A partir da análise do quadro histórico e teórico dos projetos de integração em matéria de infraestrutura, bem como da análise da política externa brasileira para a integração da infraestrutura física sul-americana, a presente dissertação verifica o panorama dos principais projetos de infraestrutura sul-americanos, a agenda e execução das obras realizadas e as principais fontes de financiamento. À luz da análise do desenvolvimento histórico e dos projetos implementados, conclui-se que conciliar a integração da infraestrutura, suas obras e o desenvolvimento econômico com a preservação do meio-ambiente, a sustentabilidade e a busca de justiça social, consistem nos principais desafios que se colocam para o COSIPLAN atualmente. / The integration of regional physical infrastructure is one of the most important issues in the multilateral agenda of South American countries, since the advent, in 2000, of the Initiative for the Integration of the Regional Infrastructure in South America (IIRSA), later incorporated as a technical forum of the South American Council on Infrastructure and Planning (COSIPLAN), an organ of UNASUR. From the analysis of the historical and theoretical framework of integration projects in infrastructure, as well as the analysis of the Brazilian foreign policy for the integration of South American physical infrastructure, this dissertation verify the overview of the main projects of infrastructure in South America, the agenda and the execution of the infrastructure works and the main sources of funding. In the light of the historical analysis and of the implemented projects, it concludes that reconcile the integration of infrastructure, its infrastructure works and economic development with the preservation of the environment, sustainability and the search for social justice, consists the main challenges that arise for COSIPLAN currently.

Da infraestrutura física as práticas pedagógicas : desafios da escola frente ao aluno público-alvo da Educação Especial /

Orientador: Vera Lucia Messias Fialho Capellini / Resumo: Estudos evidenciam que mesmo a educação inclusiva sendo garantida por políticas e leis que as regulamentem e apoiem, muitas são as dificuldades encontradas para sua total concretização, seja por falta de recursos, despreparo profissional, práticas pedagógicas não inclusivas, infraestrutura física irregular ou não adaptada. Assim sendo, quanto mais precisa for a avaliação da realidade escolar, melhores condições terão os dispositivos legais para identificar, planejar e desenvolver ações que zelem pelo direito à aprendizagem de todos os alunos, principalmente dos alunos Público Alvo da Educação Especial (PAEE). A presente pesquisa do tipo descritiva, com delineamento metodológico de estudo de campo, teve como objetivo descrever, analisar e avaliar a infraestrutura física e as práticas pedagógicas existentes considerando a escolarização de alunos PAEE nas escolas comuns de um Sistema Municipal de Ensino Fundamental. A fim de atingir tal objetivo, a presente foi dividida em dois estudos, cada um com introdução, método, resultados e discussões específicas. O primeiro estudo buscou verificar as condições da infraestrutura física das escolas de um sistema municipal de ensino fundamental, considerando os alunos PAEE e o segundo estudo teve como objetivo investigar as práticas pedagógicas desenvolvidas em uma classe comum, com aluno PAEE matriculado. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: Studies point out that even inclusive education is guaranteed by policies and laws that regulate and support them, many difficulties are encountered for their complete implamentation, either due to lack of resources, lack of professional preparation, non-inclusive pedagogical practices, irregular or unadapted physical infrastructure. Therefore, the more accurate the evaluation of the school reality, the better the legal provisions to identify, plan and develop actions that ensure the right to the learning of all students, especially the Special Education Target Audience (SETA) students. The present descriptive research, with a field study methodological outline, aimed to describe, analyze and evaluate the physical infrastructure and existing pedagogical practices considering the schooling of students SETA in public schools an Municipal System of Primary Education. In order to achieve this objective, this was divided into two studies, each with specific introduction, method, results and discussions. The first study sought to verify the conditions of the physical infrastructure of the schools of a municipal system of primary education, considering the SETA students and the second study had as objective to investigate the pedagogical practices developed in a common class, with SETA student enrolled. Hoje bilhões de pessoas praticam esta modalidade diariamente com diversos fins, dentre esses, há cerca de 150 milhões de atletas registrados, competindo por ligas e divisões profissionais, existentes mundo afora, desde as mais “ricas” até aquelas com menores aportes financeiros. No Brasil o futebol possui quatro divisões nacionais profissionais. Dentro dos estados existem também várias divisões, que recebem as mais diversas denominações, sendo mais conhecidas como primeira, segunda, terceira e quarta divisões: podendo ainda ser separadas por cores, letras ou módulos representativos do nível em que se encontram atualmente. O Rio Grande do Sul, especificamente vem adotando a seguinte classificação: 1ª divisão, divisão de acesso e 2ª divisão. O objeto de estudo deste é a 2ª divisão que, premia ao final da competição, os dois primeiros colocados com a participação no campeonato da segunda divisão no ano seguinte. O objetivo deste estudo é: Investigar a infraestrutura física e pessoal dos e o conhecimento do treinador e de um dirigente acerca do futebol dos clubes que participam da 2ª Divisão do RS. Today billions of people practice this modality daily with several purposes, among them, there are about 150 million registered athletes, competing for leagues and professional divisions, existing worldwide, from the "richest" to those with the lowest financial bontributions. In Brazil, football has four professional national divisions. Within the states there are also several divisions, which receive the most diverse denominations, being better known as first, second, third and fourth divisions: they can also be separated by colors, letters or modules representing the level they are currently in. Rio Grande do Sul, specifically has adopted the following classification: 1st division, division of access and 2nd division. The object of study of this is the 2nd division, which rewards at the end of the competition, the first two placed with the participation in the championship of the second division the following year. The objective of this study is: To investigate the physical and personal infrastructure of and the knowledge of the coach and a manager about the soccer of the clubs that participate in the 2nd Division of RS. The approach to this research on infrastructure will be to describe how the clubs' physical structure is in terms of stadium, training center (CTs), body building, medical office and other facilities necessary for the proper functioning of a football club . Another infrastructure investigated will be human resources. We will describe how the technical committee (TC) and the support committee are composed and what is the formation of the components of these commissions. The study will use an exploratory descriptive approach, of the 14 clubs that participate in the 2nd Division of RS professional football.

