Previous issue date: 2015-12-15 / Discussions about social participation in public policies construction instances, have become increasingly frequent in the social and political environment in Brazil and the world. Opening social participation initiatives aim to meet a yearning of the people themselves to be able to be integrated into the decision-making process, thus contributing to the construction of public and ensuring that their demands are heard and implemented policies. As well as the management of public policies, by the State, managers of social projects can use the strategy to involve the beneficiaries of these projects in the process of its preparation and execution. Besides the opportunity to influence decision-making personally exposing their priority needs and opining on what policies and actions to take, the participation of beneficiaries can help them to develop autonomy to continue these actions after completion of the projects. The Oswaldo Cruz Foundation has supported initiatives aimed at reducing inequalities and social inequities, and adopting social participation as a tool for empowerment. Among the projects supported by Fiocruz, the Community Communication Agency Manguinhos is a project that aims to involve the beneficiaries in its stages of design and development. In view of this, the objective of this research is to analyze how is the process of social participation in the Community Communication Agency Manguinhos project, supported by Fiocruz. A theoretical survey was conducted on the concept of social participation in the Brazilian context and on the social project management forms to identify the main characteristics of these elements in literature and subsequently carry out an empirical research on social participation in social projects. By analyzing the collected data it was possible to characterize the Oswaldo Cruz Foundation and its relationship with the local communities where it is headquartered, describe the performance of the Social Cooperation Coordinator at Fiocruz and profile of the projects it supported, characterize the design Community Communication Agency of Manguinhos as to its structure and its actors, and finally, analyze the process of stakeholder participation in the Community Communication Agency Manguinhos project. The results revealed that social participation is a differential of this project, which from the time of its formulation, seeks to involve residents of the territory in discussions, decision-making processes and monitoring of the results / Discuss?es a respeito da participa??o social nas inst?ncias de constru??o das pol?ticas p?blicas, t?m se tornado cada vez mais frequentes nos cen?rios social e pol?tico do Brasil e do mundo. As iniciativas de abertura ? participa??o social buscam atender um anseio da pr?pria popula??o por poder ser integrada ao processo de tomadas de decis?o, contribuindo assim com a constru??o das pol?ticas p?blicas e assegurando que suas demandas sejam ouvidas e concretizadas. Assim como na gest?o das pol?ticas p?blicas, por parte do Estado, os gestores dos projetos sociais podem se utilizar da estrat?gia de envolver os benefici?rios destes projetos nos processos de sua elabora??o e execu??o. Foi realizado um levantamento te?rico sobre o conceito de participa??o social no contexto brasileiro e sobre as formas de gest?o de projetos sociais visando identificar as principais caracter?sticas destes elementos na literatura e, posteriormente, realizar uma pesquisa emp?rica sob a participa??o social em projetos sociais. Por meio da an?lise dos dados coletados foi poss?vel caracterizar a Funda??o Oswaldo Cruz e sua rela??o com as comunidades da regi?o onde ela est? sediada, descrever a atua??o da Coordenadoria de Coopera??o Social da Fiocruz, bem como perfil dos projetos por ela apoiados, caracterizar o projeto da Ag?ncia de Comunica??o Comunit?ria de Manguinhos quanto ? sua estrutura e aos seus atores e, por fim, analisar o processo de participa??o dos atores no projeto da Ag?ncia de Comunica??o Comunit?ria de Manguinhos. Os resultados revelaram que a participa??o social ? um diferencial deste projeto, que, desde o momento da sua formula??o, busca envolver os moradores do territ?rio nas discuss?es, nos processos de tomadas de decis?o e no acompanhamento dos resultados obtidos.

crucial humanization, participation and autonomy of service users. In this sense, the research
had investigated the issue of humanization involving users of the Family Health Strategy
(FHS) in city of Mossor?, having as objectives: to analyze the perceptions of users on
humanization in the production of health care in daily of Family Health Strategy, from these
perceptions, identify elements featuring humanized and non-humanized in everyday practices
related to production of health care; relate perceptions of users about humanization with the
notions of extended clinic and social participation present in the National Humanization
Policy (NHP); identify difficulties and potentialities in the production of health care from the
perspective of humanization. It was a qualitative approach to data collection and it was used
the methodology of Network Analysis of Everyday Life (NAEL), which allowed the
questioning of health practices through an interactive discussion involving participants
subjected. The analysis of data through the technique of content thematic analysis was
performed and the results were interpreted related the Extended Clinic references and the
users participation, related with the Gift Theory discussed by Marcel Mauss. The results
indicated senses humanization linked to affection, reciprocity and honesty, highlighting as
essential to humanized practices the trust, bonding, listening, dialogue and accountability.
