Along with this technology, however, there are significant issues raised by the patients about the access control over their confidential data, which becomes more available and could be accessed by unauthorized people. It is in this scenario that Health - Privilege Management Infrastructure, or H-PMI, is presented in this work. It aims to provide a software architecture for privilege management in health environments. H-PMI aims to be adherent to the Brazilian laws and rules related to the access to electronic medical records, like the ones defined in Manual de Certificação de Sistemas da Área de Saúde by Conselho Federal de Medicina and Sociedade Brasileira de Informática em Saúde. The main objective of this work is to specify the envisioned H-PMI, so it can provide restricted access to electronic medical records in accordance with the appropriate law and recommendations security guarantees, allowing trusted access to sensitive data while allowing circumstantial access to these data in exceptional situations. In order to evaluate the applicability of the proposed H-PMI architecture we have developed the Web H-PMI, which is integrated with the Google Health platform. The obtained results show that the developed architecture can be applied in existing health environments. / A informatização dos ambientes da área de saúde, como a substituição dos prontuários em papéis por versões eletrônicas, permitiu diversas melhorias no atendimento aos pacientes, além da disponibilização de informações de forma mais acessível. Porém, com esta tecnologia surgiram preocupações maiores por parte dos pacientes em relação ao controle de acesso aos seus dados confidenciais, uma vez que com a acessibilidade facilitada, a possibilidade de pessoas não autorizadas acessarem tais dados também é ampliada. É neste cenário que está incluído o Health - Privilege Management Infraestructure, ou HPMI, tratado neste trabalho, que visa a apresentar uma Arquitetura para o Gerenciamento de Privilégios para Sistemas de Informação da área de saúde. H-PMI almeja ser aderente às normas e leis brasileiras, sendo fiel às regras de certificação de sistemas da área de saúde definidas pelo Conselho Federal e Medicina em conjunto com a sociedade Brasileira de Informática em Saúde. O objetivo deste trabalho é especificar o H-PMI, de forma que ele seja capaz de fornecer garantias de seguranças necessárias segundo a legislação vigente, permitindo um acesso legítimo a dados confidenciais, além de conceder o acesso a dados restritos em situações excepcionais em que isto é autorizado. Como resultado do desenvolvimento do trabalho proposto, implantou-se o Web H-PMI integrado com o Google Health demonstrando a capacidade de implantação de parte substancial da arquitetura proposta em ambientes existentes.

This thesis deals with the issue of the project management, project portfolio management and environment settings for the management and portfolio analysis in a fictional organization. In the theoretical introduction there is outlined the situation of the education of the project portfolio management at universities in the Czech Republic, Europe and worldwide, in summary form of founded courses that deal with this issue. Some basic principles of PMI methodology follow to introduce the reader to the project and portfolio management. As a practical part of this thesis there has been project management solution software implemented as a support for the portfolio management education. Microsoft Project 2010 has been selected for this purpose. This part of the thesis guides reader through practical topics like how to set up the whole environment including all utilities and contains a description of services settings. As example there were also sample roles and resources of the company set up, which were subsequently assigned to fictional projects so that the business portfolio analysis based on set of business goals and prioritization of individual projects could have been performed. The contribution of this work can be found mainly in the possibility of portfolio management education and training by using one of the leading software tool that are successfully implemented in a real production environment, and to try out the various acts and practices and also to clarify the various processes in the context of specific projects within the portfolio. Prepared fictional organization and sample data can be especially used as a model for handling various assignments in the upcoming educational courses at VŠE.

Based on the information from the required area, a tool was designed to help visualize the risks on the project while supporting their identification and analysis. The designed tool was programmed with the combination of Java Spring Boot server and React client. At the end of this thesis you can find result of the testing and possible future expansion of the application.

Then the requirements for the developed system are specified, the design of the system is created and the implementation of the prototype is described. The tool is designed as a web application simplifying the certification process from the point of submitting the application to the passing the examination. This tool provides a configurable system of the electronic tests and examinations, which can be customized to the requirements of various certifications.