The theoretical framework adopted relied on the approaches and concepts presented by the Neo-Schumpeterian perspective. This framework was chosen because, by means of the Innovation System concept, this literature allows us to analyze the relationships and configurations of actors, as well as the role of the state and of social, science and technology, and economic policies in the studied region. The analysis considered four selected dimensions: physical infrastructure, human capital, scientific production, and funding. These variables were chosen because they allow us to verify the possibilities and limitations of developing a biotechnology RIS in the Northeast of Brazil, and these elements would help in answering the question behind this dissertation. The location of the physical infrastructure was determined by means of bibliographic and documental research and interviews with heads of institutions that do biotechnology research. Regarding human capital, the analysis focused on resource training in biotechnology, highlighting graduate courses and research groups in the area. To measure knowledge production, we delimited scientific collaboration among researchers in the field of biotechnology as the focus of this category. For the funding dimension, information was gathered from reports available at the websites of national and state funding agencies. The data was analyzed through method triangulation, involving quantitative and qualitative research stages. To back the analyses, we revisited the integration policies in the area of Science, Technology and Innovation. Our analysis has shown that these policies play a crucial role in the development of biotechnology in the region being studied. The data revealed that the physical infrastructure is concentrated in only three states (Bahia, Cear?, and Pernambuco). In this regard, the Northeast Biotechnology Network (Renorbio) stands out as a strategic actor, enabling states with poor infrastructure to develop research through partnerships with institutions located in another state. We have also verified that the practices involving human resource training and knowledge production are factors that enable the emergence of a regional system for biotechnology in the studied region. As limitations, we have verified the low immersion level of regional actors, the heterogeneity of socioeconomic indicators, the lack of financial resources, and a low innovation culture in the business sector. Overall, we have concluded that the development of a Regional Innovation System in Biotechnology, based on the current regional dynamics, depends on an effective change in the behavior of the social agents involved, both in the national and regional dimensions as well as in the public and private spheres / O ponto de partida do presente trabalho consistiu em investigar o desenvolvimento da biotecnologia no Nordeste brasileiro na perspectiva de um Sistema Regional de Inova??o (SRI). School climate instrument : a pilot study in Pretoria and environs