Were also mentioned other elements related to the organization of health services such as
access and good functioning of the health services. The difficulties and potentialities show
structural deficiencies of the health system and changes in the labor process. The participation
of users deconstructing and reconstructing concepts remainder humanization in the production
of health care is a key factor for the sedimentation of what is proposed in the HNP. Using the
privileged space of the FHE to create more active people and understanding their needs and
demands, is possible path to build a participative management / A presente pesquisa parte do pressuposto de que, para mudan?as nas pr?ticas em sa?de
direcionadas ao cuidado integral, s?o de fundamental import?ncia a humaniza??o, a
participa??o e a autonomia dos usu?rios. Neste sentido, investigou o tema da humaniza??o
envolvendo usu?rios da Estrat?gia Sa?de da Fam?lia (ESF) do munic?pio de Mossor?, tendo
como objetivos: analisar as percep??es dos usu?rios sobre a humaniza??o na produ??o do
cuidado em sa?de no cotidiano de um territ?rio da Estrat?gia Sa?de da Fam?lia e, a partir

atrav?s de uma discuss?o interativa envolvendo os sujeitos participantes. A an?lise dos dados
foi realizada atrav?s t?cnica de an?lise tem?tica de conte?do e seus resultados foram
interpretados tendo como refer?ncias a Cl?nica Ampliada e a participa??o do usu?rio,
dialogando tamb?m com a Teoria da D?diva discutida por Marcel Mauss. Os resultados
apontaram sentidos da humaniza??o vinculados ao afeto, reciprocidade e honestidade,
destacando-se como elementos essenciais ?s pr?ticas humanizadas a confian?a, o v?nculo, a
escuta, o di?logo e a responsabiliza??o. Foram tamb?m mencionados outros elementos
relacionados ? organiza??o dos servi?os de sa?de tais como acesso e bom funcionamento. As
dificuldades e potencialidades demarcaram defici?ncias estruturais do sistema de sa?de e

gest?o. Assim, o macroprograma de Regionaliza??o do Turismo (PRT), considerado um
programa significativo do Minist?rio do Turismo, surgiu como resposta a essa nova realidade,
tendo, como estrat?gia, um trabalho conjunto de estrutura??o e promo??o voltado ?
descentraliza??o das a??es, valorizando a participa??o dos residentes na busca do permanente
di?logo entre pares e revaloriza??o dos lugares e territ?rios, pautado no processo de
regionaliza??o. Com base nesse vi?s, este trabalho tem como objetivo analisar o papel do
Conselho Estadual de Turismo do Rio Grande do Norte, no que concerne ao planejamento
tur?stico, buscando entend?-lo e desvend?-lo enquanto inst?ncia de governan?a, por meio das
interven??es do Programa de Regionaliza??o do Turismo, tendo em vista o contexto de
participa??o dos seus atores e agentes. Para fins deste estudo delimita-se, como recorte
temporal, o per?odo de 2007 a 2014, por entender que nessa ?poca houve maior ades?o de
membros no conselho, bem como diferentes tipos de representa??o de setores da sociedade
civil, como resultado de uma pol?tica p?blica de turismo, baseada em princ?pios de inova??o e
participa??o. Em rela??o ao problema de pesquisa, este estudo conceitua-se como qualitativo,
e o m?todo escolhido ? o dial?tico materialista. Ainda sobre as op??es metodol?gicas, utilizase
a An?lise de Conte?do. Os resultados evidenciam que a institucionaliza??o da inst?ncia de
governan?a como o Conetur n?o contribui, de forma ideal, no processo de planejamento e
gest?o da atividade tur?stica participativa e integrada, voltada para um direcionamento justo
da sua produ??o espacial. A pesquisa indica que existem debates, discuss?es e

para incutir desejos e vontades pessoais, que s?o decididos ? revelia do conselho. / In contemporary dynamics, a change is observed in the institutional structure of the state,
culminating in several policies for the tourist sector which promote a new management
format. The from this view, the Tourism Regionalization Macro Program (TRP), considered a
significant program to Ministry of Tourism, arose as an answer to this new reality, having as
strategy a joint working of structuring and promotion turned at decentralization of actions,
valuing the residents participation in the search of the permanent dialogue between peers and
revaluation of places and territories, based in the regionalization process. Based on this bias,
this study aims to examine the role of the Tourism State Council of Rio Grande do Norte,
with regard to the tourism planning, trying to understand it and solve it as governance
Instance, through the Tourism Regionalization Program interventions, given the participation
context of its actors and agents. For purposes of this study is delimited as time frame the year
2007 at 2014, understanding that it was this time, there was greater council members
accession, as well as different types of sectors representation of civil society, as a result of a
tourism public policy based on principles of innovation and participation. In relation to the
research problem, this study is conceptualized as a qualitative and the chosen method is the
materialist dialectic. Still on the methodological options, utilize the Content Analysis. The
results show that the institutionalization of governance instance as the Conetur does not
contributes, ideally, in the planning and management process of participatory and integrated
tourist activity, facing a fair direction of your space production. The research indicates that
there are debates, discussions and guidelines (still in a timely and targeted form), but not
reverberates practical effects, by act in a conjuncture that Is strategically designed for political
and economic power game, setting the hegemonic actors performance, which uses this arena
to instill personal desires and wishes, that are decided in absentia to the council.