This thesis deals with issues surrounding the management of IS/ICT projects, primarily from the point of view of ČSN ISO/IEC norms. I will list and analyse those norms used to define important indicators and processes, which are subsequently mapped to PMBOK process groups. Every norm is accompanied by a brief evaluation describing its suitability for use in IS/ICT projects, its anticipated benefits and the approach taken in its application. The next part of the thesis consists of an analysis of norms from the point of view of methods of estimation in the planning of IS/ICT projects. An analysis is made of the majority of norms that directly or tangentially affect estimation in the planning of IS/ICT projects. The practical section of the thesis contains a metric for the monitoring of projects from the point of view of ISO/IEC norms and the dissemination of the "MMaHPISICTv5.7" model, as created by Ondřej Kmoníček in the thesis "Sledování a vyhodnocování IT projektů - Monitoring and Evaluation of IT Projects" [38]. The model is supplemented by ISO/IEC metrics and also other functionalities, focussing primarily on the depiction of individual metrics over a period of time.

Le strutture innovative per la cartolarizzazione del prestiti: valore economico del tranching e modelli di misurazione del rischio di credito / Loans Securisation: Economic Added Value of Tranching and Pool Credit Risk Models

L'elemento che distingue un'operazione di cartolarizzazione consiste, secondo la definizione espressa nell'accordo di Basilea2, nell'identificazione di almeno due differenti posizioni di rischio (tranche), stratificate e subordinate, emesse a fronte di uno specifico portafoglio di attività. Nonostante il ricorso al tranching sia ampiamente diffuso e standardizzato le determinanti che giustificano il ricorso all'emissione multi-tranche sono ad oggi poco approfondite. Inoltre, i titoli emessi a fronte di operazioni di cartolarizzazione (CDO) possiedono profili di esposizione al rischio di credito differenziati, in termini di incidenza delle perdite attese ed inattese, ed in termini di correlazione con altri fattori di rischio: la valutazione del profilo di rischio è condizione necessaria per l'attribuzione di un giudizio di rating e per la definizione di un appropriato premio al rischio (pricing). Si rivela necessaria tanto la stima della distribuzione delle perdite del portafoglio (credit risk modelling) quanto l'analisi strutturale dei flussi di cassa generati e l'allocazione degli stessi alle tranche (cash flow modelling). Sulla base della letteratura di security design la tesi intende valutare l'efficienza del processo di intermediazione basato sulla cartolarizzazione multi-tranche rispetto all'intermediazione bancaria tradizionale e a forme di asset-backed security con unica tranche e focalizza l'analisi attraverso una verifica empirica delle teorie economiche a supporto del tranching, con particolare riferimento alla cartolarizzazione dei prestiti concessi ad imprese di piccola e media dimensione, oggetto di analisi specifica condotta nell'ambito di un'esperienza di stage presso il Fondo europeo degli investimenti. Quindi, grazie alla realizzazione di un modello computazionale sviluppato con un software di pianificazione finanziaria multidimensionale (Quantrix), la tesi presenta un approfondimento delle technicalities, mediante una modellizzazione dei flussi e della loro allocazione (Waterfall Payment Order), allo scopo di apprezzare il valore aggiunto di queste strutture di intermediazione. Aspetto, questo, non sviluppato nella letteratura accademica. L'analisi si rivolge alle operazioni realizzate nell'ambito dei due principali programmi di cartolarizzazione dei prestiti alle PMI attuati in Europa (Ftpyme e Promise). / Securitisation is a structured finance instrument which involves pooling of financial assets (such as loans and bonds) and creating multiple tranched liabilities, collateralized debt obligation (CDO), of a single issuer with different risk-return characteristics, which are sold as separate securities. According to the New Basel Capital Accord, tranching is the key feature that distinguishes securitisation transactions; although commonly applied, the factors that determine the extent and the nature of tranching remain largely unknown. Moreover, because tranching allows the risk characteristics of the collateral pool to be transformed, it contributes to transaction complexity in assessing the risk properties of such structured instruments: the risk profile that can be generated through tranched exposure, in terms both of expected/unexpected incidence losses and correlated default of pool assets, can lead to substantial differences among tranches, depending on the level of subordination below a certain tranche. Key to the reliability of structured finance pricing and ratings is the accuracy in assessing the credit risk in the underlying portfolio (credit risk modelling), as well as the accurate modelling of the distribution of cash flows to different classes of CDO (cash flow modelling). By analyzing the finance literature relating to security design and securitization this thesis provides an analysis of the efficiency of financial intermediation model based on securitisation and an empirical test of theories supporting the economic added value of tranching, with regard to SMEs loan securitisation, which topic was specifically investigated during a stage at the European Investment Fund. By realization of a computational model, performed using a multidimensional modelling software (Quantrix), the thesis closely examines securitisation transaction's technicalities, by modelling both portfolio cash flows and funds allocation (Waterfall Payment Order), in order to asses the ability of the structure to withstand various stressed scenarios. This analysis offers an analytical and micro-approach to securitisation transactions, which has not deeply investigated in academic literature yet. The model applies to SMEs loan securitisation transactions, concluded within specific securitisation European Programme (Ftpyme in Spain and Promise in Germany).

