Esta pesquisa tem em sua linha principal a avaliação da infraestrutura da via permanente dos sistemas de transporte público urbano sobre trilhos. A avaliação é alcançada a partir da proposta de utilização de um sistema de gerência de pavimentos (SGP), aliado a um sistema de informações geográficas (SIG) e a um banco de dados relacional que suporte operações geográficas. O trabalho também sugere um conjunto de indicadores, para o gerenciamento da manutenção da via permanente. A pesquisa foi realizada a partir de uma pesquisa bibliográfica extensa sobre os assuntos relacionados para identificar soluções semelhantes que tenham sido implantadas. A pesquisa bibliográfica não identificou nenhum trabalho que tenha abordado este tema voltado ao transporte público urbano sobre trilhos, contudo foram identificadas linhas de pesquisa voltadas ao transporte de carga que compartilham do mesmo objetivo, utilizar um SIG para a gerência do ativo. Também foram identificados sistemas de suporte a decisão para ferrovias, sem o módulo de informações geográficas. A utilização de modelos de degradação, análise do ciclo de vida e análise de confiabilidade, disponibilidade, manutenabilidade e segurança são usadas, e estudadas, com relativa frequência na literatura especializada, usando a ferrovia como exemplo de aplicação. Os resultados alcançados por esses estudos foram incorporados nesta pesquisa. A partir de um método qualitativo o SIG e o banco de dados relacional foram escolhidos. Os indicadores de manutenção foram estudados e escolhidos a partir da literatura e experiência do autor. Utilizando (i) dados de operação e manutenção de um sistema de transporte metroferroviário, (ii) os resultados dos trabalhos identificados na pesquisa bibliográfica e (iii) o referencial teórico consultado, foram calculados os tempos médios entre falhas, a evolução de degradação de componentes da via permanente e o intervalo adequado de manutenção, utilizando recursos do banco de dados. Estes cálculos serviram de entrada para elaboração de mapas temáticos. Os mapas temáticos contêm informações sobre o nível de degradação da via e quais as manutenções a serem realizadas. O sistema também fornece os custos envolvidos em cada uma das operações de manutenção. Estas informações são primordiais para que o gestor do ativo possa escolher a opção que apresente o melhor custo-benefício, com base em informações apuradas, melhorando a qualidade de sua decisão. / This research has the goal assess the permanent way infrastructure of urban public transport systems on rails. This assessment is result of a proposal to use a pavement management system (PMS), coupled with a geographic information system (GIS) and a relational database that supports geographical operations. The research also suggests a set of indicators for the management of the maintenance of the permanent way. The survey ran from an extensive literature to identify similar solutions deployed. The literature review did not identify any work that has addressed this issue back to urban public transport on rails. Were identified lines of research aimed at cargo transport that shares the same goal, using a GIS for asset management. In addition, decision support systems have been identified for railways, without geographical information module. It is easy to find use of degradation patterns, life cycle analysis and reliability analysis, availability, maintainability and safety in the literature, using the railway as example. The results achieved by these studies were included in this study. From a qualitative method, GIS and relational database were chosen. Maintenance indicators were chosen using the literature and the author\'s experience as basis. Data operation and maintenance of a metro system, the results of the work identified in the literature and a technical and theoretical framework from literature served as line to calculate the mean time between failures, the rate of degradation of permanent way components and the appropriate maintenance period. These calculations served as input in database for the preparation of thematic maps in the GIS. Thematic maps contain information about the track degradation level and the maintenance needed to be performed. The system also provides the costs of each maintenance step. The information generated by the system can help the manager to choose the option with best tradeoff, improving the decision quality.

Neste trabalho são analisados os Sistemas de Gerência de Pavimentos Urbanos (SGPU) e os Sistemas de lnformação Geográfica (SIG) visando a obtenção de formas com que possam ser aplicados para a compatibilização das atividades de gerência de todas as redes de infra-estrutura pública urbana (pavimento, água, esgoto, telefone, gás, energia elétrica). Desenvolve-se um projeto piloto, utilizando o aplicativo de SIG TransCAD para a gerência de pavimentos sob duas condições: na primeira, através de uma interface com um programa de gerência de pavimentos urbanos já em utilização (URMS, desenvolvido na Universidade do Texas em Austin); na segunda, como plataforma para o desenvolvimento de um novo sistema de gerência de pavimentos, tanto em nível de rede como em nível de projeto. São utilizadas bases de dados para o pavimento e para a rede de água de abastecimento, criadas para a análise de viabilidade da compatibilização da gerência de pavimentos com as atividades de concessionárias de serviços públicos urbanos, a qual confirmou a grande potencialidade do uso dos Sistemas de Informação Geográfica para a gerência integrada e racional da infra-estrutura pública urbana. / This work presents studies about Urban Pavement Management Systems (U-PMS) and Geographic lnformation Systems (GIS) aiming their utilization as a tool for the harmonization of urban infrastructure (pavement, gas, electric power, sewer, water, telephone) maintenance and rehabilitation activities. lt is developed a pilot study using the SIG software called TransCAD for pavement management under two conditions: the first one, through an interface with an already in use pavement management system (URMS, developed at the University of Texas at Austin); the second one, as a framework for the development of a new pavement management system, at network and project levels. Data bases for pavement and water networks are used for analysis of the harmonization of pavement management with other public infrastructure activities, which confirmed the great power of GIS for utilization in a rational and integrated urban infrastructure management system.

