A dissertação tem como objetivo a análise das viagens e das características dos usuários que dirigem automóvel até as estações do sistema de transporte coletivo de alta capacidade, na qual embarcam e prosseguem viagem por motivo trabalho de metrô ou trem. Estuda-se a relação deste tipo de viagem com a acessibilidade ao centro das cidades e com a política e a qualidade de estacionamento para os automóveis junto às estações e no local de trabalho. Através de pesquisas sobre viagens da Região Metropolitana de São Paulo obteve-se dados sobre estas viagens, conhecidas como park and ride, no metrô e nos trens metropolitanos. Foram levantadas as principais zonas de origem e destinos das viagens park and ride, e as estações de trem e metrô com transferências significativas destas viagens, bem como analisados estudos e informações sobre características de estacionamento em estações, padrão das viagens e o perfil do usuário que faz esta troca modal. Analisa-se o comportamento do usuário como objeto de modelagem na sua escolha entre ir direto de automóvel ao trabalho ou ir até a estação dirigindo automóvel e completar a viagem ao trabalho de metrô. Investigam-se estas viagens através da construção de um modelo de escolha discreta baseado na teoria da utilidade aleatória, cujas variáveis são a diferença de tempo de viagem, a diferença de preço de estacionamento e a qualidade do estacionamento junto à estação. Propõe-se um modelo logit binomial e realiza-se um uma pesquisa com usuários do metrô, em um estacionamento de automóveis junto à Estação Tietê, que inclui questões sobre preferência declarada. Com os resultados das entrevistas se faz a calibração e análise comparativa de modelos para simulação da escolha da viagem. Verifica-se que a influência da diferença de tempo entre as viagens tem mais influência que a diferença de preço entre os estacionamentos no centro e junto a estação, na escolha do modo de transporte pelos entrevistados. Nota-se que a qualidade de estacionamento entendida como maior quando localizado dentro da estação e menor quando fora é significativa, provavelmente por proporcionar ao usuário além de economia de tempo, mais comodidade e segurança. / The objective of this dissertation is the analysis of characteristics of trips and users, who drive a car to the stations of the high capacity passenger transport system, in which they embark and continue the trip to their work place. It studies this type of trip related to the accessibility to downtown and to the quality of car parking facilities next to the stations and at the work place. The survey transport data within the Metropolitan Region of San Paulo presents information about these trips, known as Park and Ride, in the subway lines and in the commuter train lines. The main zones of origin and destination of the Park and Ride trips were identified and the stations of train and subway with significant transferences too. The characteristics of parking in stations and the trips patterns of users making this modal transfer were studied. The user\'s behavior was analyzed in order to modeling his choice between going direct by car to the work place or going by car to the station and take the subway to the work place. A discrete choice model was proposed based in the random utility theory. The variables considered are the difference in trip time, the difference of parking price and the quality of the parking next to the station. A Binomial Logit Model was considered and a stated preference survey was conceived. A case study was conducted with the interview of users at a car parking lot next to the subway Tiete Station. The results of the interviews were used to calibrate and compare the discrete choice models tested. It was verified that the difference of time between the alternatives is more important than the difference of parking price in the transport choice. It was also verified that quality is significant to users, and it is seen higher when the parking is in the station. This is due, probably, to time savings and both comfort and safety.