From the restructuring of the National Ministry of Culture (MINC) in 2003 there were several changes in the formulation of cultural policies. Thus, various participatory bodies were created as Councils, Boards, Commissions and Conferences to formulate cultural policies. Thus, this project aims to analyze the process of social participation in the Municipal Councils of Baixada Fluminense of Culture. For this, the 13 municipalities of the Baixada Fluminense will be studied: Belford Roxo, Duque de Caxias, Guapimirim, Itagua?, Japeri, Mage, Mesquita, Nil?polis, Nova Igua?u, Paracambi, Queimados, S?o Jo?o de Meriti and Serop?dica. According Bordenave (1983), Social Participation must be earned through organizing groups claiming the political, economic and social these groups. Thus, the municipal councils of cultural policies are one of the elements set out in the National Culture System (CNS) to expand social participation in cultural policy decisions. This research, in order to achieve the proposed goals, used the qualitative perspective, according to Minayo (2012). This approach seeks to understand the meanings and values of social reality that can not be quantified. Therefore, it was used as data collection mechanisms documentary research, observation and semi-structured interviews. Data analysis was done through content analysis, which aims to categorize the interviews and data according to phrases, words and contents (ROESCH, 1996). From the data analysis it was concluded that the social participation process in municipal culture councils of the Baixada Fluminense happens to a limited extent due to the nature of public policy that determines the structure of these, and other factors that influence the dynamics of social participation as the management characteristics and also the influence of power relations of those involved. / Na ?rea da Cultura, nos ?ltimos anos, houve uma amplia??o dos espa?os de Participa??o. A partir da reestrutura??o do Minist?rio Nacional da Cultura (MINC) em 2003 ocorreram diversas mudan?as na formula??o das Pol?ticas Culturais. Dessa forma, v?rias inst?ncias participativas foram criadas como os Conselhos, F?runs, Comiss?es e Confer?ncias para formular as pol?ticas culturais. Sendo assim, este projeto tem como objetivo analisar o processo de Participa??o Social nos Conselhos Municipais de Cultura da Baixada Fluminense. Esta abordagem busca compreender os significados e valores da realidade social que n?o podem ser quantificados. Sendo assim, foi utilizado como mecanismos de coleta de dados a pesquisa documental, observa??o e entrevistas semiestruturadas. A an?lise de dados foi feita por meio de an?lise de conte?do, que visa categorizar as entrevistas e dados de acordo com frases, palavras e conte?dos (ROESCH, 1996). A partir da an?lise de dados foi poss?vel concluir que o processo de participa??o social nos conselhos municipais de cultura da Baixada Fluminense acontece de forma limitada devido ? natureza da pol?tica p?blica que determina a estrutura destes, al?m de outros fatores que influenciam a din?mica da participa??o social como as caracter?sticas da gest?o e tamb?m a influ?ncia das rela??es de poder dos atores envolvidos.

