"Syns det inte, finns det inte" : En kvalitativ fallstudie av hinder och möjligheter för resepolicy i Svalövs kommun / "Out of sight, out of mind" : A qualitative case study of barriers and opportunities for travel policy in Svalöv Municipality

Klimatförändringar medför förhöjda temperaturer vilket kan leda till höjda havsnivåer och översvämningar med förödande konsekvenser för djur och människors hälsa, tillgång till mat, ekonomi och miljön. De globala klimatmålen riktas mot nationella regeringar. År 2045 ska Sverige inte ha några nettoutsläpp av växthusgaser. Detta innebär att kommuner i Sverige,däribland Svalövs kommun, måste arbeta utifrån sina lokala förutsättningar för att nå dessa mål. Transportsektorn står för den största energianvändningen och utsläppen av växthusgaser. Svalövs kommun har med sin nya klimat- och energiplan sikte på att minska kommunens transportbehov. En uppdaterad resepolicy kan vara ett verktyg att uppnå dessa mål. Studiens syftar till att undersöka de faktorer som möjliggör och hindrar en implementering av en uppdaterad resepolicy i Svalövs kommun. Därför är studiens frågeställningar: Vilka hinder och möjligheter upplevs av tjänstepersoner i Svalövs kommuns för att följa en resepolicy? Samt vilka åtgärder kan Svalövs kommun vidta för att öka medvetenheten och efterlevnaden av den nya resepolicyn bland sina medarbetare?En kvalitativ fallstudie genomfördes i Svalövs kommun och empiri inhämtades genom semistrukturerade intervjuer med tjänstepersoner i Svalövs kommun samt expertintervjuer med Malmö stad och Lunds kommun. En tematisk analys genomfördes på de transkriberade intervjuerna. Resultatet visade att det största hindret för efterlevnaden av resepolicyn är att de flesta inte känner till dess existens vilket gör kommunikation om resepolicyn till den främsta möjligheten att förbättra rådande förutsättningar. Resultaten indikerar att implementeringsprocessen är det viktigaste steget för en väl förankrad resepolicy / Climate change results in elevated temperatures, which can lead to rising sea levels and floods with devastating consequences for animals and human health, food availability, the economy, and the environment. The global climate targets are directed at national governments. By 2045, Sweden should have no net emissions of greenhouse gases. This means that municipalities in Sweden, such as Svalöv Municipality, must work based on their local conditions to achieve these goals. The transport sector accounts for the largest energy use and greenhouse gas emissions. With its new climate and energy plan, Svalöv Municipality aims to reduce the municipality's transport needs. An updated travel policy can be a tool to achieve these goals. The study aims to examine the factors that enable and hinder the implementation of an updated travel policy in Svalöv Municipality. Therefore, the study's research questions are: What obstacles and opportunities are perceived by officials in Svalöv Municipality to comply with a travel policy? And what measures can Svalöv Municipality take to increase awareness and compliance with the new travel policy among its employees?A qualitative case study was conducted in Svalöv Municipality, and empirical data was collected through semi-structured interviews with officials in Svalöv Municipality as well as expert interviews with Malmö Municipality and Lund Municipality. A thematic analysis was conducted on the transcribed interviews. The results showed that the biggest obstacle to compliance with the travel policy is that most people are unaware of its existence, making communication about the travel policy the primary opportunity to improve the current conditions. The results indicate that the implementation process is the most crucial step for a well-anchored travel policy.

