No entanto, apesar de as relações entre o ABC terem sido fortemente baseadas em percepções de concorrência e rivalidade - com intervalos de aproximação -, os países vêm alçando maior patamar de cooperação a partir das últimas décadas do século XX. Na área de defesa e segurança internacional, esse esforço cooperativo entre os países ganha especial destaque no âmbito das operações de paz, exemplificado pela assinatura de acordos e memorandos, bem como pelo estabelecimento de exercícios combinados e treinamentos conjuntos. Considerando que a política internacional é socialmente construída, o problema de pesquisa indicado é: a despeito da rivalidade na qual as relações entre o ABC se desenvolveram, de que forma esses países têm cooperado na área de operações de paz? (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: Argentina, Brazil, and Chile (ABC) have a history of conflicts involving territorial disputes and search for regional predominance, especially when we take into account the Argentina-Brazil and Argentina-Chile binomials. However, although relations between ABC have been strongly based on perceptions of competition and rivalry - with approximation interludes - those countries have been increasing cooperation levels since the last decades of the twentieth century. This cooperative effort gains special prominence in the field of peace operations, exemplified by the signing of agreements and memos, as by the establishment of joint exercises and training. Considering that international politics is socially constructed, the research problem indicated is: despite the rivalry in which relations between the ABC have developed, in which way these countries cooperate in the area of peace operations? This proposal aims to analyze the joint action of the ABC in peace operations under the aegis of the United Nations (UN), as well as the existing cooperation initiatives in the area, seeking to evaluate its objectives, structure, progress, and results. The experiences of Botswana Defence Force peacekeepers in United Nations peacekeeping missions: the case of Somalia, 1992-1995

Peacekeeping operations were started by the United Nations following the collapse of the collective security system which was hinged on the cooperation of the major powers as proposed in the United Nations Charter. The United Nations Charter however does not give a definition of peacekeeping, making it difficult for nation states and various agencies to delineate the limits of Peacekeeping. However, the Charter provides a comprehensive number of platforms in which different kinds of threats pertaining to international peace and security may be dealt with. In the backdrop to this, peacekeeping endeavours have over the years come to be defined as Chapter six and a half, descending between Chapter six and Chapter seven of the United Nations Charter. The Charter reveals that the purpose of the United Nations is to maintain International Peace and Security (United Nations 1985:6). As a member of the International Community and its commitment to Peace and International Security, Botswana is obliged to take part in International interventions aimed at bringing peace, security and stability to Africa and the rest of the world. To this end the government of Botswana is always ready to release and deploy peacekeepers anywhere such calls are made by regional bodies such as the UN, AU or SADC. (Muyakwabo, 2013:2). The intervention of the BDF in the Somali civil war of 1992-1994 is a classic example of Botswana’s commitment to International Peace and Security. In response to the call by UN to assist Somalis, Botswana deployed a battalion sized BDF contingent of Peacekeepers to the United Nations Operation in Somalia (UNOSOM) to help bring peace and security to the nation of Somalia. (Bachelor, Kingman and Lamb 2000:21). This research study is an exploratory investigation into the experiences of the first Botswana Defence Force Peacekeepers who were deployed in the United Nations Peacekeeping Mission in Somalia (UNOSOM) 1993-1995. Seventeen peacekeepers were interviewed who have participated in both UNOSOM I and UNOSOM II. A thematic analysis of the text was undertaken, in which themes emerged to document and highlight the difficulties that the peacekeepers experienced in Somalia. Narratives from the transcribed interviews were reviewed with the participants and logical analysis by the researcher provided further clarification of the data to understand the experiences of the peacekeepers. The peacekeepers’ descriptions of the situations they faced on the ground provided a new way into understanding the intricacies of traditional peacekeeping. Three fundamental themes emerged: the importance of peacekeeping education and training; the importance and need of logistical support, personal and contingent preparation; and the way forward in ensuring successful and effective peacekeeping by African armies.

When UN peacekeeping forces engage in unauthorized actions the question of which entity, the UN or the troop contributing nation, can be held responsible arises. UN peacekeeping forces are generally not considered to be UN subsidiary organs, but organs of the state put at the disposal of the UN. Therefore, a conduct of the peacekeeping force is attributable to the UN if it exercises effective control over that conduct.  The presumptive view of the effective control test consists of a presumption and a rebuttal phase. The conduct of a UN peacekeeping force is presumed to be attributable to the UN. If national contingents follow instructions from their contributing state and therefore fall out of the effective control of the UN, the presumption is rebutted. The presumptive view may, however, lead to responsibility gaps by presuming attribution to the UN, which enjoys immunity in national courts leaving victims without effective remedies. Dual attribution creates a possibility of attributing one conduct not only to the UN but also to the troop contributing nation. By applying dual attribution on conduct of UN Peacekeeping Forces some responsibility gaps could be avoided. If this possibility will be used in the future to ensure victims effective remedies, is up to the courts to decide.