Previous issue date: 2016-07-08 / The search for the country-boosted control over time Brazilian governments to adopt various forms of division, whether political, geographical, economic, social and/or administrative nature. Among these dozens of formats, this work focuses on the Identity Territories (ITs) adopted in 2007 by the Government of Bahia as planning units. Specifically, it aims to understand the role of Regional Sustainable Rural Development Council of the Bacia do Jacu?pe Identity Territory (CODES Bacia do Jacu?pe) in creating spaces and tools that enable citizen participation in the process of public policies to promote Territorial Development sustainable for this portion of the semi-arid of Bahia. Therefore, discusses the concepts wrapped in issues of Public Policy, Development, Social Participation and Territory. It describes the role of social organizations in the historical process of a decade (2005-2015) CODES Bacia do Jacu?pe and what level of autonomy of this body with the state. For the methodological aspect, we used the bibliographical and documentary research, as well as semi-structured interviews to enter the research object space, in order to reveal the panorama of social situations, geographical, political, economic and historical municipalities that make up the IT Bacia do Jacu?pe. The study revealed that, despite being an improvement in the context of public policy, the adoption of Identity Territories denotes a weakness in relation to deliberative action CODES Bacia do Jacu?pe, in view of the remnants of an archaic and undemocratic political system, reaffirmed in the consolidation of the State, based on the maintenance of spatial domain, in the interests of a new elite. / A busca pelo controle do territ?rio nacional impulsionou ao longo do tempo os governos brasileiros a adotarem variadas formas de divis?o, sejam elas de cunho pol?tico, geogr?fico, econ?mico, social e/ou administrativo. Dentre estas dezenas de formatos, o presente trabalho debru?a-se sobre os Territ?rios de Identidade (TIs) adotados em 2007 pelo Governo da Bahia como unidades de planejamento. Previous issue date: 2008-11-27 / This thesis analyzed urban-renewal projects in historic central areas, taking as a case study the interventions initiated in 1991 in the Historical Center of Salvador. The study of this theme, was developed along two lines. First, a theoretical-conceptual survey was carried out on subjects related to intervention projects in historic central areas, seeking to understand not only the intervention projects nature, but also the circumstances that warranted them. The first part treats aspects of the processes of decay and increase in value of city historic centers, which are similar in many localities, primarily through their economic potential from tourist activity. Not foreseen aspects associated with the increase in value, such as the process of gentrification impact in these areas and the effects concerning the population, the local culture and the immaterial patrimony, are also analyzed. Aspects of the social function and the ways to manage of the historic areas are discussed. The second line of investigation treats the Historic Center of Salvador specifically, considering the historical data of the founding and development of the area, the process of decay and the later increase in value when this part of Salvador was recognized by UNESCO as a World Heritage site. The accomplishment of this study focalize its objectives, and the actions carried out during the different phases of the Salvador Historical Center Recovery Project intervention. The debate about the results of this intervention in the initial phase of the Recovery Projetc implementation as a subsidy for research of key issues and relevant aspects that emerged later in the series of changes in the areas is also included. Considerations include regarding the future of interventions of this nature, based on the study of the Historic Center of Salvador the research of seeks viable alternatives for comprehensive and effective intervention plan in historic centers that require a positive and overcome the contradictions and difficulties inherent in these processes. / A disserta??o aborda aspectos relacionados a projetos de reabilita??o urbana em ?reas centrais hist?ricas tendo como estudo de caso as interven??es iniciadas em 1991 no Centro Hist?rico de Salvador. O estudo deste tema, desenvolvido em duas vertentes, apoiou-se inicialmente no levantamento te?rico-conceitual a respeito dos temas relacionados aos projetos de interven??o em ?reas centrais hist?ricas, buscando-se entender n?o apenas a natureza dos projetos de interven??o, mas tamb?m os caminhos que os justificam. Dessa forma, s?o apresentados, em um primeiro momento, aspectos relacionados ao processo de decad?ncia e posterior valoriza??o dos centros hist?ricos das cidades, similares em muitas localidades, sobretudo como potencial econ?mico atrav?s da atividade tur?stica. S?o analisados ainda os aspectos n?o previstos associados, como os impactos do processo