以資料包絡分析法評估地方環保機關污染防治績效分析之適用性 / Applicability of Data Envelopment to the Evaluation of the Local Environmental Protection Authorities' Pollution Prevention Performance

本研究欲針對我國所有縣市之地方環保機關在污染防治業務方面,縣市之間的相對績效良窳排序,鑒於多投入多產出的同儕之間相對績效的分析情境,選擇以資料包絡分析法(Data envelopment analysis, DEA),作為本研究之主要分析方法,藉之以分析2008年至2012年5個會計年度間所出版之《中華民國環境保護統計年報》中,所揭露記載2007年至2011年5年間,有關空氣污染、水污染、廢棄物管理、環境衛生與毒化物管理等污染防治業務相關數據,此前先輔以皮爾森相關分析法,先行過濾剃除DEA效率分析所需之投入項與產出項之間,非呈正相關之數據項目。   分析結果發現,不同的污染防治情境有不同的特色:空氣污染無論是在空污防治效率或是空氣品質兩者排名,都顯示出鄰近縣市之間,或有相互影響排名的可能性,而其中最具影響性之環境因素之一乃每(萬)人所分配之汽車輛數;水污染防治效率排名前段班的縣市,大多在人口、工廠、車輛等環境負荷項目數量或密度上,低於全國平均,但數據也顯示環境負荷量低的縣市不一定就有能在水污染防治效率排名上擁有優勢;廢棄物管理效率排名,北部縣市居中,中部與南部區域內排名呈現M型化;環衛毒化物管理的效率排序,只有離島地區有區域性排名不佳的問題;整合上述四種污染防治效率排序後,臺灣本島東半部名次優於西半部,西半部的中部地區及其鄰近縣市的污染防治效率有普遍性不佳的趨勢,但污染防治效率的排序前後與環境品質的排名的相關性相當微弱,因此在污染防治的整體排名上的軒輊,完全不意味著當地環境品質現況之良窳。   在選擇投入產出項目過程中,本研究根據唐先楠(1995)與黃旭男(1996、1999)的作法,將產出根據行政機關可控制程度,粗分為兩類,可控制程度較高者,本研究稱之為「行政產出」,反之稱為「行政效果」,「行政效果」與投入資源的關係,在污染防治方面的數據上,大多呈現顯著的負相關,因此無法列入一般DEA效率分析;在DEA效率中所計之投入資源,建議採「歲出決算」方面數據,方能符合DEA投入產出項之邏輯觀-投入影響產出,反之,有鑑於預算於行政機關之編列程序,不建議採計「預算」方面的數據,恐不符合投入影響產出之因果關係,影響DEA效率分析之品質與解釋力。 / The aim of this paper is to rank the pollution prevention performance of the local environmental protection authorities in Taiwan, and ranking of the Data envelopment analysis, the solution for measure productive efficiency of decision making units (DMUs) with multi-input and multi-output. The Ranking and analysis database were 《Yearbook of Environmental Protection Statistics, Republic of China》, published by Environmental Protection Administration, Executive Yuan, published in 2008-2012, recording about pollution prevention and control business related data of air pollution, water pollution, solid waste management, environmental sanitation, toxic chemicals and so on during 2007-2011.   After those analyses, these results are showing some trend in different sort pollution prevention performance. About air pollution, both of the ranking for efficiency of air pollution prevention and for air quality are showing that the ranking close between neighboring counties, and one of the most probable factors is that the number of automobile vehicles been allocated for per 10,000 people. About the water pollution efficiency ranking, most of those top class cities and counties are having lower than the national average volume or density in population, factories, vehicles and other environmental load. While integration of all 4 kinds rank of efficiency of pollution prevention, the score of Eastern Taiwan is better than Western Taiwan, and those most worst ranking concentrated in Central Western Taiwan, but the rank of efficiency of pollution prevention does not mean those cities and counties’ environmental quality are good or bad.   In this paper, output is distinguished from the degree of control by administrative organ: if the degree is high, the output has been sorted as “Administrative Outputs”, on the contrary, the output has been sorted as “Administrative Effect”. Most of the relationship between “Administrative Effect” and input are in negative correlation obviously, so, if the output been sorted as “Administrative effect”, Most of them could not be included in the general DEA efficiency analysis. In the other hand, the input item about money, must be adopt the Final Annual Expenditure Accounts, not Budget, that make sure the causal relationship between input and output is consistent with the DEA’s assumption.

