Conceptualisations of citizenship in Sweden and the United Kingdom : an empirical study and analysis of how 'citizenship' is understood in policy and by policy-makers

This empirical study identifies and analyses what conceptualisations of citizenship emerge in policy thinking around naturalisation and how these conceptualisations have been articulated in citizenship policy and by policy-makers in the two specific cases of the United Kingdom and Sweden. Understanding citizenship as a bounded membership status the research is grounded in a view of citizenship as having content: rights and duties, ideas of identity, perceived virtues or political values. Employing an interpretive methodology the study closely analyses the central policy documents from the period 1994-2007. It also extensively draws on material from over thirty in-depth elite interviews with policy-makers. These include David Blunkett and Ulrica Messing, the ministers responsible during the development of the key changes to citizenship legislation in the respective countries. In the Swedish case the thesis argues that five conceptualisations form the ideational context in which policy articulations of citizenship take place. Interplaying ideas of integration, equality and belonging are reinforced by conceptualisations of citizenship as about a „welcoming‟ symbolism and as „responding to a global, internationalising context‟. In the UK case five conceptualisations also emerge. A strong interlocking of thinking about integration and belonging provides citizenship policy‟s ideational foundation. Adding depth and complexity to this are ideas about diversity, „common values‟, and the presentation of citizenship acquisition as a „journey‟. The final section of the study analyses and compares the findings from the two specific cases. In considering the policy tone around naturalisation it contrasts the attention given to individual effort in the UK with the accentuation of entitlement in Sweden. It also highlights different conceptual approaches to belonging and its relationship with citizenship; with belonging strongly connected to identity in the UK but to the idea of emotional certainty and security in Sweden. This is argued to reflect distinct beliefs about where evolving ideas about citizenship create demands for change. In Sweden, legislative opening to dual citizenship was conceptualised as a necessary response expected of the state. In the UK, the introduction of citizenship tests was conceptualised as the establishment of a legitimate demand on individuals. Approaches in the two cases are also shown to differ in where emphasis lies in ideas about diversity‟s relationship with citizenship. The UK downplays notions of ethnicity while the Swedish conceptualisation accepts pluralism as the reality of contemporary globalisation.

Housing policy and project implementation: the case of Cosmo City integrated housing project

The main aim of the study was to investigate the extent to which the implementation of Cosmo City Project has accomplished the aims of housing policy. The main areas of housing policy which were explored are: partnerships, public participation, tenure security, and integration (spatial, institutional, economic, and social). In order for this study to be successful, primary data was collected from ten residents from Cosmo City, Cosmo Environmental Control Officer, and the Project Manager. A research questionnaire was administered to each of the identified respondents. In addition, secondary data was collected from books, journal articles and relevant policy documents. The analysis of findings used research questions as themes to ensure that the data collected respond to the objectives of the research. The findings of the study revealed that the implementation of Cosmo City achieved most of its objectives such as tenure security, environmental sustainability, spatial integration and institutional integration. However, economic and social integration were not achieved by the project. These findings led the researcher to conclude that an attempt by South African government to create socially and economically viable human settlements did not succeed in Cosmo City. This was due to lack of effective public participation. Consequently, it was recommended that there was a need to strengthen the capacity of the Local Authorities in terms of housing policy formulation and implementation. Again, thorough research on urban poverty and urban integration processes were to be clearly incorporated into housing policy.