Redefining car-bus interchange to reduce traffic

Bus-based Park and Ride (P&R) schemes have become increasingly popular over the past 40 years in the UK, as a result of them being considered a positive traffic reduction policy by many, not least local authorities. There have nevertheless been concerns over the true effects of P&R. For instance, surveys of P&R users have long since revealed that up to a third transfer from conventional public transport. This induces car travel for the access portion of the P&R trip, which is generally large compared to the bus portion, owing to the edge-of-town location of P&R sites. Combined with the mileage effects of high-frequency bus services, evidence has suggested that P&R may thus result in an increase, compared to alternative travel behaviour, in the mean vehicle miles travelled (VMT) of its users. This thesis aims to investigate how UK bus-based P&R may be developed to reduce users VMT. As such, it applies to P&R the Characteristics Approach to Consumer Demand and delineates the attributes of interchange from which users derive utility. The research also develops this approach to consider the characteristics that affect the traffic impacts of P&R. The characteristics of P&R are adjusted to provide alternative concepts of interchange that aim to reduce VMT. These concepts are then examined to understand the level of utility that they are likely to provide. Local authorities perceptions of utility are examined initially, through a national survey which also looks at general attitudes towards P&R, its effects and its future. The city of Cambridge (UK) is selected as a case study in which an in-depth document analysis and interview survey of local stakeholders is carried out to understand the role of P&R in local policy and the implications of the implementation of alternative concepts of interchange. In this context, a survey of P&R users is also undertaken which considers the VMT effects of the current and alternative concepts of P&R as well as the change in the level of utility that would be derived from using them. It is concluded that local authorities generally consider P&R to be an effective policy in reducing car use whilst also playing important roles in the local economy and political arena. Yet the evidence on the Cambridge P&R scheme suggests that VMT is increased to a higher degree than previously proven. Alternative concepts of interchange are shown to offer some potentially significant benefits by reducing the VMT of users. Furthermore, some of the alternative concepts are also shown to offer benefits in terms of the utility that they may provide to the user, and the perceptions on this by local authorities. The VMT and utility results are combined to suggest that future implementation of interchange should consider operating feeder bus services into interchange sites (an intermediate solution offering some VMT benefits with relatively small resource requirements) or, operating a series of small interchange sites along main access routes to host cities (likely to require more resources but providing significant VMT benefits).

Park and ride, effects on public transport ridership / Park-and-ride, effekter på kollektivtrafikresandet

As urban growth accelerates and the need to address environmental issues regardingtransportation is larger than ever and many policymakers have chosen to adapt park and rideas one of their methods to reduce car traffic. However, the effect from adapting the policy isnot very well understood and since the policy can directly conflict with other policies relatedto land use it is important to know which effects can be expected. By knowing which effectsto expect, policy makers can make more sustainable choices in their policy adaption.This study has been carried out using data from two different counties to find out if theeffects from park and ride differ depending on the type of environment it serves. Further, anadditional analysis has been done using temporal data to measure the effect of adapting orexpanding a park and ride facility at a public transport station or stop.It was found that in a rural setting, the relation between park and ride and the number ofpassengers at a public transport station is strong. Stations with more parking spaces hadhigher ridership. This was not the case for stations located in a suburban environment, someeffect was indicated but the relationship was not as strong. The analysis of the two countiesdata showed unreasonably high passenger increases from P&amp;R, indicating that some otherfactor also influences the result in this analysis.From the analysis of the temporal dataset the result showed that stations which adapted parkand ride did have a higher average passenger increase than the general trend within thetransport system. This indicates that park and ride do in fact increase public transportridership. / Den accelererande urbaniseringen har gjort behovet av att hantera miljöpåverkan ifråntransportsystemet större än någonsin och många beslutsfattare har valt att förordapendlarparkering (park and ride) som en metod för att minska biltrafik. Effekterna av attanvända denna planeringsmetod är dock inte fullt kända och eftersom pendlarparkeringar kanhamna i konflikt med andra planeringsmetoder som berör markanvändning så är det viktigtatt veta vilka effekter som kan förväntas av att införa pendlarparkeringar. Genom att vetavilka effekter som kan förväntas så blir möjligheterna bättre för beslutsfattare att tavälgrundade beslut och införa hållbara direktiv kopplade till stads och trafikplaneringen.Den här studien har utförts med data från två olika regioner för att ta reda på om effekterna avpendlarparkeringar skiljer sig beroende på vilken typ av miljö den är implementerad i.Dessutom har ytterligare en analys gjorts baserad på historiska data över resande, detta för attkunna mäta den direkta effekten av att införa eller expandera pendlarparkering på en hållplatsinom kollektivtrafiken.Resultatet visade att i glesbebyggda områden så var sambandet mellan antalet platser påpendlarparkeringar och antalet passagerare starkt. Statiner med fler pendlarparkeringsplatserhade fler resande än de med färre. Sambandet var inte lika starkt för stationer i förortsmiljö,ett visst samband kunde uppmätas men det var inte lika starkt. Analysen av de två regionernavisade dock på orealistiskt höga förhållanden mellan antalet pendlarparkeringsplatser ochantalet passagerare vilket indikerar att någon annan faktor också påverkar resultatet.Från analysen av historiska data över antal resande så visade resultatet att införandet avpendlarparkeringar ökar resandet med kollektivtrafiken i genomsnitt mer på de stationer därde införs jämfört med den generella trenden i kollektivtrafiksystemet. Detta indikerar attpendlarparkeringar har en positiv effekt på antalet resande med kollektivtrafiken.

