Desenvolvimento de uma sistemática de melhoria do desempenho econômico de indústrias extrativas : o caso de uma mineração a céu aberto / Development of a systematic of economic performance improvement of Extractive Industries – the case of an open-pit mining

Em função da globalização, os ambientes empresariais estão se tornando mais competitivos; assim, aumenta a preocupação e a necessidade de se prover um sistema de informações gerenciais que seja eficaz, confiável e relevante para auxiliar os gestores a tomarem decisões inteligentes. Com a utilização de princípios e métodos de custeio vinculados aos serviços inerentes aos métodos e operações de lavra, este trabalho tem como primeiro objetivo identificar e compreender as deficiências dos atuais sistemas de custeio e de produção e estruturar uma sistemática que apoie a avaliação do desempenho econômico-financeiro nas minerações a céu aberto. O segundo objetivo deste trabalho é utilizar o método do custo-padrão vinculado à produção e às regras de negócio e validá-lo mediante a comparação do realizado versus previsto nas minerações a céu aberto, através da utilização de conceitos de desperdícios, do princípio do custeio por absorção parcial, do controle e gestão de custos e de produção para avaliação de resultados. A unidade de extração mineral estudada utiliza o método de lavra por bancadas em cava e terceiriza as operações de descobertura, perfuração, detonação, escavação, carregamento e transporte. A empresa contratada utiliza o princípio de custeio por absorção total e o método de custeio de centros de custos. Assim, a sistemática que apoia a avaliação do desempenho econômico-financeiro juntamente com o método do custo-padrão foi validada e desenvolvida em três serviços terceirizados com o objetivo de verificar a sua funcionalidade e a sua praticidade. Portanto, as novas informações gerenciais auxiliam o gestor identificar a produtividade e a lucratividade do empreendimento e os resultados dos serviços e de suas operações, além de todos os custos gerenciais já existentes. / In the light of globalization, the enterprise environments are becoming more competitive; thus, increases the concern and the need to provide a management information system that is effective, reliable and relevant to assist managers to make intelligent decisions. With the use of principles and costing methods linked to services inherent in mining operations and methods, this work is intended mainly identify and understand the weaknesses of the current costing and production system and structure a systematic that supports performance evaluation productive-economic-financial in surface mining. The second objective of this work is to use standard cost method linked to production and business rules and validate it by comparing the accomplished against foreseen in surface mining, through the use of concepts of wastes, the principle costing of partial absorption, cost control and management for production to evaluation of results. The mineral extraction unit studied uses the open pit mining method and outsources the mining operations of pre stripping, drilling, blasting, rock excavation, loading and transportation. The outsourced company uses the costing principle of total absorption and the costing method is the cost centers. Thus, the systematic that support the evaluation of productive-economic-financial performance and the standard cost method were developed and validated in three outsourced services with the goal of verifying its functionality and practicality. Therefore, the new management information assists the manager to identify the productivity and profitability of the enterprise and the results of its operations and services, in addition to all of the existing management costs.

Projeto e avaliação de um broker como agente de intermediação e QoS em uma nuvem computacional híbrida / Design and evaluation of a broker as QoS and intermediation agent in hybrid cloud computing