Integration of climate measures into urban regeneration, using the case of Seoul

Urban regeneration plays a significant role in the creation of climate-friendly urban areas. Urban regeneration strategies such as (1) the creation of open spaces and green infrastructure, (2) the effective use of inner-city land, (3) changes in land-use structure and elements through regeneration of inner-city areas, and (4) changes in building stock through retrofitting existing buildings and the construction of green buildings can all help with climate mitigation and adaptation efforts. Many cities throughout the world have enacted urban regeneration policies, plans, and programmes, highlighting the significance of implementing climate measures into urban regeneration policies and initiatives at the supranational, national, regional, and municipal levels. The government of the Republic of Korea has made urban regeneration a primary priority, investing a significant amount of public funds in the process. Korea's urban regeneration initiative has made tremendous progress, with projects in numerous cities around the country currently underway. However, Korea's urban regeneration rarely takes up the opportunities to incorporate climate measures into its policy and plans. As a result of these fragmented policy approaches, both urban regeneration and climate change policies may become inefficient in terms of inefficient budget execution and staff management. Although recent Korean studies have emphasised the significance of incorporating climate change measures into urban regeneration areas, these studies do not provide empirical evidence of specific institutional hurdles and only provide a limited amount of recommendations for successful climate policy integration in urban regeneration policies and plans. According to the literature on environmental policy integration and climate mainstreaming in worldwide academic discussion, there is a lack of empirical information on the factors that influence policy implementation phases. Identification of variables influencing the integration of climate change policies into urban regeneration—at both the policy development and implementation stages—is crucial to understanding effective climate policy integration in this policy domain. The goals of this dissertation are to (1) investigate the current urban regeneration process and how it incorporates climate measures, (2) identify the relevant internal and external factors that influence the integration of climate measures into urban regeneration policy during the policy development and implementation stages, and (3) identify implementation gaps in the integration of climate measures into urban regeneration projects during the policy development and implementation stages. This study develops a conceptual framework based on earlier studies that examine (1) the assessment of climate policy integration levels and (2) the factors that influence climate policy integration across policy domains. This dissertation takes a qualitative case study method, integrating content analysis, process tracing, and document analysis with data from semi-structured interviews with relevant stakeholder representatives, as well as a collection of relevant documents. Seoul was chosen as the case study area because it is a densely populated city with active urban regeneration and climate change policies. The case study provides empirical evidence of relevant factors for the climate policy integration in urban regeneration for cities that are pursuing successful integration of climate measures into urban regeneration policy. Throughout the policy cycle, this study gives a detailed list of internal and external factors that influence the incorporation of climate measures into urban regeneration. Political factors, organisational factors, and resources are critical factors in both policy development and policy implementation, as previous studies have shown. However, in the policy development and policy implementation stages, this dissertation studies more detailed aspects within these categories and examines them closely by categorising them into internal and external factors. According to existing research in this field, implementation gaps are caused by a lack of sustained political support and cooperation among key stakeholders, rather than a lack of knowledge or financial resources. Other factors related to implementation gaps, such as (1) a lack/absence of information about climate measures, (2) residents' pecuniary focus, (3) public awareness and support, and (4) spatial issues such as lack of facilities/spaces for adopting climate measures, are all significant impacts in the case study of Seoul. This study suggests that sharing information and research about the effectiveness of climate measures is a good place to start when it comes to improving the level of climate policy integration in urban regeneration policies; urban regeneration stakeholders should have enough information on potential climate measure strategies that can be integrated into urban regeneration projects, as well as the benefits of doing so for the neighbourhood (e.g. climate-related businesses which support community cooperation and profit generation, community-based climate activities, and more diverse ways of measuring the success of climate measures in order to educate the public better).:1. Attention to two major historical patterns, the European developments and the current situation in the area of social policy. Then you take the analysis of social security in the Czech Republic. In the last chapter analyzes income and expenditure on social security and social policy in the Czech Republic and the European Union. Finally, I concluded that Social Security can see the hidden tax, which is very favorable for the tax system.

Curriculum assessment policy statement support programme for Vhembe rural- based primary schools educators

A thesis submitted to the Faculty of Education in fulfillment of the requirements of the Degree of Doctor Of Education in the Department of Curriculum and Instructional Studies at the University of Zululand, 2018 / The Curriculum Assessment Policy Statement (CAPS) was adopted based on the principles of the Revised National Curriculum Statement (RNCS) to improve the quality of education in both rural and urban areas since the change-over from apartheid education in 1994. The new curriculum was also introduced in order to shift from content to outcomes-based education which experienced marked implementation challenges. The main aim of this study was to investigate challenges facing educators in schools in the rural areas in the implementation of CAPS and develop a support programme for them to promote the quality of teaching and learning in these rural schools. This quantitative study used simple random sampling using a self-administered questionnaire to collect data from five hundred rural based educators. The instrument was shaped and enriched by consulting a wide range of literature on the subject to ensure its validity. Quantitative data was analysed using Statistical Package for Social Science 18 (SPSS 18) and Chi- square statistics. Results established challenges that educators are facing through lack of support programmes in the process of implementing CAPS in rural schools. It was also revealed that the majority of rural educators are not effective in implementing CAPS as they are not given support programmes. The findings of this study should assist in developing a support programme for rural based educators towards implementing the Curriculum Assessment Policy Statement in a manner that it would promote quality teaching and learning. The study concludes that rural educators need to be supported for the implementation of Curriculum Assessment Policy Statement. The study recommends the implementation of the support programme to rural educators for the effective implementation of CAPS. It also deals with attitudes of the czech political parties to this issues. The last part of the work is devoted to the SWOT analysis of immigration and integration in the Czech Republic.