de gentrification nessas ?reas e suas repercuss?es sobre a popula??o, a cultura local e o patrim?nio imaterial. Previous issue date: 2015-03-19 / Representative democracy is the government model that currently prevails in the Western world and has been showing signs of wear and demanding new solutions. With the strong and rapid advancement of technology, new ways of conducting social and business relationships are emerging. In state-owned area appears the electronic government, a kind of management that joins public administration with Information and Communication Technology, ICT. In this field, ICT enables three new modalities of communication between the society and government without mediators: e-participation, a virtual environment that allows people to opine on the state goals; transparency, which reveals to citizens what happens within the governments; and accountability, supported by ICT, which requires governments agents to account for its management. In order to better understand these three events it would be necessary to study a case with this focus. The chosen was the Digital Cabinet program, an initiative of Rio Grande do Sul?s state government, from 2011 to 2014, focused on these three expressions of e-government. The Theory of Communicative Action, TCA, has been chosen to interpret the phenomenon, due to its critical analysis of communicative and social action. From this combination of matters arose the research question: how do electronic participation, transparency and accountability express under the foundations of the Theory of Communicative Action in the Digital Cabinet? The qualitative research was found to be the best way to answer the question's challenge.The gathering of research information was enabled through semi-structured interviews addressed to four segments: politicians, large press corporations journalists and alternative media, interested in the program and team members of Digital Cabinet. In documentary research all the news published by the program were analyzed and categorized. The results showed when e-participation, transparency and accountability, as well as other events, expressed actions directed to understanding (communicative) or to success (strategic). Based on these findings the study suggests, for programs with similar characteristics and objectives of the Digital Cabinet, the most appropriate directions to follow and possible corrections routs or ones to avoid, in order to establish a relationship between the state and society based on the understanding, truth, sincerity and legitimized by values that represent the social environment. / A democracia representativa, modelo de governo que predomina atualmente no mundo ocidental, vem apresentando sinais de desgaste e demandando novas solu??es. Com o forte e r?pido avan?o da tecnologia, emergem novas formas de condu??o das rela??es sociais e comerciais. Na ?rea estatal surge o governo eletr?nico, forma de gest?o que une a administra??o p?blica ? Tecnologia da Informa??o e Informa??o (TIC). Nesse campo, a TIC viabiliza tr?s novas modalidades de comunica??o entre a sociedade e o ente estatal, sem intermedi?rios: participa??o eletr?nica, meio virtual que permite ao cidad?o opinar nos destinos do estado; transpar?ncia, que desvenda ao tecido social o que ocorre nos governos; e accountability, que, apoiada pela transpar?ncia eletr?nica, determina que os governos, por meio de seus agentes, prestem contas por sua gest?o. De forma a entender melhor essas tr?s manifesta??es seria necess?rio estudar um caso com esse foco. O escolhido foi o programa Gabinete Digital, iniciativa do governo estadual ga?cho, de 2011 a 2014, fundada nessas tr?s modalidades de e-government. A Teoria da A??o Comunicativa, por seu car?ter cr?tico e de an?lise da a??o social comunicativa, resultou como lente de interpreta??o. Dessa combina??o surgiu a pergunta de pesquisa: de que forma a participa??o eletr?nica, a transpar?ncia e a accountability se manifestam, sob os fundamentos da Teoria da A??o Comunicativa, no Gabinete Digital? De modo a atender o desafio da quest?o, a pesquisa qualificativa mostrou ser o melhor caminho.O levantamento das informa??es ocorreu por meio de entrevistas semiestruturadas dirigidas a quatro segmentos: pol?ticos, grande m?dia e m?dia alternativa, interessados no programa e membros da equipe. Em termos documentais, foram analisadas e categorizadas todas as not?cias publicadas pelo programa. Os resultados apurados demonstraram em quais momentos participa??o eletr?nica, transpar?ncia e accountability, bem como outras express?es, se manifestavam como a??es voltadas para o entendimento (comunicativas) ou para o ?xito (estrat?gicas). Com base nessas constata??es, o estudo sugere, para programas com caracter?sticas e objetivos semelhantes aos do Gabinete Digital, a dire??o mais adequada a seguir, eventuais corre??es de rota e caminhos a evitar, de forma a estabelecer um relacionamento entre estado e sociedade baseado no entendimento, verdade e sinceridade e legitimado por valores que representem o meio social.