Skidding contributes to up to 35% of wet pavement accidents. Pavement surface friction therefore is an important component of highway safety. The skid resistance also varies seasonally and reduces over time due to surface polishing. These leave the pavement in a state of increased risk of skidding accidents. An adequate surface friction that accommodates the seasonal and long term variations is essential for safety over the pavement surface service life. The resistance to skidding, however, depends on surface microtexture and macrotexture. Alternatively, increased texture aimed at increased and durable surface friction may affect the noise generated on the road. In fact, traffic noise is a growing problem throughout the world. Noise barriers, traditionally used for noise reduction, are expensive and inefficient in some cases. As the pavement surface characteristics play a key role in noise generation and propagation, it provides a window for noise reduction by altering the pavement surface. The challenge, however, is to provide a smooth, quiet, long-lasting, and economic pavement with adequate and durable surface friction. This research has been directed to address this challenge and to provide a realistic guideline.
The tire-pavement noise, sound absorption, and skid resistance performances of various flexible and rigid pavement surfaces have been examined using the field and laboratory test data. Models for the prediction of pavement skid resistance including the seasonal and long term variations have also been developed correlating the influencing factors. A value engineering approach has been proposed to accommodate the construction and maintenance costs, longevity, smoothness, safety and noise in the selection of pavement surfaces.

Application of low-volume road maintenance management systems in New Zealand to the PhilippinesBangasan, Romelda January 2006 (has links)
Road authorities around the world have been innovating and finding ways to cope with the high cost of road network maintenance, the growing demands of road users and the changing traffic type and volume. A well-maintained road is needed to make the network sustainable for future generations. Improving road maintenance management in the Philippines, based on New Zealand experience, is the goal of this research with the theme of managing the change from method-based specifications to the adoption of performance-based specifications for unsealed low-volume roads. The New Zealand Local Government Act 2002 prescribes the requirements for the provision, operation, and management of the local road network, consistent with the Land Transport Management Act 2002 and the New Zealand Land Transport Strategy. The maintenance management system used by New Zealand road controlling authorities (RCAs) was determined by survey and a profile of RCAs that have adopted performance-based specifications was established. RCAs that adopted performance-based specifications had employed asset managers, used the Road Asset Maintenance Management (RAMM) system as an asset management tool, engaged consultants for specialised skills, employed more engineers, had highly developed performance specifications, conducted customer surveys, and had more resources in terms of rates and revenues than RCAs that had not adopted performance-based specifications. The proposed performance-based specifications for sealed and unsealed roads were also presented in this thesis. The Department of Public Works and Highways of the Philippines has implemented three long-term performance-based maintenance pilot projects, all completed by 2005. The lessons learned from the pilot projects, together with the New Zealand survey results will guide road authorities in the Philippines to improve the implementation of future long-term performance-based maintenance contracts (LTPBMC) on national roads, and possibly apply the same to low-volume roads.

Τα τελευταία χρόνια στις περισσότερες χώρες έχει ολοκληρωθεί η κατασκευή οδικών δικτύων και το ενδιαφέρον των φορέων οδοποιίας έχει στραφεί στη διαχείριση των υφιστάμενων οδικών κατασκευών. Το κυριότερο τμήμα της Διαχείρισης Οδικών Δικτύων καταλαμβάνει η Διαχείριση Οδοστρωμάτων. Τα Συστήματα Διαχείρισης Οδοστρωμάτων έχουν ως στόχο την οικονομική διαχείριση των οδοστρωμάτων και χρησιμοποιούν τεχνητή νοημοσύνη για να καταλήξουν στη βέλτιστη και οικονομικά αποδοτικότερη κατανομή των διαθέσιμων πόρων. Το ευφυές σύστημα που διαθέτουν καταφέρνει να εντοπίζει τη βέλτιστη λύση που ελαχιστοποιεί το κόστος συντήρησης αλλά δεν λαμβάνουν υπόψη τους το αντίκτυπο της επιδείνωσης της κατάστασης του οδοστρώματος στο χρήστη και στο περιβάλλον.