Social learning as a process to foster Integrated Coastal Management / Aprendizagem social como um processo para promover a gestão costeira integrada

Integrated coastal and ocean management (ICM) requires new management systems where social learning (SL), the joint and collaborative learning trough interaction, is a key element. The occurrence of SL and the factors that affect it were investigated by documentary analysis, observation of ongoing processes and accessment of the perception of people involved with the participatory management of a marine protected area (MPA) in Brazil. The general hypothesis is that SL can qualify participation and improve ICM. To test it, this research characterized the management of the MPA, identifying SL processes and how they were fostered/hindered, with special attention to the role of research and educational institutions and the promotion of knowledge exchange. SL was evidenced by changes in knowledge, perception of the complexity of the system, social context and in the development of new understandings among the stakeholders involved in the processes, leading to strong social organization, social empowerment and institutional changes, promoting social capital. To improve ICM through SL, five strategies are proposed: promote diverse participation, not limited to official membership; promote simultaneous discussions in small groups; favor interaction processes over rapid solutions; explore common interests; explore different roles, especially with reference to research and educational organizations. / A gestão costeira integrada (GCI) demanda novos sistemas de gestão onde a aprendizagem social (AS), a aprendizagem conjunta e colaborativa que ocorre por meio de interação, é um elemento-chave. A ocorrência de AS e os fatores que a afetam foram investigados por meio de análise documental, observação de processos em andamento e levantamento da percepção dos indivíduos envolvidos com a gestão participativa de uma área marinha protegida (AMP) no Brasil. A hipótese central é que AS pode qualificar a participação e aprimorar a GCI. Esta pesquisa caracterizou a gestão da AMP e identificou processos de AS e como eles foram favorecidos/prejudicados, com atenção especial ao papel de instituições de ensino e pesquisa e à promoção de troca de conhecimento. A AS foi evidenciada por mudanças no conhecimento, percepção da complexidade do sistema, contexto social e construção de entendimentos coletivos, fortalecendo a organização social, empoderamento social e mudanças institucionais, promovendo o capital social. Para aprimorar a GCI por meio de AS são propostas cinco estratégias: promover diversidade de participação; promover a discussão simultânea de vários problemas; favorecer processos de interação à soluções rápidas; explorar interesses comuns; explorar diferentes papéis, especialmente considerando as organizações de ensino e pesquisa.

Integrace klimatické politiky do vybraných obchodních dohod Evropské unie / Climate Policy Integration in the EU's Trade Agreements

This master's thesis deals with climate policy integration in two European union's trade agreements, EU-Canada Comprehensive Economic and Trade Agreement (CETA) and EU-Japan Economic Partnership Agreement (EPA). Ambitions of EU's climate policy have grown in recent years. Therefore the EU needs to cooperate with other world countries to tackle the climate change now even more than ever before. One of the solutions for such a binding cooperation to fight climate change could be implemented through the EU trade policy. This master's thesis is therefore interested in climate policy integration concerning the policy coherence during the process of making trade agreements and also in climate policy aspects of the final form of the agreements. In the theoretical part, this thesis describes the academic debates of policy coherence, climate policy actors in the institutional framework of the EU and also the history of EU's climate policy. Research operationalises the academic concept of climate policy integration (CPI) and carries it out through analysisand comparison of official EU's institutional documents. In the final part, this master's thesis draws its conclusions mainly from comparison of EPA and CETA.

Water Ties: Towards a Relational Understanding of Water Governance Networks in Tanzania and Ethiopia

This interdisciplinary thesis studies the diverse multi-stakeholder networks that are constitutive of contemporary water governance. It examines collaborative governance networks from a relational perspective in two case study watersheds in Tanzania and Ethiopia. Collaborative and networked governance approaches are increasingly promoted to address complex water challenges, but relatively little is known about how the everyday collaborative relationships (i.e. collaboration practices) among the multiple actors involved in the development, management and use of water, shape contemporary water governance processes. In this thesis, I advance, based on intensive fieldwork data collection, a conceptual and methodological framework for studying collaboration networks pertaining to watershed management. I examine local collaborative governance networks in two watersheds, in Ethiopia and Tanzania, from a relational perspective, using complementary qualitative and quantitative social network research methods. The thesis explores the opportunities and limitations of such collaborative governance networks in their concrete functioning, thereby contributing to a more context-sensitive, and nuanced, understanding of the role of governance networks and collaborative governance approaches in the management of water and related resources.