Questo lavoro intende analizzare la correlazione tra innovazione delle imprese e capital sociale, misurato da indicatori classici (come la partecipazione politica e le attività nel tempo libero) e da indicatori maggiormente legati alla dimensione aziendale (come accordi e cooperazioni). L’analisi viene fatta sia per l’Italia che per il Regno Unito attraverso l’uso della Community Innovation Survey 4, la survey europea sull’innovazione e la R&S nelle imprese per i dati su innovazione e capital sociale aziendale. Inoltre vengono utilizzate l’Indagine Multiscopo 2000 per l’Italia e l’Indice di Deprivazione per l’Inghilterra come misure di capitale sociale classico. Infine viene proposta una comparazione dei risultati per i due paesi per l’analisi sul capitale sociale aziendale. Questa comparazione è riletta alla luce di più generali considerazioni sui due differenti sistemi produttivi ed economici. / This work would try to test the correlation between innovation in firms and social capital, measured by classic indicators (like political participation, leisure and activities) and more corporate indicators (like agreements and collaborations). The analysis is carried out for Italy and UK and we use the Community Innovation Survey 4, the European survey on innovation and R&D in the firms, for the data on innovation and corporate social capital. We use the Multipurpose Survey 2000 for Italy and the Index of Deprivation for England like measures of classic social capital. We further try a comparison of the results between the two countries for the analysis on corporate social capital. This comparison is finally referred to more general issues like the two different productive and economic systems.

In Brazil, public companies have been concerned in the search for better management contrai mechanisms to achieve good results in the delivery of public services for customers and users. The term 'Organizational Performance Management' refers to any integrated and systematic approach to improving performance to achieve strategic aims and pro mote the mission and values ofthe organization. Thus, this research studies practices related to the organizational performance management, enabling the targeting of efforts on improving key processes, taking into account the specific characteristics o f the public nature. Another relevant aspect o f this work comes from studies by Management Objectives and Managing for Results, adopting understanding Manage by Objectives to achieve the results. Thus, a literature search was performed to identify the main frameworks of organizational performance. After this stage, it was established a criticai analysis of frameworks by watching the main contributions and strengths. Finally, it was built an assessment model in arder to make a diagnosis of managerial processes and qualify at what stage the company, which is the object of this study, is focusing on the governance for results. The assessment result reflected the perceptions of employees and managers on performance and its determinants. / A adoção de uma governança voltada para resultados na administração pública surgiu como uma abordagem de gestão organizacional, fazendo parte de um amplo movimento da nova gestão pública (NGP). No Brasil, as empresas públicas têm se preocupado em buscar melhores mecanismos de controle da gestão no sentido de lograr bons resultados na prestação dos serviços públicos para os clientes e à sociedade usuária dos serviços. O termo 'Gestão de Desempenho Organizacional' refere-se a qualquer abordagem integrada e sistemática que vise melhorar o desempenho para alcançar objetivos estratégicos e promover a missão e os valores da organização. Assim, esta pesquisa estuda práticas relacionadas à gestão de desempenho organizacional, que possibilitem o direcionamento dos esforços na melhoria dos processos chaves, levando em consideração as particularidades inerentes à natureza pública. Outro aspecto de relevância deste trabalho advém dos estudos da Gestão por Objetivos e da Gestão para Resultados, adotando a compreensão de Gerenciar por Objetivos para se conquistar os Resultados. Deste modo, foi realizada uma pesquisa bibliográfica para identificar os principais frameworks sobre desempenho organizacional. Após esta etapa, foi estabelecida uma análise crítica dos frameworks, observando as principais contribuições e pontos fortes. E por último, foi construído um modelo de avaliação com o propósito de fazer um diagnóstico dos processos gerenciais, e qualificar em qual estágio a empresa objeto deste estudo se encontra, sob o enfoque da governança para resultados. O resultado desta avaliação refletiu as percepções dos funcionários e gestores sobre o desempenho e seus determinantes.