Στην παρούσα εργασία χρησιμοποιείται ένας γενετικός αλγόριθμος και αναζητείται η βέλτιστη λύση που ελαχιστοποιεί το γενικευμένο κόστος, το οποίο περιλαμβάνει το κόστος συντήρησης, το κόστος του χρήστη εξαιτίας της κατάστασης του οδοστρώματος και το περιβαλλοντικό κόστος. Τα δεδομένα του προβλήματος αφορούν την κατάσταση των τμημάτων που πρόκειται να συντηρηθούν, το είδος της οδού στο οποίο ανήκουν τα τμήματα οδοστρώματος, τα στοιχεία φθορών κάθε τμήματος, τα διαθέσιμα είδη συντήρησης, το ύψος της χρηματοδότησης και τα κυκλοφοριακά χαρακτηριστικά της περιοχής στην οποία βρίσκονται τα υπό συντήρηση τμήματα.
Ο αλγόριθμος κατασκευάζει γονίδια επιλέγοντας είδος συντήρησης για κάθε τμήμα και για κάθε χρόνο συμπεριλαμβανομένης και της επιλογής να μην γίνει καμία συντήρηση σε κάποιο χρόνο. Τα γονίδια ελέγχονται με βάση περιορισμούς που έχουν τεθεί από τα μοντέλα φθορών κάθε τμήματος και επιλέγονται να μεταφερθούν στην επόμενη γενιά αυτά που συνδυάζουν το ελάχιστο κόστος και το μέγιστο επίπεδο λειτουργικότητας στο οδόστρωμα. Η διαφορά του μοντέλου σε σχέση με τα κοινά συστήματα διαχείρισης οδοστρωμάτων έγκειται περισσότερο στις υπολογιστικές απαιτήσεις του συστήματος καθώς η εφαρμογή γενετικού αλγορίθμου οδηγεί γρηγορότερα σε λύση από ότι οι κλασικές μέθοδοι βελτιστοποίησης όπως π.χ. ο γραμμικός προγραμματισμός.
Η καταλληλότητα και η ευκολία προσαρμογής των γενετικών αλγορίθμων σε προβλήματα διαχείρισης οδοστρωμάτων επαληθεύεται στην παρούσα εργασία. Το σύστημα καταφέρνει να εντοπίζει το βέλτιστο χρόνο με την οικονομικότερη συντήρηση του κάθε τμήματος του οδικού δικτύου και την πιο φιλική λύση για το χρήστη της οδού και το περιβάλλον. / In recent years the focus of the transportation authorities, researchers and practitioners is being shifted from the construction of new roads to the management of existing road structures and especially to road pavements. Pavement Management Systems are widely used and are continuously being improved because they can lead to considerable fund savings and/or to higher levels of service of road pavements.
In this work, a model for pavement maintenance and rehabilitation planning and optimal resource allocation is presented. The objective function aims at minimizing a generalized cost parameter which includes a number of monetary cost components and no monetary impacts. In particular, the objective function consists of the following components: (1) agency cost (the cost of applying the selected maintenance and rehabilitation strategy), (2) user costs (they include vehicle operating cost for fuel consumption, vehicle maintenance and depreciation, traffic delay cost, accident cost, discomfort cost, and delay cost due to maintenance works and (3) environmental impact costs due to traffic pollution and noise. The above cost components are considered with regard to the existing pavement condition levels which are represented by the PSI index. Pavement condition deterioration is assessed through deterministic models that have been developed earlier by our team based on expert opinions and fuzzy systems considering pavement related and traffic parameters, i.e., pavement age, pavement strength, pavement construction quality and traffic loads. The maintenance and rehabilitation treatments are considered with regard to their cost and effectiveness characteristics. Besides the pavement condition deterioration functions, other constraints of the model include budgetary availability (total and individually for different highway groups), threshold values for the minimum accepted pavement condition levels (by highway class), desirable pavement condition levels (by highway class), maintenance and rehabilitation treatment applicability and effectiveness, etc.
Due to the size and complexity of the problem (non linear functions), a genetic algorithm has been used as an optimization tool. The algorithm forms solutions by considering applicable maintenance treatments at each pavement section and year within the analysis period. Each solution is checked against all constraints to ensure the feasibility of the solution. No feasible solutions are discarded and new solutions are generated until the required offspring solutions are obtained. The optimization runs over several road sections with different traffic and pavement condition characteristics and within a time span of 10 years. The budgetary or the minimum accepted pavement condition constraints can be altered in order to get a Pareto-front set of optimal solutions for a particular application. Preliminary evaluation indicates that the model provides reasonable results in terms of the appropriate selection of maintenance and rehabilitation treatments and the time of application.