A presente tese de doutorado propõe uma arquitetura de cloud broker para ambientes de computação em nuvem híbrida. Um cloud broker tem o objetivo de executar a mediação entre clientes e provedores, recebendo requisições dos clientes e encaminhando-as ao serviço do provedor que melhor se adaptar aos requisitos de qualidade de serviço (QoS) solicitados. A arquitetura de broker de serviços com QoS proposta denomina-se QBroker, características de implementação de seu modo de operação bem como sua interação com os recursos virtuais de um ambiente de nuvem são apresentadas. O modelo de nuvem considerado foi o de nuvem híbrida com uma caracterização de arquitetura orientada a serviços (SOA) na qual serviços remotos são disponibilizados aos clientes. A política de escalonamento de tarefas desenvolvida para o QBroker foi a de intermediação de serviços, considerando tratativas de QoS, diferenciação das instâncias de serviços (SOA) e alocação dinâmica de serviços. Além disso, toda a caracterização do modo de operação do QBroker foi baseada no conceito de intermediação do modelo de referência de nuvem do NIST. O componente QBroker foi introduzido numa arquitetura de computação em nuvem BEQoS (Bursty Energy and Quality of Service), desenvolvida no Laboratório de Sistemas Distribuídos e Programação Concorrente do ICMC-USP de São Carlos. Avaliações de desempenho para a implementação da arquitetura QBroker foram conduzidas por meio de programas de simulação com uso da API do simulador CloudSim e da arquitetura CloudSim-BEQoS. Três cenários experimentais foram avaliados e, segundo a análise de resultados efetuada, foi possível validar que as características arquiteturais implementadas no QBroker resultaram em significativo impacto nas variáveis de resposta consideradas. Assim, foi possível comprovar que o uso do QBroker como mecanismo de mediação em ambientes de nuvem híbrida com SOA promoveu ganhos em desempenho para o sistema de nuvem e permitiu melhoria na qualidade dos serviços oferecidos. / This doctoral thesis proposes a cloud broker architecture for hybrid cloud computing environments. A cloud broker aims to perform mediation between clients and providers, receiving customer requests and forwarding them to the service provider that best suits the requested QoS requirements. The broker architecture services with QoS proposal is called QBroker. Implementation features of its mode of operation as well as its interaction with the virtual resources from a cloud environment are presented. The cloud deployment model was considered a hybrid cloud with a characterization of service-oriented architecture (SOA) in which remote services are available to customers. The task scheduling policy developed for QBroker was the intermediation of services, considering negotiations of QoS, differentiation of services instances and dynamic allocation of services. Moreover, the entire characterization of QBroker operation mode is based on the intermediation concept of the NIST cloud reference model. The QBroker component was introduced into a cloud computing architecture BEQoS (Bursty, Energy and Quality of Service), developed in the Laboratory of Distributed Systems and Concurrent Programming at ICMC-USP. Performance evaluations analysis the of results of QBroker architecture were conducted through simulation programs using the CloudSim simulator API and CloudSim-BEQoS architecture. Three experimental scenarios were evaluated and, according to analysis of the results, it was possible to validate that the architectural features implemented in QBroker resulted in significant impact on response variables considered. Thus, it was possible to prove that the use of QBroker as mediation mechanism in hybrid cloud environments with SOA promoted performance gains for the cloud system and allowed improvement in the quality of services offered.

Estudo sobre a utilização de algumas normas da série ISO 14000 na Gestão Ambiental Municipal / Assessing the application of some ISO 14000 Standards for Municipal Environmental Management

A presente pesquisa procura contribuir para a Gestão Ambiental Municipal através dos seguintes objetivos: a investigação dos problemas ambientais em uma cidade de médio porte, São Carlos, e a viabilidade de aplicação do modelo de Sistema de Gestão Ambiental proposto pela ISO 14001, na Prefeitura da mesma cidade. O levantamento dos problemas ambientais munucipais foi feito através do uso de indicadores ambientais, baseados em algumas diretrizes estipuladas pela ISO 14031 - Avaliação do Desempenho Ambiental (ADA). Esta etapa do estudo foi comprometida pela carência de valores de referência, para a maioria dos indicadores urbanos, considerando as particularidades das cidades. Apesar disto foi possível conhecer a dinâmica e alguns problemas ambientais municipais. Já a viabilidade de aplicação da ISO 14001 na Prefeitura, foi estudada através da aplicação de questionário em diversas Secretarias Municipais, abordando procedimentos comuns em um Sistema de Gestão Geral e um Sistema de Gestão Ambiental. Foi constatado que apesar da existência de alguns procedimentos bem desenvolvidos na Prefeitura de São Carlos, a maioria não está completamente implantada. / The goal of this work was to contribute to Municipal Environmental Management assessing the following aspects: the investigation of the environmental problems of a medium sized city, São Carlos, and determining if an environmental management system based on ISO 14001 could be applied to the Prefecture of this city. The investigation of the environmental problems was carried out using environmental indicators, based on guidelines stated in the ISO 14031 - Environmental Performance Evaluation (EPE). This stage was compromised by a lack of reference values, for most urban indicators, considering cities\' particularities. But this stage allowed us to know the process of some environmental problems. The application of ISO 14001 at São Carlos Prefecture was assessed using a questionnaire addressing common procedures of both the General Management System and the Environmental Management System. Although the existance of some well implemented procedures in São Carlos Prefecture was detected, the majority of then was not fully implemented.