Previous issue date: 2012-01-05 / This paper s theme is popular housing and the government actions on Housing Policy. The object of analysis is the resettlement with housing bonus in the Integrated Socioenvironmental Program of Porto Alegre s City Government. The target of this study is to analyze how the resettlement with housing bonus occurs within the mentioned program and its relation to the City Government Housing Policy. As a final result, it aims to provide a basis for the resettlement proposals in the Social Concern Housing Policy. As an orientation, this study uses dialectical-critial method, and categories totality, historicity, contradiction, and mediation. We used field research and documentary analysis. During field research, we used data collection, structured interviews with open questions with ten families already resettled, and focal group meeting with eight community leaders participating in the Residents Commission of the Program.The documentary analysis was performed using raw data from forms applied to thirty families by social-technical staff of the Program in 2011. Based on the stakeholders speeches we were able to perceive the complexity of working in the housing field, since it contains objective and subjective family life aspects. Also based on the stakeholders speeches we investigated topics related to the public participation in the resettlement process, aspects related to the living environment, and the two empirically identified categories family and work. We believe that housing bonus is an interesting resettlement alternative when it is performed along with resettlement in housing units. This fact gives the families autonomy in choosing a home. The study points out the need for further research concerning resettlement actions monitoring and post-evaluation, and the need for provide the families with further information in order to reach a conscious and critical process of resettlement. / O presente estudo tem como tema a habita??o popular e as a??es governamentais na Pol?tica de Habita??o de Interesse Social. Possui como objeto de an?lise o reassentamento com b?nus moradia no Programa Integrado Socioambiental da Prefeitura Municipal de Porto Alegre/RS. Objetiva analisar como vem se dando o reassentamento com b?nus moradia no Programa em quest?o e sua rela??o com a Pol?tica Municipal de Habita??o, buscando subsidiar as discuss?es sobre as propostas de reassentamento na Pol?tica de Habita??o de Interesse Social. O estudo tem como orienta??o transversal o m?todo dial?tico-cr?tico e as categorias totalidade, historicidade, contradi??o e media??o. Foram utilizadas pesquisa de campo e an?lise documental. Na pesquisa de campo utilizamos como instrumento de coleta de dados entrevistas estruturadas com quest?es abertas com dez fam?lias j? reassentadas com b?nus moradia e reuni?o de grupo focal com oito lideran?as comunit?rias que integram a Comiss?o de Moradores do Programa. A an?lise documental foi realizada utilizando dados brutos de formul?rio aplicado a trinta fam?lias pela equipe t?cnica social do Programa por meio de visitas domiciliares no ano de 2011. O estudo revelou, por meio da an?lise das falas dos sujeitos envolvidos, a complexidade que ? o trabalho na ?rea da habita??o, j? que envolve aspectos objetivos e subjetivos da vida das fam?lias.Essas quest?es transversalizadas por particularidades na sociedade capitalista marcada pela desigualdade no acesso ? terra e ? propriedade. A partir das falas dos sujeitos buscamos ainda investigar quest?es ligadas ? participa??o popular no processo de reassentamento, aspectos ligados ao espa?o de moradia e tamb?m as duas categorias emp?ricas identificadas, fam?lia e trabalho. Consideramos que o b?nus moradia ? alternativa de reassentamento interessante, quando executada em conjunto com reassentamento em unidades habitacionais, fato que desencadeia a autonomia das fam?lias na escolha de sua casa. O estudo aponta ainda a necessidade de maiores pesquisas de monitoramento e avalia??o ex-post nas a??es de reassentamento, e a necessidade de amplia??o de informa??es ?s fam?lias com vistas a um processo de reassentamento consciente e cr?tico.