高級中等學校校務基金績效評鑑指標之研究 / A Study on the Performance Evaluation Indicators for the School Funds of High Schools

本研究旨在建立高級中等學校校務基金績效評鑑系統, 並以「模糊德菲法」蒐集政策利害關係人意見,共建立5項構面29項指標。 本研究結論如下: 一、本研究共建立五大構面, 以構面權重高低排序分別為: 「財務收支及財產管理績效」(21.28%)、 「基金運用、預算編製及執行績效」(20.52%)、 「學校經營目標及經營計畫」(19.72%)、 「基金管理及學校組織運作」(19.51%)、 「學習品質及滿意度」(18.96%)。 二、依照各構面內指標權重高低,依序如下: (一)「財務收支及財產管理績效」構面內最重要者為「教學研究及訓輔費 用占業務成本與費用比率」。 (二)「基金運用、預算編製及執行績效」構面內最重要者為「建立預算編 製與執行作業程序」。 (三)「學校經營目標及經營計畫」構面內最重要者為「學校校務發展定位 與特色」。 (四)「基金管理及學校組織運作」構面內最重要者為「內部審核執行成效」。 (五)「學習品質及滿意度」構面內最重要者為「建立歷年校務基金報表公 開專區」。 最後,依據研究結論分別給予教育主管機關、學校以及後續研究相關建議。 / The purpose of this study is to establish a system about the performance evaluation indicators for the school funds of high schools in Taiwan. By using the fuzzy delphi method with opinions of stakeholder, the study consists of 5 dimensions and 29 indicators in total. According to priority of 5 dimensions, the conclusions are as follows: 1.“performance of financial receipts, expenditures and property management”(accounts for 21.28%) 2.“performance of funds, budget planning and execute”(accounts for 20.52%) 3.“performance of school management goal and planning ”(accounts for 19.72%) 4.“performance of fund management and school organization operation ”(accounts for 19.51%) 5.“performance of learning quality and satisfaction degree”(accounts for 18.96%) According to priority of intra-dimension indicators ,the conclusions are as follows: 1.In the dimension “performance of financial receipts, expenditures and property management”, the indicator “the ratio for teaching, research ,discipline and counseling cost to operation cost ” accounts for the most part. 2.In the dimension “performance of funds, budget planning and execute”, the indicator “establishing standard of procedure for budget planning and execute” accounts for the most part. 3.In the dimension“performance of school management goal and planning ”, the indicator “status and feature for school development” accounts for the most part. 4.In the dimension “performance of fund management and school organization operation ”, the indicator “performance of internal auditing” accounts for the most part. 5.In the dimension“performance of learning quality and satisfaction degree”, the indicator “establishing school-fund statements website over the years” accounts for the most part. Ricerca sperimentale sulla valutazione della performance nei servizi pubblici. Il lavoro è articolato in due parti: nella prima, dopo una ricognizione internazionale della letteratura e delle principali esperienze della misurazione, gestione e valutazione della performance, viene costruito e argomentato un framework sperimentale per la valutazione della performance dei network pubblici. La seconda sezione presenta uno studio di caso sperimentale per validare il framework. Lo studio di caso ha in oggetto il policy network per la gestione del PTDAR dei pazienti con lesione midollare. Viene considerato come network il territorio regionale e unità di analisi è collocata a livello micro in un unità dipartimentale: Unità Spinale Unipolare. Il framework risulta consistente e promettente per la valutazione dei policy network per le cure integrate. / Experimental case study design for the performance evaluation of health care public services. The thesis is broken down into two main parts: the first part deals with the performance framework construction wherein the international theoretical literature and experiences realized are retrieved and discussed. The second part deliveries an experimental case study design to validate the framework proposed. The case studies focuses on the integrated care pathway for persons whit spinal cord injury/dysfunction. The policy network sets out the Regional policy making and the unity of analysis is a Spinal Unit specialized centre. The framework proved to be consistent and adapted for evaluating policy network for integrated care.