É necessário que sejam considerados amplos aspectos e objetivos a serem atingidos, conforme aponta a literatura. No entanto, percebe-se que em alguns países essa prática, paulatinamente, vem sendo trabalhada sob o argumento de que a ADD é indispensável para a melhoria da qualidade do ensino, principalmente no que diz respeito à aprendizagem dos estudantes. Por outro lado, defende-se, a partir do estudo realizado, três temas comuns na agenda educacional da maioria dos países: formação de professores, valorização da carreira docente e criação de mecanismos de avaliação. No Brasil, o foco de estudos nesse sentido é bastante incipiente, e muito precisa ser feito para se chegar a uma forma de avaliação que seja justa para todos. Para realizar a pesquisa ora proposta, foi utilizado o estudo de caso, descritivo, com abordagem qualitativa, delineado a partir de dados coletados na Gerência de Pesquisa e Estatística da SEDUC/AM. Foi feita também a revisão da literatura por meio do acesso aos bancos de dados de pesquisa científica. A pesquisa aponta para os seguintes resultados: a Secretaria de Educação do Amazonas possui um sistema de avaliação dividido em três possibilidades, conhecidas como progressão. São elas: horizontal, vertical e diagonal, em que é levada fortemente em consideração a isonomia. Outro resultado importante diz respeito às experiências relevantes de outros países: a avaliação nos Estados Unidos da América (EUA), com o Interstate Teacher Assessment and Support Consortium (InTASC), e o National Board for Professional Teaching Standards (NBPTS,). Na América Latina, o Chile se destaca. Os professores são avaliados usando-se quatro instrumentos, com consequências positivas e negativas para os professores. Baseando-se nesses aspectos, a proposta aqui é um modelo de avaliação com mecanismos específicos que dialogam entre si, sendo: padrões de desempenho, instrumentos, periodicidade, avaliação do resultado, formação e desenvolvimento e responsabilização. A principal contribuição desta pesquisa está em colocar para o debate a necessidade de se discutir o processo de avaliação do desempenho docente (ADD), de modo justo e eficaz para a valorização dos professores e a melhoria da qualidade do ensino no Amazonas. / The evaluation of teacher performance (DAD) is a complex process. It is necessary to consider broad aspects and objectives to be reached as pointed out in the literature. However, in some countries this practice has been gradually worked out as an argument that the DDA is indispensable for improving the quality of teaching, especially with regard to student learning. On the other hand, it is defended from the study carried out three common themes in the educational agenda of most countries: teacher training, valorization of teaching career and creation of evaluation mechanisms. In Brazil the focus of studies in this sense is very incipient, and much needs to be done to arrive at a form of evaluation that is fair to all. To carry out the research proposed, the case study was used, descriptive with a qualitative approach. The subjects of the research were the teachers of the state education network, the actual staff and participating in performance evaluation promoted SEDUC / AM. The data collection was carried out during the months of March to June of 2016, being divided into three stages: 1st stage was the analysis of the legislation in force in the State in the scope of State education. In the second stage data were collected in the Research and Statistics Management of SEDUC / AM. In the 3rd step the literature review through access to scientific research databases. The research points to the following results. The education department of Amazonas has an evaluation system divided into three possibilities, known as progression: horizontal, vertical and diagonal, where isonomy is strongly considered. Another important result concerns the relevant experiences of other countries regarding evaluation in the United States of America, with InTASC, the Interstate Teacher Assessment and Support Consortium, and the NBPTS, the National Board for Professional Teaching Standards. In Latin America, Chile stands out. Teachers are evaluated using four tools, with positive and negative consequences for teachers. Based on these aspects, we propose a model of evaluation called PAE, where it was thought as a proposal, specific mechanisms that dialogue among themselves, being: performance standards, instruments, periodicity, evaluation of results, training and development and accountability. The main contribution of this research is to put into the debate the need to discuss the process of teacher performance evaluation (DDA) that can be fair and effective for the appreciation of teachers and the improvement of teaching quality in the Amazon.

O tipo de pesquisa foi descritivo, sendo aplicado um questionário buscando-se confirmar a eficácia do monitoramento destes índices para o desenvolvimento comercial da organização. A técnica de pesquisa foi o estudo de caso e os dados levantados se referem à empresa supracitada. Os resultados indicaram que, após a implantação do Modelo de Avaliação de Desempenho em Vendas a partir de abril de 2013, o setor da empresa objeto do estudo, identificando lacunas de capacitação a partir da análise dos dados monitorados, iniciou um processo de desenvolvimento personalizado dos seus colaboradores. A Divisão passou a contratar, de modo mais apurado, profissionais de vendas mais competentes. Este processo auxiliou significativamente a organização no alcance de seus objetivos comerciais e estratégicos. / This study was conducted in the Professional Division of a company in the cosmetics sector, in the state of Rio de Janeiro, where their key performance indicators were analyzed in order to verify the perception of its managers in relation to the valuation model by sales performance adopted by the organization. The type of research was descriptive, with a questionnaire seeking to confirm the effectiveness of monitoring these indices for the company commercial development. The research technique was the case study and the data collected refer to the aforementioned organization. The results indicated that, after the implementation of Performance Evaluation Model for Sales from April 2013, the sector of the study subject company, identifying skills gaps from the analysis of monitored data, started a custom development process of its employees. The Division began hiring of more accurate way more competent sales professionals. This has significantly helped the organization in achieving their business and strategic objectives.