School climate has been of interest internationally for a number of years not only because school climate has been linked to the effectiveness of the school but also to learner achievement. School climate was the focus of this research study and in particular the development of a school climate questionnaire for learners in Pretoria schools. Prominent factors influencing school climate were identified from literature and six of the more prominent factors were selected for study namely cohesiveness, trust, respect, control, violence and physical infrastructure. These were conceptualised in terms of systems theory using an input-throughput-output model. Input into the system is the learners, educators, principals, policies on school-level as well as policies on National level and resources. The throughput was considered as the process of interaction between the learners, educators and principals and how this influences cohesiveness, trust, respect, control, violence and physical infrastructure. The interplay results in behaviours, perceptions and attitudes of the principal, educators and learners, which influences the atmosphere within the school (output). Survey research was undertaken in order to collect data on the six factors from the perspective of the learner. A self-administered questionnaire was used and was developed based on numerous school climate instruments. These instruments were studied and items associated to the factors were identified for possible inclusion in the questionnaire. The items chosen were then taken and rephrased to make them relevant for the South African context. Experts in the fields of psychology, education and instrument development rated the items in terms of appropriateness, relevance, language and readability. The comments were then included and the questionnaire piloted in one school in Pretoria. Based on an initial analysis minor changes were made to the questionnaire, which was then administered in three schools in and around Pretoria. In total 608 learners participated in the study, 166 learners in the pilot study and 442 learners in the main study. Some problems were identified with the questionnaire, which included the language of the items and that of the learners. The instrument was found to have face and content validity. The initial reliability analysis indicated that some of the factors attained reliability coefficients that were lower than the set limits. As a result item-total analysis was undertaken and it was found that certain items did not correlate well with the scale. A factor analysis was also undertaken for further scale development. Five factors were extracted using principal components analysis; the previously conceptualised factors were incorporated in different ways than anticipated. These factors were conceptualised and named Interaction, Cohesion, Learning environment (which is on a classroom level) and Resources. The only factor that concurred with the original conceptualized factors was Violence. Integration of information technology and physical asset planning and management

Queensland University of Technology has radically restructured the top-level governance systems for information technology planning and management. Additionally, QUT has integrated information technology planning and management with physical infrastructure planning and management via the Asset Management Plan. To complete the approach, QUT has instigated a top-level governance committee for IT to ensure alignment with organisational goals and strategies. This is an unusual development for IT planning and management at an Australian university and attracted attention from the Commonwealth Department of Education, Science and Training (DEST) as well as other universities in the Australian tertiary education sector and led to the research study. This research studies the redevelopment of the information technology planning and management approach. The survey research determines the level of integration of IT and university planning, and the correlation of this integration to effectiveness of IT planning. The case study documents the changes, highlights the advantages and disadvantages of the new approach and provides a model for change in IT management at other Australian universities. It is evident from current literature on information technology management and strategic planning that these developments are validated as steps toward achieving best practice in information technology planning and management. Through rigorous conduct of interviews, observations and review of documentation and through application of a survey questionnaire to a defined population, the research reviews the developments and ongoing implementation of the planning and management infrastructure. Among the outcomes from the new approach are better alignment of information technology investment with QUT goals and objectives, better benefits realisation from information technology investment, better project management of information technology development and innovation, and increased flexibility and accountability in information technology expenditure. Finally, a comparison to other information technology planning and management methods in place at Australian universities demonstrates the uniqueness of the QUT approach. The thesis reports the benefits and difficulties associated with this approach, and provides a context for future development of IT planning, management and governance at QUT.

Cities are highly unequal systems and rapid, top-down development is increasingly causing segregation between people of different socio-economic statuses through gentrification. In response, a bottom-up, more community centred approach is often proposed, yet this method also not without significant issues. In this thesis I investigate the role of the designer as a mediator, facilitator and translator between the top-down and bottom-up approaches to urban development. Using Grønland, Oslo as a case study, I start by gathering high-level research in order to understand the large-scale strategies that the municipality and private developers have for the area. In the second section, I undertake on-the-ground research in order to understand the everyday issues that people who live in, or use, the area face. In the final section I propose a research laboratory and makerspace that can activate the local community, providing the resources in order for everyday people to be able to have a positive impact on their city, in addition to gathering long-term, in-depth research on the area in order to influence the future of Grønland. This thesis is written as a working document that can, and should, be used by a wide range of people, from the municipality to local residents, and is designed to be added to as the project develops.