The Local Effects of UN Peacekeeping

<p dir="ltr">What are the local effects of UN PKOs? Prior research examines the violence reducing effects of peacekeepers at a national and yearly level, but that obscures the real-world effects of peacekeepers who operate at a local level. This dissertation theorizes how UN peacekeepers prevent, displace, and sometimes increase violence against civilians by state and rebel actors. "Who Keeps the Peace?" examines the gendered effects of UN peacekeepers, showing that women increase the operational effectiveness of PKOs. "Does Peace Remain After the Peacekeepers Leave?" explores the durability of subnational peace and theorizes how violence may displace upon peacekeeper arrival. "All About That Base... No Troubl" provides the first analysis of peacekeeping bases by theorizing the gravity of peacekeeping bases over time and space. Each chapter utilizes advanced causal inference methods to understand how peacekeeping impacts violence, from logistic regressions, instrumental variables, and difference-in-differences designs. I conclude by tying together each chapter and exploring what the results mean for the UN, policymakers, and future researchers.</p>

Private Military Companies as "new peacemakers" in Africa : is regulation sufficient?

Thesis (MA)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: This thesis evaluates and explores the function of Private Military Companies (PMCs) on the African continent. The phenomenon of PMCs evolved after the end of the Cold War. This study focuses on the relevant international and national legislation regulating PMCs that conduct active military assistance operations. These PMC operations have a strategic impact on the political, social, economical and security environments of the areas in which they are contracted to operate. The purpose of the thesis is to assess whether PMCs are efficient and cost effective, can be held accountable and to whom, and if current legislation (national and international) regulating PMCs is sufficient. This thesis is a literature survey that seeks descriptive and comparative information relevant to the purpose of this study. It deals with that information qualitatively. No empirical research has been conducted. It is therefore not an opinion survey as no questionnaires have been completed, although interviews with knowledgeable people have been conducted. The thesis focuses on the operations conducted by the now defunct Executive Outcomes (of the Republic of South Africa), a combat type PMC in Angola and Sierra Leone and Military Professional Resources Incorporated (of the United States of America), a non-combat type PMC in Equatorial Guinea. The study concludes that PMC operations through legitimate government contracts at international level are indeed legitimate. The regulations (international and national, if they exist) regarding PMCs are not sufficient, and allow for many grey areas. PMCs that operate in this sphere of grey areas are unacceptable for the international community in the current milieu. PMCs are, however, operating in a vacuum of accountability and regulation (international and national). With sufficient legislation, PMCs could be the new peacemakers. / AFRIKAANSE OPSOMMING: Hierdie tesis evalueer en ondersoek die funksionering van Privaat Militêre Maatskappye (PMM’e) en hul werksaamhede in Afrika. Die PMM-verskynsel het voortgespruit uit die stilstand van die Koue Oorlog. Die tesis fokus op die relevante internasionale en nasionale wetgewing rakende PMM’e wat aktief in een of ander formaat by militêre operasies betrokke is. Hierdie PMM-operasies het ’n beduidende strategiese impak op die sosio-politiese, ekonomiese en sekuriteitareas van die gebiede waartoe hul gekontrakteer is. Die doel van die tesis is om die effektiwiteit en koste-effektiwiteit van PMM’e te evalueer, asook om uit te vind of hulle aanspreeklik is en aan wie hulle verantwoording moet doen. Daar is ook gefokus op huidige wetgewing (internasionaal sowel as nasionaal) rakende PMM’e om die doeltreffendheid van sodanige wetgewing te bepaal. Dit is in hierdie grys areas waarin baie PMM’e funksioneer en waardeur hulle onaanvaarbaar vir die internasionale gemeenskap in die huidige klimaat is. Doeltreffende wetgewing kan moontlik verseker dat PMM’e die nuwe vredemakers kan word.

The challenges facing members of the South African Police Services in peacekeeping missions in Africa

South Africa's peacekeeping role emerged within the context of a changed landscape in Africa. The colonial legacy, the struggles against colonial rule and its subsequent replacement with post-colonial independent governments, shadowed by a global Cold War, ended in the early 1990s. These internal conflicts manifested themselves in violent armed rebellion between governments and opposition or militia groups. The roles and responsibilities of the police during peace-mission operations evolved from merely monitoring host nation police agencies, to reforming, restructuring and rebuilding police forces destroyed by war. United Nations police have assumed primary responsibility for maintaining law and order across all missions, where they play diverse and critical roles in the effort to re-establish the rule of law in states attempting to transition from war to a peace that produces safe and stable societies. The face of peacekeeping has changed from what was commonly known as traditional peacekeeping to being multidimensional in nature. The reason for this change is because the conflict that is taking place currently is no longer that of one country against another country, but is mostly an intra-state situation. The mandate for peacekeeping emanates from the United Nations continental body, i.e. the African Union, Regional Economic Communities, as well as the South African national legal framework. This research was conducted with the purpose of determining the extent of the challenges that the South African Police Service members are faced with during peace missions. The researcher recommends that further research be undertaken to focus on the following aspects: the role of South African Police Service members in Election Observer Mission and the challenges experienced during that kind of mission. Prospects of an effective African peacekeeping capability : from rhetoric to reality