The second stage aims at applying a multicriteria decision support method (MDSM) in the process of ranking maintenance investments in unpaved roads taking into consideration a group of key variables that were expected to influence the operation of those roads. The ranking method is supported by the Analytic Hierarchy Process (AHP) and it is based on interviews with engineering professionals specialized in the design and analysis of roadway projects. Those professionals were divided into five groups according to their professional skills: a group of students of a M.Sc. Course in Transportation Engineering; a group of professionals who already have obtained the M.Sc. degree in Transportation Engineering; a group of University lecturers; a group of professionals of the Department of Building, Roads and Transportation, of the Cearà State; and a group of consulting engineers. The Expert Choice Software was used to help in the application of AHP, mainly in the task of determining the logical consistency of the comparison matrices as well as in using sensibility analysis to find the most probable order of priority for maintenance investments in some roads of the study area

A implantaÃÃo de sistemas de gerÃncia de pavimentos sempre foi um desafio para os ÃrgÃos responsÃveis pela malha rodoviÃria de uma regiÃo. Este desafio torna-se maior ainda quando a implantaÃÃo deste tipo de gerÃncia deve ser aplicada a uma malha de estradas nÃo pavimentadas, tendo em vista a sua maior extensÃo quando comparada Ãs vias com algum tipo de revestimento, e alÃm disso, a escassez de estudos e trabalhos publicados nesta Ãrea dificulta ainda mais a sua aplicaÃÃo prÃtica. O presente trabalho visa contribuir para a estruturaÃÃo de um sistema de gerÃncia de pavimentos (SGP), enfocando a sua primeira etapa, o levantamento de campo, alÃm da posterior anÃlise dos dados obtidos. Tendo como base estudos realizados nos Estados Unidos, como os de Eaton et al. (1987), procurou-se adaptar e inovar novas tÃcnicas de levantamento de campo, visando facilitar a obtenÃÃo dos dados, que devem ser inseridos nos mÃtodos de avaliaÃÃo das condiÃÃes de rolamento de estradas de terra. As estradas AQZ-01, AQZ-02 e AQZ-03, localizadas no municÃpio de Aquiraz, foram as escolhidas para a realizaÃÃo deste estudo, uma vez que, jà foram utilizadas em estudos anteriores que seguiam a mesma linha de pesquisa, a gerÃncia de vias nÃo pavimentadas. Com a conclusÃo deste trabalho, espera-se fechar um ciclo de pesquisa que se iniciou em 2003 com os estudos de Correia (2003), Moreira (2003) e Nunes (2003) e foram retomados em 2006 por Almeida (2006) e Santana (2006), cada qual trabalhando em uma etapa especÃfica de um SGP. Desta forma, à possÃvel a estruturaÃÃo de um SGP direcionado a vias nÃo pavimentadas e que seja aplicÃvel à realidade das estradas cearenses e que possa ser utilizado por ÃrgÃos municipais, auxiliando na gerÃncia da malha de vias nÃo pavimentadas. / The implantation of the management systems has always been a challenge for the functioning parts which are responsible for the roads of a region. Such challenge becomes even bigger when the implantation of this kind of management has to be applied to roads which are not paved. It is important to consider, in this case, the bigger extension when compared with roads with some kind of overlay. We may also consider the scarcity of studies and works published in this area which complicates even more its practical application. The present work aims to contribute for the arrangement of the pavement management system (PMS), focusing its first stage, the field survey, besides the posterior analysis of the data obtained. We have as a basis the research accomplished in the USA as the ones by Eaton et al. (1987), we also tried to adapt and innovate new techniques of field survey, aiming to facilitate the achievement of data which must be inserted in methods of evaluation of the bearing conditions of the unpaved roads. The roads AQZ-01, AQZ-02 and AQZ-03, located in the district of Aquiraz, were chosen for the accomplishment of this research, once they had already been used in previous works which followed the same line of research, the management of unpaved roads. As a conclusion for this work, we hope to close this research cycle which was started in 2003 with the studies of Correia (2003), Moreira (2003) and Nunes (2003) and were recaptured in 2006 by Almeida (2006) and Santana (2006); each of them working at a specific stage of a PMS directed to the unpaved roads and that is applicable to the reality of the roads in Cearà and which can also be used by the municipal organs, helping in the management of the roads in general as well as of the unpaved ones.