The Performance Evaluation And Persistence Of A Type Mutual Funds In Turkey

Literature reveals studies on mutual fund performance analysis and persistency, with various results. Some studies support hort term performance persistence, while the rest claiming no such persistency among the portfolios. This thesis is an attempt to analyze the performances of Turkish open-end mutual funds for the period of 2003-2010 and search for persistency by extending the time period to June 2011. For performance evaluation, single factor CAPM and ama-French&rsquo / s Three Factor Model are applied. Persistency analysis is done by tracking the relative fund performances on a monthly basis. The results of this study indicate that for the sample period, Turkish A Type mutual funds neither overperform nor underperform the overall market. Nearly all Jensen&rsquo / s alphas are found to be zero, statistically significant. This is also an implication that the mutual funds are earning their expected returns in an efficient mutual fund market in Turkey. The Fama-French&rsquo / s three factor model shows slightly better performance, on the other hand. The size and book to market equity factors are not found significant in general, however they are found jointly significant in all regressions. Persistency is analyzed by tracking the mutual fund erformances on monthly basis. When some mutual funds showed negative or positive performance persistency during the period individually, but the overall picture demonstrates a balanced distribution of performance groups. The number Loser-Loser performances is slightly more than the other three groups, resulting in a tendency for short term negative persistency for the sample analyzed between the period of January 2003 to June 2011.

A Study On Inelastic Response Of Multi-Storey Buildings To Near-field Ground Motions

