[pt] Hannah Arendt, conhecida pela constatação da ruptura da tradição derivada dos acontecimentos sem precedentes, passou a formular pensamentos que exigiram um novo olhar. Afastando-se da filosofia política, Hannah Arendt passou a defender uma teoria política que tinha como capacidade confrontar-se com uma exterioridade radical, imprevisível e incalculável. Neste sentido, esta Dissertação tem como objetivo analisar o caminhar de Arendt, a partir do plano de sua trajetória pessoal, da filosofia para a teoria política, tentando compreender como que a experiência da judaicidade - e da consequente posição de minoria política, estigmatizada, refugiada durante o século XX - foi fundamental para a defesa de um mundo plural, pautado no diálogo entre os povos. A análise de parte de sua bagagem intelectual também é feita, chamando atenção para o vínculo da autora com a filosofia existencialista alemã e com o sionismo político, alemão e francês. O período analisado fica entre o nascimento da autora em 1906 e o ano de 1940, ano em que deixa o seu exílio na França. / [en] Hannah Arendt, known for the realization of the rupture of tradition by the unprecedented events, started developing thoughts that demanded a new point of view. Moving away from a political philosophy, Hannah Arendt started to defend a political theory that had capacity to confront a radical, unpredictable and incalculable exteriority. In this sence, this work aims to analyze the path of Hannah Arendt, from her personal trajectory, from philosophy to political theory, to understand how the experience of Judaicity - and the consequent position of political minority, stigmatized, refugee during the 20th century - was important for the defense of a plural world, based on the dialogue between different people. The analysis of part of her intelectual influences is also part of this work, focusing in the existential philosophy and the french and german political zionism. The period analyzed goes from the birth of the autor, in 1906, to 1940, the year that she leaves her french exile.

Students’ Exposure to Political News on the Internet and Political Awareness: A Comparison between Germany and Egypt

The recent political events in Egypt, Libya, Yemen, and Tunisia (2011) have confirmed the key role of social networks (SNSs), as well as online political news in supporting citizens with their self-determination. Furthermore, “changes in the media landscape present new challenges for scholars interested in the relationship between the media and civil society. Additionally, the explosion of the Internet that started in advanced democracies and has spread through much of the globe provides new and unexplored pathways for communication. Moreover, the inclusion of the Internet in the media environment raises new questions for citizens, politicians, researchers, journalists, and government” (Oates, Owen & Gibson, 2006, p. 1). This study looks at the relationships between young people’s exposure to political news on the Internet and their political awareness. It develops and applies an index for political participation composed of several variables measuring political interest, discussion, knowledge, and participation. The survey among students in both countries was administered in Arabic and German, while the master questionnaire was developed in English. The survey was conducted between April and June 2010 in Egypt at Minia University and in Germany at Technical university of Dresden. The sample size was 1000 (500 in each country) students from several departments representing different academic fields: three departments of Engineering, three departments of Humanities and Social Science, and finally three departments of Natural Science. The study’s main research question was: “What is the impact of students’ exposure to political news on the Internet on their political awareness and civic activities?” The researcher started from the hypothesis that heavy use of political news on the Internet is positively related to political awareness. A further research question aimed at gauging the role of intervening variables such as gender and field of study for the relationship between the use of political news on the Internet and the level of political awareness. Results show that there is a positive relationship between using political online news and political awareness. Effect of Administrative Practices on Law Enforcement Officers' Emotional Intelligence Performance

Between 2001 and 2017, the Civilian Complaint Review Board (CCRB) received 295,616 allegations of police misconduct involving New York Police Department (NYPD) officers' use of force, abuse of authority, discourtesy, and offensive language (FADO). The purpose of this study was to explore the influence of administrative disciplinary actions on officers' emotional intelligence and performance in relation to citizen complaints of police misconduct. The central research question addressed how administrative practices influence law enforcement officers' behavior in relation to emotional intelligence-based performance. The theoretical construct for this study is based on the emotional intelligence theories of Bar-On, Goleman, and Mayer, DiPaolo and Salovey which suggest that individuals, including police officers, are responsible for their emotional intelligence and conduct. A qualitative analysis of citizen allegations of police misconduct of the NYPD was conducted using documents from the CCRB and Office of the Inspector General for the NYPD. Each complaint was evaluated using a thematic-based analysis. The findings suggested that the NYPD's low disciplinary rate might have influenced FADO behavior, revealing patterns and practices of racial, ethnic, and social stereotyping, and a lack of compliance with department policies. Recommendations include officer and administrator training on emotional intelligence practices and restructuring department policy processes which can lead to positive social change by helping law enforcement agencies engender trust with their communities and eliminate patterns and practices related to social bias, profiling, and racial stereotyping.