Reconstructing Noah’s ark : Integration of climate change adaptation into Swedish public policy

Due to expected impacts such as flooding, landslides, and biodiversity loss, climate change adaptation has become recognized as an inevitable part of climate change policy and practice. However, our understanding of how to organize the management of adaptation is lacking, and few concrete measures have yet been implemented. Knowledge gaps exist relating to constraints on and opportunities and facilitating factors for adaptation. This study aims to fill such gaps by analyzing how Swedish climate change vulnerability and adaptation management is integrated across issues, sectors, and scales in public policy. The analysis is supported by two interconnected sub-studies. The first maps the national and local institutionalization of adaptation through document analyses at different policy levels. The second analyses practical approaches to and perceptions of vulnerability and adaptation management in two case municipalities. In the latter sub-study, qualitative interviews and stakeholder dialogues were held with officials from various local sector departments. The results indicate that climate change adaptation is poorly integrated into Swedish public policy. Constrains on local horizontal integration include a lack of cross-sectoral coordination and knowledge, weak local political interest, and varying opportunities for sector departments to influence policy. These constraints result in climate vulnerability being considered late in municipal and regional strategic planning processes. They also reduce the possibility of identifying overarching municipal goals. At the national level, horizontal integration is negatively affected by a lack of government guidelines and by unclear division of responsibility. Constraints on vertical integration include poor fit between the national and municipal levels, due to a perceived absence of national goals, guidelines, and funding, and the lack of a sufficient knowledge base for decision-making. This makes it difficult to  now what measures to prioritize and how to evaluate progress. The analysis of adaptation policy integration also gives insights into some general factors found to either constrain or facilitate implementation of adaptation. In Sweden, both horizontal and vertical integration has been facilitated by the few national and regional guidelines established to date, indicating that national steering would offer a useful way forward. Policy integration could be increased by formulating national adaptation goals, creating a national adaptation fund, creating municipal adaptation coordinator posts, and paying greater attention to climate change  vulnerability in proactive economic planning. / Förväntade konsekvenser av klimatförändringar såsom översvämningar, jordskred och biodiversitetsförluster har utvecklats till viktiga klimatpolitiska frågor. Förståelsen av hur hantering av klimateffekter kan organiseras är dock begränsad. Kunskapsluckor existerar även kring hinder och möjligheter för implementering av klimatanpassning. Därför har få anpassningsåtgärder hittills realiserats. Denna studie syftar till att bidra med kunskap för att fylla ovanstående luckor, genom att analysera hur hantering av klimatsårbarhet och anpassning är integrerade i andra frågor, sektorer och nivåer i svensk offentlig policy. Analysen stöds av två sammanlänkande delstudier. Den första kartlägger genom dokumentanalyser, hur anpassning institutionaliserats på nationell och lokal nivå. Den andra analyserar praktiska tillvägagångssätt till, och åsikter om, hantering av anpassning i två svenska kommuner. I den senare delstudien har kvalitativa intervjuer och intressentdialoger genomförts med kommuntjänstemän från olika sektorsförvaltningar. Studien visar att anpassningsfrågan är undermåligt integrerad i svensk offentlig policy. Hinder för horisontell integrering på det lokala planet inkluderar en brist på tvärsektoriell koordinering och kunskapsuppbyggnad, ett svalt lokalpolitiskt intresse och olika möjligheter för sektorsförvaltningar att påverka beslutsfattande. Detta får till följd att klimatsårbarhet övervägs sent i kommunal och regional strategisk planering. Det försvårar också möjligheten att finna övergripande kommunala mål. På den nationella nivån påverkas den horisontella integreringen negativt av en avsaknad av statliga riktlinjer och fördelning av ansvar. Hinder för vertikal integrering inkluderar en brist på matchning mellan nationell och lokal policynivå på grund av en upplevd avsaknad av nationella mål, riktlinjer, finansiering och kunskapsunderlag. Detta gör det svårt att prioritera bland åtgärder, och att utvärdera framsteg. Analysen av policyintegrering ger även insyn i mer generella faktorer som antingen hindrar eller främjar implementering av klimatanpassning. De få statliga och regionala riktlinjer som hittills utvecklats i Sverige, har främjat horisontell och vertikal integrering av anpassning. Detta indikerar att nationell styrning är viktigt för att underlätta implementering av klimatanpassning. För att stärka policyintegreringen föreslås därför att nationella anpassningsmål utvecklas, att en nationell anpassningsfond instiftas, att en tjänst inom kommuner för att koordinera klimatanpassning etableras och att en större vikt ges till klimatsårbarhet och anpassning i proaktiv ekonomisk planering.