With the advancement in knowledge of inelastic response of structures, the design and construction practices of reinforced concrete buildings have been changing worldwide. Most of the codes are incorporating the near-fault factors and performance based designs in the seismic codes. However, further investigation is needed to identify the physical behaviour of multi-storey buildings to near-fault ground motions. At present, quantitative evaluation of response and its mitigation to near field ground motions is a popular topic in earthquake engineering field. The present study discusses the inelastic response of symmetric and asymmetric multi-storey buildings to near-fault ground motions. The possibility of design approach is based on ‘expendable top storey’ for the multi-storey RC- buildings to near field records. If such behaviour is feasible one can conceive of a structure whose top storey is permitted and designed to undergo large inelastic deformations while reducing damage in the lower storey. The concept was first proposed in an earlier research (RaghuPrasad, 1977). Such a concept juxtaposes the often-mentioned ‘soft first storey’ concept. Further in this report, the performance evaluation of multi-storey buildings near Chiplun fault in Mumbai, India is also discussed. The thesis is organized in the following chapters: Introduction in Chapter-1 contains detailed literature review on inelastic response of symmetric and asymmetric buildings, response of buildings to near-fault records, elastic and inelastic vibration absorber concepts and performance based designs. The literature reveals that considerable amount of research has been carried out on the elastic, inelastic response of structures and vibration absorber concepts to ordinary ground motions. Recently, the effect of near field ground motions on the response of multi-storey buildings is gaining much importance. Most of the research publications are available on response of symmetric buildings subjected to near field ground motions. But many problems are yet to be investigated. They are, identification of important ground motion parameters in near fault records, vibration absorber concepts and torsional response of structures subjected to pulse type ground motions. These problems are clearly mentioned in the recently published state-of-the-art review by Shuang and Li-Li (2007). In this report an attempt has been made to solve these problems. Effect of near-fault ground motions on symmetric multi-storey buildings in Chapter-2, describes simplified non-dimensionalized equations of motion to study the response behaviour of multi-storey buildings to near fault records. The non-dimensionalized equations of motion are expressed in terms of near fault ground motion parameters. The objective is to find a relation between ductility demand and near field ground motion parameters through neural network approach. For this a neural network modeling was done to predict the ductility demand in terms of peak ground acceleration, peak ground velocity, epicentral distance and pulse period of the near field ground motion. A thorough sensitive analysis is carried out, to ascertain which parameters are having maximum influence on ductility demand. In this chapter further, a comparative study is made on the inelastic seismic response of multi-storey buildings to pulse type and non pulse type ground motions. The study shows that, it is necessary to consider the effect of near fault ground motions separately and make provisions for the design in the codes of practice accordingly. Vibration absorber effect in multi-storey buildings in chapter-3, discusses the behaviour of top storey as a vibration absorber during near field ground motions. For this purpose, a five storey symmetric building model is considered as an example problem to demonstrate the effectiveness of the proposed concept. Response of the structure is obtained for the various combinations of absorber storey parameters such as mass ratio, frequency ratio and yield displacement ratio. Here mass ratio means mass of the absorber storey to that of the bottom storey and similarly for the frequency and yield displacement ratios. Observing the storey-wise variation of these responses, we can say that for a range of mass ratios, frequency ratios and yield displacement ratios, the inelastic response of top storey is large compared to the lower storeys. This range is termed as ‘effective range’. Further, in this range the top storey absorbs the vibration energy of the structure by keeping the lower storeys in elastic state i.e. acts as a vibration absorber. The top storey can also be termed as ‘expendable top storey’. Effect of near-fault ground motions on asymmetric multi-storey buildings in Chapter-4, discusses the inelastic response of asymmetric buildings to single horizontal component and two horizontal components of near fault ground motions viz., fault normal and fault parallel components. For numerical investigations eight building models are considered. Eccentricity has been created by keeping the stiffness and mass centre separately. The building models are subjected to strong motion records of Imperial Valley Array-5 (1979) and Northridge-Sylmar (1994). A detailed study on the effect of base shear strength, eccentricity and pulse period of near fault ground motions on the response is investigated. Performance of multi-Storey buildings in Chapter-5, reported a detailed procedure for the performance evaluation of structures. The procedure is applied to find the performance evaluation of multi-storeyed buildings located in near fault region. Chiplun fault in Mumbai, India has been chosen for the study because several features of that fault are clearly published (RaghuKanth and Iyengar, 2006). Results of performance evaluation of five and ten storeyed symmetric buildings with and without infill panels are studied. Ground motion records consistent with the hazard spectrum for the design are considered. The performance of the building near the Chiplun fault in Mumbai, India shows operational under UHS-500 (uniform hazard spectrum) event and it collapses when the building is exposed to UHS-2500 record. The thesis is concluded in Chapter-6 with an overall summary of the report and suggestions for further scope of the work.

本論文基於具備捕捉影像深度的RGBD影音串流裝置-Kinect感測器,在簡報場域中,作為擷取簡報者肢體動作、表情、以及語言表現模式的設備。首先我們提出在特定時段內的表現模式,可以經由大眾的評估,而具有喜歡/不喜歡的性質,我們將其分別命名為Period of Like(POL)以及Period of Dislike(POD)。論文中並以三種Kinect SDK所提供的影像特徵:動畫單元、骨架關節點、以及3D臉部頂點,輔以35位評估者所提供之評估資料,以POD/POL取出的特徵模式,分析是否具有一致性,以及是否可用於未來預測。最後將研究結果開發應用於原型程式,期許這樣的預測系統,能夠為在簡報中表現不佳而困擾的人們,提點其優劣之處,以作為後續改善之依據。 / In this thesis, we capture body movements, facial expressions, and voice data of subjects in the presentation scenario using RGBD-capable Kinect sensor. The acquired videos were accessed by a group of reviewers to indicate their preferences/aversions to the presentation style. We denote the two classes of ruling as Period of Like (POL) and Period of Dislike (POD), respectively. We then employ three types of image features, namely, animation units (AU), skeletal joints, and 3D face vertices to analyze the consistency of the evaluation result, as well as the ability to classify unseen footage based on the training data supplied by 35 evaluators. Finally, we develop a prototype program to help users to identify their strength/weakness during their presentation so that they can improve their skills accordingly.

