The objective of my study was to analyse the factors negatively influencing a somatic cell count (SCC) in raw cow´s milk. Milk samples were tested in three breeds with different technology of breeding and milking for a time period of three years. The SCC values were determined by Fluoro-opto-electronic method on a Fossomatic apparatus. Significant factor influencing SCC was quality practise hygiene of mammary gland. The lowest average values of SCC were determined in breed where was practise thoroughly hygiene of mammary gland (avarage SCC in year 2006 was 223,3.103 SB.ml-1). Next factors negatively influencing SCC were age of cows, annual period, quality of feed and frequency exchanges a udder sleeve. Influence a technology of breeding, milking and size breed on somatic cell count in milk was not extended.

Public service broadcasting and the public mandate: a critical analysis of the SABC

Abstract Print media reports on the SABC suggest that the public service broadcaster (PSB) is undergoing a crisis in terms of fulfilling its PSB responsibilities. Hence, this study examines whether the SABC is a genuine PSB. In examining the SABC as a PSB, theories of media and democracy and critical political economy of the media are used. However, this study also engages with the corollary theories of the public sphere, the public interest, PSB, and development journalism. The study uses the PSB characteristics of independence, accountability, distinctiveness and finance as themes to ascertain whether the SABC is a genuine PSB. The methodology of this study consists of institutional analysis, document analysis (which is split into a policy analysis and an examination of print media reports on the SABC) and semi-structured interviews. The study finds that firstly, the SABC’s independence, both politically and economically, is eroded. Secondly, although the SABC is accountable to the state and ICASA, the institution is not adequately accountable to the public it claims to serve. Thirdly, due to the SABC’s reliance on commercial sources of funding, the institution is increasingly shifting towards commercialisation. Fourthly, due to the SABC’s increasing shift towards commercialisation, the institution’s high-quality content provision is being compromised. Hence, the SABC’s distinctiveness in comparison to other broadcasters is eroding. The SABC’s violation of the central tenets of PSB is indicative of a governance crisis within the institution, but most importantly, it indicates that the SABC is not a genuine PSB. A core reason for the SABC’s inability to fulfil the central tenets of PSB and the governance crisis that has befell the institution, are flaws in legislation. The legislation that governs the SABC does not adequately ensure the institution’s independence from the government or its accountability to the public. Consequently, legislation governing the SABC inhibits the institution from fulfilling its PSB responsibilities.

Faktory ovlivňující počet somatických buněk v mléce vybraných chovů dojnic / Factors influencing somatic cell count in the milk of selected dairy cow breeds

The objective of my study was to analyse the influence of selected factors in relation to somatic cell counts (SCC) in bulk milk samples of raw cow´s milk. Milk samples were tested in eight cowsheds with different technology of breeding and milking for a period of three years. The SCC values were determined by the Fluoro-opto-electronic method using the apparatus Fossomatic. A significant factor influencing the SCC was the season. The highest average values of the SCC were found in the summer months. The lowest average values of the SCC were determined in the loose bedded cubicle housing (250.103.ml-1), while the difference in the SCC compared to the loose bedding-free slatted floor housing (SCC average 317.103.ml-1) was highly statistically significant (p < 0,001). In the tie stall with bedding was the SCC average 292.103.ml-1. A highly statistically significant difference in the SCC (p < 0,001) was also demonstrated between breeds in the milking parlour (SCC average 265.103.ml-1) and breeds in the milking stall in the pipeline systems (SCC average 292.103.ml-1). It also showed a statistically highly significant difference in the SCC (p < 0,001) between breeds dominated by the Holstein breed cows (SCC average 285.103.ml-1) and breeds with breed prevalence of the Czech Fleckvieh cows (SCC average 265.103.ml-1). The level of yield was also affected by the SCC. There was no statistically significant difference among the farms using grazing and breeding without any possibility of keeping cows on pasture.

