under längre tid än Agenda 2030 har funnits. På grund av detta har de fortsatt på den redan inslagna vägen och kopplat de globala målen till sina egna mål för att förstå, samt visa vad de bidrar med. Att använda sig av mål som redan är uppsatta för en lokal nivå kan vara fördelaktigt för att göra skillnad där det går. Kommunens arbete har gått till genom att de är delaktiga inom olika projekt, där de försöker skapa ett hållbart samhälle från den individuella invånaren till dem stora företagen. Att få olika externa intressenter att bidra och jobba med hållbarhet istället för att själva ta över det mesta, är någonting kommunen arbetar emot.  Detta för att transformera  sin styrning till att bli mer av en stöttepelare med kunskap om vad som krävs, då de inte alltid besitter resurserna som krävs för att göra allting själva. Resurser är ett hinder kommunen nämner att de har,  vilket de tillsammans med näringslivet och olika projekt,  försöker hitta lösningar  för att komma runt dessa  hinder. Detta arbete visar hur en kommun kan arbeta för att lyckas med implementering av Agenda 2030 i sin verksamhetsstyrning. / The world today stands in front of a big challenge to successfully accomplish sustainable development in the triple bottom line which is society, environmental and economics. The member countries of the UN created Agenda 2030 in an attempt to create a sustainable future. In  Sweden,  every municipality shall work with the agenda, but PwC found that this was not the case according to what the municipalities presented. This made it interesting to investigate municipalities who did present their work with sustainability. The aim with this study was to investigate a municipality that works with implementing Agenda 2030 in their operation management. A case study was chosen to answer the aim and research questions in an attempt to understand how a municipality works with Agenda 2030. A theoretic model was created to show which tools were necessary for the operation management to be able to accomplish a sustainable development. The tools that were deemed necessary were a strategic implementation of the operation management, a transformation in the way of thinking and to use Agenda 2030 to know what needs to be done and show what their contribution is. Karlstad’s municipality had already begun working with sustainability before Agenda 2030 was created.  Therefore,  they have continued to work with their own goals and then integrated the global goals to both show their contribution for themselves and others. To use their own goals that were already customized for a local purpose could be seen as an advantage for making a difference where it can be done. The way the municipality worked to make a difference was through different projects to create a sustainable society, from the big companies to the individual citizen. To get external stakeholders to contribute and work for sustainability instead of doing it all on their own, is something the municipality is working towards. They are transforming their management to become more of a supporting actor with the knowledge, but without having the other necessary resources. They are therefore working with businesses and different projects to get around these obstacles. This study shows how a municipality can succeed with the implementation of Agenda 2030 in their operation management.