Como cenário para esta investigação, analisamos as vivências de prazer e sofrimento de servidores de uma instituição pública federal, que desenvolveu uma sistemática de avaliação de desempenho individual, para fins de pagamento de uma gratificação de desempenho relevante na remuneração destes servidores, a partir da instituição legal da mesma. Para atingir o seu objetivo e partindo de um referencial teórico crítico acerca da desvalorização do trabalho ao longo do pensamento administrativo, bem como dos pressupostos ideológicos neoliberais e gerencialistas que levaram à Reforma do Estado, o presente estudo utilizou-se de uma análise documental da legislação que instituiu a gratificação de desempenho para diversas carreiras da Administração Pública Federal e de entrevistas individuais e semi-estruturadas com servidores das duas principais diretorias finalísticas de uma dessas instituições. Os resultados apresentaram cinco núcleos de sentido, que indicam características de uma organização do trabalho tipicamente taylorista, além de uma avaliação revestida de aspectos altamente objetivos, caracterizada por um viés instrumental e produtivista, sem espaço para a subjetividade e, portanto, na contramão da avaliação do trabalho. / This present work regards the consequences of the modern individual performance evaluation models and presents the relationship between the methods for the verification of the performance and the evaluation of work, under the perspective of the Psychodynamics of work. The framework of this present investigation is hereby represented by the analysis regarding the experiences of pleasure and suffering of the servants from a public federal institution which developed an individual performance evaluation system, with the finality of payment of a relevant performance-related bonus to such servants, through the legal institution of the referred bonus. In order to achieve its purpose and starting from a critical theoretical reference regarding the depreciation of labor throughout the line of thought of the administration, as well as the neoliberal and managerial ideological suppositions, which led to the State Reform, this present work used a documental analysis concerning both the legislation that instituted the aforementioned performance bonus into many different careers inside the Federal Public Administration and the individual and semiarticulated interviews with the servants of the two main finalistic board of directors from one of the referred institutions. The results presented five cores of meanings, which reveal the characteristics of a typically tayloristic organization of labor, as well as an evaluation coated with highly objective aspects, characterized by an instrumental and productivist bias with no room for the subjectivity and, therefore, in contrast with the evaluation of work.

Modélisation et simulation de réseaux de capteurs sans fil / Modeling and simulation of wireless sensor networks

Cette thèse traite de la modélisation et la simulation de réseaux de capteurs sans fil afin de fournir des estimations précises de consommations d´énergie. Un cadre de conception et de simulation base sur SystemC au niveau système est proposé, nommé IDEA1. Elle permet l’exploration de l’espace de conception de réseaux de capteurs à un stade amont. Les résultats de simulation comprennent le taux de livraison de paquets, la latence de transmission et les consommations d’énergie. Sur un banc d’essai comportant 9 nœuds, la différence moyen entre les IDEA1 simulations et les mesures expérimentales est 4.6 %. Les performances d'IDEA1 sont comparées avec un autre simulateur largement utilisé, NS-2. Avec la co-simulation matérielle et logicielle, IDEA1 peut apporter des modèles plus détaillés de nœuds de capteurs. Pour fournir les résultats de la simulation au même niveau d’abstraction, IDEA1 réalise les simulations deux fois plus vite que NS-2.Enfin, deux études de cas sont accomplies pour valider le flot de conception d'IDEA1. La performance de l‘IEEE 802.15.4 est globalement évaluée pour diverses charges de trafic et configurations de paramètres de protocole. Une application de contrôle actif des vibrations est également étudiée. Les simulations d'IDEA1 trouvent le meilleur choix de protocoles de communication. / This thesis deals with the modeling and simulation of wireless sensor networks in order to provide mote accurate prediction of energy consumptions. A SystemC-based system level design and simulation framework is proposed, named as IDEA1. It enables the design space exploration of sensor networks at an early stage. The simulation results include packet delivery rate, transmission latency and energy consumptions. A testbed consisting of 9 motes is built to validate the simulation results of IDEA1. The average deviation between the IDEA1 simulations and the experimental measurements is 4.6%. The performances of IDEA1 are compared with a widely-used WSN simulator,NS-2. With the hardware and software co-simulation, IDEA1 can provide more detailed models of sensor nodes. For offering the simulation results at same abstraction level,IDEA1 only uses one third of the simulation time of NS-2. Finally, two case studies are performed to validate design flow of IDEA1. The performance of IEEE 802.15.4sensor networks is comprehensively evaluated for various traffic loads and configurations of protocol parameters. In addition, a real-time active vibration control application is also studied. By the simulation of IDEA1, the best choice of communication protocols and hardware platforms is found.