It compares the situation in the Czech Republic with selected European Union countries. Besides this the thesis is focused on the main projects of the active immigration policy of the Czech Republic.

The main objective of the graduation thesis "Failure of Integration Policies in Europe: a Multi-case Study" is to understand the essence of conflicts and problems, which occur during the migrant integration process in European countries, and identify their common ground. The thesis offers an analysis of possible interpretations of cultural and value contexts, together with interpretations of multiculturalism and other main integration models, which led to creation and implementation of different policies. Discourse analysis is the crucial research method of the thesis. The core of the thesis is represented by case studies, each of them reflecting certain social problems. The final part of the thesis brings the problems together and aims to reveal the connection between them, the integration policies and the context in which the policies were created. The common reason and fundament of different social problems will be searched. The author will analyze the key question, is it possible that problems and conflicts of different shapes stem from the same root?

Policy Integration for Sustainable Transport Development : Case Studies of Two Swedish Regions / Integration av policyprocesser mellan sektorer och nivåer för hållbar transportutveckling : två fallstudier av svenska regioner

It has been argued that for the management of complex issues such as sustainability, which transcend traditional policy sectors and require coordination between several different interests and actors, policymaking depends upon collaboration and integration processes between different sectors and tiers of government. The overall aim of this thesis is therefore to study how and why (or why not) policy integration processes are being developed in regional policymaking and what this means for the achievement of sustainable transport. The thesis consists of two separate qualitative case studies of policymaking in two Swedish regions, one representing a least likely case and the other a most likely case of policy integration. The focus has been on the organizational actors involved in policymaking processes for the regional transport system. For the general discussion the theoretical framework of policy integration, complemented by the analytical concepts of policy logics, organizational identities and boundary object are used. The findings are presented in four articles. An overall conclusion is that policy integration processes do not necessarily result in policy for sustainable transport. If policy integration becomes a goal in itself and the same as joint policy, it risks neglecting sustainable values and becoming the smallest common denominator that a number of actors can agree on. For developing sustainable transport solutions, collaboration for the coordination of policy may be beneficial, but the aim of such processes should not be joint policy. / För att beslut och riktlinjer ska kunna utformas så att de leder till lösningar av komplexa frågor, såsom hållbar utveckling, anses de behöva hanteras i samverkan mellan flertalet berörda sektorer och beslutsfattande nivåer. Det är dessa samverkansprocesser, beskrivna som integration under policy processer, som den här avhandlingen analyserar. Syftet är att studera om och hur integrerade regionala policyprocesser förekommer, hur de utvecklas samt deras betydelse för att åstadkomma ett hållbarare transportsystem. Detta undersöks genom kvalitativa fallstudier av två olika svenska regioner som representerar ett minst och ett mest troligt fall av integration av policy. Fallstudierna görs i regionerna Stockholms län och Västra Götalands län. Dessa två fall representerar dessutom två helt olika typer av regionala organisationer, vilket gör att de utgör underlag till, inte bara en diskussion om hållbara transporter, utan också om utvecklingen av den svenska regionala förvaltningsnivån. För analys används teori kring integration av policy och tre huvudsakliga analytiska begreppsansatser: policylogiker, organisationsidentiteter och gränsobjekt. Resultaten presenteras i fyra separata artiklar och dessa diskuteras tillsammans i den inledande kappan. I studien konstateras att integration av policysektorer och förvaltningsnivåer inte nödvändigtvis leder till transportlösningar som är mer hållbara. Beslut om en gemensam policy över sektorer och nivåer riskerar bli urvattnad eftersom det är många aktörer som ska komma överens. Samverkan för att samordna olika mål och intressen visar sig i huvudsak vara viktigt för att styra mot ett hållbart transportsystem, men det innebär inte att gemensam policy bör vara målet. Därutöver belyser studien hur olika organisationsformer på regional nivå påverkar regionala beslutsprocesser och hanteringen av hållbar transportutveckling.