The politics of post-industrial cultural knowledge work

This dissertation conducts in-depth inquiries into the practices, nature and theory of post-industrial cultural work and the humanities- and arts-based civic dialogues which cultural work promotes. Given the broad neglect of utopian thinking in the mainstream of critical social science and in an attempt to sketch out a vision of an alternative future, the aim of this thesis is to outline an “epistemology” for post-industrial cultural work as well as to reflect upon the outlook for educational cultural work practices and their function as a catalyst for civic dialogue and cultural change. The main concerns are the signification, interests and aims embodied in cultural production touching on issues of cultural and scientific learning, alternative modes of democratic governance of science and technology (Felt, Wynne et al. 2007), industrial society’s logic of accumulation and market rationality, the primacy of contemporary instrumental and capitalist values, neoliberalism, globalization and cosmopolitanism. With a view to addressing elementary questions regarding the future of cultural work, which are explored and theorised alongside future perspectives of a new form of knowledge work for the humanities and the arts, the actual challenges of cultural work are considered from within the wider context of the risk society (Beck 1986) and the threats which affect everybody today. In relying on Beck’s (2009) conceptualization of the world risk society as a “non-knowledge society” characterised by the global existence of incalculable risks/threats and non-knowing, the thesis addresses the problem of non-knowledge and unrecognised contingencies as a challenge for cultural work to design processes of (un)learning in civic dialogues. In exploring the social, cultural and political relevance of three empirical case studies, the thesis ventures into the prospects of a new socio-epistemological perspective for cultural work and workspaces for knowledge. The studies investigate three different (techno-)socio-cultural spaces of knowledge: a public exhibition about the new Gotthard Base Tunnel currently under construction in the Swiss Alps, Jennifer Baichwal’s film Manufactured Landscapes (2006) about the Canadian photographer Edward Burtynsky and China’s industrial revolution, and the living intervention Fairytale at Documenta 12, 2007, which brought 1,001 Chinese citizens to Kassel, Germany. Actor-Network Theory (ANT) is employed as a tool for the analysis of the material-semiotic properties of differing knowledges, the heterogeneous relations of socio-economic networks, and the global and uncertain conditions of the post-industrial world in which cultural work is embedded. What is colloquially referred to as post-industrial cultural knowledge work in this thesis is elaborated in the context of a propositional socio-epistemological second-order framework (Von Foerster 1984; Pakman 2003) for cultural work and its entanglements with ethics, aesthetics, pragmatics, politics—and biopolitical production (Hardt and Negri 2000; 2009). In order to build “third spaces” of knowledge (Turnbull 2000) and to nurture uncertainty-oriented approaches and contingencies, the findings propose the development of more open, (self-)reflexive and anticipating forms of thinking and acting in cultural production fields with the aim to catalyse societal developments, to foster intrinsic values and to create cultural workplace identities with a moral-ecological-political awareness (cf. Banks 2006; 2007) invoking new interactions between viewers, audiences and the environment.

Esse estudo foi desenvolvido com moradores e trabalhadores de Unidades de Reciclagem de Lixo, em algumas comunidades, na cidade de Porto Alegre. Realizamos questionários e entrevistas semi-estruturadas com moradores e trabalhadores das Unidades de Reciclagem de Lixo, dentre os quais contemplamos lideranças comunitárias, assim como técnicos de diferentes Secretarias ou Departamentos Municipais, que trabalham junto às comunidades nas quais se encontram as Unidades de Reciclagem. Além disso, fizemos uma pesquisa documental para a coleta de informação sobre a realidade pesquisada. Com base nos discursos de nossos entrevistados e nos referenciais teóricos de Sandoval (1989, 1994, 2001) e Melucci (1989, 1994, 2001, 2004), analisamos as relações entre consciência política e participação política, inferindo que o exercício da cidadania, viabilizado pela participação política, compõe um cenário importante para a formação da consciência política. Constatamos que fóruns de participação, dentre os quais destacamos o Orçamento Participativo, constituem-se em importantes canais de interlocução, além de serem decisivos para a configuração de valores societais que permitem aos indivíduos se fortalecerem enquanto atores sociais e políticos, bem como se engajarem, coletivamente, em ações que possibilitem o exercício da cidadania, a emancipação e a qualidade de vida. Percebemos que as políticas públicas incidem na vida dos indivíduos, no entanto, faz-se necessário considerarmos os impactos psicopolíticos que interferem no comportamento político dos mesmos, de forma a entendermos a complexidade da participação política

Rethinking Source Criticism -Towards the development of an analytical model for evaluation of sources in times of massinformation and fake news

This thesis discusses source criticism from a critical perspective which encompasses its challenges, demands and possibilities for teaching practice. The questions guiding the core of this research are the following:1) What differentiates people’s activities in the process of evaluating sources? 2) What characterizes an effective practice in critical evaluation of sources? 3) Which criteria, factors and strategies might be important to consider in order to have a successful source critical methodology that promotes the improvement of critical thinking when analysing information and news?The studied materials include data from one survey and 54 semi-structured interviews. The interviews, analysed by using a methodology based on Grounded Theory, led to the development of a concept, critical source criticism (CSC), which define a broad perspective for the analysis of sources, and a related theoretical model (the CSC-model) aimed to be used for didactical purposes. The outcomes from this research suggest that different forms and levels of knowledge in history and social studies (in theory and practice), have a critical impact on the way we interact with information. The results also suggest that the combinations of theories and methodologies, alongside an emphasis on pluralism and multiperspectivity, can turn source criticism into an effective practice to achieve several educational goals. Subsequently, these results, are considered in the development of the proposed model in this thesis. The CSC-model developed in this study could be suitable for the analysis of information such as news, in planning of source-critical based teaching and in source critical discussions. I argue that this methodological structure, can be applied to facilitate the development of critical thinking, as well as other skills and abilities essential for democratic participation. Infrastructure, Participation and Legal Reforms: An Analysis of the Politics and Potentials of Village Elections in China

Inspired by critiques of controlled elections under “single-party rule,” this dissertation explores the performance, implications and potentials of China’s village elections. It first reviews the most important studies on the progress of China’s grassroots democracy and then analyzes the social-political background of village self-management which to date has been neglected in the academic literature. Based on empirical studies conducted in Sichuan, this dissertation investigates the roles and attitudes of various participatory groups in village elections and in the course of electoral reforms. It also discusses the failure of the existing law to set out fundamental rules for village elections and to effectively guide people’s behavior.