Influence de la pratique réflexive sur le perfectionnement professionnel et l'évaluation axée sur l'apprentissage dans l'évaluation du rendement de la direction d'école

Alors que les gouvernements cherchent à améliorer le rendement des systèmes scolaires qu’ils financent, l’intérêt des dirigeants porte sur les résultats des élèves mais aussi sur le rendement des professionnels de l’éducation, dont les directions d’école. Cette étude a pour but de contribuer au développement de la connaissance sur l’évaluation du rendement de ces dernières en répondant à la question : Comment les directions d’école perçoivent-elles la pratique réflexive dans leur processus d’évaluation? La recension des écrits montre que les directions qui ont le plus de succès jouent un rôle actif dans leur amélioration et que la pratique réflexive accroît la pertinence du perfectionnement professionnel et par conséquent le rendement de la direction. L’étude propose un cadre conceptuel qui tient compte du perfectionnement professionnel, de l’évaluation axée sur l’apprentissage et de la pratique réflexive. Cette recherche suit une méthodologie mixte afin de déceler les tendances et les perceptions quant aux pratiques à l’étude. D’abord, un questionnaire à choix de réponses a été administré sur Internet et les réponses de 65 directions d’écoles de langue française de l’Ontario ont été traitées de façon quantitative. Ensuite, des entrevues semi-structurées avec dix des répondants ont permis d’approfondir le sujet par une méthode qualitative en offrant l’occasion aux participants de partager leur vécu. Les résultats dévoilent que le perfectionnement professionnel occupe peu de place dans l’évaluation du rendement bien que les participants se servent d’objectifs de croissance professionnelle. La pratique réflexive est souvent déclenchée par un inconfort, par un succès ou par une occasion de perfectionnement ou est provoquée par des situations extérieures transposées à la situation de l’école du participant. Les échanges structurés et les discussions franches entre collègues et avec le superviseur favorisent la pratique réflexive. La rétroaction spécifique du superviseur donne des pistes d’amélioration appuyées d’un soutien. Les participants reconnaissent qu’ils jouent un rôle actif dans leur évaluation et recherchent un encadrement orienté vers l’amélioration. Diploma thesis oriented on processes and business process management (BPM) is tightly related to the ability of organizations to adapt to the reality of today's world, reality of continuous and accelerating change. The objective for theoretical part is to summarize main terms, approaches, methods and other information about business process management, reasons for its evolution, business process modeling, execution by personal and other sources and its efficiency, process performance evaluation, to be able to use and apply them in commercial practice on the example of a small business company. Practical part includes results of theory application and knowledge acquired throughout studies application on the example of iFirma company. The thesis brings up process approaches application example in a business company and an intention to proof positive impact on its performance and continuous process improvement. What influence will IS/IT support of processes and process changes have? Several approaches to business management and even more applications bring up a need to evaluate and pick the right approach.

圖書館統計應用於大學圖書館績效評鑑 / Study on the library statistics application to performance evaluation at university libraries

