Bilateral Relations Between The Us And Saudi Arabia: 1990-2003

The objective of this thesis is to analyze the bilateral relations between the US and Saudi Arabia in the period between 1990 and 2003. In this context, the aim is to find out an answer to the question of how the relations between the US-Saudi Arabia have strained after September 11. Accordingly, the thesis contains four main parts. In the first part of the study, the historical background of US-Saudi relations up to the 1990-1991 Gulf Crisis, which was based on oil for security exchange, is studied. In the second part of the study, the security dilemma of Saudi Arabia, the challenges Saudi Arabia faced during the 1990s, and how these challenges affected its relations with the US are discussed. In the third part, September 11 and how global issues like war on terrorism, war in Iraq and democratization in the Middle East came into the agenda of the relationship is scrutinized. Accordingly, this thesis has reached to the following conclusions: First, after September 11, the relations between the two countries became more problematic and have affected by both global issues as well as domestic debates in both countries. Second, despite increasingly problematic nature of the relationship, the two countries managed to continue their strategic relationship, particularly as regards to &ldquo / war on terrorism&rdquo / .

Human and social progress: projects and perspectives

This study examines three important conceptions of social and human progress, evaluates them critically, and proposes an alternative conception of a rather different type. The first three conceptions are respectively found in, or at least based on, Condorcet’s theory of the historical progress of the sciences and the arts; Adam Smith’s conception of the progressive increase of national wealth; and Karl Marx’s ideal of the communist society. Despite their fundamental differences, these three theories have several common elements. Each one proposes a social project aimed at achieving an ideal society; each ultimately seeks the improvement of the human condition; each focuses however on social rather than human progress, so that its conception of the latter (and of humanness) must be constructed from a set of associated ideas about human nature, life, needs, worth, potential, or fulfilment, and about relations among these.

O Lobby é uma das táticas mais utilizadas de CPA. Estudos que visam a compreensão por intermédio de fatores econômicos e de outras naturezas são de suma importância na explicação da variação dentro de um determinado sistema, porém, raramente levam em consideração o ambiente político doméstico de um país (YADAV, 2008). O contexto de imprevisibilidade gera incertezas a respeito do ambiente no qual implementa-se a tática de Lobby e diminui a capacidade de previsão de cenários. A consequência disso é a possibilidade de redução da vantagem competitiva das firmas as quais se engajam em estratégias de não mercado. Além disso, ambientes de mudanças políticas caracterizam-se por trocas de executivos no poder provenientes de eleições nacionais (YASUDA; MITSUHASHI, 2017) ou por impedimento em completar o mandato governamental. O cenário político e econômico do ano de 2016 no Brasil serviu como laboratório para o estudo, na medida em que apresenta características do ambiente de mudanças políticas necessárias à pesquisa. Por intermédio de uma pesquisa qualitativa positivista com triangulação de dados primários – obtidos por meio de entrevistas – e secundários – principalmente para entendimento do ambiente político, a pesquisa justifica-se pela importância no aprofundamento da compreensão do fenômeno. / In the scope of corporate policy activities (CPA) aided by resource variables, routine and resource-based capabilities (RBV), this research aimed to analyze how corporate lobbying activities are carried out in politically changing environments. Lobby is one of CPA's most commonly used tactics. Studies that aim at understanding through economic and other factors are indeed important in explaining variation within a given system, but rarely take into account a country's domestic political environment (YADAV, 2008). The context of unpredictability creates uncertainties about the environment in which lobby tactic is implemented and reduces the predictability of scenarios. The consequence of this is the possibility of diminishing the competitive advantage of companies that engage in non-market strategies. In addition, politically changing environments are characterized by exchanges of power executives from national elections (YASUDA; MITSUHASHI, 2017) or by impediment in completing the government mandate. The political and economic scenario of 2016 in Brazil served as a laboratory for the study, as it presents characteristics of the environment of political changes demanded for the research. Through a qualitative positivist research with triangulation of primary data - obtained through interviews - and secondary data - mainly for understanding the political environment, the research is justified by the importance of deeper understanding of the phenomenon.

This master's thesis examines the influence of a Czech newspaper, the Worker's Papers, that was published in Vienna. The daily paper was targeted at Czech citizens living in the Austrian capital in the times of political changes, between 1918 and 1919. First, the thesis employs the method of a quantitative analysis of articles from selected front pages of the Worker's Papers. I overview the major topics that the newspaper most often reported on: the world politics and the situation of Czechs living in Vienna. Then, I engage in a qualitative content analysis, analyzing key issues of Czechs that were often publicly discussed in the Austrian capital. Regarding the world news reporting, only articles that directly influenced Germany and Hungary are considered, since the Worker's Papers paid a special attention to this region. Using the quantitative, as well as qualitative, content analysis, I examine the extent to which the reporters in the Worker's Papers influenced their readers in terms of their audience's decision making and in terms of shaping the collective identity of the Czech minority in Vienna. Virtuous sociality and other fantasies: pursuing mining, capital and cultural continuity in Lihir, Papua New Guinea

This thesis is concerned with the cultural shifts that have occurred in Lihir, Papua New Guinea, as Lihirians were drawn into greater engagement with the capitalist system, initially through the colonial labour trade and more recently through large-scale resource extraction. This research draws upon 15 months of fieldwork in the Lihir Islands from 2003 to 2004. This thesis is intended as a critical dialogue with world system theorists.World systems arguments are constructive for understanding how Lihirians have remained economically marginal.However, I reject the assertion commonly propounded in these approaches that the world capitalist system inevitably destroys ‘traditional’ cultures and remakes them to its own specifications. Working from Sahlins’ (1985, 1992) premise that there is always continuity in change, I have sought to illustrate those enduring structures and received cultural values that have shaped Lihirian engagement with the capitalist system. My concern iswith articulation rather than penetration; to capture the dialectic of global structural inequalities and Lihirian selective appropriation. This approach allows me to emphasise the heterogeneity of Lihirian culture, notonly prior to sustained European contact, or even mining activities, but specifically at the height of their engagement with the capitalist system. The research focuses the political process of problem formulation, specification of solutions and decision-making, applying John Kingdon`s model to unfold the flows of political process, problems and solutions in each specific historical context. The six cases are described and compared by means of structured narratives and their analysis is supported on theoretical model categories to elucidate how the process of change is developed and which are the relevant actors, ideas, models and political events that explain their circumstances and result. / A tese analisa as mudanças da política de compras e contratações da administração pública federal brasileira descrevendo de forma sistemática os seis casos nos quais as regras e procedimentos sofrem alteração substancial, na forma de leis gerais ou estatutos: a centralização das compras no período Vargas, em dois momentos decisivos (1931 e 1940); a revisão das regras de licitação pelo Decreto-lei n. 200, no contexto da reforma administrativa do governo Castello Branco; a edição de um estatuto das licitações (o Decreto-lei n 2.300) no governo Sarney; a aprovação no Legislativo de uma lei de licitações voltada para o combate à corrupção e ao direcionamento dos contratos públicos (Lei 8.666); a tentativa frustrada de uma nova lei alinhada com a reforma gerencial do primeiro governo Fernando Henrique Cardoso e a criação do pregão como nova modalidade de licitação, em 2000.