Against the grain : the battle for public service broadcasting in Taiwan

Over the last two decades public service broadcasting (PSB) around the world has faced increasing pressures from accelerating commercialisation and the fragmentation of the broadcasting landscape. This has led a number of media commentators in the system's traditional heartlands to ask whether the idea has now outlived its usefulness. Against the grain of this international trend, Taiwan has moved in the opposite direction, democratising its state-owned television system and introducing a form of public broadcasting for the first time. Against the grain of growing enthusiasm for a privatised solution supporters presented PSB as a necessary counter to the perceived deficiencies of the existing system, in serving a society moving from authoritarian to competitive party rule. This study sets out to explore how the expansion of PSB in Taiwan has been socially defined and constructed, and by whom. The various constructions in play were mapped through in-depth interviews with a range of claim-makers involved in the process. A systematic content analysis of the mainstream Taiwanese press was then conducted to explore the ways contending positions and issues were presented in the public domain and to identify the key voices given a public platform. This analysis demonstrated that the opinions and concerns of the general public were largely missing from a debate dominated by political and academic elites. Against the grain of their own claims to be representing the public key actors constructed public debate as a series of monologues, advancing their own sectional and paternalistic interpretations of the public interest. These findings point to the supremely ironic conclusion that a process ostensibly dedicated to reconstructing broadcasting as key element in a new, democratic, public sphere, excluded the public from active participation and relegated them to the role of spectators.

Debruçamo-nos sobre a experiência e sobre o percurso do socialismo democrático no Brasil por meio das ações do partido em todo esse período democrático. _______________________________________________________________________________________ ABSTRACT / The Brazilian Socialist Party (PSB) is the research object of this dissertation. The approaches that work are situated in analyzing formation of the PSB, political party, emerged in the 1945 Brazilian democratization process, through the action of actors with varying experiences and political views, even though they were all on the ideological left field, were substantively distinct from left thinking, more orthodox , especially the Stalinist Marxism of the PCB. This work also consists of analyzing the peculiar elements that characterized the democratic socialist project of the PSB, which combined social equality with civil and political liberties. We emphasize the analysis the changes undergone by the project and by the discourse of the PSB that are visible from the 1950s. Finally, we analyze the history of the party in the period 1945 to 1965. We focused on the experience and on the path of democratic socialism in Brazil through the actions of the party in all this democratic period.

Den eviga debatten kring public service roll i svensk demokrati har under vintern blossat upp rejält på nytt i och med Sverigedemokraternas utspel om att kalla in bolagens chefer till Kulturutskottet och Linus Bylunds uttalanden om att straffa partiska och osakliga journalister. Denna studie syftar till att utröna vad Sverigedemokraternas vision för public service är och hur den förhåller sig till övriga politiska partier, det förvaltningsrättsliga systemet och normativa teorier om medier. Studien undersöker detta genom en kvalitativ textanalys som inledningsvis fokuserar på Sverigedemokraternas vision av public service för att därefter även gå vidare och undersöka public service ur de tre andra perspektiven i syfte att ta reda ta reda på hur Sverigedemokraternas vision förhåller sig till dessa. Analysen ger för handen att den Sverigedemokratiska visionen – i komprimerat format – handlar om ett public service-bolag som i grunden behövs för att fylla viktiga funktioner i termer av demokrati och samhällsnytta som marknaden inte kan tillhandahålla. Bolaget ska ha ett grundläggande samhällsuppdrag och ett brett kulturuppdrag med storslagna svenska dramaproduktioner. Bolaget ska ha ett högt förtroende bland allmänheten, vara underställd omfattande granskning och bedriva ett extensivt nordiskt samarbete. Till en av de mest intressanta kontrasterna som uppstår kan nämnas hur det hos Sverigedemokraternas ledamot i förvaltningsstiftelsen, Linus Bylund, går att se likheter med det normativa sovjet-kommunistiska perspektivet. Det framgår även att Bylund konsekvent ger uttryck för en mer radikal och kollektivistisk linje jämfört med partiet. Detta är något som väcker stora frågor kring huruvida detta är att anse som en mer oslipad version av partiets syn på public service eller om Bylund driver public service i en egen riktning. / The perpetual debate concerning the role of public service broadcasting in Sweden has once again resurfaced. This time as a result of the Sweden Democrat’s request to summon the directors of the public service companies to the Parliament’s Committee on Cultural Affairs and Linus Bylund’s comments about punishing biased and unobjective journalists. The aim of this study is to examine the Sweden Democrat’s vision for public service broadcasting and how it relates to other political parties, administrative law and normative theory. The study examines this by a qualitative analysis of a wide range of documents including parliamentary bills, broadcasting licenses and academic literature containing normative media theories. The analysis shows that the Sweden Democrat’s vision – in summary – is about a public service company needed for fulfilling important functions in terms of democracy and public welfare that the private market is not capable of providing. The company shall have a basic societal mission and a wide cultural mission with grand productions of Swedish drama. The company shall have high trust among the public, be under comprehensive scrutiny and conduct an extensive Nordic cooperation. One of the most interesting findings when comparing the different perspectives is the similarities between Linus Bylund, who is the Sweden Democrats commissioner in the foundation that owns the public service companies, and the normative Sovjet-communist perspective. It is also apparent that Bylund seems to be constituting a more radical and collectivistic view compared to the party. This raises questions as to whether this is a cruder version of the party’s view or if Bylund is moving Swedish public service broadcasting in a direction of his own.