Previous issue date: 2011-04-08 / Facing environmental problems the planet appears several alternative preventive and control on behalf of the
equation between development and environmental protection. One of the alternatives implemented in Brazil to
conservation of biodiversity was the creation of protected natural areas regulated by the National System of
Conservation Units (SNUC). This is an integrated study of the Comunication / Environmental Conservation,
which prioritizes social participation as a complementary in the conservation process, the particular case of the
Dunas do Natal State Park, the first conservation area in Rio Grande do Norte, for full protection. It takes into
account the roles environmental, scientific and Park, which harbors a unique biodiversity, including endemic
species and the fact being located in an urban area. It proposes the use of two complementary instruments, such
as strategies for conservation. Considering the various individual experiences, it was analyzed the perception that
the community is directly related to the Park. From this promoted the democratization of information about the
park, its biodiversity and conservation. As another conservation tool, it was suggested the use of a flagship
species for the park, or a body chosen symbol for environmental or social reasons, in order to protect and
conserve certain natural environments, from the understanding and co -community participation. In this case, as
proposed flag Coleodactylus natalensis species, the lizard-the-litter, to be endemic remnants of Atlantic Forest
Park as having the type locality, be one of the smallest species of the world, South America's lowest-dependent
shadow of the forest, sensitive to human action and therefore very vulnerable. This suggestion finds support in
the degree of public acceptance that interacts directly with the Park, as a result of the evaluation of their
perceptions. It was further observed in this study that this symbology to be used in order to promote the
democratization of the Park and its biodiversity has an identification result, curiosity and probable involvement
of the population with the issues of the Park / Diante dos problemas ambientai enfrentados pelo planeta surgem diversas alternativas preventivas e de controle
em prol do equacionamento entre o desenvolvimento e a prote??o da natureza. Uma das alternativas
implementadas, no Brasil, para a conserva??o da biodiversidade foi a cria??o de ?reas naturais protegidas,
regulamentadas pelo Sistema Nacional de Unidades de Conserva??o (SNUC). Este ? um estudo integrado de
Comunica??o Social/Conserva??o Ambiental, que prioriza a participa??o social como forma complementar no
processo de conserva??o, caso particular do Parque Estadual das Dunas do Natal, primeira Unidade de
Conserva??o no Rio Grande do Norte, de prote??o integral. Leva em considera??o os pap?is ambientais, e
cient?ficos do Parque, o qual abriga uma biodiversidade ?nica, incluindo endemismo de esp?cie bem como o fato

a utiliza??o de uma esp?cie-bandeira para o Parque, ou seja, um organismo s?mbolo escolhido por raz?es
ecol?gicas ou sociais, com a finalidade de proteger e conservar determinados ambientes naturais, a partir do
entendimento e co-participa??o da comunidade. Nesse caso, prop?s como bandeira a esp?cie Coleodactylus
natalensis, o lagarto-do-folhi?o, por ser end?mica de remanescentes de Mata Atl?ntica, ter o Parque como
localidade tipo, ser uma das menores esp?cies do mundo, menor da Am?rica do Sul, dependente da sombra da
floresta, sens?vel ? a??o antr?pica e, portanto, muito vulner?vel. Essa sugest?o encontra respaldo no grau de
aceita??o da popula??o que interage diretamente com o Parque, conforme resultado da avalia??o de suas

Previous issue date: 2012-02-08 / The reality points to the global environmental sustainability as the only viable option for addressing the crisis at hand. The move towards sustainability calls for the generation / evaluation systems in their direction, through the incorporation of environmental requirements and in line with the National Policy on Solid Waste. Therefore, the proposed research supports the importance of social and environmental vision, complementing the technical view, the system for management of solid waste from East London, which is a municipality that has a system whose inadequacies are configured in environmental risk and health. Therefore, by observing, applying the model of sustainability indicators and content analysis of interviews, this research proposes to investigate the principles of sustainability and social participation are presented and what is the perception of risk about the inadequacies in the system. The results confirmed the hypotheses of the study and draw a picture of worrying data, such as very unfavorable indicators of sustainability, lack of channels of participation, uncommitted investments with the management system, devaluation of the collector of waste and differing perceptions about the risk by making actors act in isolation. This worrying situation is eased by the appearance of a series of elements are configured as opportunities for the integration of environmental principles in the system. And despite the inability of managers to participate in the research system, yet it behaves as an opportunity to implement public policies in the area of solid waste such as: the preparation of the municipal waste, the institutionalization of selective collection and organization of cooperative with the support of companies present in the city and educational institutions as the Federal Institute. The research is an opportunity for the implementation of policies in the area of solid waste and will collaborate with the building instruments for the quality of life of residents, for the socioeconomic conditions of collectors and the move towards a sustainable society / A realidade ambiental global aponta o desenvolvimento sustent?vel como ?nica op??o vi?vel para o enfrentamento da crise que se apresenta. O caminhar para a sustentabilidade requer a constitui??o/avalia??o de sistemas em sua dire??o, por meio da incorpora??o de preceitos ambientais e em conson?ncia com a Pol?tica Nacional de res?duos S?lidos. Por isso, a pesquisa proposta defende a import?ncia da vis?o socioambiental, complementando o olhar t?cnico, para o sistema de gest?o de res?duos s?lidos de Jo?o C?mara, que consiste num munic?pio que apresenta um sistema cujas inadequa??es se configuram em risco ambiental e a sa?de.