The recent performance of Cape Gate Sharon does not measure up to expectations. This is, to a significant extent, due to the fact that there is no effective measurement and follow-up of performance. The implementation of an effective KPI- based, performance evaluation system, within a balanced scorecard structure, should lead to material performance enhancement in Cape Gate Sharon. This, however, requires significant investment in both capital, as well as management involvement. As a pilot study, it is therefore beneficial to focus initially on the before-and-after-effects of the implementation of the KPI-based performance management within Cape Gate Sharon Wire Mills division. The primary objective of this research is to determine the effectiveness of Key Performance Indicators in the product factories of Cape Gate. The specific supportive objectives of this research are the following. • To determine if effective KPI’s are measured • To determine if the implementation of KPI’s have been done successfully • To determine what the effect of specific KPI measurement in Cape Gate is. The literature study identifies what performance measurement and management is, as well as an in-depth study into key performance indicators. A simple, logical and repeatable closed loop model within a framework is suggested for the implementation of a KPI system. For the purpose of this mini-dissertation, the research is carried out through a process of a document analysis and a data analysis. Available reports are used to determine the current performance measurement system, to determine if effective KPI’s were chosen and to determine if the implementation was done successfully. Descriptive statistics were then used to analyse actual production data in order to determine the effect that KPI’s have on production. The results of each supporting objective were used to determine the effectiveness of key performance indicators in the product factories of Cape Gate. It is concluded that an effective set of KPI’s were chosen for Cape Gate product factories, with the exception of absenteeism. The closed-loop model was implemented successfully and all the required steps were taken. The effect of KPI’s was apparent on production, utilisation and downtimes. There is insufficient evidence that an improvement was made on absenteeism and the scrap percentage. 隨著網際網路和企業內部網路的盛行,異質資訊整合成為電子化企業中一個重要的議題,在網路上進行異質資訊整合涉及許多不同新的資訊技術,目前已經有些研究試圖利用延伸標記語言以及本體論當作中介技術來整合異質資訊,為了有效管理企業內的資訊,我們需要一個績效評估模型來衡量異質資訊整合的效能。在本研究中,我們提出了一個在異質資訊整合中運用延伸標記語言及本體論的績效評估工作量模型,並且建立了一個工作量產生器雛形;本研究的目標是希望發展出一個結合延伸標記語言及本體論的工作量模型,以測試在電子化企業中的異質資訊整合是否能整合不同的資訊模型,並且從這些資訊模型中衍生出語意,此工作量模型包含了延伸標記語言與本體論的資料模型與查詢模型,它們是依照延伸標記語言與本體論學名式的資料結構與查詢功能所制訂的,此外,控制模型則定義了績效評估執行環境中所需設定的變數,為了讓此工作量模型能具可攜性和延展性,以便輕易地應用在不同的領域情境中,本研究採取學名結構式且使用者定義、領域獨立的設計方法,最後,我們利用雛形實作來驗證本研究所提出的研究方法。 / With the popularity of Internet/Intranet, heterogeneous information integration becomes a hot IT topic in electronic business (EB) field. Heterogeneous information integration on the Web involves a number of new techniques. There have been research projects applying XML and ontology as mediated techniques to consolidate heterogeneous information. In order to manage and use information more effectively within the enterprise, a benchmark used to evaluate the mechanism of heterogeneous information integration is needed. In this research, we develop a XML and ontology benchmark workload model in heterogeneous information integration, and build a workload generation prototype. The objective of this research is to develop a workload model combines XML and ontology to test whether the heterogeneous information integration system under EB environment can overcome the diverse formats of content and derive meaning from this content. The workload model consists of XML and ontology data model and query model according to the generic data structure and query functionality. Also, a control model is created to set up the benchmark environment. In order to apply the workload model to different scenarios easier, this workload model is designed to be domain independent and generic-construct-based. Finally, we validate the research model through the prototype implementation.