圖書館是一國文化建設的重要指標,在現今知識經濟時代中,資訊服務競爭日趨激烈且多元,面對少子化,大學圖書館應高度回應學術環境的變遷,運用營運績效來表現其在機構任務中的價值,並發展相關專業知識,以陳述圖書館對於學生學習與成功的影響。在執行績效評鑑時,國家圖書館之〈全國圖書館調查統計系統〉係為各館一致遵循,且定期提供的統計數據系統,應可利各圖書館進行營運績效評鑑之應用,同時亦能提供圖書資訊學專家或社會學家進行學術研究之參用。在績效評鑑模式上,關鍵績效指標(KPI)是用以衡量組織績效最為重要的資訊,也是績效指標範圍當中最核心的部分,可以說是引導圖書館發展方向的儀表板。 本研究目的有四:(1)探討大學圖書館績效評鑑與關鍵績效指標。(2)探討大學圖書館統計資料與績效評鑑指標的關係,以建構適合大學圖書館績效評鑑之模式。(3)探討〈全國圖書館調查統計〉支持本研究建構的大學圖書館統計支持績效評鑑模式的可行性,與績效評鑑實施的有效性。(4)探討圖書館統計是否滿足大學圖書館績效評鑑實施的需求。 為獲研究結果,本研究透過焦點團體訪談法建構成五個評鑑構面、20項重要績效指標,作為國內大學圖書館之關鍵績效指標評鑑模式之評鑑工具。為確保績效指標的可行性,經過研究者取樣國內13所大學圖書館統計調查資料,實際進行個案研究結果,獲得以下結論:(1)大學圖書館實施績效評鑑仍為少數,但各館普遍配合〈全國圖書館調查統計系統〉進行統計並如期填報。(2)本研究提出大學圖書館績效評鑑之五大構面20項重要績效指標具可行性,可做自我評鑑及檢視績效成果之用。(3)運用最佳權重和關鍵績效指標,建構出關鍵績效指標評鑑模式。(4)〈全國圖書館調查統計〉統計項目大致可滿足於大學圖書館20項重要績效評鑑指標項目。 針對所獲得的研究結果,提出三點建議:(1)國家圖書館之〈全國圖書館調查統計系統〉,與績效評鑑指標結合,透過各圖書館上傳各項統計至系統後,系統即可自動進行大數據分析,讓統計資料即時轉換為績效成果,預期將節省實施績效評鑑之時間和人力成本,提高大學圖書館全面實施績效評鑑之意願。(2)圖書館可以運用關鍵績效指標評鑑模式,透過全國大學圖書館的績效評鑑結果,進一步針對各館進行SWOT分析,訂定未來營運發展的具體可行之量化與質化目標,展現圖書館的影響價值。(3)推動大學圖書館實施績效評鑑,建立長期和完整的評鑑資料庫。 / A library is an important indicator of a country's cultural construction. In the present time of knowledge-based economy, information services are becoming increasingly competitive and diverse. In the face of a low-birth rate, university libraries have to demonstrate their value through operating performance and develop related professional knowledge in response to changes in the academic environment in order to state their influence on students’ learning and academic success. When carrying out the operating performance evaluation, university libraries may refer to the data published regularly by the Library Statistical System of National Central Library; experts or sociologists may also refer to these data in their academic study. To measure the performance of an organization, Key Performance Indicator (KPI) is the most important information and the core of all performance indicators; it can be said to be the dashboard that guides the development of a library. The research has four purposes: (1) exploring the performance evaluation and the key performance indicator of university libraries; (2) exploring the relationship between the library statistics and the performance indicator in order to build an appropriate performance evaluation model for university libraries; (3) exploring the feasibility of supporting the performance evaluation model by the university library statistics established with the support of Library Statistical System and exploring the effectiveness of implementation of performance evaluation; and (4) exploring whether the library statistics satisfy the requirements for the implementation of performance evaluation at university libraries. As to the performance evaluation model, the research has established five aspects of performance evaluation of university libraries and 20 key performance indicators through focus group. To ensure the feasibility of these performance indicators, the researcher sampled 13 university libraries’ statistics and carried out the case study. The conclusions are as follows: (1) only few university libraries carried out performance evaluation, but each university library gathered statistics and filed with the Library Statistical System as required; (2) five aspects of performance evaluation of university libraries and 20 key performance indicators proposed by the research were feasible and applicable to self-evaluation and self-review of performance results; (3) the performance evaluation model was established based on the optimum weight and key performance indicators; and (4) Statistical items of the Library Statistical System generally meet 20 key performance indicators of university libraries. Three recommendations are proposed based on the result of the research: (1) With the application of the Library Statistical System of National Central Library and performance evaluation indicators, university libraries upload the statistics to the system where data are analyzed automatically and converted into the performance results. Such application is expected to save time and labor costs of implementation of performance evaluation and increase the willingness of university libraries to implement performance evaluation; (2) Based on the KPI model and the results of performance evaluation of nationwide university libraries, university libraries may be able to carry out the SWOT analysis and set up the feasible quantitative and qualitative goals of future operation and further demonstrate their influence; and (3) university libraries are encouraged to implement performance evaluation and establish an extended and sound evaluation database.