The Implications of Park and Ride for Urban Development Strategies in major metropolitan areas in New Zealand

Many cities, including some in New Zealand, are investigating, developing or implementing urban form strategies and, separately, Park and Ride systems. These two matters are not generally considered alongside one another. This paper explores the relationship and interactions between urban form and Park and Ride systems through the identification of objectives for each, and considering the degree to which objectives of various urban form types may be achieved with different types of Park and Ride systems. The purpose of this research project is to investigate and develop a predictive methodology that would allow the identification of the most suitable Park and Ride system (from a proposed classification scheme) for a given set of urban form objectives. Classification systems for urban form and Park and Ride systems are proposed in light of information from an extensive literature and information review. They are used as a basis for an Assessment Framework Matrix of urban form type against Park and Ride type. The matrix is populated from a spreadsheet-based analysis process, which considers the degree of achievement of urban form objectives by various Park and Ride categories. This process is hampered by the lack of (easily accessible) data, particularly for strategic assessment of existing Park and Ride systems worldwide. A range of tests are conducted on the proposed Assessment Framework Matrix using real cities, a range of hypothetical urban areas, and several sensitivity tests. Subsequently, a case study applies the matrix to Christchurch, New Zealand. The main findings of this research project indicate that the proposed methodology works, needs refining with better data, could be useable in public or stakeholder engagement processes, and would benefit from a "User Manual" and some simplification. The case study tentatively indicates a recommended Park and Ride system type for Christchurch.

Estacionamentos dissuasórios são locais destinados a transferência de um modo de transporte de baixa capacidade, automóvel, para um modo de transporte de alta capacidade. A principal vantagem do uso do estacionamento dissuasório, em relação às demais medidas de gerenciamento de demanda, é a manutenção da flexibilidade, associada às viagens de automóvel, no trecho inicial da viagem. Este trabalho tem como objetivo avaliar a demanda para um modo combinado de transporte composto por automóvel, estacionamento dissuasório e transporte público, obtida pela atração de viagens atualmente realizadas em automóvel. É proposto um método de previsão de demanda baseado em quatro etapas dentre as quais estão a modelagem das viagens de automóvel, que fornecerá os dados necessários para as etapas posteriores, e a aplicação de um modelo Logit para previsão da divisão modal. O método foi aplicado a um estudo de caso que consiste na construção de três estacionamentos dissuasórios, ao longo do trajeto de uma linha de transporte público atendida por BRT (Bus Rapid Transit), na cidade de Porto Alegre. Os resultados permitiram avaliar a influência dos atributos, descritivos de cada modo de transporte, na escolha do modo de viagem pelo usuário e identificar o percentual de transferência de viagens para o modo combinado, em nível agregado, considerando o total de viagens, e em nível desagregado através da análise por zonas de origem e destino das viagens. O método foi considerado adequado e os resultados foram coerentes com a literatura. / Park and rides are places to transfer from one low capacity mode of transport, car for example, to a high capacity transportation mode. The main advantage of using park and rides, when comparing to other policies of demand management, is to maintain flexibility, related to traveling by car, in the first stage of the journey. This study aims to analize the demand for a combinated transport mode composed for car, park and ride and public transport, obtained by the attraction of trips currently made by car. In this work, a method based on four steps is proposed for demand analize, and among them are the modeling of car trips, which will provide the necessary data for the subsequent stages, and the implementation of a Logit model for predicting the modal split. The method was applied to a case study, which consists in the construction of three park and rides along the route of a public transport line served by a BRT (Bus Rapid Transit), in Porto Alegre. The results allowed to evaluate the influence of the attributes that describe each mode of transport in the user’s trips mode choices and to identify the percentage of transfer of trips to the combined mode, in an aggregated level, considering the total travel, and in a disaggregated level by analyzing the origins and destination zones. The method was considered appropriated and the results were similar to the literature.