Performance of the CERN PSB at 160 MeV with H- charge exchange injection / Performance du CERN PSB avec injection basée sur échange de charge H- à 160 MeV

Dans le cadre du projet LIU, vise à augmenter la puissance des injecteurs du LHC, le CERN PS Booster (PSB) sera mis à jour avec un système d'injection d'échange de charge H- et son énergie d'injection sera portée de 50 MeV à 160 MeV pour obtenir la luminosité du faisceau nécessaire pour le LHC High-Luminosity Upgrade. Effets de charge d'espace comme pertes de faisceau et incrément d’émittance transversale à l'injection vont être les principales limites vers la réalisation de la haute luminosité souhaitée. Des études sur la dynamique du faisceau en présence de charge d'espace afin d'évaluer les performances du PSB après la mise à niveau ont été effectuées. La première partie du travail consiste de mesures dans la présente machine, pour étudier les effets de charge d'espace et son interaction avec les résonances et d'avoir un ensemble de données pour le code benchmarking. Le code choisi pour le suivi du faisceau en présence de charge d'espace est PTC-Orbit (et PyOrbit). Les études de convergence numériques nécessaires sont présentées conjointement avec les études de la comparaison des simulations avec les mesures dans la machine. Une fois évalué le code et ses limites, les prévisions pour l'injection dans le PSB à 160 MeV avec des poutres de luminosité élevé sont livrés en termes de pertes de faisceau et incrément d’émittance. Ces études comprennent l'optimisation du point de fonctionnement, la compensation des résonances et/ou la correction de chromaticité en tenant compte des erreurs magnétiques attendus dans la machine. / As part of the LHC Injector Upgrade Project, the CERN PS Booster (PSB) will be upgraded with a H- charge exchange injection system and its injection energy will be raised from 50 MeV to 160 MeV to obtain the beam brightness required for the LHC High-Luminosity Upgrade. Space charge effects like beam losses and transverse emittance blow-up at injection are expected to be the main limitations towards the achievement of the required high brightness. Studies of beam dynamics in presence of space charge in order to evaluate the performances of the PSB after the Upgrade have been performed. The first part of the work consists of measurements in the present machine, to study the effects of space charge and its interplay with resonances and to have a good set of data for code benchmarking. The code chosen for the beam tracking in presence of space charge is PTC-Orbit (and PyOrbit). Necessary numerical convergence studies are presented together with a benchmark with the PSB measurements. Once assessed the code and its limitations, predictions for the 160 MeV injection with high- brightness beams are delivered in terms of beam losses and emittance blow-up. These studies include the optimization of the working-point, resonance compensation and/or chromaticity correction taking into account the expected magnetic errors in the machine.

The representation of minority languages on SABC 1: the case of Siswati / Sihle Hlophe

This dissertation interrogates the representation of SiSwati programming (a minority language) on SABC 1 It critically analyses the statutory provisions in place for language parity and utilises hegemony as the theoretical framework for understanding the concept of language parity in the South African broadcasting landscape. To the researcher’s knowledge, there is limited information pertaining to this particular research topic however, most of the previous literature refers to all eleven official languages and not SiSwati specifically. Hegemony, a strand of critical theory as developed by Antonio Gramsci, will serve as the theoretical base of this study. This study falls within the framework of qualitative research. An extensive literature study of various sources and a content analysis of the relevant legislative documents form the basis of the research. SABC TV is positioned in a highly competitive, multi-channel market environment with powerful social, political and economic forces to contend with, this makes it difficult for SABC TV to fulfil its mandate of treating all eleven official languages equitably, hence languages such as SiSwati are underrepresented on national television. The thesis Public Service Broadcasting in the Czech Republic: compliance with PSB criteria in the case of the Czech Television is covering the topic of public service media and their system of public service evaluation. In its theoretical part this thesis is describing several approaches to a definition of public service media themselves. It is also mentioning history of the concept itself and its development not only in the Czech Republic but in Great Britain as well as other European countries. The practical functioning of the public service evaluation system is also covered on an example of the BBC and the Czech Television. In the analytical part the author is trying to describe and sum up the evaluation system as it is used by the Council of Czech Television. Detailed analysis of the data and its sources is provided as well as identification of elements that are taken into the consideration when evaluating. The analysis then leads to a discovery of certain discrepancies in the evaluation process and its outcomes. The author is trying to identify the most problematic points of the system.