Thesis (MPhil (Political Science))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: This thesis examines the prospects of an effective African peacekeeping capability in light of the developing peace and security architecture of the relatively new continental body, the African Union (AU). The primary aim is to determine the nature and severity of those challenges that currently face the organization’s ambition of realizing this Pan-African dream. This study is a qualitative analysis that comprises both descriptive and exploratory aspects. The thesis begins by discussing the development of peacekeeping in conflict management. It establishes that peacekeeping emerged as an ad hoc response by the UN to address the growing issue of inter-state conflict during the Cold War, but has evolved into one of the primary tools used by the international community to manage complex crises. The advent of new security threats in the post-Cold War era, spurred on by the dynamic process of globalization, necessitated that peacekeeping adapt and is commonly perceived in contemporary discourse as a multidimensional practice. Central to this development was the shift in focus from international to human security and the recent development of the Responsibility to Protect doctrine. The study then goes on to explore the process that has ultimately led to the establishment of the AU’s proposed peacekeeping capability, the African Standby Force (ASF). With a dramatic increase in incidences of violent conflict across the globe in the 1990s, the UN’s limited resources were pushed to the limit, thus paving the way for regional organizations to play a more important role in ensuring international peace and security. The establishment of the AU in 2002 was meant to put to bed the inability of its forerunner, the Organization of African Unity (OAU), which had suffered from limited financial, logistical and structural competence, while its political and institutional authority was hampered by dissent and the qualified support of member states. However, as the African Union Mission in the Darfur region of Sudan (AMIS), highlights, the AU’s peacekeeping capacity is hamstrung by a lack of political will on the part of African leaders, weak institutional capacity, severe financial constraints as well as an overly militaristic approach that neglects the essential multidimensional nature of peacekeeping. / AFRIKAANSE OPSOMMING: Die tesis ondersoek die vooruitsigte van ‘n effektiewe Afrika vrede-bewaringsmag, binne die konteks van die huidige Afrika Unie (AU) se raamwerk vir vrede en sekuriteit. Die primêre navorsingsdoel is om vas te stel wat die AU se belangrikste uitdagings is, om die die strewe na Pan-Afrikanisme te bewerkstellig in die area van vrede-instandhouding op die kontinent. Eerstens word ‘n oorsig gegee oor die ontwikkeling van vrede-instandhouding binne die konteks van konflikbestuur. Die afleiding word gemaak dat vrede-instandhouding ontstaan het as ‘n ad hoc proses binne die Verenigde Nasies ten einde inter-staat konflik tydens die Koue Oorlog, te besleg. Dit is later binne die internasionale gemeenskap aanvaar as die primêre strategie vir die oplossing en hantering van internasionale konflik. Na die einde van die Koue Oorlog, en tesame met die dinamiese proses van globalisering, het vredeinstandhouding egter verder ontwikkel en ’n multi-dimensionele proses geword. Sverige har en lång tradition i att utbilda soldater och förband för försvar av det egna landet. Dettahar varit i fokus för de svenska förbanden under kalla kriget. Idag ställs svenska förband inför nyauppgifter och i andra miljöer än de traditionella, men framförallt möter de svenska förbanden enmotståndare som har andra drivkrafter, medel och metoder än vad motståndaren hade under detkalla kriget.Uppsatsen syfte är att diskutera huruvida den svenska soldat- och förbandsutbildningen äranpassad för denna motståndare. D.v.s. erhåller de svenska förbanden en relevant utbildning?Denna studie genomförs som en fallstudie av FS 15. Studien leds fram av ett antal studiefrågorsom utgör grunden för de variabler som utgör analysverktyget och som sedan nyttjas för attanalysera utbildningen av soldater och förband.Studien visar att de svenska förbanden erhåller en ändamålsenlig utbildning avseende hur upprorbekämpas med direkta och indirekta metoder. Analysen visar också på en utvecklingspotentialavseende lessons learned processen och i utbildningen avseende fenomenet uppror. / Sweden has a long tradition in training soldiers and units for the defense of their ownterritory. This has been the main effort of the Swedish units during the cold war. TheSwedish units of today have to deal with tasks and environments other than thetraditional ones. Moreover, the Swedish units face a belligerent force that has differentmotives, ways and means than the enemy during the cold war.The aim of the thesis is to discuss whether the Swedish soldier and unit training aresuited for this new enemy. Do the Swedish units receive a relevant and proper training?The thesis is accomplished in the form of a case study. The thesis is implementedthrough questions which are the base for the analytical tool. This tool will be used foranalyzing the training of soldiers and units.The thesis shows that the Swedish units receive a relevant training concerningcounterinsurgency with a direct and indirect approach.
